Influences of Climate Factors and Water Temperature in Squid Spawning Grounds on Japanese Common Squid (Todarodes pacificus) Catches in the East (Japan) Sea

  • Data on squid catches, water temperature, and climatic factors collected for the Northwest and subtropical North Pacific were analyzed to examine the influence of oceanic and climatic conditions in spawning grounds on catches of Japanese common squid, Todarodes pacificus, in the East (Japan) Sea. The main spawning ground was divided into four sub-areas: the South Sea of Korea (R1), the southern waters off Jeju, Korea (R2), the southwestern part of Kyushu, Japan (R3), and the northern part of Okinawa, Japan (R4). Interannual and decadal fluctuations in water temperatures correlated well with squid catches in the East/Japan Sea. In particular, water temperatures at a depth of 50 to 100 m in sub-areas R3 and R4 showed higher correlation coefficients (0.54 to 0.59, p<0.01) in relation to squid catches in the East/Japan Sea than for R1 and R2, which had correlation coefficients of 0.40 or less (p>0.05). Air temperature and wind velocity fluctuations in each sub-area are correlated with water temperature fluctuations and were closely connected with variations in the surface mixed layers. Water, air temperatures and wind velocities at the main spawning grounds are linked to the Southern Oscillation Index (SOI) with higher signals in the ca. 2-4-year band. Strong changes in a specific band and phase occurred around 1976/77 and 1986/87, coincident with changes in squid catches.

  • The common squid $Todarodes$ $pacificus$ is a dominant species in Korean waters, where it is captured preponderantly by the angling fishery. The spawning and nursery grounds of $T.$ $pacificus$ extend from the southern East Sea to the northern East China Sea. Consequently, the environmental conditions in this area during the spawning and nursery seasons might affect the abundance of $T.$ $pacificus$. This study, analyzed the relationship between the distribution of zooplankton and the abundance of $T.$ $pacificus$ and variation in the squid angling fishing grounds in Korean waters. There was a positive relationship between the fluctuations in zooplankton and the catch per unit effort (CPUE; $kg{\cdot}day^{-1}{\cdot}person^{-1}$) of the angling fishery in the East Sea of Korea. The main fishing season is from July to December and the CPUE was closely related to the zooplankton biomass in April in the East Sea. Recently, the center of the squid jigging ground has moved drastically from the area around Ulleung Island to the northern East Sea. We postulate that the fishing grounds of the squid angling fishery will move farther north with climate change.

미국의 중재판정 취소에 관한 연구: 판례법과 제정법의 조화를 중심으로 (A Study of the Vacating of Arbitral Awards by Finding Harmony of Case Law with Statutory Law of the United States)

  • This study is to vindicate the vacation of arbitral awards in the United States. It focuses on the harmony of case law with statutory law of the United States. Until the early twentieth century, the American legal system, having adopted the English common law view, harbored a hostile attitude toward arbitration. The purpose of the Federal Arbitration Act (FAA) of the United States, enacted in 1925, was to eliminate the hostile attitude of courts toward arbitration. Congress is to enforce arbitration agreements into which parties have entered and to place arbitration agreements upon the same footing as other contracts. The structure of grounds for vacating arbitration awards has two layers. One is of vacating grounds with statutory origins, such as the FAA and the Uniform Arbitration Act, and the other, of vacating grounds originating from a nonstatutory, case law background. For a while, vacatur based on case law has coexisted with vacatur on statutory grounds for arbitration awards. After the Supreme Court decision in Hall Street Associates, L.L.C. v. Mattel, Inc., however, the justification of vacating based on case law has weakened. Post-Hall Street decisions of circuit courts show ways to deal with manifest disregard of the law. One of them is the harmonization of the case law grounds for vacating with the statutory grounds. It seems that the manifest-disregard-of-law and public-policy exceptions show a possibility of survival after Hall Street. However, other nonstatutory grounds for vacation of arbitration awards have no firm basis after Hall Street.

Ostrom(1990)의 원칙을 이용한 갯벌어장의 이용·관리 우수 어촌계 발굴에 관한 연구 (A Study on the Excavation of Superior Fishing Village Community in the Management of the Use of Mudflat Fishing Grounds with using Ostrom (1990)'s Principles)

  • This study is to excavate superior fishing communities by applying the Ostrom (1990)'s principles of sustainable and successful use of common goods. Ostrom(1990)'s principles are (1) clearly defined boundaries (2) congruence between appropriation and provision rules and local conditions, (3) collective choice arrangements (4) monitoring (5) graduated sanctions (6) conflict-resolution mechanism (7) recognition of rights to organize by external government authorities (8) nested enterprises. The survey was carried out under the individual interview method of 15 fishing village members in 32 fishing communities with the government's fishery environment improvement and fishery creation projects. The total effective samples are 477. These data were analyzed. The analysis result shows that 24 fishing villages are selected among the 32 fishing communities in the samples, including Nanji, Sanghwang, Songseok, Sinshido, Jukyo, Jinsan, Changli, Pado, Beopsan, Rahyang, Palbong, Woongdo, Daehwang, Sapsi, Chido, Jinri, Daeri, Songgak, Joongwang, Ojii, Doripo, Doseong, Mongsan 1ri and Songnim as superior fishing villages. The results of this study have limitation that may vary depending on the rigor of the criteria in the process of deriving good fishing communities. Despite this limitation, this study has expanded existing research focused on validating the theoretical applicability of the framework through case analysis of specific fishing communities to objectively and quantitatively to many fishing communities. The results of this study are expected to contribute to the creation of conditions in which fishermen can continue to manage their fishing grounds and stand on their own feet by presenting the framework and principles for developing desirable fishing village models for the continued use of mudflat shells grounds as the common goods.

지하철 차량기지에서의 등전위 본딩에 의한 신호시스템 낙뢰보호대책 (Lightning Protection of Signalling Equipments at Subway Car Depot by Equi-potential Bonding)

  • Signalling equipments at railroad sites are widely exposed to high voltage lightning surges. This paper presents a lightning protection system for the signalling equipments at subway car depots. The main features of the system are as follows : (1)the common grounding system between power system grounds and the signaling system grounds, (2)physical and chemical methods to reduce grounding resistivity, (3)rearrangement of lightning rods based on the rolling bal1 theory, (4)equi-potential bonding networks to minimize the potential differences between the equipments grounds. The system has been constructed at six subway car depots in Seoul metropolitan area and it is measured that the grounding resistivity are reduced to 0.266 ohms and the potential differences between devices are reduced to a negligible quantity. After the construction of the systems, it has not been reported the break-down of the signalling equipments caused by lighting surges.

Interannual Variability of Common Squid Fishing Ground in the East Sea derived from Satellite and In-situ Data

  • In this study, we estimate the interannual spatial and temporal distributions of fishing grounds at night in the East Sea based on satellite and in-situ data. We observe that the $15^{\circ}C$ thermal front moves in the north-south direction according to the movement of the warm water (above $18^{\circ}C$) in the Tsushima Warm Current (TWC) area, forcing the cold water area (below $10^{\circ}C$) to either expand or shrink. The interannual variations of sea surface temperature (SST) in winter represented by the indicator SST of $6^{\circ}C$ are consistent with the east-west zonal areas in the central East Sea which represented over $1^{\circ}C$ standard deviation of SST in February during 1990-2000. Annual SST in the fishing grounds of common squid fishing vessels, observed both by fishing vessels and satellites range from 9-$22^{\circ}C$, with the satellite-observed data having a larger range than the fishing vessel-based ones. The interannual distributions of the common squid fishing grounds in the East Sea are mostly concentrated in the TWC area in the southwestern part of the East Sea and in the coast of southern Honshu and Hokkaido in Japan. The interannual distributions of the nighttime fishing vessels are consistent with the catches investigated from the fishing vessel.

  • 우리나라 주변 해역에서 어획되는 오징어 (Todarodes pacificus Steenstrup)의 주 대상 어업인 오징어채낚기어업의 어장 분포의 변화 및 수온전선대의 형성 양상과 어획량의 관계 등을 밝혔다. 한국 동해에서 오징어채낚기어업의 중심 어장은 4월에 북상하기 시작하여 8월부터 동해 중부에서 본격적인 어장이 형성되며, 울릉도 남쪽 해역에서 밀도 높은 어장이 형성되었다. 9월부터 남하하기 시작하나 어획량은 10월에 최고 값을 보였고 다음해 1월까지 어기가 지속된 후 2월부터 월동장으로 남하 회유하여 봄철에는 한어기를 맞이하였다. 동해의 주 조업 어장에서 형성되는 수온전선대의 형성양상과 오징어 어황과는 밀접한 관계가 있는 것으로 나타났다. 수온전선대가 주 조업 어장 내에서 동서 방향으로 형성되면 어군의 밀집이 이루어져 어황은 좋았고, 수온전선대가 연안을 따라 남북 방향으로 길게 형성되면 남한내 주 조업 어장에서는 어황이 좋지 않게 나타났다.

여수 연안 승망 어장의 환경요인과 어획변동에 관한 연구(I) -수온.염분과 어획량과의 관계 - (A Study on the Assembling Factors and Catch Fluctuation of Fyke Net Grounds in the Coastal Waters of Yosu(I) -Relation between Catch Fluctuation of Common Mullet, Mugil Cephalus and Temperature and Salinity -)

  • 여수 연안 승망 어장의 주변 해역을 중심으로 조사한 해양 관측 자료와 현지에 조사한 어획량 등을 이용하여 여수 연안 승망 어장의 환경특성과 어획량 변동과의 관계를 분석 정리한 결과를 요약하면 다음과 같다. 1) 승망 어장에서의 수온의 분포범위는 13.0-$25.^0\circ$C이고, 4월부터 상승하기 시작하여 8월에 최고 수온 $25.^0\circ$C을 나타내다가 9월부터 하강하기 시작했다. 2) 어장에서의 염분의 분포범위는 28.6-33.8$\textperthousand$이고, 4월과 5월에는 32.0$\textperthousand$이상의 염분수가 분포하며, 6월부터 하강하기 시작하여 8월에는 최저염분 28.6$\textperthousand$를 나타내다가 9월부터 다시 상승하기 시작한다. 3) 여수 연안 승망에 어획되는 주어종인 숭어의 어획량은 5월에 최대 어획을 나타내고 6월부터 감소하기 시작하여 11월에는 최소 어획을 나타냈다. 수온이 높아지기 시작한 시기인 5월의 수온이 15.0-16$25.^0\circ$C에서, 저염보다 고염분인 32.6-33.8$\textperthousand$에서 어획이 양호하게 이루어졌다.

  • 동지나해에 있어서 전갱이$\cdot$고등어 어장의 분포가 해황과 어떻게 관련되어 있는가를 구명한다는 것은, 이들의 어황변동기구를 파악하는 데에 아주 중요한 문제라고 생각된다. 그렇지만, 이제까지 동지나해에 있어서는 이들에 관하여 특정한 해역 혹은 기간을 대상으로 단편적인 연구는 있었으나, 해황이 어장분포에 어떠한 영향을 미치고 있는지에 대한 그 실태는 거의 알려져 있지 않았다. 그러므로, 본 연구에서는 우선 동지나해 및 일본해 서구에 있어서 대중형 선강무업에 의한 전갱이$\cdot$고등어류의 어획통계자료를 가지고 이들 어획양의 평균적인 분포(1968-1976) 실태를 상세히 검토하였다. 그 결과로서 다음과 같은 것이 명확하였다. 1. 1958율 이후의 '고등어류(주로 참고등어)'의 중요어장은 지나해 총면적의 약 $8\%$에 지나지 않는 일본해 (동해)의 사카이(경) 연안, 대마도 동쪽, 시라세(백광), 체주도 남서해에 이르는 대마난류역에 집중하여 있는 것이 밝혀졌다. 이들 해역의 어획양은 동지나해에 있어서 총어획양의 약 $70\%$를 차지하고 있다. 또한, 1968율 이후의 '전갱이'의 중요어장은 시라세, 대마도 동쪽, 오도 남서해에 집중하여있었으며, 이들 어장의 어획양은 동지나해의 총어획양의 $54\%$를 차지하고 있다. 한편, 어획중이 매우 적은 해역은 총해, 중국연안, 시마네(도근)현연안, 동지나해 중부 중의 냉수역 및 흑조외측, 동해의200m 이심의 해역이었다. 2. 대마난류역의 각 어장에서는 '전갱이$\cdot$고등어류'의 어획양의 년변동이 비교적 작고 어황이 안정되어 있었으나, 동지나해 중부 및 서부, 구개 남서안, 총해역의 어장에서는 어획전의 변동이 컸다. 3. 조경주변에 있어서 '전갱이$\cdot$고등어'의 분포경형의 상위가 수온의 상달와 잘 대응하고 있는 것이 분명하게 되었다. 즉, '전갱이'는 주로 대마난류의 조경역의 진수용(수온 $15^{\circ}C{\sim}20^{\circ}C$)에 분포하고 있었으며, '고등어류'의 분포 중심은 약간 냉수측(수온 $13^{\circ}C{\sim}16^{\circ}C$)에 위치하고 있었다. 금후는 동지나해 및 일본해 서부에 있어서 선망어업에 의한 전갱이$\cdot$고등어유의 어획양 분포에 대한 계절적 경년적인 변동, 특히 환경조건과의 관련을 파악할 필요가 있다고 생각된다.
