Building Information Modeling (BIM) is a nascent technology in Korea, and currently lacks formal guidelines to assist Architectural and Engineering (AE) firms in estimating BIM service fees, while also allowing government agencies to allocate budgets for the rendered BIM services. This research provides a method to estimate costs for BIM services based on the cost-plus pricing framework. The approach requires a generalized estimate of the man hour per floor area data to calculate the direct labor costs. Man-hour data were collected from forty five projects that have implemented BIM. Interpolation of the man-hours was performed to develop a general reference table for 'Type 2' (i.e., public schools and office buildings, etc.) projects. By providing an objective approach for estimating the costs of BIM services, it allows clients and AE firms to agree upon a fair cost for BIM related services, and thus expedite its adoption in Korea.

In domestic public construction, disputes are increasing due to differences among stakeholders regarding contract price adjustment. In particular, the actual cost-plus fee for overhead costs due to the schedule extension cannot be agreed upon at the administrative phase, and most of them seek judicial judgment. Thus, this study aims to propose a 'sufficiently satisfactory' alternative to reach an agreement before disputes in order to minimize disputes related to the calculation of additional overhead costs. To this end, this study proposes three alternatives based on the rate method. Firstly, when calculating additional overhead costs, it is not calculated as an actual cost-plus-fee method, but as a rate compared to direct labor costs among net direct costs. Secondly, the calculated indirect labor costs are compensated for up to the legal maximum of legal limit costs such as general management costs, profits and so on. Thirdly, it reflects overhead costs increased or decreased due to change orders. Risks were analyzed by collecting expert opinions on the proposed methods and applying actual cases. Finally, as a result of investigating the level of consensus for each stakeholder, it was confirmed that all stakeholders could agree regardless of the size of the company. The result of this study is expected to as a useful tool among stakeholders in the construction fields that can be able to easily agreed upon.

Construction business, which is complex and long-term business, requires accurate estimation and verification in construction costs and payment procedure from project planning to the completion of construction phase. And more importantly, it is necessary to investigate and determine the risk factors related to construction costs during the entire process including design planning, construction drawings, and quantity calculating. But, currently, it is not seem to be adequate to cope with the risk and increased construction costs against the operational budget in terms of actual costs when screening and estimating the bidding cost of public apartment. Therefore, this study selected and analyzed 40 sites' report of construction completion account from 2004 to 2010 focused on the adequacy on the modification of contract and design planning and on the complication of the budget in the beginning of the project. This study deducted various risk causes and results by analyzing actual costs according to year, architectural area, region, construction cost and sale/lease classification. We could find out construction risk according to annual variation of government policy and economy, and also deducted risk items by construction characteristic according to region and architectural area. Study result, we first found out the problems of lowest price award system according to the construction costs. The weight of the cost increase risk was analyzed that subcontract and material costs are very high. Roof and tile work were analyzed highly in subcontract cost risk and reinforcing bar and cement were analyzed highly in material cost risk, among direct construction cost. Finally, this study results could be used in comparing the categories of the construction costs made by specific construction process, belonging to the construction costs, with the operational budget made in the beginning of the project that can enable to grasp unpredictable risks over the construction costs and making quantitative analysis for it through analyzing the range of fluctuation and variations led by the fluctuations in the actual construction costs.
A significant portion of residential areas of Turkey is located in active earthquake zones. In Turkey occurred major earthquakes in last twenty years, such as Erzincan (1992), Kocaeli and $D{\ddot{u}}zce$ (1999), $Bing{\ddot{o}}l$ (2003), Van (2011). These earthquakes have demonstrated that reinforced concrete (RC) buildings having horizontal and vertical irregularities are significantly damaged, which in turn most of them are collapsed. Architectural design and arrangement of load-bearing system have important effect on RC building since architectural design criteria in design process provide opportunity to make this type of buildings safer and economical under earthquake loads. This study aims to investigate comparatively the effects of weak story irregularity on earthquake behavior and rough construction costs of RC buildings by considering different soil-conditions given in the Turkish Earthquake Code. With this aim, Sta4-CAD program based on matrix displacement method is utilized. Considering that different story height and compressive strength of concrete, and infill walls or their locations are the variables, a set of structural models are developed to determine the effect of them on earthquake behavior and rough construction costs of RC buildings. In conclusion, some recommendations and results related to making RC buildings safer and more economical are presented by comparing results obtained from structural analyses.
Many burial sites were constructed in a short time to prevent the rapid spread of foot and mouth disease in infected livestock carcasses in Korea. More than 4,700 carcass burial sites were constructed in 2011. Approximately seven million poultry and 3.5 million livestock, including cattle and swine, were buried on farmland. Some burial sites were suspected of leachate leakage and were excavated and carcasses redisposed in a bioaugmentation process. This study performed interviews in order to understand the economic issues related to carcass burial and redisposal. The internal data from local government and the assumption data from online sites were analyzed to evaluate the costs; the focus was on burial site construction. The results showed that the local government paid $4.7 and $10.9 per carcass for traditional burial and redisposal. The comparable costs shown online were $4.5. This study found that the standard operating procedures should be carried out to reduce environmental impact and avoid additional costs. We estimated that the cost could be reduced by the advance preparations of materials against the emergency situations such as catastrophe of epidemics. In addition, the innovative technology for the stabilization of carcasses should be established through a future study.

Nowadays, the construction industry utilizes 3D models in the designing process, on which research is being conducted to establish an automated system for project cost estimation in connection with information related to construction such as material unit costs and wages, beyond the level of design interference review and construction quantity estimation. In this process, the project cost is estimated in connection with unit price data after takeoff the quantity based on the 3D model attributes and data types. A way to reduce cost and risk would be first developing prototypes of some of essential buildings and works, comparing and validating the outcomes, and then extending to the whole scope, because estimates differ on the basis of the scope and level of 3D design models as well as the data accuracy. This study analyzes case studies of project cost estimation by computing the quantity on the basis of 3D model in the construction industry and explores methodologies and management measures applicable for estimating nuclear power plant construction project costs.
Purpose: The construction worker has diverse harmful factors such as noise, dust, and dealing with chemicals. Therefore this research aimed to examine the necessity of appointing a health manager in the construction industry by examining the cost-benefit analysis when the construction industry appoints a health manager. Methods: In order to calculate the healthcare staff employment cost and the benefits from their activities in 1,425 construction companies with the staff of 300 or more people during 2011, this study analyzed existing data and existing research data, as well as national data. Results: Total annual costs were 99,920,070,900 won and total annual benefits were 324,807,182,625 won. Benefits were found to be 224,887,111,725 won exceeding costs. Benefit/cost ratio resulting from appointing a health manager in the construction industry workplaces was 3.25 times. Conclusion: The findings of this research can be used as the base data to make rational decision to positively encourage the employment of healthcare staff in construction companies pursuant to relevant laws.
Standard safety management cost system was established in 1988 as a decree Number of 88-13, first time. And then, it has been revised fourteen times, up to now. A lot of practical investigations have been made for the revision but many problems at sites are continued to be put out so that it should be revised. This study is to find out hazard level of each work kinds through questionnaire and interview and investigate analyze the status which standard safety management costs have been used. Also, this study is to show reasonable rates of standard safety management costs in construction industry and to set up countermeasures against those problem after reviewing its status in korea with in Japan and Europe. Budget and actually performed amount of safety management costs in this study are investigated. costs for temporary work which is clarified in Japan is collected in order to compare domestic cost rate with Japanese one related to the total project amount. This study is to investigate eleven project kinds of domestic system, first, and to investigate eleven items of apartment bldg, office, civil work such as bridge, tunnel, dam, plant etc, secondly. Additionally, three items of gymnasium, railway, particular steel tower are investigated in this study. One of the oldest, most common engineering problems is measuring the dimensions of different objects and the distances between locations. In AEC/FM, related uses vary from large-scale applications such as measuring distances between cities to small-scale applications such as measuring the depth of a crack or the width of a welded joint. Within the last few years, advances in applying new technologies have prompted the development of new measuring devices such as ultrasound and laser-based measurers. Because of wide varieties in type, associated costs, and levels of accuracy, the selection of an optimal measuring technology is challenging for construction engineers and facility managers. To tackle this issue, we present an overview of various measuring technologies adopted by experts in the area of AEC/FM. As the next step, to evaluate the performance of these technologies, we select one indoor and one outdoor case and measure several dimensions using six categories of technologies: tapes, total stations, laser measurers, ultrasound devices, laser scanners, and image-based technologies. Then we evaluate the results according to various metrics such as accuracy, ease of use, operation time, associated costs, compare these results, and recommend optimal technologies for specific applications. The results also revealed that in most applications, computer vision-based technologies outperform traditional devices in terms of ease of use, associated costs, and accuracy.
