건설공사 시공자의 주요태도지표 사례연구 (A Case Study of Key Attitude Indicators(KAI) for Contractor in Construction Projects)

  • 건설공사의 주요한 목적은 정해진 공정에 맞춰 공사가 완료되고 발주자가 공사에 대해 만족하는 것이다. 이러한 공사목적의 달성은 전적으로 시공사의 근무태도에 의존한다. 태도는 직접적으로 측정하기가 매우 어려워서, 관측 가능한 여러 지표들을 통해 추측해내야만 한다. 흔히 개인이나 기관에 의해 보여 지는 행동은 대상이나 사람, 주요 요점에 대한 태도를 대변한다. 본 논문의 목적은 진행 중인 건설공사에서 시공자의 태도를 측정하기 위한 체계(framework)를 개발하는 것이다. 본 논문에서 주요태도지표(KAI)는 현장조사를 통해 객관적이고 주관적으로 측정되었다. 제안된 KAI의 유효성은 역시 4가지 사례분석을 통해 확인되었다. 본 논문에 제시된 KAI는 시공사의 태도를 합리적으로 평가할 수 있고, 발주자와 프로젝트 매니저들이 건설공사를 효과적으로 관리할 수 있는데 도움을 줄 수 있을 것으로 판단된다. 본 논문은 차후 연구를 진행하는데 있어 일반적이고 포괄적인 기초자료로써 많은 도움을 줄 수 있으리라 사료된다.

건설공사 사후평가 수행결과 활용도 개선 방안 (Improvement scheme of utilization of the results of the post-construction evaluation system)

  • 건설공사 사후평가 제도는 공공건설사업 수행결과를 반영하여 향후 유사한 공공건설사업의 계획 수립 시 활용되어져야 하나, 현행 제도는 당초 기획 계획 당시에 추정한 수요, B/C비율, 공사비, 공사기간 등 예측치와 건설공사 완공후 일정기간(3년 내지 5년) 경과후에 측정한 실제 결과치를 단순히 비교하여 제시하는 수준에 그치고 있다. 또한 대부분 공공발주기관에서는 수동적인 사후평가 업무수행에 그치고 있어 제대로 환류가 이루어지않고 있다. 이에 본 연구에서는 공공발주기관을 대상으로 설문조사를 실시하여 건설공사 사후평가 제도의 수행현황을 파악하였으며, 국내 사후평가 제도와 유사한 미국과 일본의 건설사업 평가체계를 벤치마킹하였다. 또한, 건설공사 사후평가 제도와 관련된 국토부 실무담당자와의 수차례 업무회의를 실시하여 사후평가 수행의 적시성 확보 및 활용성 강화방안을 제시하였다. 이와 같이 건설공사 사후평가 제도 개선을 통해 건설사업 수행과정에서의 목표 및 성과에 대한 확인 점검 분석 체계를 내실화하고, 건설공사 특성별로 평가내용 및 방법을 차등화함으로써 발주청의 사후평가 수행에 대한 실천력이 제고될 것으로 기대된다.

Delay Factors Affecting the Completion of the Government Construction Projects in Vietnam

  • The delay in construction is the challenge often faced in the course of executing construction projects. To the government projects, the delays become very serious. This problem directly affects the lives, social welfare of the people, and the other negative social impacts. However, the government projects have not been much interest. The questionnaire surveys in Vietnam were conducted to determine the causes of the delay and to find solutions for dealing with the delay. The average index was used to rank the delay factors and the solutions. This study identified the 5 most highly ranked delay factors and the 8 best solutions from a list of 31 delay factors and 19 solutions for the delay. The five most highly ranked delay factors were: information delays and lack of information exchange between the parties; incompetent owner; incompetent supervision consultant; incompetent contractor; and difficulties in financing project by owner. The findings of the study can help the parties involved the government construction projects and practitioners to give appropriate strategies for countering the delay in their projects.

  • The purpose of this paper was to explore delay avoiding measures and strategies. The paper was based on previous work of authors on finding delay causes. Firstly, the paper has discussed about delay avoidance measures prescribed by the previous work. As the previous study identified five main causes of construction delays, various measures and strategies to overcome those delay problems have been discussed in sequence in the last sections. Major delay prevention strategies are: involving stakeholders in the project decisions, outreach program, realistic time and resource estimation, try to adjust the triple constraints of time, cost and scope, ensure fair and complete disclosure of information at an early stage of the construction project, contractor, itself should inquire about patent design errors prior to submitting its bid, owner should include in its contract with the consultant an indemnity (protection) clause etc.

  • This paper presents a tool called Quality-Cost optimization system (QCOS), which integrates Multi-Objective Genetic Algorithm (MOGA) and Quality Function Deployment (QFD), for tradeoff between quality and cost of the unitized metal curtain-wall unit. A construction owner as the external customer pursues to maximize the quality of the curtain-wall unit. However, the contractor as the internal customer pursues to minimize the cost involved in designing, manufacturing and installing the curtain-wall unit. It is crucial for project manager to find the tradeoff point which satisfies the conflicting interests pursued by the both parties. The system would be beneficial to establish a quality plan satisfying the both parties. Survey questionnaires were administered to the construction owner who has an experience of curtain-wall project, the architects who are the independent assessor, and the contractors who were involved in curtain-wall design and installation. The Customer Requirements (CRs) and their importance weights, the relationship between CRs and Technical Attributes (TAs) consisting of a curtain-wall unit, and the cost ratios of each components consisting curtain-wall unit are obtained from the three groups mentioned previously. The data obtained from the surveys were used as the QFD input to compute the Owner Satisfaction (OS) and Contractor Satisfaction (CS). MOGA is applied to optimize resource allocation under limited budget when multi-objectives, OS and CS, are pursued at the same time. The deterministic multi-objective optimization method using MOGA and QFD is extended to stochastic model to better deal with the uncertainties of QFD input and the variability of QFD output. A case study demonstrates the system and verifies the system conformance.

Quantifying Monetary Value of Float

  • Floats are used by the parties involved in a construction project. The owner may use float by changing order(s) or by executing risk avoidance plan; the contractor may use it for leveling resources or substituting activities' construction methods to reduce costs. Floats are accepted either just as by-product obtained by critical path method(CPM) scheduling or as asset having significant value. Succinctly, existing studies involved in float value does not consider its' changes on project time domain. It is important to identify float ownership and to quantify its' corresponding values. This paper presents a method that quantifies float value of money that changes over project execution. The method which accurately computes the monetary value of float may contributes to resolve conflicts relative to float ownership and/or delay issues among project participants. It compares the difference between the monetary value of total float - on non-critical path in each and every schedule update. It makes use of critical path method (CPM) and commercial software with which practitioners are already familiar.

Investigating Main Causes for Schedule Delay in Construction Projects in Bangladesh

  • Delay is the most common problem in the construction industry. It has many negative effects on project's success in terms of time, cost, quality, and safety. From the literature review, a total of thirty-five factors of delay were selected. These factors were divided into seven groups related to materials, manpower, owner, consultant, contractor, construction, and external problems. This study was carried out to identify the main causes of delay for a construction project through their importance level. The importance level was determined based on the frequency of occurrence and severity of impact. The structured questionnaire has distributed to the respondents who have much experience in construction management in Bangladesh. The results of analysis indicated that top five factors of construction delay according to their level of importance are: (1) price of construction materials increased very rapidly, (2) political situation (revolution/ public strikes), (3) shortages of skilled workers, (4) poor site management and supervision by contractor, (5) incompetent/ immature subcontractors. These findings of this study are expected to be significant contributions to Bangladesh construction industry in controlling current performance of project on time overrun.

  • 시공평가제도는 시공자가 수행한 시공 성과물의 시공 결과를 평가하여 이를 토대로 우대 및 제재를 가함으로써 시공자의 공사관리능력 향상과 기술개발을 유도하기 위한 목적으로 운영되는 제도이다. 또한 평가 결과를 적격업체 선정 절차에 반영하여 우수한 건설업자가 선정되도록 유도하는 것이 목적이다. 그러나 현재 시공평가는 자체적으로 내포하고 있는 문제점과 적격업체 선정에 대한 영향력이 미흡하여 그 본래의 목적을 달성하지 못하는 것이 현실이다. 이에 본 연구는 대한주택공사의 시공평가를 사례로 선택하여 전문가를 대상으로 면담조사를 수행하여 문제점을 도출하였으며 이를 분석하여 문제점을 해결할 수 있는 개선방안을 제시하였다.

  • This paper presents a study on risk analysis in terms of contractor's costs in construction phase in which Crystal ball (software of Decisioneering, UK) has been utilized as a main tool. To realize it, a questionnaire survey has been carried out to identify the dominant factors that strongly influence contractor costs in Vietnam. Based on results of questionnaire investigation, the survey identified three factors which were duration of each construction task, costs of reinforcing steel, and cement. Then a spreadsheet model was created in order to analyze risks. The study also indicates that the cost of reinforcing steel and cement are the cause of risks for contractors. According to the suggested model, contractors may foresee the probability of completion within the approved budget, and the possibility of earning in accordance with owner's payment conditions.

  • 이번 연구에서는 CM제도의 활성화를 위해 발주자치 특성과 프로젝트의 특성에 부합하는 CM업무가 수행되어 져야 한다는 것을 실제 프로젝트 수행사례를 통해 설명하고자 하였다. 이를 위해 먼저 각 단계별로 CM의 업무인 일정관리, 원가관리, 정보관리 측면에서의 CM의 주요 업무를 정리하고, 국내의 CM제도 활성화를 위한 문제점을 정책적 측면, 수요자측면, 공급자/CM사업자 측면, 건설환경적 측면에서 분석하였다. 또한 CM제도의 정착을 위해서 해결되어져야 할 한국건설시장의 발주방식의 현황을 분석하고, 발주방식별 효율의 차이를 비교하였다. 이를 통해, CM제도가 공공건설시장에서 정착하고 경험과 기술적으로 취약한 발주자의 기능을 보완하기 위해서는 CMer 스스로가 CM업무영역을 다양화하여 사업별 특성에 부합하는 최적의 CM역할을 제공할 수 있음을 설명하였다.
