민간 프로젝트에서의 발주방식에 따른 CM효과 분석에 관한 사례연구 -전통적 방식과 발주자형 CM을 중심으로- (A Case Study on the CM Effect Analysis According to Project Delivery Methods in Private Projects)

  • 본 연구의 목적은 건설 사업관리를 적용하여 진행되었던 민간프로젝트 중 전통적 방식과 발주자형CM의 사례를 대상으로 CM 효과를 분석하고자 한다. 연구의 진행은 문헌을 통한 이론적 고찰과 사례분석을 통하여 이루어 겼다. 이와 같은 과정을 통하여 도출된 결론을 요약하면 다음과 같다. 1)전통적 방식과 발주자형 CM을 종합할 때 업무 분야에서 발주자형 CM이 매우 우수한 것으로 분석되었다. 2)발주자형CM은 기획관리, 설계관리, 품질관리가 대체적으로 우수하게 나타났으며, 전통적 방식예서는 상대적으로 모든 업무분야에서 미흡한 점으로 분석되었다.

  • Recent research has been ongoing for modular buildings in the country, and interest increases. However, in accordance with legal restrictions in the country with regard to Project Delivery system of Modular Building, the activation of modular buildings industry is obstructed. In Korea, in accordance with national contract law, the construction contract is apply to the project delivery system of modular buildings, and in accordance with Framework Act on the Construction Industry, The project delivery system of modular buildings has to be a separate order. The definition of separate order in contract as defined in the law is that the electric work and Communication work and digestion facility work has to be separate each contract in order to be ensured professionalism. In accordance with law, the project delivery system of modular buildings is that the contract for construction is concluded with the Owner and the Construction Contractor and the contract for goods is concluded with the construction Contractor and modular manufacturer. Due to these project delivery system, the domestic factory production rate when making a modular unit is significantly reduced compared to the rate of factory production abroad and the domestic factory production rate is estimated to 10-20%. Due to the factory production rate is also low, despite what can be done at the factory the workload in construction field increases. According to the workload in field increases, the effect of the schedule reduction can be reduced. It resolved to form a consortium with a modular manufacturer and construction companies or the contract is concluded with Owner, modular manufacturer and construction companies in each. In this paper, we propose a specific project delivery system for modular building to solve the problem of the low factory production rate and the problem of schedule reduction. Through this paper, due to the variety of project delivery system on modular buildings is expected to contribute to the activation of modular buildings.

TREE FORM CLASSIFICATION OF OWNER PAYMENT BEHAVIOUR

  • Contracting is said to be a high-risk business, and a common cause of business failure is related to cash management. A contractor's financial viability depends heavily on how actual payments from an owner deviate from those defined in the contract. The paper presents a method for contractors to evaluate the punctuality and fullness of owner payments based on historical behaviour. It does this by classifying owners according to their late and incomplete payment practices. A payment profile of an owner, in the form of aging claims submitted by the contractor, is used as a basis for the method's development. Regression trees are constructed based on three predictor variables, namely, the average time to payment following a claim, the total amount ending up being paid within a certain period and the level of variability in claim response times. The Tree package in the publicly available R program is used for building the trees. The analysis is particularly useful for contractors at the pre-tendering stage, when contractors predict the likely payment scenario in an upcoming project. Based on the method, the contractor can decide whether to tender or not tender, or adjust its financial preparations accordingly. The paper is a contribution in risk management applied to claim and dispute resolution practice. It is argued that by contractors having a better understanding of owner payment behaviour, fewer disputes and contractor business failures will occur.

Suggestions for Detection System of Bid-rigging in Public Construction Projects

  • In recent years, the bid-rigging in public construction markets has been treated as a critical issue in Fair Trade Commission. The investigation revealed that the collusion was implemented extensively in every area from the material supply to the construction service of general contractors. This study reviewed the causes of the bid-rigging in public construction projects, and proposed the improvement plan to eradicate bad practices. Firstly, the causes and purposes of bid-rigging were categorized into two types of internal factors from construction companies and external environment factors influencing business activities. Secondly, the system development method was explained to detect the signs of bid-rigging based on the technical proposal documents in open tender. The detection systems of repetitive public owner also provide the function of sharing data on the companies and cases to violate the fair trade regulation. In addition, the problems and improvement direction of public procurement policies were discussed.

프로젝트 관리자로서의 발주자 사업수행평가 프레임워크 개발 (Developing an Owner's Project Evaluation Framework for Construction Management)

  • 건설프로젝트의 성공은 프로젝트 관리자로서의 발주자의 참여가 중요하다. 그 이유는 일반적으로 프로젝트의 성공을 공기단축, 비용절감 등으로 측정하지만, 기존 성공을 측정하는 방법으로는 발주자의 역할을 고려하지 않고 있기 때문이다. 따라서 본 연구는 프로젝트 관리자로서 발주자를 위한 사업수행평가서를 개발하기 위해 통해 총 9개의 프로젝트 CSF와 27개의 sub-CSF를 도출하였다. 도출된 CSFs의 중요도를 평가하기 위해 AHP 기법을 활용하였으며, 기존 존재하던 PDRI 방법을 활용한 사업수행평가서를 개발하였다. 사업수행평가서를 활용하면 각 CSFs에 대한 초기 목표값을 설정하고 프로젝트 완료 후 평가 결과의 비교를 통해 프로젝트를 효과적으로 관리하고 평가할 수 있다. 평가결과를 실무적으로 활용하기 위한 솔루션 맵을 제시하고 활용 가능한 솔루션 툴을 제안한다. 추후 연구에는 실질적인 검증을 위해 다양한 프로젝트 사례를 추가할 뿐만 아니라 평가를 통해 현장에 적용 가능한 솔루션 툴을 지속적으로 개발해야한다.

건설사업관리자의 업무수행에 따른 윤리 특성 고찰 (A study on the Ethics Characteristics according to Service and Practice of Construction Manager)

  • CM방식은 CMr과 발주자가 일체가 되어 프로젝트의 전반을 관리하는 방식으로, CMr은 기술적 중립성을 유지하면서 발주자 관점에서 설계 발주 시공의 단계에서 각종 관리 업무의 전부 또는 일부를 실시하는 것이다. 건설과정에서 새로운 전문직으로 발전하고 있는 CMr은 계약에 따라 업무와 서비스 범위가 확정되므로 높은 수준의 윤리가 요구된다. 본 연구에서는 관련법에서 제시하고 있는 CMr의 법적지위와 업무수행에 따른 윤리기준과 윤리특성을 제안하였다. 결론으로는 첫째, 건설사업관리업무의 법적 특성은 관리업무를 부여하는 사람과 부여받는 사람의 계약관계에 따라 사람의 노동력을 제공하는 형태로 수행되는 위임계약, 과실책임, 선관주의 의무를 갖고 있다. 둘째, 건설사업관리의 업무 특성은 조정자의 역할, 전문기술 서비스, 발주자 설명책임과 공공성을 갖고 있다. 셋째, 이러한 업무 특성에 따라 전문가로서 건설사업관리자의 윤리평가기준은 의도, 행위와 결과로 분류하고, 이를 업무 특성과 연관시켜 덕윤리, 의무론, 결과론으로 제안하였다.

STRATEGIC ALLIANCE IMPLEMENTATION STATUS AND IMPACT ON PROJECT PERFORMANCE

  • Strategic alliance is a proactive management process that integrates and optimizes value-added services of each party to best achieve business objectives of all parties within the relationship. Under the current competitive global environment, strategic alliance can produce a "Win-Win" situation and thus change paradigm that has resided in the construction industry. While many studies revealed the significance of alliance relationship in the industry, its impact on project performance has rarely been analyzed. Using the data obtained from 661 construction projects in the Construction Industry Institute database (359 projects from 38 owners and 302 projects from 29 contractors), this study first diagnoses the implementation status of strategic alliance at both project and company levels. Then, its impact on project performance is quantified and discussed. The descriptive analysis performed in this study revealed that an average of 79% of owner companies and 69% of contractor companies have ever implemented strategic alliance into at least one of their projects. However, both owner and contractor companies did not always use the strategy for all or their projects. Only 33% and 30% of projects reported by owners and contractors have been completed under alliance relationship, respectively. Analyzing the alliance impact on project performance, this study also establishes that strategic alliance positively affects project performance of both owners and contractors while owners should consider and control the level of its use for their projects. Recognizing and understanding the benefits from strategic alliance will be a starting point to produce mutual success among project participants, ultimately allowing the construction industry to go forward to a sustainable industry that transfers success from one project to the other.

  • During the construction project period, a lot of change orders happen in the design and construction stage Especially, The change order during construction stage causes the huge construction cost increase and duration delay. Accordingly, research on the change order of the construction stage is being progressed relatively active in the design stage, but the design changes are rarely made. In the design stage, the owner has to pay a design addition cost when change order due to the demands of owner happens. However Korea has not the specific standard about design additional cost in design stage. Therefore, this study analyzes problems of design additional cost estimation methods through the case study, and then indicates the method that the ratio distributes to details dividing design tasks and the method of the PM(Project Management). Eventually, this study expects to minimize claim related the design additional cost in design stage.

10-10 Project Campaign: 10 Input Measures Influencing Project Outcomes

  • This paper presents 10 input measures influencing project outcomes. Construction Industry Institute (CII), a consortium of more than 130 project owner and contractor companies, has collected project-level data for over 20 years. Recently, CII has developed a new system measuring project-level performance and factors presumably influencing project performance. The system, called 10-10, collects data for 10 input and 10 output measures for capital projects. The input measures include planning, organizing, leading, controlling, design efficiency, human resources, quality, sustainability, supply chain, and safety. This paper provides theoretical background for these measures. Although the input measures have been known to impact on project outcomes such as cost and schedule, there has been no study quantitatively evaluating how they are operated in the construction industry. This study contributes to revealing the current status of their uses, which will be helpful in establishing strategies improving construction project performance.

Practical Issues of Earned Value Management Systems (EVMS) for Nuclear Power Plant (NPP) Construction

  • Cost, schedule, and quality are the three major performance indicators for any construction project. Under the globalized competition in the nuclear industry, researchers and practitioners have also explored a systemized and integrated management system for cost, schedule, and quality. In order to address this issue, the concept of earned value management system (EVMS) has been often utilized. However, implementing EVMS for a mega-project of nuclear power plant (NPP) construction requires extensive overhead efforts. Though previous studies proposed structures and methods for effective NPP EVMS, there has been no legitimate study for data collection strategy for practical implementation. In this context, the purpose of this paper is to develop an effective data collection strategy for NPP EVMS. Firstly, the barriers to practical NPP EVMS were identified based on literature review and expert interviews. Strategies for data collection were then developed based on different phases of project life cycle. This study focuses on the 'life-cycle integrated progress management system' for NPP construction from an owner's perspective Therefore, results of this study can be used as a guide for preparing request for proposals (RFP) of an NPP owner organization.
