Green Technology Innovation in the United States: The Obama Administration's Ambitious Program and its Prospects

  • The American Recovery and Reinvestment Act (ARRA), known widely as the "stimulus" bill, developed by the U.S. Congress and President-elect Obama in late 2008 and early 2009, is investing a significant portion of its $787 billion infusion of funds in future-oriented programs intended not only to "jump-start" the stalled American economy, but to promote the development of renewable energy sources and increase energy efficiency in appliances, buildings, transportation, and other sectors of the economy. These investments are expected both to create immediate employment in green industries and to build a more sustainable society in the long term. The Obama Administration's green energy initiatives are part of a larger emphasis on science and technology within its agenda. It has roots in the Obama campaign and is supported by an unusually strong science and technology team. Much of the activity is centered in the Department of Energy, which received a huge one-time increase in its fiscal year 2009 budget to support the new and expanded programs. Areas that have been neglected by the federal government R&D program for many years, including smart grid technology, solar, wind, and geothermal energy, received large boosts. Many of these programs - and, in fact, the broader concept of government involvement in commercial innovation - are politically controversial Previous attempts to expand research in these areas by liberal Democratic administrations and Congresses have been criticized and sometimes thwarted by conservatives. Whether President Obama's efforts will meet with more success, both politically and technologically, remains to be seen.

  • In the present analysis, a number of sun control devices are examined for their performance in promoting the interior visual environment. Two exemplary cases are introduced for their excellence in harnessing the concept of daylighting and passive concepts. Of these, the Johnson Controls branch office building in Salt Lake City manifests the effectiveness of light shelves and clerestory windows in implementing these concepts. Distinct optical characteristics are found for overhangs, light shelves, louvers, and blinds as they interfere with the path of sunlight. Substantial amount of energy could be saved if the fundamentals of these devices are truly understood in their application to residential and commercial buildings. Sustained efforts should be made in this regard by the builders, architects, energy consultants, and educators who make contributions in energy management.

  • Educational facilities are more uncertain about maintenance costs due to their comprehensive and long life-cycle compared to commercial buildings. In addition, maintenance of the existing post management system can not maintain the original function of education facilities continuously and economically. In order to overcome this problem, it is necessary to analyze the repair and replacement cost for the uncertainty factor in maintenance. This study propose a model to determine repair and maintenance cost and cycle of educational facility based on probabilistic estimation concept. For the analysis, Monte Carlo simulation, a probabilistic analysis method, was applied based on the repair and maintenance history data of the educational facilities in Florida. The results of this study can be used as a guideline for quantitative facility management and facility management research.

  • TABS (Thermally Activated Building System) has recently applied by huge commercial buildings, airports, and convention centers in Europe. TABS provides night-time thermal storage by heating or cooling. The embedded water-based heating and cooling system uses the high thermal inertia of concrete in the building construction, in which a heating or cooling pipe is embedded. The aim of this study is to analyze the thermal storage and thermal output of TABS applied with PCM (Phase Change Material). To achieve this, prototypes of TABS and the thermal properties of various PCMs were investigated. By using the simulation program Physibel Voltra 6.0 W, the thermal storage and thermal output were evaluated according to a heating and cooling operation schedule.

A Case Study on Extension Design of Seoul National University Bundang Hospital (분당 서울대학교병원 증축 설계 사례 연구)

  • Recently general hospitals in Korea have been actively remodeled. Remodeling is required to extend the hospitals' area and to meet the new medical demand. Eventually it aims for achieving ideal healing environment. Seoul National University Bundang Hospital has also developed the schematic design to open the new hospital in 2012. This large scale of extension is the first step in its expected remodeling cycle. It is essential for the extension of hospital to create an architectural system on the basis of function, and to keep the balance with both the existing buildings and natural context simultaneously. To connect the existing hospital and the new hospital, a hospital street should be designed to make it function as a main pedestrian spine. Space design marketing of general hospital is effective in promoting the hospital image. It can be realized by emphasizing hospital identity through combining cultural program and commercial facilities. Developing hospital design should be encouraged under the EBD (Evidence Based Design) concept spread in USA.

Impact of Different Boundary Conditions in Generating g-function on the Sizing of Ground Heat Exchangers (경계 조건에 따른 지열 응답 함수의 차이가 수직형 지열 교환기 길이 산정에 미치는 영향)

  • Eskilson's g-function, a well-known geothermal heat response factor, is widely used for sizing of the ground heat exchangers. Unlike the Eskilson's original model that uses common temperature boundaries for all boreholes and along the borehole height, an analytical-solution-based g-function uses a uniform heat transfer rate over the height with variable heat transfer rates for respective boreholes. To evaluate the impact of such a boundary difference on g-function and the design length, a simple case study was carried out on the cooling-dominant commercial buildings. The results show that the design lengths given by the boundary of uniform heat transfer rates are longer than those given by Eskilson's boundary for all cases tested. The difference in length is more important when the bore field is composed of more boreholes with shorter length of each borehole.

  • The cooling load in winter season is significant in many commercial buildings and hotels because of the usage of office equipments and high efficiency of wall insulation. The development of a multi-heat pump that can cover heating and cooling simultaneously for each indoor unit is required. In this numerical study, a 4-room simultaneous heating and cooling heat pump system was modeled and its performance was calculated at each operating mode. Also, performance analysis was compared with experimental results.

  • Water flow characteristics of an apartment complex consisting of 12 buildings and 635 units in total have been investigated numerically. The complex incorporates two zone booster pump water supply system, and some units have pressure reducing valves in them. Input data to a commercial code Flowmaster7 include survey results on the water usage for the last three years, dimension of the water supply system and its operation condition, etc. Calculated static pressures at the inlet of all units are compared with their design and measured counterparts, and they agree quite well with each other. Then, the pressure distributions and volumetric flow rates at all 635 units are estimated. Flow balancing is also attempted by varying the ratio of angle valve of each unit to improve the non-uniformity of flows.

  • Due to the recent improvement of living standard of residential buildings, the requirements of the thermal comfort and energy saving in heating system have been raised. The radiant floor heating system has been widely used as a residential heating method, which has been modernized to use hot water running into the tubes embedded in the floor structure. The uniform flow distribution is very important factor for a radiant floor heating system such as a blood vessel system in human body. Therefore, it is necessary to investigate the operating characteristics to develop an optimal radiant floor heating system. In this study, numerical analyses were carried out, using a commercial CFD code, FLUENT, to obtain the velocity distribution under steady, three-dimensional, standard k-$\varepsilon$ model and no-slip condition. Results are graphically depicted with various parameters.

The Role of Reflected Sunlight in Daylighted Office Environment (사무공간의 자연채광에 있어 반사광의 효용성에 관한 연구)

  • An increase in the design of commercial buildings with daylighting is beginning to receive more attention, claimed by some as a second revolution in architecture. The benefits of daylighting may vary significantly because a characteristic of daylight is the way in which it varies. Indirect sunlight, however, received in the interior of a building after reflection, can serve a useful purpose as the main source of illumination. In a cloudy climate it can serve as an occasional welcome addition to the available skylight. Also, site constraints or surrounding urban context may necessitate using reflected light sources, or such sources may be an integral part of the overall design objectives and aesthetics of the proposed projects. When reflected sunlight is introduced into a space, its role in general illumination is what is of interest in this study. Results show that reflected sunlight may help the general illumination in almost same level of significance as daylight from diffuse sky. It is also summarized that the contribution of reflected sunlight to general illumination through the year round may be even and uniform regardless of the season. Consequently, introduction of reflected sunlight should be regarded as one of the successful means to enhance the visual environment in quantitative and qualitative way.
