Cost Normalization Procedure for Phase-Based Performance Measurement

  • Capital project benchmarking requires an effective cost normalization process to compare cost performance of projects accomplished in different time and location. Existing cost normalization approaches have been established based on the assumption that all required information for cost normalization is fully identified once a project is completed. Cost normalization, however, is sometimes required to evaluate phase-level outcomes of an ongoing project where the required information is not fully available. This paper aims to provide a cost normalization procedure for phase-based performance assessment. The procedure consists of three normalization steps: currency conversion, location adjustment, and time adjustment considering various scenarios where the required information is not fully identified. This paper also presents how the cost normalization procedure has been applied to the 10-10 Performance Assessment Program, which is a phase-based performance assessment system developed by the Construction Industry Institute (CII). Both researchers and industrial professionals can apply the cost normalization procedure to studies and practices regarding to cost estimation, feasibility analysis, and performance assessment.

  • The construction technology for reactor vessel internals (RVI) modularization is one of the most important factors to be considered in reducing the construction period of nuclear power plants. For RVI modularization, gaps between the reactor vessel (RV) core-stabilizing lug and the core support barrel (CSB) snubber lug must be measured using a remote method from outside the RV. In order to measure RVI gaps remotely at nuclear power plant construction sites, certain core technologies must be developed and verified. These include a remote measurement system to measure the gaps between the RV core-stabilizing lug and the CSB snubber lug, an RVI mockup to perform the gap measurement tests, and a new procedure and schedule for RVI installation. A remote measurement system was developed previously, and a gap measurement test was completed successfully using the RVI mockup. We also developed a new procedure and schedule for RVI installation. This paper presents the new and improved installation procedure and schedule for RVI modularization. These are expected to become core technologies that will allow us to shorten the construction period by a minimum of two months compared to the existing installation procedure and schedule.

  • Improvement is required to solve problems depending on long term use of signal equipment in the existing city railroad and to raise quality of passenger services. Accordingly, for more efficient improvement, we examined the procedure of executing construction of the communication based train control system in Korean city railroads, which is globally studied. The procedure of executing construction of the system is to present a plan for construction first of ail and then to prepare a strategy for construction of the system. It is required to establish a procedure for execution in each step depending on the prepared strategy and then to establish a detailed execution plan. We studied such an execution procedure, divided the execution procedure for application of the train control system through five steps to prepare the execution procedure.

  • Risk management is an important element for successful management of overseas construction projects. This study reports a case study in which we proposed a risk management planning and procedure for plant construction which can be applied throughout the project life cycle. We analyzed the risk management practices of Korean construction companies by applying the concept of the PRINCE2 method developed in the UK, and proposed a risk management planning and procedure with organizational structure and working process. The suggested risk management planning and procedure was applied to an overseas plant construction project, and produced good results. It is believed that the procedure suggested here can also be aplied to other companies to enhance the competency in the global construction market.

  • In this research, we compare and analyze the two initial basis construction procedures: LPAKO’s procedure proposed by Seo et. al. and symbolic crash procedure proposed by Maros et. al.. Based on the analysis, we present a new procedure which complements the previous procedures. The new procedure shows superiority to the previous procedures with respects to the optimality of initial basis. Also, the linear basis Also. the initial basis constructed by the new procedure reduces the number of simplex iterations.

  • This paper presents the selection, examination, and user test (SEUT) procedure to determine the ideal color scheme for a 4D model. This systematic procedure can be performed iteratively to obtain the color scheme that would be most appropriate for construction purposes. To verify the proposed procedure, an example case with two iterations is presented. Ten color schemes were examined and 48 users tested during the two iterations, and the result shows that the SEUT procedure is an effective method for determining the ideal color scheme for 4D models.

And with the steady development of the national economy, the construction industry will continue its momentum of growth in the coming years, which indicates a great tendering market in China. To gain a comprehensive understanding of Chinese tender market, a research based on construction laws and tendering laws was carried out. This research focused on differences of the tender environment between China and Korea, such as construction company certificate, bidding procedure and so on.

  • Generally the level of accumulating scheduling knowledge-base in Korean construction companies is in the scheduling knowledge-base infrastructure construction phase and Even in top 10 construction companies, the level is in early scheduling knowledge activity phase. The principle causes of this situation are unawareness of importance to scheduling knowledge and absence of procedure related to scheduling knowledge-base. This research analyzes the problems to accumulate scheduling knowledge-base in Korean construction companies and proposes a procedure model to accumulate scheduling knowledge-base property, which adds items of scheduling knowledge-base infrastructure and scheduling knowledge activity to the existing scheduling procedures of Korean construction companies. Using procedure model for accumulating scheduling knowledge-base, Korean construction companies can develop a new scheduling procedure and accumulate scheduling knowledge accordingly. If scheduling knowledge were accumulated property according to the procedure, a framework for knowledge management system could be provided.

  • This paper presents an analytical procedure for the time-dependent analysis of the multi-story prestressed concrete structure under the construction stage. To account for the actual structural behavior, the procedure considers the effects due to the construction interval and the time-dependent losses of prestress at every construction step on the entire structural response. A numerical study is performed to demonstrate the general validity of the approach and to quantitatively evaluate the effects resulted from the time-dependent behaviors during construction. Recommendations and conclusions are developed by comparisons with structural responses using the present and conventional methods of analysis. The comparative results show that both effects of sequential construction and time-dependent prestress losses should be considered for the construction stage analysis.
