While trying to put these solutions together and to make some basic remedies, we lead to the following facts. First, the understanding on classics should be changed. The ideas that classics are very valuable, so they are only for preservation should be turned to that of making them actively used by the users. And policies as a result of positive interests should be established. Secondly, a written collection development policy statement should be maintained. All the regulations and policies on collection, organization, management and use of classics have to be expressed clearly in this document, in order for the positive and consistent activation of classics department. Thirdly, professional librarians who deal with classics are needed. In order for providing classics service efficiently, first of all, professional librarians who have professional knowledges on classics and are able to provide satisfactory services to their users are needed. And, Financial su n.0, pport for the classics department should be improved. At present, there are few financial su n.0, pports for the classics department in the common libraries. However, the libraries have difficulties to build digital collection development policy for collecting and archiving the digital resources because different from the analog resources, characteristics of digital information resources are not contained in physical medium and not allowed ownership but remote access by licensing. Especially, national libraries that have the mission to collect, preserve and transmit knowledge and cultural heritage to the next generation face even more serious challenges. This study intends to figure out the core elements of digital collection development policy through comparison of domestic and overseas national library policies tried to overcome the difficulties.

  • The plastic strategy adopted by the EU in January 2018 was established to implement circular economic policies and the Sustainable Development Goals(SDGs) of the United Nations. The strategy includes the vision and implementation measures to achieve, which are primarily measures to improve recycling and increase demand for recycled plastics. The representative measures include the design that considers recycling possibilities, reinforcement of demand for recycled plastics, suppression of occurrence, and response to micro-plastics. The policies to implement these measures include legislative restrictions and economic measures (EPR, GPP). It is especially desirable that the policies are applied differently depending on the plastic product. The Korean government has established comprehensive measures for all stages from production to recycling, but those measures are not comprehensive compared to the EU's strategy. The reason is that the refusal of waste collection makes the Korean government establish the approach from the aspect of waste management instead of the implementation of a circular economy or SDGs like the EU. The countermeasures are aimed at achieving a 50% reduction in waste generation amount and a 70% recycling rate. It is considered that the possibility of achieving the goal will increase by examining the measures and policy means in the EU's plastics strategy.

  • Global warming affects climate change and has an overall impact on all aspects of life. On the other hand, community behavior and disaster aspects also have an important role in people's lives. This will also have an impact on regional development. This study aims to find the effect of climate, disaster, and social community on rural development. This study uses data on the potential of rural development from PODES 2014, and 2018 data collection on climate conditions and regional status is sourced from relevant ministries. This research uses Ordinary Least Square (OLS) Regression Analysis method, then continued with CHAID analysis to find the segmentation of the role of climate, disaster, and social factors on rural development. The results of this study found that all research regressor variables significantly influence the Rural Development Index (IPD2018), with an R-squared value of 32.9 percent. Efforts need to be taken in order to implement policies that are targeted, effective, and efficient. The results of this study can be a reference for the government in determining policies by focusing on rural development that have high duration of sunshine, cultivating natural disaster warnings, especially in areas prone to natural disasters, and need to focus on underdeveloped areas.

  • This research aims at designing policy alternatives which would facilitate the supply of the national rental housing units, especially targeted for the low-income households who need special types of social support for their residences. In order to illuminate structural characteristics of the national rental housing policies, it heavily depends on collection of secondary survey data, in addition to existing documents. From the institutional dimension, it focuses on major issues related to the residential development, which is pivotal in supplying the required national rental housing units. Furthermore, applying causal loop diagramming techniques derived from the System Dynamics (SD), it tries to divulge dynamic relationships between key stakeholders including the government, developers and tenants. Finally, this research stresses the point that the government should fulfill its basic duty as a financial supporter and the developer should not procrastinate in providing diverse options, timely reflecting tenants' needs.

  • The development of the ethnic minorities and mountainous areas (EMMA) is currently receiving the attention of countries around the world. This is demonstrated through a large number of studies, in many respects, in many different countries. The objective of the study is to find out the current situation of the commodity market in the ethnic minorities and mountainous areas (EMMA) of Vietnam. In particular, the authors will study whether there is a link between the ability to access governmental policies and the characteristics of this commodity market. To achieve the goal, the authors employed the secondary data collection method to gather the relevant information on government policies for EMMA and conducted an interview of seventy (70) enterprises in the Northern midlands and mountainous regions and the Central Coast to clarify the characteristics of commodity market. By Levene's test, the results showed that the accessibility to governmental policies has a certain influence on the development of the commodity market patterns in the EMMA in terms of diversification of distribution forms and sales method of the business. These findings brought some basic solutions to further enhance the role of the government in developing commodity markets in the EMMA of Vietnam.
