Disputes in Managing Projects: A Case Study of Construction Industry in Vietnam

  • The construction industry in developing countries like Vietnam, which incorporates small and medium construction enterprises, is typically more prone to disputes and contract dispute-related lawsuits. A dispute may occur at any time in the life cycle of the project. It is sometimes solved with the intermediation of a lawyer or directly by stakeholders. Understanding the causes of disputes in a construction project not only improves the efficiency of a company but also increases the success of projects. This study was carried out using a questionnaire survey at construction projects in Ho Chi Minh City. Sample data with 117 observations were analyzed to find the disputing factors in construction projects: diversity of working style among the parties; reluctance to work; and poor teamwork. Correlation coefficient on a rank of factors between design consultant and contractor; Design consultant and project owners are positively correlated. The Exploratory Factor Analysis (EFA) analysis identified six groups of factors in construction disputes: cooperation, technology, economics, productivity, information, and behavior. The findings are useful for enterprise practice and provide participants with an overview of sources of dispute. Thus, a more complete risk management plan can be formulated, which will accelerate project progress and improve the likelihood of success.

  • Recently, construction industry demands have been changed by domestic construction circumstances such as high-technology, mega-projects, and the complexity of construction. In order to deal with the change of such a domestic construction circumstances, the Ministry of Construction and Transportation (MOCT) has introduced advanced delivery methods. However, the advantages and disadvantages of the advanced delivery methods have not been effectively applied for previous projects. The reason for this is that the "Reviewing Standard for the Large-scale Construction Bidding Method" has not reflected enough prcject characteristics when the delivery method is selected in the project planning phase. Therefore, this paper proposes the Analysis on the Impact Factors of Delivery Method for Multi-Family Housing Projects.

Prediction of duration and construction cost of road tunnels using Gaussian process regression

  • Time and cost of construction are key factors in decision-making during a tunnel project's planning and design phase. Estimations of time and cost of tunnel construction projects are subject to significant uncertainties caused by uncertain geotechnical and geological conditions. The Gaussian Process Regression (GPR) technique for predicting ground condition and construction time and cost of mountain tunnel projects is used in this work. The GPR model is trained with data from past mountain tunnel projects. The model is applied to a case study in which the predicted time and cost of tunnel construction using the GPR model are compared with the actual construction time and cost for model validation and reducing the uncertainty for the future projects. In addition, the results obtained from the GPR have been compared with to other models of artificial neural network (ANN) and support vector regression (SVR) that the GPR model provides more accurate results.

  • As data management and analysis technology advances, there is active discussion on how to utilize data generated in construction projects. Among them, the materials produced during the supervision work are highly useful because their generation cycle and format are regulated according to relevant laws. In this study, we analyzed whether the data produced during the supervision work in the construction phase of apartment housing can be utilized for project performance management. First, this study identified key data necessary for performance management through FGI with experts in the field of apartment housing. Next, we collected supervisory data from the case project and identified whether the data was generated, its cycle, and storage format. As a result of the analysis, the supervisory data contained various information that could measure the performance of construction projects and had the advantage of standardized data. In the future, utilizing supervisory data is expected to enable effective performance management of apartment housing construction projects.

  • In recent years, the accidents in construction projects are continuously increasing due to their complexity and variety. However, few studies have been conducted regarding the risk prediction model and the database of risk assessment in construction projects. To address of these issues, the objective of this study is to analyze the accident causes by using insured claim payouts of insurance companies. First, the descriptive analysis of accidents causes is conducted according to scheduling rate, season, and total construction costs. Second, the correlation analysis is conducted between accidents causes and total construction costs. In the future, the risk assessment model can be developed to quantify the accident causes in construction projects to estimate claim payouts of insurance companies.

  • This paper introduces recent applications of three-dimensional building/construction data modeling (3D) and building information modeling (BIM) to large-scale complex building construction projects in Japan. Recently, BIM has been utilized as a tool in construction process innovation through planning, design, engineering, procurement and construction to establish a front-loading-type design building system. Firstly, the background and introduction processes of 3D and BIM are described to clarify their purposes and scopes of applications. Secondly, 3D and BIM applications for typical large-scale complex building construction projects to improve planning and management efficiency in building construction are presented. Finally, future directions and further research issues with 3D and BIM applications are proposed.

  • Clients demands have been changed by construction circumstances such as high-technology, megaprojects, and the complexity of construction. Advanced foreign nations have already introduced and applied new project delivery systems (i.e, CM, DB, etc.) to deal with the change of such that. Korea has also promoted variation of the delivery systems for the progressive measure to the rapid changeable situation. Even though government has made his efforts as stated above, some clients have uniformly used those to public construction projects. That is because there are not selection criteria of project delivery system for clients. Therefore, this study presented the selection criteria of project delivery system based on project types in the public large construction projects. In addition, the study has verified the viability of the presented models through consultation with professionals and experts.

  • Nuclear power plant construction project can be called essential to establish a systematic project management system compared to other construction projects, taking into account the size and complexity and safety. To develop into a project management system for the Korea situation with the ongoing construction of the nuclear power plant was directed to promote nuclear power project management. In this paper, we introduce a comprehensive project management system for nuclear power projects. Currently considering the nuclear life cycle design, construction, and was developed by considering the flow of information to operate, and test each step linkage. The systems in English were developed to meet owner's requirements for advancing into overseas projects. Another point is that the systems were developed by management module, so that functions of each area can be selectively applied. It is expected that the system will establish itself as one that can be used for the entire lifecycle of nuclear power plants through gradual and systematic establishment of necessary data.

Effect of Inadequate Design on Cost and Time Overrun of Road Construction Projects in Tanzania

  • Completing road construction projects within the budget and time has been a problem for the Tanzania National Roads Agency (TANROADS); and the major problem highlighted in almost all projects being inadequate design. However, the extent to which inadequate design contributes to both time and cost overruns and its causes remained under-studied. The objective of this study is therefore to determine the extent of the effect of inadequate design, its causes and remedial measures. The methodology used in this study includes reviewing recent projects completion reports, holding roundtable discussions with consultants and TANROADS officials and analyzing the information. Cost and time overruns for the reviewed projects averaged 44% and 26% respectively. Similarly, the extents to which inadequate design contributes to cost and time overruns were on average found to be 61% and 85% respectively. The overruns are predominantly related to problems that occurred during the design process. To alleviate the problem, TANROADS is advised to improve the management of design projects, enhance the process of reviewing design reports, improve the design process including introducing Road Safety Audit and geometric design manuals, and increase staff to match the work-load.

Development of Feasibility Analysis Model for Developer-requested Housing Projects (공동주택 개발사업 참여결정을 위한 사업타당성 분석모델 개발)

  • With construction industry recession, many construction companies are increasingly conducting the development projects by themselves. However, housing projects requested by developers still stand large portion. Although many studies on feasibility analysis were released, they mainly focused on economic feasibility and lacked research on factors and criterions of overall project. Also, because previous studies overly break downed factors related to project, they rarely used in practice. Therefore, this study developed the feasibility analysis model of housing development projects to help main contractors to easily and effectively decide if it is feasible enough to promote the projects requested by developers, and verified the reliability of the model. In this study, thirty one driving factors were identified under seven different categories and the criterion of each factor was also developed. The survey on important index of each factor found 'salability', 'economic feasibility', 'site location' and 'method of raising fund' significant. 12 projects were tested by the model and its results showed resonable reliability.
