제6차 세계항공운송회의가 2013.3월 ICAO 주관으로 개최되었다. 10년마다 한 번씩 개최되는 세계항공운송회의는 국제항공운송에 관련된 거의 모든 문제를 다루고 있는데, 국제민간항공의 장기적인 성장을 보장하기 위하여 ICAO 정책을 갱신하는 목적을 가지고 있다. 2003년에 개최되었던 제5차 세계항공운송회의는 항공운송화의 자유화에 초점을 맞추었는데, 제6차회의는 종전 자유화의 추진 여부에서 자유화의 실행 방법에 역점을 두었다. 제6차 회의의 주요한 의제 항목은 자유화, 안전 장치, 소유권 및 통제, 공정 경쟁, 공항과 항행시설, 조세 및 부과금, 그리고 ICAO 정책이다. 자유화 특히 점진적 자유화는 지난 수 십 년 동안 주된 의제였다. 자유화로 향하는 과정에서 시장접근의 확대, 항공사의 소유 및 통제에 관한 규제의 완화가 필요하다. 더욱이, 공항 및 항행시설과 같은 인프라의 충분한 공급은 자유화의 걸림돌을 제거하는 요소로 작용할 수 있다. 그러나, 자유화가 급속하고 과격하게 진행될 때, 약자와 소비자 이익 보호의 차원에서 개도국에 의한 시장접근과 소비자 보호 및 조세 및 부과금의 투명하고도 경제적인 결정을 확보하기 위한 안전 장치가 확보되어야 한다. 공정 경쟁은 시장에서의 경쟁 촉진과 구별되는 개념인데, 약자와 소비자를 독과점으로부터 보호하기 위한 목적을 가진다. 이번 회의에 한국 대표단은 3개의 WP(작업 문서)와 1개의 IP(정보 문서)를 제출하였는데, 역대 가장 많은 숫자이다. 제6차 회의에서는 자유화를 촉진하기 위하여 패러다임(준거 기준기준) 전환이 강조되었다. 그러나 현실은 자유화의 중요성을 강조하고 회원국에게 태도의 변화를 촉구하기 위하여 이제까지 많은 권고 결의를 하였으나 자유화의 속도는 매우 느리고 부진하다는 것이다. 항공운송의 자유화는 항공운송 및 관련산업의 성장과 고용의 창출, 관광과 지역개발의 진흥 나아가 상호 이해 및 교류를 촉진시켜 장애가 없는 세계를 만드는데 기여할 것이다. 이러한 맥락에서 다음 회의는 자유화의 과정을 평가하게 될 것으로 예상된다.

최근 멀티미디어 서비스는 동영상 압축 기술 및 네트워크의 발달을 기반으로 하여 다양한 응용 서비스를 제공하고 있으며, 이 중 화상 회의 시스템은 이 두 가지 기술이 효과적으로 사용된 대표적인 예이다. 원격 사용자간의 원활한 의사전달을 위해 고려된 화상회의 시스템은 효과적인 응용 서비스로 분류되고 있지만, 이러한 서비스 제공을 위한 기술을 이용하여 빈도가 훨씬 많은 일반적인 회의를 지원하는 응용서비스는 드문 편이다. 본 논문에서는 얼굴 정보와 화자 정보를 기반으로 오프라인 회의를 보조하는 시스템을 제안한다. 제안된 시스템은 소규모의 마이크와 캠을 이용하여 화자의 위치를 파악하고 캠에서 얻어진 정보를 이용하여 얼굴 영역 정보를 분석하고 인식한 후 화자 정보를 추출하여 발언자들을 추적 하여 기록하는 기능을 제공한다.

No organization can survive in today's modern society of information and high technology without internet and/or intranet. International convention industry is one of many high-technology dependent fields today which have started gathering new attention since the new millennium had begun. According to our survey, no professional convention organizer has used so far any type of integrated information system which is the vital source of support of the convention industry. Only the general purpose office softwares have been in use. The main purpose of this study is to design a model for ICIMS(International Convention Information Management System) to manage all the related information of international convention in a systematic and integrated way and to implement its prototype. International convention system in general had been analyzed to enhance the level of accuracy of the model for ICIMS. A simulation of an international conference was conducted to test the core module of the ICIMS model.

본 논문은 WebRTC를 통해 웹 브라우저 안에서 플러그인의 도움 없이 peer-to-peer로 실시간 화상회의 서비스를 구현하였다. 영상, 음성과 채팅 서비스를 지원하며 WebRTC, Javascript, HTML, Node.js, CSS 기반으로 구현하였다. 시그널링 관련 STUN과 TURN 서버의 사용을 위해서는 ICE 프레임워크를 사용하였다. PC와 스마트폰에서의 일 대 일 화상회의 서비스의 작동 결과를 확인하였다.

Recently, engineering work become very important for the leaders of the information society for the future knowledge in the 21st century and the goal of engineering education is to prepare people to practice engineering as a profession and also to spread technological literacy, increase student interest in technical careers through science and math education. The College of Engineering (COE) of Korea Maritime University (KMU) aims to be the center of both IT-related high industrial technology and the industries related to port, shipbuilding and the ocean. Especially COE focuses on the educational principles to contribute to the development of the country and the regional communities by educating specialists that have international competitiveness. With the need to expand international collaboration in terms of engineering work, it is proposed to initiate a new state of the Asian-Pacific body of engineering conference. To the extent possible the basic discussion was made to expose elements and supports as full-scale illustration of the engineering conference. The result is a body that evokes multi agreement and joint declaration among members.

Speech intelligibility is investigated on a conference room-window glass coupled system. Using MLS(Maximum Length Sequency) signal as a sound source, acceleration and velocity responses of the window glass are measured by accelerometer and laser doppler vibrometer. MTF(Modulation Transfer Function) is used to identify the speech transmission characteristics of the room and window system. STI(Speech Transmission Index) is calculated by using MTF and speech intelligibility of the room and the window glass is estimated. Speech intelligibilities by the acceleration signal and the velocity signal are compared and the possibility of the wiretapping is investigated. Finally, intelligibility of the conversation sound is examined by the subjective test.

사회활동이 활발하게 됨에 따라 사무실에서의 효율적인 업무수행을 위한 여러 가지 요구사항이 대두되고 있다. 그 일환으로 최근 기업내 회의소집 및 회의시간을 단축하고, 이동에 필요한 여행경비를 절감하기 위하여 원격 화상회의(Video Conference)나 음성회의(Voice Conference) 시스템이 주목을 받게 되었고, 이를 구축하여 활용하는 기업도 증가하고 있다. 원격회의 시스템에서는 다수인이 서로 다른 장소에서 동시에 참가하기 때문에 참가자 전원이 동일장소에 있는 것 같은 현장감을 느끼게 해주어야만 정확한 의사전달이 이루어질 수 있을 것이다. 그러기 위해서는 터미널 상호간에 입체영상정보와 입체 음향정보가 중요한 역할을 한다. 본고에서는 음향의 현장감 통신을 위하여 연구되고 있는 음상제어 방식, Stereo재생 방식, 3차원 음장재생 방식에 관한 특징을 기술하고, 그 장,단점을 비교 고찰한다. 또한 그 구성이 간단하고 다수인이 회의에 참석하기 위한 근거리 음장 재생 방식에 관한 예비실험에 관하여 보고한다.

With the development of computer technologies and the increase of internet users, Internet plays an important role in job-recruitment business. However, almost of the sites which provide job offering and job hunting service, merely have the function such as simple inquiry for information corresponding to job offering and job hunting. In this research, the online website whose task is supporting whole procedure of recruitment for real enterprises is constructed to apply the interview procedures of the real enterprises through internet. We utilize the video conference to increase the reality for interview. Also it has functions such as presentation of application form and resume and self introduction using the video conference. Through the online recruitment website we can expect time and cost saving for recruitment for both sides of enterprise to hunt the person and people to seek the job.

현재 진행되고 있는 램제트 개발 프로그램에 대하여 미국과 유럽으로 대별하여 살펴본 것이며 이는 2005년도 독일 뮨헨에서 개최된 ISABE와 2008년도 여름 미국에서 개최된 Joint Propulsion Conference에서 발표된 논문 위주로 비교 검토한 것이다. 재미있는 서방국 모두가 현재 개발 프로그램으로는 덕티드 로켓의 램제트 시스템을 선정하여 개발하고 있으며 액체 램제트나 순수 고체 램제트가 무기 체계로는 채택하지 않고 있는 것으로 나타났다.

본 논문에서는 모든 분야의 지식 에 대해 온톨로지(ontology)화 하기보다는 회의 분야로 특화하여 회의 지을 온톨로지화 할 수 있는 지식기반회의 관리시스템 아키텍처를 제시한다. 또한, 시뮬레이션 및 분석을 통해 객관적 평가 기준을 마련한 다음 화상 회의, 음성 인식, 행동 인식 등의 각종 인식 시스템을 통해 변환되고 가공된 정보를 체계화하고 지식 화하여 분석 할 수 있는 시스템으로의 발전 가능성에 대해서 제시한다.
