Study on the Analysis of Domestic Construction Management Orders

  • Currently, there is insufficient research on the construction management performance since the CM system was introduced in Korea. For successful completion of construction projects, active use of construction mangers on projects is necessary by introducing construction management to the projects. In view of this, this study analyzed the annual CM performance from 1996 to 2013 but for the past 5 years from 2009 to 2013, a detailed analysis was carried out. For different sectors, CM performances were divided into public and private sectors, for project types, construction, civil and others, for project phases, pre-design, design, construction and post-construction phases, for contract types, sole and joint contract types, for project scale, the amount of the projects was taken into consideration and they were divided into large, medium and small scales and for the types of projects, they were divided into, shops, department stores, shopping centers, hospitals, government buildings, hotels, accommodation facilities, factories, buildings for workshops, office buildings, stadiums, playgrounds, schools and other construction types and all the data divided into such categories was analyzed. The results in this study can be used as a basic reference for studies in analysing construction management performances.

  • Since 'Act on Private Participation in Infrastructure' were changed in January 2005, BTL(Build-Transfer-Lease) projects of Private Participation in Infrastructure was introduced in the domestic construction market for the purpose of providing public facilities with the public. Selecting the most qualified Promoter should be considered discreetly in BTL projects because BTL projects is for projects with approximately thirty year project life cycle, plan, construction, operating, maintenance and obviously the success of the project totally depends on the capability and role of Promoter. However, score for cost is likely to influence selecting Promoter to take the project. Accordingly, low bid contract with too much competition could decrease the quality of the construction plan and operating plan. Thus, this study did preliminary research and documents on problems of evaluation criteria for selecting Promoter in BTL projects, and proposed improvement factors by doing questionnaire over specialists of each field.

  • 국토교통연구개발 사업은 산학연 전문가 수요조사를 통하여 과제를 발굴하고, 세부 기획사업을 통하여 연구개발사업이 추진되고 있다. 이러한 연구개발사업은 대부분 국내 사업에 적용할 목적으로 추진되어 왔다. 그러나 국내에서는 지속적인 연구개발투자에도 불구하고 해외건설사업 수주와 연관성이 있는 사업 투자보다는 세계 최고기술 확보를 위하여 과제를 발굴하고 추진하여 왔다. 따라서 본 연구는 해외건설 경쟁력 강화를 위한 해외진출 국가에 적합한 기술개발을 추진하기 위하여 해외건설시장 동향과 수주 분석 그리고 국내외 해외건설 연구개발 동향을 분석하였다. 이를 기반으로 우리나라 기업의 해외진출 확대를 유도하기 위한 진출 국가별 연구개발 기술개발 방향과 연구개발과제를 도출하였다. 기술개발방향은 해외시장 맞춤형 시장확대 관련, 해외공사 수익성 강화 관련, 글로벌 신시장 개척 관련으로 크게 세 가지로 구분하였고, 이를 토대로 해외건설관련 전문가를 대상으로 수요조사를 통하여 38개 과제 도출과 도출된 과제에 대한 우선순위 평가를 통하여 세 가지 연구개발방향에 맞추어 10개 과제를 도출하였다.

THE INFLUENCE OF THE PROJECT MANAGER ON THE SUCCESS OF THE CONSTRUCTION PROJECTS

  • The success and failure of any project depends upon many factors, the Project Manager is considered to be the key contributor to the success of any project, as well as a guide to the team members to achieve the client satisfaction (Cost, Time and Quality). Therefore the main aim of this paper is to provide a practical approach for understanding the importance of the Project Manager and his effectiveness to the success of the construction projects. In addition, the Project Manager's roles, responsibilities and duties have direct impact to the success of the construction projects. In order to identify the thoughts and opinion of the construction industry on this particular assertion, a quantitative study was carried out within the UK construction industry. The result of the study shows that there is an extremely strong correlation between the Project Manager and the success of the construction projects. In construction projects the Project Manager is considered to be one of the most important people who can lead and drive the projects in the right direction and conclude construction projects successfully. Moreover, these can play the most important role regarding the improvement of the organization's performance, the organization's profitability and the client's satisfaction. The research confirmed that the Project Manager is a very essential element to the success of the construction project and have an impact at every stage of the construction project. So it concluded that selection of a Project Manager should be carefully done with regard to experience, knowledge, power/authority and good understanding to the kind of the project.

주요개발사업의 환경영향평가서 분석을 통한 사회경제항목평가의 문제점과 개선방안 (Analysis of Problems and Improvement of Environmental Impact Assessment in Social-Economic Items Based on 19 Major Large Scale Development Projects)

  • Assessment in Socio-economic items should be used to estimate social influence when policies and projects were introduced. To estimate current situation of socio-economic items 19 Environmental Impact Statement (EIS) of large scale projects were analyzed. The projects were selected based on magnitude of social impact when the projects were implemented. Environmental Impact Statement was categorized into line projects(road construction, railroad construction, stream development, etc), and surface projects(energy development, wetland reclamation, recreation and sport development, and housing and residential development, etc) thus being chosen for 19 projects in each categories. This report was based on the analysis of 7 items in socio-economic environmental items(i.e., population, residents, industry, public facilities, education, transport and historical monument). Most EIS did not follow the regulation suggested by Ministry of Environment, and only current circumstances were briefly described. Indifference of in-depth analysis of socioeconomic environmental items would influence the process of social and environment impact negatively in the midst of construction of National Projects such as Outer Circle Seoul Highways, Saemankeum Reclamation Projects, etc. This abrupt halt of construction was mostly based on a lack of public hearing or public participation. Socio-economic items are also very much lacking in quantitative method and strengthening socio-economic environmental items is needed via checklist or matrix that brings decision-makers better ideas objectively.

Cost Normalization Framework for a Benchmarking System: A Case for Downstream and Chemical Construction Projects

  • Benchmarking is an important tool to assess the performance of capital projects in the construction industry. Incorporating cost-related metrics into a benchmarking system requires an effective cost normalization process to enable meaningful comparisons among projects that were executed at different locations and times. Projects in the downstream and chemicals sector have unique characteristics compared to other types of construction projects, they require a distinctive cost normalization framework to be developed to benchmark their absolute cost performance. The purpose of this study is to develop such a framework to be used for the case of benchmarking the downstream and chemical projects for their performance assessment. The research team started with a review of existing cost normalization methodologies adopted in benchmarking systems and conducted 7 interviews to identify the current cost normalization practices used by industrial professionals. A panel of 12 experts was then convened and it held 6 review sessions to accomplish the framework development. The cost normalization framework for benchmarking downstream and chemical projects was established as a three-step procedure and it adopts a 4-element cost breakdown structure to accommodate projects submitted by both owners and contractors. It also incorporated 5 published cost indexes that are compatible with downstream and chemical projects and they were embedded into 2 options to complete the normalization process. The framework was then pilot-tested on 4 completed projects to validate its functional practicality and the downstream and chemical use case in the benchmarking system.

건축프로젝트 현장 조직 커뮤니케이션이 성과에 미치는 영향 (Influence of Site Organization's Communication on Performance of Building Construction Projects)

  • 건축프로젝트의 성공적인 수행을 위해서는 현장 조직의 커뮤니케이션 수준을 높여서 조직 구성원의 협업 능력을 향상시켜야 한다. 따라서 본 연구의 목적은 건축프로젝트 현장 조직을 대상으로 현장 조직 커뮤니케이션이 프로젝트 성과에 어떤 영향을 미치는지 파악하는 것이다. 연구 결과 커뮤니케이션 품질은 프로젝트 성과에 긍정적인 영향을 미치며, 정보공유는 프로젝트 성과에 부정적인 영향을 미치는 것으로 나타났다. 따라서 건축프로젝트 성과를 향상시키기 위해서는 현장 조직에서 정보공유를 일정수준 이상 달성해야 하고, 커뮤니케이션 품질을 향상시켜야 한다. 본 연구 결과는 건축프로젝트 현장 조직의 수행관리 체계를 구축하는데 기여할 수 있을 것이다.

An Algorithm for Scheduling Repetitive Projects with Resource Continuity and Different Batch Sizes

  • Batch production is common in repetitive construction projects, and it is not unusual for different batch sizes to be used by contractors in one project. While several scheduling methods, such as the Linear Scheduling Method (LSM) and the Repetitive Scheduling Method (RSM) have been proposed and used, no mathematical method for repetitive construction projects has been developed, and it is difficult to consider different batch sizes with the existing methods. An original mathematical algorithm for scheduling repetitive projects with different batch sizes is proposed in this study. This algorithm is illustrated with assumptions of resource continuity and single path in a project and introduces new terms, control batch and critical batch. The algorithm logics and mathematical equations are validated by comparison with the outcomes from a graphical scheduling approach through a simple and practical hypothetic project. As a result, it is expected that the proposed algorithm can be easily adapted and extended to computer software for scheduling, and can be a starting point for research on batch size management in repetitive construction projects.

Success Factors of Highway Construction Projects in Egypt: AHP Approach

  • While the idea of the existence of a set of key factors for success in planning, designing and construction of projects is not new, it remains one of the most important issues in the field of construction management. This is due to project success factors are inputs to project management practice which can lead directly or indirectly to project success. This study identifies the success factors which can be used for improving the highway projects performance in Egypt during the project pre-construction and construction phases. Through a detailed literature review 35 success factors are identified. Furthermore, the AHP is adopted to prioritize the studied factors through the application of questionnaire survey. The study establishes that implementing an effective quality control and assurance systems, allow sufficient time for feasibility studies, design, drawing and tender preparation, effective cost control system and frequency of project budget updates, preparing adequate designs and drawings and determining sufficient time to implement the desired scope of work are the most important success factors for enhancing the highway projects performance in Egypt.

Construction Delay Analysis Using Daily Work Report Data for Short Construction Seasons

  • Some regions and states, such as Wyoming, have harsh weather conditions, forcing most transportation projects to be completed under tight schedules. However, construction projects are not only delayed by weather conditions, but also delayed by other factors such as contractor's competency, resource availability, coordination issues, and safety. Also, the construction method, geographical location of the projects, and inability to follow baseline schedules accurately due to the contractor's resource allocation are also reasons for the delay. This paper discusses the main reasons for the delay in the public transportation projects based on Daily Work Reports (DWRs) from five different transportation projects of the last three years in Wyoming. This paper focuses on the inconsistencies of the contractor's schedules to complete the project according to the baseline schedule. First, the authors collected DWRs and baseline schedules from the Wyoming Department of Transportation (WYDOT). Second, the DWR data are compared against the baseline schedules to determine the reasons for delaying their significance. Finally, the paper presents the recommendations to mitigate the effects of delays on public transportation projects as well as to improve the documentation process of DWR data.
