  • A new TCP protocol can succeed for large bandwidth delay product when it meets network bandwidth utilization efficiency and fair sharing. We introduce a novel congestion control algorithm which employs queueing delay information in order to calculate the amount of congestion window increment in increase phase, and reduces congestion window to optimal estimated bound as packet loss occurs. Combination of such methods guarantees that the proposal utilizes fully network bandwidth, recovers quickly from packet loss in wireless link, and preserves fairness for competing flows mixed short RTT and long RTT. Our simulations show that features of the proposed TCP meet the desired requirements.

  • China's Belt and Road Initiative (BRI) is China's contribution to the need for the world to collectively address deficits of peace, development, governance, and problems relating to climate, the environment and human health. The rise of China and the BRI do challenge the current 'rules-based global order' and the economic dominance and moral, political, economic, and cultural leadership of the United States and its allies. However, China's goal is not hegemony but a multipolar world in which common values coexist with principles of peaceful coexistence (including non-interference in the internal affairs of sovereign states). The evolution of the BRI is outlined, and the ways in which it reflects Chinese interests are summarized, including its roles in addressing natural resource dependence and excess capacity, a transition from investment promotion and factor-intensive growth to going out and industrial upgrading, going West, and the effective deployment of China's foreign exchange assets. Although China does therefore potentially gain, the BRI is designed so that partners also gain in a quest for win-win co-operation and mutual benefit. The values that underlie this approach and the call for a community with a shared future are compared with competing western values, whose roots lie in Enlightenment thought and are associated with a record of colonialism and imperialism. In this light, the article concludes with a consideration of the global implications of the BRI, the challenges it confronts and the likelihood that the unipolar moment will give way to a multipolar global development path.

  • Aviation industry is known as the knowledge-based one and as an advanced nations' exclusive property having a large capacity for creating job and added value. Considering the current status of the aviation industry as aforesaid, it is natural for all countries to turn their attention to such promising aviation industry. At the time of rapid growth in aviation market, the importance of securing managerial experts and technicians is being under the spotlight as the aviation profession is increasingly in demand. To meet such dire needs that have already become an ever-greater part of the industry, collaboration among governmental, educational and industrial parties has formed in preparation for putting us into so-called an era of globalization. Having recognized the significance of the program, carried forward by The Ministry of Land, Transport and Maritime Affairs, fostering human resources in civil aviation, the objective of this study lies on deloping indicators for the programofficially designed to produce men of expertise in international air transport, the market of which forms nowadays a large part of national economy, and the technology of which develops so quickly. In this paper, an effort is made to develop the appraisal indicators and to set up standards thereof in order for the program to be systematically and expertly assessed on the basis of Quinn and Rohrbaugh's the competing values model. Firstly, this paper designs appraisal indicators, taking into account the peculiarity and environment of air transport industry, for developing human resources in civil aviation by utilizing advanced research on educational assessment in general due to the absence of applicable preceding studies regarding the development of human resources in civil aviation. Secondly, investigations into the necessity and validity of the appraisal are committed by analyzing answers from 100 respondents to questionaires and oral surveys in order to verify appraisal indicators designed in accordance with the competing values model. Lastly, the paper analyzes in a demographical way discrepancy in the recognitions among institutions for which the respondents work, on the basis of the outcome of the survey. As a result, the discrepancy is found not significant, which indicate that the aviation experts favour the indicators as appraisal standards. Prospective studies on the same issue may need an in-depth analysis, empowered by sufficient sampling in balance, of correlation between independent variables, then hopefully serve as a momentum for advancement of study in civil aviation.

  • On the whole, the simple GAs with just one population set is effective in finding one optimal solution. However, many real world problems have a lot of optimal solutions, and often it is important to find all of them. In this paper, we propose a GA that has a population set containing multiple optimal solutions. In the proposed GA, each of the individuals in population set has its own geological neighbors, and they exchange their genes globally as well as compete with others locally. The paper then evaluates the proposed GA along with many multimodal problems including a 30bit, order-six bipolar-deceptive function. Finally, we present some improvement directions of the proposed GA.

  • Today, due to the global recession car sales have been decreased rapidly and auto makers are competing continuously to expand their market share. Automakers are struggling in order to secure competitive cost and quality through continuous cost reduction and quality innovation activities to win in the competition. In this situation, auto parts makers are trying to reinforce price competitiveness by reducing COPQ (Cost Of Poor Quality) in the mass production stages by securing the quality of components in advance from the design stage through DFSS (Design For Six Sigma) activities which is 6 sigma approach in the R&D field. However, auto parts makers have been undergone various confusion, feeling difficulties to get interrelationship among various activities. Thus, this study is going to suggest approach method for much more effective R&D activities by securing interrelationship between ISO/TS 16949 system established in the auto parts industry and DFSS activities.

  • Purpose: This study was conducted to explore experiences of the development of parent-child relations among Korean college students. Methods: The participants were 18 Korean college students. Data were collected through in-depth interviews, and the main question was, "Could you tell me about how your relationship with your parents has developed?". Data were analyzed using Strauss and Corbin's grounded theory methodology. Results: The central phenomena of the experiences of parent-child relations among Korean college students were 'new realizations about parent-child relations' and 'competing against parents'. The major action/interaction strategies were 'having an equal status to one's parents' and 'keeping parents at a distance'. Consequences included 'going beyond the bounds of parental guidance'. Conclusion: These findings indicate that students tried to give back to their parents, and also endeavored to stand apart from their parents in order to obtain independence. Their efforts were influenced by their parents' efforts to be tolerant towards their children. The findings emphasize that Korean college students experienced the process of building new, interdependent relations with their parents.

  • With the globalization of economy, there is keen competition among rountries to be a logistics hub and companies are striving to be first in establishing logistics system centering on advantageous sites, especially airport and seaports, to perform supply, production and distribution. Korea competing with Northeast Asia countries is also working out strategies in order to make Korea peninsula a logistics center of Northeast Asia taking advantage of its geographical strength. Gwangyang port has designated as Free Economic Zone together with Pusan and Jinhae, Incheon from October 24th, 2003. However, the introduction of Free Economic Zone in Korea lagged behind other major countries and it has a lot of operational problems. Approximately 600 areas worldwide are designated and operated as a Free Economic Zone and Gwangyang port and its surrounding area has several points to be settled as one of FEZ. First one is its limited functions and related laws. Next is imperfection on development, investment and management system of the hinterland. Lark of promotion activities could be one of the problems. This paper analyzes the above problems and presents various measures to activate Gwangyang Port and Gwangyang Free Economic Zone as follows Benchmarking to promote Gwangyang Free Economic Zone as follows Benchmarking other countries' system, governmental support, introduction & logistics functions, early development of the hinterland, supply of effective one-stop service, investment attraction into the area and diversified promotion & marketing activities.

  • Quantum mechanical calculation is performed for the $O(^1D)$ + HCl ${\rightarrow}$OH + Cl reaction using Reactive Infinite Order Sudden Approximation. Shifting approximation is also employed for the l ${\neq}$ 0 partial wave contributions. Various dynamical quantities are calculated and compared with available experimental results and quasiclassical trajectory results. Vibrational distributions agree well with experimental results i.e. product states mostly populated at $v_f$ = 3, 4. Our results also show small peak at $v_f$ = 0, which indicates bimodal vibrational distribution. The results show two significant broad peaks in ${\gamma}_i$ dependence of the cross section, one is at ${\gamma}_i$ = $15^{\circ}-35^{\circ}$ and the another is at ${\gamma}_i$= $55^{\circ}-75^{\circ}$ which can be explained as steric effects. At smaller gi, the distribution is peaked only at higher state ($v_f$ = 3, 4) while at the larger gi, both lower state ($v_f$ = 0) and higher state ($v_f$ = 3, 4) are significantly populated. Such two competing contributions (smaller and larger ${\gamma}_i$) result in the bimodal distribution. From these points we suggest two mechanisms underlying in current reaction system: one is that reaction occurs in a direct way, while the another is that reaction occurs in a indirect way.

  • Tile development of a porous iron-oxide coated sand filter system can be modelled with the analytical solution of tile transport equation in order to obtain the operating parameters and investigate the mechanism of arsenic removal. The adsorbed amount from the model simulation showed the limitation of adsorption removal during arsenic transport. A loss reaction term in the transport equation plays a role in the mass loss in column conditions, and then resulted into the better model fitting, particularly, for arsenate. Further, the competitive oxyanions delayed the breakthrough near MCL (10 $\mu$g/L) due to the competitive adsorption. This is the reason why arsenate can be strongly attracted in tile interface of an iron-oxide coated sand, and competing oxyanions can occupy the adsorption sites. Therefore, arsenic retention was regulated by non-equilibrium of arsenic adsorption in a porous iron-oxide coated sand media. The transport-limited process seemed to be affect the arsenic adsorption by coated sand.
