건설공사보험 확대 당위성 및 예산소요 분석 연구 (An Analysis on Expanding Construction Insurance and Estimating Necessary Budget)

  • 본 연구에서는 건설공사보험 확대의 당위성을 분석하고 확대를 위한 예산소요를 추정하였다. 건설공사 손해배상보험은 국가계약법, 지방계약법 등 관련법규에서 의무화하고 있으며, 건설공사의 수행 중에 발생하는 예기치 못한 사고로 인한 사업목적물이나 재산상 손해의 배상을 위하여 가입하고 있다. 현재 200억 이상 PQ공사 및 대형공사만을 의무가입대상으로 공공발주자가 보험료를 지원하고 있다. 의무가입 대상 공사의 경우 발주자가 보험료를 부담하지만, 200억 미만 공공공사의 경우 업체가 자기부담으로 손해를 배상해야 하는 형평성문제가 발생한다. 비의무대상 공사라도 많은 경우가 자기비용으로 보험을 가입하고 있으며, 민간 공사의 경우도 건설공사보험 가입이 많은 것으로 나타난다. 건설공사보험을 가입하면 건설업체의 부족한 사고관리능력을 보험회사로부터 지원받아 안정적인 조업이 가능하게 된다. 따라서 중소업체에 대한 보호와 중소규모 공사의 조업안정성을 위해 200억 이상 공공공사에만 의무화 되어 있는 현재 규제를 개선하여 중소 규모 공사까지 가입 범위를 확대시킬 필요가 있다. 비의무가입 공사의 최근 3년 평균 비중은 46%이며, 보험사의 보험료율에 근거한 원가반영율은 0.2%로 산출된다. 여기에 공종별 위험도를 감안하면 비의무가입 공사의 원가반영율은 0.13%로 추정된다. 이에 따라 향후 200억 이하 공사에 대한 보험 가입을 위해 공공공사 발주가 35조원 규모라면 209억원, 40조원이라면 239억원의 예산이 추가로 필요할 것으로 추정된다.

  • 건설공사는 프로젝트의 진행 중 내${\cdot}$외부의 여러 조건의 변경이나 사회적 요구에 따라 초기의 계약과는 다른 많은 변경사항이 발생하게 된다. 이러한 변경사항은 프로젝트 추진과정에서 많은 영향을 미치게 되며, 이로 인하여 발생되는 영향은 대부분 프로젝트의 공기지연으로 나타나게 된다. 건설공사에서 발생하는 공기 지연은 기본적으로 도급자의 면책여부에 따라 공기연장이나 지체상금의 부과 등의 결과로 나타나게 되는데 이러한 사항에 대한 발주자와 도급자의 의견이 대립될 경우 클레임으로 발전하게 된다. 클레임에서 가장 중요한 사항은 공기지연일수의 산정으로서 이는 공기지연 클레임에서 가장 중요한 부분이라고 할 수 있다. 본 연구에서는 공기지연 클레임에서 가장 중요한 자료가 되는 공기지연일수 산정방법의 한 방법으로 계약 초기에 작성된 계획공정표(As-Planned Schedule)와 모든 지연이 포함된 준공공정표(As-Built Schedule including all delays) 그리고 발주자 지연이 제외된 준공공정표(As-Built schedule absent owner delays)를 비교함으로써 각 계약 구성원의 귀책으로 인한 광기 지연일수 산정방법을 제시하고자 한다.

  • 최근 건설시장의 선진화를 목적으로, 주어진 공기 내 완공 및 비용절감, 품질향상 등을 위하여 PMIS(사업관리정보시스템)의 활용이 심도 있게 요구되고 있다. 하지만, 현재 각 프로젝트에서 개발된 PMIS는 개발기간의 한시성으로 대개 공사현황위주로 되어 있고, 프로젝트 수행자들의 PMIS사용 역시 형식적으로 운용됨으로써, 발주자, 사업관리자, 시공자간의 효율적인 의사소통에 한계가 있는 실정이다. 이에 현재까지 개발된 사업관리정보시스템을 검토하고, 그동안 현업에서 개발한 경험을 토대로 효율적 인 PMIS의 구축방향을 제시코자 한다.

  • Among various methods to build the construction safety, the consecutive improvement by the measuring and evaluating safety management capabilities for the construction participants such as an owner, a contractor, and a supervisor (construction project manager) can be the effective one. Thus, an effective evaluation and grading criteria to provide performance index for the implementation of safety management activities should be necessary. In this regards, the purpose of this study is to verify the adequacy by offering a competency evaluation system for the supervisor's safety capability and by applying the system to some construction sites. The proposed evaluation system was developed on the basis of the principles of safety management & accident prevention, basic elements of safety and health management system, and safety evaluation cases at home and abroad. The trial evaluation showed that the safety management of the construction site is mainly carried out by the contractor and the supervisor's awareness for the safety management is low on the whole. Especially, it is urgent to improve the support system from the supervisor headquarter and to place the dedicated safety management person in the field.

  • This paper presents a system called a Cash-flow based Construction Scheduling Optimization (CfSO). The existing CPM is biased on schedule and cost management. For a profitable and successful project management, the cash-flow which occurred actually by contractual conditions should be considered in the project scheduling. Therefore, this study provides a method to estimate the amount of a cash-flow occurred periodically by integrating the terms of contract into scheduling. The proposed methodology is implemented as a system prototype in Microsoft Excel. CfSO helps a site manager as a decision-maker to establish a optimized project scheduling and decide profitable contractual conditions against a construction owner.

Examining Change Order Reasons for Non-Structural Utility Support Projects in Healthcare Facilities

  • Although issuing change orders is a common practice in the construction phase of any project, non-structural utility subcontractors are struggling and seek to find a way to reduce change orders. Therefore, this paper presents the analysis results on change orders to cultivate possible suggestions and solutions on how to reduce or minimize change orders in mechanical, electrical, and plumbing (MEP) works. Change orders in non-structural utility works are analyzed based on six categories such as rerouting and change of location, changes in weight, rejected design by Office of Statewide Health Planning and Development, District Structural Engineer, or the Structural Engineer of Record, unforeseen conditions, changed equipment, and owner-initiated change. The analysis findings showed that rerouting and changing location is the most significant cause, followed by unforeseen conditions. The results not only contribute to the existing body of knowledge on change order research area, but also help MEP contractors reduce the time and cost of change orders.

  • The current evaluation time period for the construction management service is the project completion or after project completion. Therefore, the construction manager has the following problems. First, it is difficult to prepare the evaluation due to the new field movement of the existing participating engineer. Next, the CM work is complex as well as extensive. Therefore, the critical success factors of the construction technology services evaluation are required as a systematic performance standard of CM work. In this study, we extracted the critical success factors that can systematically prepare the evaluation from the early stage of the project through in - depth interviews with experts. And, this study was analyze the priority of each factor by using AHP technique. As a result, the most important factors were related to the systemization of the preparation process, the construction manager work capabilities and practical construction management. And the priorities of all factors were analyzed high in the factors suggested by the owner groups. The results of this analysis are expected to provide the standards that construction management service performer carry out structured management of construction management throughout the project.

  • Indian Construction industry is large, volatile, and requires tremendous capital outlays. Typically, the work offers low rates of return in relation to the amount of risk involved. A unique element of risk in the industry is the manner in which disputes and claims are woven through the fibre of the construction process. Delay is generally acknowledged as the most common, costly, complex and risky problem encountered in construction projects. Because of the overriding importance of time for both the Owner and the Contractor, it is the source of frequent disputes and claims leading to lawsuits. The growing rate of delays is adversely affecting the timely delivery of construction projects. Presently construction industries are facing a lot of problems, considering that a paper assess construction stakeholder's perception to the causes of delays and its effects on project delivery. And also one case study is considered in this paper to elicit responses from construction stakeholders. The primary aim of this paper is to identify the perceptions of the different parties regarding causes of delays, the allocation of responsibilities and the types of delays, and method of minimizing the construction delays.

건설 CALS 구현을 위한 한일 접근 방법에 관한 연구

  • Construction CALS is actively being pursued in Korea and Japan. This paper overviews the similarities and differences between both CALS. And this paper reveals both countries have a common ultimate goal of construction CALS, but a slight differences in their implementing processes. Lately Korean construction CALS places much emphasis upon supporting construction management for contractors and project owner, while Japanese construction CALS has made an great efforts in the electronic bidding system and implementing intelligent CAD system and its application. With a firm support and active involvement of enterprises, both countries will flexibly adapt their construction CALS to the changes in future technological trends and build-up of information infrastructure.

A SYSTMATIC APPROACH FOR APPORTIONING CONCURRENT DELAY

  • Apportioning responsibilities of concurrent delay to the owner and the contractor is a difficult task, due to the sophisticate nature both in the schedule and in the factors that cause the delay. This research attempts to develop a simplified yet systematic approach that can be used for a fair apportionment of concurrent delay. A concurrent delay is defined herein as when the contractor and the owner have both caused independent critical path delays during the same approximate time period. Incorporating the concepts of windows analysis and critical path method (CPM), the developed approach has three "windowing of delay" steps to quickly apportion the delay in each of these windows, and a fourth step to sum up those apportioned delays to obtain each party's final responsibilities. This developed approach is found to be simple and effective at this stage; it will be tested against real cases in the near future.
