EVALUATION OF SUSTAINABILITY OF CONSTRUCTION OPERATIONS: A FRAMEWORK FOR THE NEW ZEALAND CONSTRUCTION INDUSTRY

  • The concepts of 'sustainable development', 'sustainable construction' and 'green building' have been elevated to priority levels in all types and phases of construction project development worldwide. Consultants and contractors are now required to seriously consider the impact of their operations on the natural environment and the society, and consequently adopt sustainable construction practices in the development process to minimize and mitigate the negative impacts of their activities. However, existing sustainability rating tools apply to the design, post-construction and operation phases of a building; no tool exists for the rating of the performance of the contractor or the project team at the construction phase. This study aimed to develop a model for evaluating the sustainability of construction operations, drawing on the global best practice standards on sustainability. Practical applications of the model were carried out through case studies to evaluate the performances of fifteen construction firms in New Zealand. The developed model and the outcomes of the case studies were presented, including potential areas of weaknesses, strengths, constraints to achievement or adoption of sustainable construction practices and areas for improvement in the operations of the firms. The successful application of the developed model in practice shows its usefulness and ease of application. It is therefore recommended for adoption as a simple but effective system for measuring and reporting on sustainability performance or sustainability of construction operations of firms in New Zealand and elsewhere.

  • Enough school facility maintenance data should be accumulated in a database or data warehouse in order to supply information about school facility correct maintenance budget plan, budget assignment, and cycle and rate of maintenance or replacement. For those, this research analyze the present school facility maintenance practice and budget and construction cost structure. In order to solve the problems, this study analyze the present practice of maintenance and replacement and obtain LCC(Life cycle cost) data, perform expert interview and then establish construction work breakdown structure of maintenance of educational facility by combining work breakdown structure(WBS) and cost breakdown structure(CBS).

State-of-practice and State-of-Art for the Project Cycle Time Reduction

  • There are no formal decision tools or guidelines to assist owners and contractors in choosing delivery systems and project strategies that would allow for a radical reduction in project cycle time - from the preplanning phase through project start up. Therefore, it is important to identify the state-of-practice and the state-of-art on methods of achieving radical reduction defined as a reduction of 25% or more in overall project cycle time. A comprehensive literature review, three questionnaire surveys, and the seven case studies were conducted and the data obtained from them were analyzed to establish the state-of-practice and state-of-art for project cycle time reduction techniques.

  • 현재 한국 건설산업은 미래지향적인 혁신을 필요로 하고 있다. 건설산업의 혁신과 효율성 및 생산성 향상을 모색하기 위한 다양한 주제 중 본 연구에서는 발주자 혁신 노력에 초점을 두고 있다. 그 주된 이유는 건설생산의 효율성과 생산성은 궁극적으로 발주자치 역량과 효율성에 의해 결정되기 때문이다. 본 연구는 미국 GSA(General Services Administration)의 Construction Excellence 프로그램을 추진 배경, 추진 전략 및 성과 등의 관점에서 분석하고 이 혁신 프로그램이 주고 있는 교훈과 시사점을 발굴하고자하는 목적으로 수행되었으며 공공 발주자의 자각, 민간주체와의 파트너십, Best Practice 발굴 및 실천, 성과측정 등이 주요 키워드로 분석되었다.

  • Recently, construction projects are very complicated and diverse such as high-rise buildings and big bridges, etc. These complicated projects call for a system which can effectively generate productive ideas and activities. Value Engineering (V.E.) activity within construction projects is a necessity for systematic design management and to improve construction ability. This need in the construction industry has required a regular implementation of VE into construction projects. For this reason; America, South Korea, and some other nations have adopted VE applications which control the baseline investments of the construction projects. The process of VE activity is a preferred system and a reasonable alternative. In particular, idea generation within these projects is an important stage in the VE job plan. In this study, VE idea patterns are extracted through best practice analysis from VE cases of road construction projects. Next, we suggest an idea hierarchy model to be used in conjunction with VE idea patterns. This model is supported by reasonable idea generation in VE activity of construction projects. Finally, this model could possibly be the outcome of successful VE results.

Critical Barriers to the Practice of Effective Cost Planning in the Ghanaian Construction Industry

  • Cost planning practices in the construction industry worldwide has gained much popularity in recent times due to economic recession and stringent measures that various procurement laws prescribe in most developed and developing countries. Nevertheless, these practices in developing countries such as Ghana are constrained with the existence of critical barriers that render them non-effective and hence, accounting for the numerous abandonment of both private and public projects. Consequently, this study was enunciated with the aim to examine the critical barriers to the practice of effective cost planning in the Ghanaian construction industry. Through an in-depth literature review and a pilot survey, questionnaires were designed and administered to quantity surveyors. Data generated from the field survey was subjected to principal component analysis. The findings of the study revealed weak cost planning knowledge base, poor cost databases and understanding, inadequate designs and planning and external conditions are the major barriers to cost planning practices in the Ghanaian construction industry. The need for this study cannot be doubted since it provides an insight for experts in the construction industry on the barriers of the practice of cost planning in the industry. The awareness of these barriers will therefore facilitate efficient and effective efforts to resolve them. A future study is thereby proposed by this study to explore effective cost planning practices in the Ghanaian construction industry that will ensure private and public stakeholders get value for their money invested.

건설클레임 사례분석을 통한 입찰 및 계약제도 개선에 대한 연구 (A Study on the Suggestion of Construction Contract Practice in the Public Project through the analysis of Construction Claims)

  • 최근 들어 설계서의 누락, 오류 및 불분명과 관련된 클레임이 급증하고 있으며, 다양한 건설분쟁해결방법이 모색되고 있다. 그러나 대부분의 시공자들은 발주자가 제시하는 클레임조정결과의 내용이 건설현장을 적절히 반영하지 못하였음을 이유로 이를 받아들이지 아니하고 있는 실정이다. 본 연구의 목적은 계약당사자의 책임 및 건설 클레임을 분석한 후 공공공사의 입찰 및 계약제도의 개선방안을 제시하는데 있다. 본 연구 결과 클레임을 최소화하기 위한 방안을 요약하면 다음과 같다. (1) 반복공사에서는 표준도 축적 및 재활용되어야 하고 발주자별로 특화된 시방서가 활용되어야 한다. (2) 설계자의 한계를 초과하는 부분에 대해서는 전문가책임보험제도가 도입되어야 한다. (3) 도면에 대한 개념이 구체화되어야 한다. (4) 설계업무대가기준이 정립되어야 한다. (5) 다양한 계약체계가 확립되어야 한다.

  • This paper has investigated the cultural practices influencing business performance and integrity in selected Malaysian contractors and has discussed culture related issues to improve the management of cultural capitals in the Malaysian construction industry. Issues of current enterprise culture and applicable cultural practices, leadership styles, enterprise axiology and integrity, cultural practices and loyalty, and identification of organizational culture are discussed during the semi-structured interviews and questionnaire survey. Conclusions has been drawn that the people oriented and task oriented management style have a similar quantity of supporters in Malaysian contractors. The integrity and profit are respectively identified as the enterprise axiology in the ethical and economic perspective. The monkey culture is considered as the most applicable type for the cultural practice and the current enterprise cultures applied in the Malaysian contractors are mostly positive to both the organizations and society.

A Conceptual Framework to Study the Effectiveness of Interface Management in Construction Projects

  • The management of mega construction projects which incorporate a large number of stakeholders, technologies, data, work culture etc., is cumbersome. The experts in the construction arena advocate that interface management serves as a precise tool in resolving these conflict points due to the intricate nature of the construction projects. Interface management is a current trending management practice in the construction industry which is also a beneficiary to mega/fast track projects in enhancing the project performance. The main objective of this study is to validate a model for assessing the relationships among interface management, IT applications, project performance & project benefits. The mediating effect of interface management in relationship between project performance & interfacial factors was also investigated. The research model was validated using PLS-SEM (Partial Least Square-Structural Equation Modelling) approach. Data were collected from clients, contractors, consultants in large scale projects through questionnaire survey and smart-PLS software was used to analyse the conceptual model. The research model comprises eleven hypothesis and the significance of these hypothesis were tested using T- statistics values. The research implies that people/participants factor is greatly influenced by interface management with the path coefficient of 0.608 and also enhancement of project's schedule performance due to the interface management is strongly appealing (Path coefficient = 0.711). The results also reveal IT application is significantly associated with interface management practice (Path coefficient =0.723) and also the effect of IT application on project performance (schedule, cost, quality & safety) is successfully mediated through interface management practice. The practical application of this validated model was done through case study. The case study aims at measuring the impact of interface management on interfacial factors and role of interface management in improving the project performance in the construction organisations.
