Economic Impacts of Transportation Investment on Regional Growth: Evidence from a Computable General Equilibrium Model on Japan's Cross-Prefectural-Border Region

  • This paper proposes and examines the economic impact of infrastructure improvement on the San-En-Nanshin region in the Chubu area of Japan. We develop a single transportation computable general equilibrium (CGE) model for each subregion within the San-En-Nanshin region. The explicit modeling of the transportation infrastructure is defined based on interregional commuting flows and business trips, considering the spatial structure of the San-En-Nanshin economy. A CGE model is integrated with an interregional transportation network model to enhance the framework's potential for understanding the infrastructure's role in regional development. To evaluate the economic impact of transportation improvement, we analyze the interrelationship between travel time savings and regional output and income. The economic impact analysis under the CGE framework reveals how transportation facilities and systems affect firm and household behavior and therefore induce changes in the production and consumption of commodities and transportation services. The proposed theoretical model was tested by using data from the 2005 IO tables of each subregion and the 2006 transport flow dataset issued by the Ministry of Land, Infrastructure, Transport, and Tourism in Japan. As a result, the paper confirms the positive effect of transportation investment on the total output and income of the studied region. Specifically, we found that while economic benefits typically appear in urban areas, rural areas can still potentially benefit from transportation improvement projects.

A Study on the Operational Efficiency of UAM(Urban Aerial Mobility)s (도심항공모빌리티의 운용효율성에 관한 연구)

  • Prototype UAMs are shown to us in the market. When the complete product is delivered to market, the efficiency of each UAMs can be compared by default. Before the complete product is shown to us, the comparative study on efficiency of UAMs is performed under the product cost estimation. The efficiency analysis result reveals that both of Lift & Cruise type and vectored thrust type show good efficiency at the initial stage of product. At the near terms stage, five years later from initial stage end, efficiency gets some change. Vectored thrust type of UAMs show best efficiency at the near term stage of product. Because UAMs will be used in urban area, Seoul is the place where the UAMs will be used first. The flying route from Seoul City Hall to Yongsan Park, National Assembly in Yeouido, and City Airport is no more than 10 km distance. For this short distance route, efficiency will make multi-rotor type UAM be prefered to other types. For long distance route or commuting route, life & cruise type and vectored thrust type of UAMs will be prefered on account of operational efficiency.

The Influence of New Town Development on the Changes of the Migration and Commuting Patterns in the Capital Region (수도권 신도시 개발이 인구이동과 통근통행패턴에 미친 영향)

  • The population concentration in Seoul has caused the chronic housing shortage. Accordingly the new towns in the Capital region were developed to alleviate overcrowding conditions in Seoul. The purpose of this study is to analyze changes of migration and commuting patterns according to new town development in the Capital region for the period of $1995{\sim}2005$. Further this study examines the changes of self-sufficiency level for new towns using jobs to housing ratio. During the last 10 years, the migration pattern in the Capital region has been pretty much followed the new town development. Such a migration pattern has influenced the commuting patterns, expanding the Seoul Metropolitan Area into northeastern par of the Capital region. The result reveals that self-sufficiency levels of new towns have become higher over the period of $1995{\sim}2005$, indicating that new towns are gradually strengthening their economic functions and have potential to become new business centers in the future. Therefore, the policy focusing on the increase of the job-housing balance ratio and self-sufficient level in new towns will be a desirable policy alternative to solve the transportation problems in the Capital region.

  • In this paper, we selected commuting scenarios in the most congested metropolitan area in Korea, and conducted noise analysis during personal air vehicle (PAV) operation using aviation environmental design tool (AEDT)software which was developed by Federal Aviation Administration (FAA). Noise is the second important factor after safety in order to operate PAVs through concepts such as ODM (on-demand mobility) introduced by National Aeronautics and Space Administration (NASA). Noise analysis were performed by modeling low-noise ePAVs as commercial helicopters and predicted residential suitability in order to resolve problems in which accurate NPD (noise power distance) data from PAVs were not released. The application of noise reduction technology such as electric propulsion has significantly reduced noise exposure levels and has reached the conclusion that commuting with PAVs is feasible without noise problems in the metropolitan area.

  • Nowaday, the local governments eager to change their transport system aiming for public transport oriented one. However, it is more important to change the land use system in the catchment areas of public transport in order to enhance its usage sustainably for the long run. This research aims to seek maximal spatial extent of the catchment areas of the Seoul Metropolitan Subway in consideration of its urban spatial structure in order to accommodate the potential users living around the subway stations. For this task the empirical data of the household travel survey for the Seoul Metropolitan Area conducted 2002 were analysed. It was founded that the walking access times to the subway stations, which can represent their spatial extents, are related to their travel times, but differently according to their given positions in the urban spatial structure. The characteristics of subway commuters also affect them with the conditions. It is to be expected that the results of this research can contribute to an enhancement of its usage by applying to land-use policies of the catchment areas.

  • To develop a master plan of a university campus, we need to know how students view and use their campus. For this purpose, the well-known Linch's(1960) cognitive mapping methods are used to figure out the image of Yonsei University and its surrounding area which is perceived by the students of Yonsei University. Major findings are that the cognition levels for the edge which divides Yonsei University from the surroundings and the paths which the students commute along are relatively high. The students mainly use campus space near the main gate rather than the space deep inside of the university, which shows they use the campus space unevenly. Therefore, when considering a new master plan of Yonsei University, it is needed to develop methods which increase the even use of the campus space such as developing new commuting paths.

  • The modal split structure of the Korea's transportation system has been dominated by road-oriented structure. The shortage of the inftrastructure to accommodate the rapidly increasing travel demand has brought about socio-economic losses such as severe traffic congestion and high logistic costs, and thereby weakened the competitiveness of the country. Highway transportation sector is more vulnerable to energy consumption comparing with railway sector since the highway sector is dependent mostly on fossil fuels for its energy source. In 2006 annual road cogestion costs in Korea reached 24.6 trillion won, with an average annual growth rate of 5.4%. The annual road congestion cost of intercity highways were 9.2 trillion won. As the new cities that recently developed are located far from Seoul area, the boundary of commuting in Seoul metropolitan area is extended. It makes passengers have longer trips with longer travel time, and the congestion problem to be more serious. In this regards, Gyeonggi Provincial Government proposed a deeper underground metropolitan express train system for the greater Metropolitan area. which is named as GTX. Gyeonggi Province suggested 3 key underground lines, based on the outcome of the feasibility study conducted by the Korea Society of Transportation, and submitted to the Ministry of Land Transportation and Maritime Affairs for its review. If the project is approved for construction and completed in 2016, the daily volume of surface traffic bound for Seoul will be reduced substantially and therefore the users will be benefitted for time savings by an annual amount of 2 trilion won every year.

  • The purpose of this study is to grasp position of Sachon airport-local airport-especially the characteristics of it's air passengers, the distribution of passengers hinterland on their purposes of the travel and on the day of the week, and the spatial structure of hinterland The results is as follows The distribution of the hinterland on the purposes of a passenger's travel shows the hunterland of friend and acquauntance visit is wider than that of business, And the middle level of its size is sightseeing The hinterland of commuting includes only Chinju, so the range of passengers' social activities is wider than that of passenger' economic activities In the distribution of the hunterland on the day of the week, the distnbution of the weekday is wider than that of the holidays, but the passenger travel to Chinju is concentrated on the holidays. As rnentioned adove, the hinterland centenng around Sachon airport is Chinju sity field. Tongyoung. Sachon and Koje city field, Kwangyang city and Namhae, Sanchong, Kosung, Hadong, Uiryoung county field. It is a little different result from the area of reverse commuting of the elementray, middle and high school Leachers living in Chinju That's because air passenger travel mainly occurs in industrial and sighrseeing cities

Analysis of factors influencing the travel mode choice of bicycle by trip purpose -a case study of Seoul (통행목적별 자전거 통행수단 선택에 영향을 미치는 요인 분석 -서울시를 대상으로)

  • This study analyzed the bicycle traffic patterns and identified the influence factors for each traffic purpose using the household traffic conditions survey for Seoul. The results are summarized as follows. First, as a result of surveying the bicycle traffic ratios according to the administrative dongs, there was a difference of 14.2% by region. Second, various personal characteristic variables, such as age, gender, income, occupation, and housing type, affect the bicycle mode choice, and bicycle passage increases when using facilities in residential areas. Third, among the neighborhood environments, the bicycle traffic for commuting purposes appeared to increase more in the areas of higher land use mix and lower crime rates. In addition, the bicycle road density and the inclination of the area commonly affect bicycle travel for commuting, shopping, exercising, and leisure.

  • The main objective of this paper is to analyze university students' modal shift for commuting trip due to the introduction of new urban rail transit in a satellite city of metropolitan area. The paper uses SP(2011)/RP(2013) data collected from Yeungnam University in Gyeongsan City, which is a satellite city of Deagu Metropolitan City. So far few researches, especially using before-and-after individual SP/RP travel survey, have been conducted on analyzing university students' modal shift due to the introduction of new urban rail transit. For this research, some descriptive statistical analyses were conducted. Furthermore, some empirical logit models were estimated for analyzing factors affecting the modal shift. Finally, some important findings and policy implications are discussed. The significant findings from this research are summarized as follows. From the descriptive statistical analyses of SP and RP data, it is found that the rate of modal shift to rail transit is relatively high especially for bus travellers. Furthermore, from the empirical SP model estimation, it is found that time saving is the most important factor affecting the modal shift to urban rail transit. On the other hand, from the empirical RP model estimation, it is found that residential location is the most important factor affecting the modal shift to urban rail transit.
