The tsunami from the megathrust earthquake magnitude 9.3 on 26 December 2004 is the largest tsunami the world has known in over forty years. This tsunami destructively attacked 13 countries around Indian Ocean with at least 230,000 fatalities, displaced people 2,089,883 and 1.5 million people who lost their livelihoods. The ratio of women and children killed to men is 3 to 1. The total damage costs US$ 10.73 billion and rebuilding costs US$ 10.375 billion. The tsunami's death toll could have been drastically reduced, if the warning was disseminated quickly and effectively to the coastal dwellers along the Indian Ocean rim. With a warning system in Indian Ocean similar to that operating in the Pacific Ocean since 1965, it would have been possible to warn, evacuate and save countless lives. The best tribute we can pay to all who perished or suffered in this disaster is to heed its powerful lessons. UNESCO/IOC have put their tremendous effort on better disaster preparedness, functional early warning systems and realistic arrangements to cope with tsunami disaster. They organized ICG/IOTWS (Indian Ocean Tsunami Warning System) and the third of this meeting is held in Bali, Indonesia during $31^{st}$ July to $4^{th}$ August 2006. A US$ 53 million interim warning system using tidal gauges and undersea sensors is nearing completion in the Indian Ocean with the assistance from IOC. The tsunami warning depends strictly on an early detection of a tsunami (wave) perturbation in the ocean itself. It does not and cannot depend on seismological information alone. In the case of 26 December 2004 tsunami when the NOAA/PMEL DART (Deep-ocean Assessment and Reporting of Tsunami) system has not been deployed, the initialized input of sea surface perturbation for the MOST (Method Of Splitting Tsunami) model was from the tsunamigenic-earthquake source model. It is the first time that the satellite altimeters can detect the signal of tsunami wave in the Bay of Bengal and was used to validate the output from the MOST model in the deep ocean. In the case of Thailand, the inundation part of the MOST model was run from Sumatra 2004 for inundation mapping purposes. The medium and high resolution satellite data were used to assess the degree of the damage from Indian Ocean tsunami of 2004 with NDVI classification at 6 provinces on the Andaman seacoast of Thailand. With the tide-gauge station data, run-up surveys, bathymetry and coastal topography data and land-use classification from satellite imageries, we can use these information for coastal zone management on evacuation plan and construction code.

This study evaluated the Hook-up installation of an offshore site construction process, which is the final step in an offshore site installation process. During Hook-up installation, the offshore structure can have a detrimental effect on the work stability due to low-frequency motion. Moreover, economic costs can be incurred by the increase in available days of a tugboat. Therefore, this study developed a numerical analysis program to assess the dynamic behavior of mooring systems during hook-up installation to analyze the generally performed installation process and determine when the tugboat should be released. In this program, the behavior of an offshore structure was calculated using Cummin's time-domain motion equation, and the mooring system was calculated by Lumped mass method (LMM). In addition, a tugboat algorithm for hook-up installation was developed to apply the Hook-up procedure. The model used in the calculations was the barge type assuming FPSO (Floating production storage and off-loading) and has a taut mooring system connected to 16 mooring lines. The results of the simulation were verified by comparing with both MOSES, which is a commercial program, and a calculation method for restoring coefficient matrix, which was introduced by Patel and Lynch (1982). Finally, the offset of the structure according to the number of tugboats was calculated using the hook-up simulation, and the significant value was used to represent the calculation result.

The market size of plant projects in overseas is so large that domestic EPC project contractors are actively seeking the overseas projects and then trying to meet completion plans since successful fulfillment of these projects can provide great opportunities for them to expand into new foreign markets. International EPC projects involve all of the uncertainties common to domestic projects as well as uncertainties specific to foreign projects including marine transportation, customs, regulations, nationality, culture and so on. When overseas project gets off-schedule, the resulting uncertainty may trigger unexpected exceptions and then critical effects to the project performance. It usually require much more time and costs to encounter these exceptions in foreign sites compared to domestic project sites. Therefore, an exception handling approach is required to manage exceptions effectively for successful project progress in foreign project sites. In this research, we proposed a methodology for prediction and evaluation of exceptions caused by risks in international EPC projects based on sensitivity analysis and Bayesian Networks. First, we identified project schedule risks and related exceptions, which may meet during the fulfillment of foreign EPC projects that is performed in a sequence of engineering, procurement, preparatory manufacture, foreign shipping, construction, inspection and modification activities, and affect project performance, using literature review and expert interviews. The impact of exceptions to the schedule delay were also identified. Second, we proposed a methodology to predict the occurrence of exceptions caused by project risks and evaluate them. Using sensitivity analysis, we can identify activities that critically affect schedule delay and need to focus by priority. Then, we use Bayesian Networks to predict and evaluate exceptions. Third, we applied the proposed methodology to an international EPC project example to validate the proposed approach. Finally, we concluded the research with the further research topics. We expect that the proposed approach can be extended to apply in exception management in project management.
The rising prices of landfills and the lack of cement production are motivating researchers to be more interested in using wastes to produce concrete mixtures materials. The use of waste materials such as eggshell and matakoline waste not only reduces landfill costs and space, but also reduces the cost of cement production for the concrete mixture. However, recycling waste materials has become critical in order to effectively manage environmental sustainability. The purpose of this paper is to investigate the appropriate properties of self-compacting concrete (SCC) by incorporating waste materials such as crushed ceramics as coarse aggregate and nano egg shell (NES) and nanoclay (NC) as cement replacements. Fresh properties of SCC, such as segregation, flow time and diameter, V-funnel, H2/H1 ratio, and fresh unit weight of concrete mixtures, as well as hardened properties, such as 7, 14, and 28 days compressive strength and 28 and 90 days flexural strength, were measured for this purpose. The presence of NC in the SCC mixture enhanced the compressive strength of the concrete when 5% of NES was added or in the case without the addition of NES compared to the control mixture. The flexural strength enhanced with the incorporation of NC in the SCC increased the flexural strength of the concrete compared to the control mixture, but the incorporation of 5% of NES decreased the flexural strength compared to the mixtures with NC. These results prove the possibility of using crushed ceramics as the coarse aggregate, and NES and NC as substitutes for 5, 7, and 10% of the cement in SCC, because the properties of such SCC in hardened and fresh states are satisfactory.
The second half of the 20th century was marked with a significant raise in amount of railway bridges in Austria made of reinforced concrete. Today, many of these bridges are slowly approaching the end of their envisaged service life. Current methodology of assessment and evaluation of structural condition is based on visual inspections, which, due to its subjectivity, can lead to delayed interventions, irreparable damages and additional costs. Thus, to support engineers in the process of structural evaluation and prediction of the remaining service life, the Austrian Federal Railways (${\ddot{O}}$ BB) commissioned the formation of a concept for an anticipatory life cycle management of engineering structures. The part concerning concrete bridges consisted of forming a bridge management system (BMS) in a form of a web-based analysis tool, known as the LeCIE_tool. Contrary to most BMSs, where prediction of a condition is based on Markovian models, in the LeCIE_tool, the time-dependent deterioration mechanisms of chloride- and carbonation-induced corrosion are used as the most common deterioration processes in transportation infrastructure. Hence, the main aim of this article is to describe the background of the introduced tool, with a discussion on exposure classes and crucial parameters of chloride ingress and carbonation models. Moreover, the article presents a verification of the generated analysis tool through service life prediction on a dozen of bridges of the Austrian railway network, as well as a case study with a more detailed description and implementation of the concept applied.
In general, when scrap is dissolved in an electric arc furnace, the amount of electric furnace steel dust (EAFD) generated is about 1.5% of the scrap charge amount, and the electric furnace steel dust collected by the bag filter is charged into the Rotary Kiln or Rotary Hearth Furnace (RHF), and the zinc component is recovered as crude zinc oxide, at which time a clinker of Fe-Base is generated. In this research, first, for the efficient resource conversion of electric furnace steel dust, a reduction and roasting experiment was conducted and the reaction kinetics was examined. As a result of the experiment, it was observed that the reduction and roasting reaction was actively conducted in the range of 1100~1150℃, and melting occurred in the range of 1250℃. In the past, this clinker was widely used as a roadbed material for road construction and an Fe-Source for cement production, but in recent years, it has been mainly reclaimed due to strengthening environmental standards. However, landfill treatment is by no means a desirable treatment method due to environmental pollution caused by leachate, expensive landfill costs, and waste of Fe resources. Therefore, in order to more actively recycle the Fe component in the clinker, first of all the clinker was pulverized into an optimal particle size, and anthracite and binder (starch) were added to the magnetic material obtained by specific gravity and magnetic separation for briquet. As a experimental results, it was possible to efficiently separate clinker as Fe component and other slag component by specific gravity and magnetic force. As a results of loading and dissolving the manufactured briquet clinker in an electric arc furnace, it was observed that the unit of power and production yield were clearly improved and the carbon addition effect in molten metal was also somewhat.

To obtain visible and traceable information from the supply chain, HW/SW standards for the EPC global network, which process electronic product code (EPC) data read from Radio frequency identification (RFID) tags, are regarded as the de facto industry standard. Supply chain participants install information service systems and provide logistics information to partners by following the EPCglobal architecture framework. Although quality of service (QoS) is essential for providing dependable and scalable services as pointed out by Auto-ID Lab, only a few models for the performance analysis of QoS-related work have been developed in the context of EPC information service systems. Specifically, doing so allows alternative design choices to be tested in an easy and cost-effective manner and can highlight potential performance problems in designs long before any construction costs are incurred. Thus, in this study we construct a model of an EPC information service system for the purposes of performance analysis and designing a dependable system. We also develop a set of building blocks for analytical performance models. To illustrate how the model works, we determine the characteristics of an EPC information service system and then select a combination of these proven modeling concepts. We construct a performance model that considers the response time and shows how to derive meaningful performance values. Finally, we compare the analytical results to measurements of the EPC information service system.
As most of small fishing boats made of FRP have been constructed by experience in Korea, some structural safety problems have been occurred occasionally. To improve the structural strength and reduce the costs for construction and operation, optimum design for small fishing boat was carried out in this study. The weight of fishing boat and the main dimensions of structural members are chosen as objective function and design variables, respectively. By the combination of global and local search methods, a hybrid optimization algorithm was developed to escape the local minima and reduce CPU time in analysis procedure, and finite element analysis was performed to determine the constraint parameters at each iteration step in optimization loop. Optimization results were compared with the real existing fishing boat, and the effects of optimum design were examined from points of view; structural strength, material cost, etc.
This paper investigates the effect of recycled glass powder (RGP) on flowing properties of self-compacting mortars (SCMs) containing different ratios of fillers and superplasticizer dosages. Fly ash (FA), nano-silica (NS), micro-silica (MS), metakaolin (MK) and rice husk ash (RHA) are used as fillers and their synergistic effect with RFP is studied. The effects of fillers and high-range water reducer (HRWR) on flowing ability of mortars are primarily determined by slump flow and V-funnel flow time tests. The results showed that for composites with a higher RGP content, the mortar flowing ability increased but tended to decrease when the composites containing 10% MK or 5% RHA. However, the flowing ability of samples incorporating 5% RGP and 10% SF or 25% FA showed an opposite result that their slump flow spread decreased and then increased with increasing RGP content. For specimens with 3% NS, the influence of RGP content on flowing properties was not significant. Except RHA and MS, the fillers studied in this paper could reduce the dosage of HRWR required for achieving the same followability. Also, the mixture parameters were determined and indicated that the flowability of mixtures was also affected by the content of sand and specific surface area of cement materials. It is believed that excess fine particles provided ball-bearing effect, which could facilitate the movement of coarse particles and alleviate the interlocking action among particles. Also, it can be concluded that using fillers in conjunction with RGP as cementitious materials can reduce the material costs of SCM significantly.

At 1:47 a.m, local time on September 21, 1999, a strong earthquake measured 7.3 on the Richter scale struck central Taiwan evoking another two earthquakes a few seconds late to wake up unprepared people of this small island. It caused 2,465 people killed 11,305 injured about 10,000 buildings collapsed and around 41,000 severely damaged, The major concerns after the earthquake are how to have learned from this natural disaster and how to rebuild earthquake-proof buildings without rendering up safety within reasonable costs. Inevitable actions for redrafting the building codes have been taken to re-strengthen the existing and new structures. Structural analysis tools and computer programs adopted by most practicing engineers have been re-examined to take into account the effects of the vertical component of ground shakings on structural responses. Most private structures were repaired by traditional methods without considering upgrading seismic resistibility because of economical reasons. Buildings open to the public are under consideration possibly enforced by making regulations to be upgraded to satisfy revised building codes. In addition new rehabilitation technologies such as structural control have been moving much faster than before and have become accepted by the public due to frequent reports by media and specialists. Building codes related to base isolators and energy absorption systems are still under legislation and expected to be published soon. Most of the new structures under construction designed by the building codes promulgated before the earthquake have been reconsidered to comply with the new codes even though it is not compulsory. Efforts have been made by the government engineering and research communities and universities in an attempt to reduce structural damage for future earthquakes and to construct if possible Taiwan as an earthquake-proof island.
