While the socioeonomic status of Koreas has been dramatically increasing in recent years, chronic and geriatric diseases have also been on the rise, bringing about many changes in our health care system. The basic goals of the home health care are to reduce health care costs, to increase the attrition rate in general hospitals, and to care for patients effectively and conveniontly at home. The purpose of this paper is to review and examine the current status of the home health care in Korea throughout the reports, surveys, other informations and education system of home health nurse. We identified the various types of home health care services programs, such as hospital-based home health care operated in public sector(demonstration project) and community-based home health care in health centers or in private sector, that is, Korean Nurse Association. Hospital based home heatlh care model was established as an alternative to traditional in-patiet services. Quality assurance and client satisfaction is an important measure of care received and establishment of payment and reimbursement for home health care services is important in promotng the home health care. We found out a fee-per-visit system composed of three kinds of fees : a basic service fee(16,000 Won), a travel fee(5,000 Won), and per-service fees (variables). Like fees paid for in-patient care, insureds pay 20% and insurers pay 80% of the basic and per-service fee. The travel fee is borne totally by the insured. Home health care continues to be viewed as not only the most preferred way to provide care to clients, but also the most cost effective. Home health care is that component of a continuum of comprehensive health care whereby health services are provided to individuals and families in their places of residence for the purpose of promoting, maintaining, or restoring health, or of maximizing the level of independence, while minimizing illness. Services appropriate to the needs of the individual patient and family should be planned and provided, nursing is to be a force for positive change and enhanced the nursing professionalism. Whatever type of involvement of home health care, it is essential to remember that home health care is highly service-oriented and highly touch health car deilvery system.
Recruitment and selection are separate but mutually reinforcing processes. The goal of recruitment is to attract the largest number of applicants possible to apply to the agency, and selection is the process of weeding out unqualified candidates and identifying qualified candidates. In this context, the recruitment and selection system of police officials is an important issue because it affects their future performance as police officers on the job, especially their policing skills, perception of society, occupational ethics. This study suggested the characteristics of U. S. recruitment and selection system of police officials. In the U. S, each police agency sets up its own recruitment and selection standards and procedures. However, recruitment and selection process follows a certain sequence : receiving application, psychological examination, background check, polygraph test, drug screening, interview, physical agility, and medical test. Special characteristic of American police system regarding recruitment and selection is that many law enforcement agencies use a polygraph test to ensure the integrity of the candidates. Another interesting screening process is a drug test because many Americans abuse illegal drugs. A candidate officer must submit urine or a hair sample for screening test. Police human resources specialists should continually identify the most innovative tests and approaches recruit and select police officers. Recruitment and selection strategies should increasingly attract and retain those officers who have the attributes to work in a community-oriented policing environment.
This study aims to provide new design directions for public housing by analyzing trends in housing design. To this end, we investigate the changes in population, household, society, policy, institution, and technology as the main factors that can affect the housing design trends. Then we analyze the applications of public housing design and suggest the new design directions for public housing after considering experts' opinions. The low growth rate of population, growing separation of household members and increasing level of income produced more diverse demands from residents. In addition, housing demand is notably different by region, and the supply of medium and small-sized housing and small scale developments are growing. Information technology and green technology are also advancing. As a consequence, future housing trends would change from numerically-controlled to performance-based, from central to regional-oriented, from unit to city-centric. Current designs of public housing reflect recent housing trends- in reducing the number of housings and making view corridors by placing a central square in the middle. This shows that the existing designs are not differentiated by region and we need to develop various approaches according to location characteristics and the corresponding new housing types. Therefore, this study proposes the following five directions: responsiveness to demand changes, reflection of location characteristics, connectivity to a local community, realization of green environment, and acquisition of housing function.
The purpose of this study is to investigate the factors and reasons for hiring kindergarten teachers and to provide information for successful employment to the college. 12 private kindergarten chiefs over 10 years of experience were conducted in - depth interviews. In-depth interview data were analyzed using open coding analysis. 11 sub - factors of each core concept were derived, and they were nominated as 4 outline (character, sociality, personality & professionalism factors). All of the researchers perceived the sincerity, interpersonal stability, honesty, and ability to perform the curriculum as the most important factors to consider, and the teacher with good personality was perceived as the precondition of successful teacher's job performance. In the college, through the production of portfolios by subject, we raised the necessity of institutionalization of educational volunteer activities such as vacation - based education in addition to on - the - spot education at school and development of liberal arts curriculum to develop capacity for community life. And to develop and operate a field-oriented comparative education program to strengthen the competence of the majors.
School science is often criticized as being too remote from both learners' interests and needs and as maintaining scientist-oriented approaches rather than humanistic ones. Although science is mainly taught on the basis of textbooks inside classrooms, the learning of science can not be confined to the boundaries of curriculum and school. Firstly, this paper briefly reviews and characterizes the historical development of science education with a series of analogies, and then suggests a new analogy, a so-called 'Hearts-On' approach to science education which emphasizes the humanistic aspects and the contextual dimension of science education. Secondly, it critically examines how much traditional school science teaching, particularly in physics, is limited in terms of the context of learning (i.e. textbook, laboratory, classroom, local, and global) as well as in terms of the context of the contents (i.e. physical, personal, social, and global). Thirdly, some recent attempts initiated by the author and colleagues are explained as examples of the Hearts-On approach to science education. In particular, a series of community-based science programs led by SNU and the development of a series of books on 'Contextual Physics'(i.e. Body Physics, Wearing Physics, Dining Table Physics, and Sports Physics) are outlined. Finally, the idea of scientific humanism is explored in relation to the context-rich approaches in science education. It is hoped that this paper helps us to reconsider how we can expand the world of science education beyond the boundaries of the curriculum and school and into a more humanistic one.
Rapid process of industrialization and modernization in Korea has caused earning differentials between the rich and the poor, the feeling of alienation followed by excessive competitions among the members of community as well as the conflict between generations. Because of those factors, Koreans have come to undergo several mental problems such as anxiety, melancholy and suicide. However, scarce concern or effort has been given to solve those mental problems in the professional field of mental health. Social work service for mental health in Korea has been delivered on the basis of the Law of Mental Health, most of which are focused on treatment or care of mental patient himself or his family. Therefore ordinary people who have no mental disorder but have desire for mental health have no way to take service in the field of public mental health except for counselling programs given by some of the private social welfare institutions. In this context, the process of clarifying the concept of mental health is demanded before we develop the mental health program. As social welfare is the practical science that helps people seek after happiness and meaningful life, so clarifying the concept of mental health is needed not only for the field of mental health itself but also for every field of social welfare. In order to achieve this purpose, this study firstly arranged concepts of mental health in Korea using Q methodology. As the result, we found 21 dimensions including spiritual one and self-wellbeing one which newly identified in this study as well as 19 dimensions of Jahoda. We also found Koreans perceive concepts of mental health as independently as 5 types of Communalist, Rationalist, Individualist, Humanist, and Religionist. Secondly, on the basis of the result, we suggested that mental health programs in social welfare should be oriented to the positive concept of mental health. This study could furnish fundamental data that enable the concept of mental health to be spread to that of the growth for a better life not limiting on that of the prevention or the treatment of the mental disorder.

Reorganization of myun health care service is one of the main issues in health care delivery in rural Korea. The fundamenta, concept of the role and function of the myun health subcenter is that it is the basic unit of rural health care service and is to provide comprehensive health care service through the integration of curative and preventive services. The aim of this study is to analyze the patterns of curative activities in the myun health subcenter in terms of the most prevalent types of diseases, necessary diagnostic methods and required equipment, types of treatment, necessary drugs and materials, and finally the cost of curative services. The population on which this study was done was the 1596 patients who visited the two myun health subcenters (Sunwon Myun and Naega Myun) in Kang Wha County, the area of the Yonsei University Community Health Teaching Project, during period from May 1, 1975 to June 10, 1976. For the patient's record in the clinic, problem oriented medical records were used. Decisions regarding the disease classification, the diagnostic methods used and selection of the most appropriate and adequate medical treatment were made by a group of three experienced physicians after reviewing the medical records which had been written by public physicians who were treating patients in the study area. The records were reviewed by resident staff members of the Department of Preventive Medicine, of Yonsei University College of Medicine. A brief summary of results of the study is as follow: 1. 29.9% of the patients who visited the clinics were ages between 0-4. No sex difference was observed among patients less than 20 years of age. However, among patients over 20 years old, females predominated. Thus it is evident that the majority of patients were either children or mothers and grandmothers. 2. The distance from the individual villages to the myun health subcenter was one of important factors in determining the ratio of clinic visits. However, other factors such as the activities of the health workers also affected the rates substantially. 3. The most common 25 diseases comprised 90.2% of all the diseases recorded. Acute respiratory infection (25.5%), Skin (12.7%) , diarrheal diseases (6.8%), neuralgia and back pain (4.9%) and. all other injuries (3.9%) were the five most common diseases. 4. Of all the diseases diagnosed and treated, 9.2% required simple laboratory tests for diagnosis, 6.5% required X-ray examination, and altogether 13.6% required either laboratory test or X-ray examination. 5. Treatment and management of 42.0% of the cases could be accomplished with simple, inexpensive drugs, 12.8% required the use of more expensive drugs (mostly antibiotics) and injections were required in 19.7% of the cases. Minor surgery and referral were necessary in 5% of the cases. 6. The cost for diagnosis and treatment was estimated with a standard which was set by general concensus. The average cost of diagnosis was 144 per case and the cost of treatment was 726 per case, The Total average cost per visit was 870.
Since the Gifted and Talented Education Promotion Law was enacted 15 years ago, in Korea, gifted education in Korea has continued rapid and quantitative growth. The number of gifted classes or institutes for the gifted have increased, as well as the number of gifted education teachers increasing their participation in professional development training and educational activities. However after 2014, gifted education is somewhat shrinking. Due to the controversy of private education and expansion of social welfare in Korea, administrative and financial support for gifted education is being reduced. This study reviewed the gifted education policies promoted by successive governments and analyzed the relationship between politics and support for gifted education efforts by the government. In addition, the phenomenon of the recently shrinking gifted education in Korean society was analyzed in various aspects. These aspects include: decreasing quantitative growth due to the weakening of administrative and financial support from central and local governments on gifted education, regulations on suppressing private education, social inequality to gifted education access, and lack of solidarity in the gifted education scholastic community. Based on this analysis of gifted phenomenon, ways of developing the ideological and practical aspects of future-oriented gifted education were suggested. In the ideological dimension, it was emphasized that gifted education must move away from insularity and the adhesive perspective of Korean society on the concept of giftedness, the concept of intelligence and the recognition of the legitimacy of gifted education. On the other hand, in the practical dimension, the following points were identified: the collection of empirical data on the economic impact of gifted education, gifted education amendment of the statutes, adaptation of the gifted education program with gifted identification, diversification of gifted education service system, and actively promoting new research topics in relation to the Gifted and Talented Education.

This study is dealing with Deoksugung around the founding of the Daehan Empire Era. It will looks closely into how locational contexts and sense of place have been changed according to the subject's view point and the interpretation of text community until Deoksugung is changed into citizen-oriented public place vested with the meaning of public park. In conclusion, Deoksugung was a place for suffering and sorrows, but also it was a place for ceaseless attempt to pursue of the recovery of past without loosing hope. As in the case of uprising war like Japanese invasion of Korea (Imjin Yeran) or Cheong Japan War, Deoksugung was an importantly historical place where autocrat temporarily stayed to stand up for the war and moreover, it was an imperial palace where the ambivalent sensibility between suffering and hope are intermingled in the very first Korean Empire in history. Unlike Kyeongbokgung and Changdeokgung, the current Deoksugung has changed its boundary from time to time since Japanese invasion of Korea up to the present. Deoksugung has evolved the present situation as endlessly changing its boundary by interacting with the neighbor of Kyungungung. The more complicated sense of place is coexisted in the features of the Deoksugung. Therefore, current hot topics concerning restoration project of Deoksugung is much more difficult than of other palaces. This issues should be carefully dealt with beyond the political interests.
The purpose of this study is to generate a substantive theory that accounts for the social readaptation of the women who have engaged in prostitution and propose a practical program for them. We used the grounded theory developed by Strauss and Corbin(1990). Raw data were collected through the in-depth interview, documents and observation. We used constant comparative method for the data analysis. The nine women who had the exprience of prostitution have participated in this study. As a result of the data analysis, in open coding were generated 116 concepts, 29 subcategories and 12 categories, In axial coding the outcomes of a paradigm model were as follows. The causal conditions were named 'hostile environment' and 'the self endowed stigma'. The phenomenon turned out to be 'living as an anonymous being'. The contextual conditions were named 'cohesion of family', 'being pushed' and 'shrinked emotion'. The intervening conditions were presented to be 'desire of self restoration as a social being', 'reactionary reconstruction'. The action/interaction strategies turned out to be 'shifting of social status', 'neighbor alliance'. The consequences were presented to be 'psychological wayfarer' and 'tentacular living'. In selective coding we found a core category, 'repetition of leaving and returning from the life world'. Based on the phenomenon, two types of participants life attitudes were found as follows : present hesitating type, self concealing type. Following the adove results, We finally suggested the need to develope a community oriented case management model.
