Recently an accurate quantification of streamflow under various climatological and anthropogenic factors and separation of their relative contribution remains challenging, because variation in streamflow may result in hydrological disasters. In this study, we evaluated the factors responsible for variation in streamflow in Korean watersheds, quantified separately their contribution using different Budyko-based functions, and identified hydrological breakpoint points. After detecting that the hydrological break point in 1995 and time series were divided into natural period (1966-1995), and disturbed period (1996-2014). During the natural period variation in climate tended to increase change in streamflow. However, in the disturbed period both climate variation and anthropogenic activities tended to increase streamflow variation in the watershed. Subsequently, the findings acquired from different Budyko-based functions were observed sensitive to selection of function. The variation in streamflow was observed in the response of change in climatic parameters ranging 46 to 75% (average 60%). The effects of anthropogenic activities were observed less compared to climate variation accounts 25 to 54% (average 40%). Furthermore, the relative contribution was observed to be sensitive corresponding to Budyko-based functions utilized. Moreover, relative impacts of both factors have capability to enhance uncertainty in the management of water resources. Thus, this knowledge would be essential for the implementation of water management spatial and temporal scale to reduce the risk of hydrological disasters in the watershed.
Long term streamflow regime under virtual climate change scenario was examined. Rainfall forecast simulation of the Canadian Global Coupled Model (CGCM2) of the Canadian Climate Center for modeling and analysis for the IPCC SRES B2 scenario was used for analysis. The B2 scenario envisions slower population growth (10.4 billion by 2010) with a more rapidly evolving economy and more emphasis on environmental protection. The relatively large scale of GCM hinders the accurate computation of the important streamflow characteristics such as the peak flow rate and lag time, etc. The GCM rainfall with more than 100km scale was downscaled to 2km-scale using the space-time stochastic random cascade model. The HEC-HMS was used for distributed hydrologic model which can take the grid rainfall as input data. The result illustrates that the annual variation of the total runoff and the peak flow can be much greater than rainfall variation, which means actual impact of rainfall variation for the available water resources can be much greater than the extent of the rainfall variation.
Temporal and spatial variation of soil moisture is important for understanding patterns of climate change, for developing and evaluating land surface models, for designing surface soil moisture observation networks, and for determining the appropriate resolution for satellite-based remote sensing instruments for soil moisture. In this study, we measured several soil moistures in upland soil using Advanced Microwave Scanning Radiometer 2 (AMSR2) Soil Moisture Content (SMC) during eight-month period in Chungbuk province. The upland soil moisture properties were expressed by simple statistical methods (average, standard deviation and coefficient of variation) from the monthly context. Supplementary studies were also performed about the effect of top soil texture on the soil moisture responses. If the results from this study were utilized well in specific cities and counties in Korea, it would be helpful to establish the countermeasures and action plans for preventing disasters because it was possible to compare with the relationship between soil moisture and top soil texture of each region. And it would be the fundamental data for estimating the effect of future agricultural plan.

During the winter of 2017/2018, significantly low water temperatures were detected around the western and southern coasts of Korea (WSCK). In this period, sea surface temperature (SST) in the Korea Waters was about $2^{\circ}C$ lower than mean temperature. Using the real-time observation system, we analyzed the temporal variation of SST during this period around the western and southern coasts. Low water temperature usually manifested over a period of about 10 ~ 20 days. The daily Arctic oscillation index was also similarly detectable with the variation of SST. From the cross-correlation function, we compared two periodic variations, which were SST around the WSCK and the Arctic oscillation index. The cross correlation coefficients between both variations were approximately 0.3 ~ 0.4. The time lag of the two time series was about 6 to 7 days. Therefore, significantly low water temperatures during winter in the Korean coastal areas usually became detectable 6 to 7 days after the negative peak of Arctic oscillation.
The purpose of this study is to provide basic data for establishment of prevention counterplan against construction accidents in preparation for variation of climate conditions. In order to execution of this study, it was analyzed relations of climate factors and cases of construction accident occurred construction sites. In occurrence of construction accidents inducing death upon variation of Climate factors, precipitation and wind velocity were not related directly to construction accidents inducing death. On the other hand, the more temperature and humidity are high, the more construction accidents inducing death occurred. Especially, when temperature and humidity are above $24^{\circ}C,\;70\%$ respectively, field managers must pay attention to safety management of construction sites.
Wind power generation has been viewed as a promising renewable energy to meet challenge of climate change. However, wind power is susceptible to climate change because previous investigation shows there are declining trends of the land surface wind speeds over middle and lower latitudes. Since long term variation trends is notably different from inter-annual random variation and could have notable impact on wind farm from planning perspective, observed meteorological data of Taiwan is investigated to find out long term variation trends of wind speed and its impact on wind power generation. It is discovered that wind speed in majority of stations in west coast of Taiwan have ascending trends while that of all investigated stations in east coast have descending trends. Since east of Taiwan is not suitable for wind power development for its higher likelihood suffering Typhoons and most of established wind farm locate in west coast of Taiwan, it is speculated that long term variation trend of wind do not have notable negative impact on wind power generation in Taiwan.

It is now generally known that dynamical climate modeling outputs include systematic biases in reproducing the properties of atmospheric variables such as, preciptation and temerature. There is thus, general consensus among the researchers about the need of bias-correction process prior to using climate model results especially for hydrologic applications. Among the number of bias-correction methods, distribution (e.g., cumulative distribution fuction, CDF) mapping based approach has been evaluated as one of the skillful techniques. This study investigates the uncertainty of using various CDF mapping-based methods for bias-correciton in assessing regional climate change Impacts. Two different dynamicailly-downscaled Global Circulation Model results (CCSM and GFDL under ARES4 A2 scenario) using Regional Spectial Model for retrospective peiod (1969-2000) and future period (2039-2069) were collected over the west central Florida. Total 12 possible methods (i.e., 3 for developing distribution by each of 4 for estimating biases in future projections) were examined and the variations among the results using different methods were evaluated in various ways. The results for daily temperature showed that while mean and standard deviation of Tmax and Tmin has relatively small variation among the bias-correction methods, monthly maximum values showed as significant variation (~2'C) as the mean differences between the retrospective simulations and future projections. The accuracy of raw preciptiation predictions was much worse than temerature and bias-corrected results appreared to be more significantly influenced by the methodologies. Furthermore the uncertainty of bias-correction was found to be relevant to the performance of climate model (i.e., CCSM results which showed relatively worse accuracy showed larger variation among the bias-correction methods). Concludingly bias-correction methodology is an important sourse of uncertainty among other processes that may be required for cliamte change impact assessment. This study underscores the need to carefully select a bias-correction method and that the approach for any given analysis should depend on the research question being asked.
The uncertainty of climate scenarios, as initial information, is one of the significant factors among uncertainties of climate change impacts and vulnerability assessments. In this sense, the quantification of the uncertainty of climate scenarios is essential to understanding these assessments of impacts and vulnerability for adaptation to climate change. Here we quantified the precision of surface temperature of ensemble scenarios (high resolution (1km) RCP4.5 and 8.5) provided by Korea Meteorological Administration, with spatiotemporal variation of the standard deviation of them. From 2021 to 2050, the annual increase rate of RCP8.5 was higher than that of RCP4.5 while the annual variation of RCP8.5 was lower than that of RCP4.5. The standard deviations of ensemble scenarios are higher in summer and winter, particularly in July and January, when the extreme weather events could occur. In general, the uncertainty of ensemble scenarios in summer were lower than those in winter. In spatial distribution, the standard deviation of ensemble scenarios in Seoul Metropolitan Area is relatively higher than other provinces, while that of Yeongnam area is lower than other provinces. In winter, the standard deviations of ensemble scenarios of RCP4.5 and 8.5 in January are higher than those of December. Especially, the standard deviation of ensemble scenarios is higher in the central regions including Gyeonggi, and Gangwon, where the mean surface temperature is lower than southern regions along with Chungbuk. Such differences in precisions of climate ensemble scenarios imply that those uncertainty information should be taken into account for the implementation of national climate change policy.

Global climate variations are expected to affect local hydro-meteorological variables like precipitation and temperature. The Southern Oscillation (SO) is one of the major driving forces that give impact on regional and local climatic variation. The relationships between SO and local climate variation are, however, characterized by strong nonlinear variation patterns. In this paper, the nonlinear dynamic relationship between the Southern Oscillation Index (SOI), precipitation, and temperature in Fukuoka, Japan, is investigated using by a nonlinear multivariable approach. This approach is based on the joint variation of these variables in the phase space. The joint phase-space variation of SOI, precipitation, and temperature is studied with the primary objective to obtain a better understanding of the dynamical evolution of local hydro-meteorological variables affected by global atmospheric-oceanic phenomena.

The Asian summer monsoon has a profound social and economic impact in East Asia and its surrounding countries. The monsoon is basically a response of the atmosphere to the differential heating between the land mass of the Asian continent and the adjacent oceans. The atmospheric response, however, is quite complicated due to the interactions between the atmospheric heat sources, land-sea contrast, and topography, The occurrence of extreme summertime floods in Korea, Japan, and China in 1998 and 1999 has highlighted the range of variability of the East Asian summertime monsoon circulation and spurred interest in investigating the cause of such extreme variability. While ENSO is often considered a prime mechanism responsible for the unusual hydrological disasters in East Asia, understanding of the connection between ENSO and the East Asian monsoon is hampered by their dynamic complexities. Along with a recent phenomenon of weather abnormalities observed in many parts of the globe, Korea has seen its share of increased weather abnormalities such as the record-breaking heavy rainfalls due to a series of flash floods in the summers of 1998 and 1999, following devastating Yangtze river floods in China. A clear regime shift is found in the tropospheric mean temperature in the northern hemisphere middle latitudes and the surface temperature over the Asian continent during the summer with a sudden warming since 1977. Either decadal climate variation or climate regime shift in the Asian continent is evident and may have altered the characteristics of the East Asian summer monsoon. Considering the summertime rainfall amount in Korea is overall increased lately, the 1998/99 heavy rainfalls may not be isolated episodes related only to ENSO, but could be a part of long-term climate variation. The record-breaking heavy summer rainfalls in Korea may not be direct impact of ENSO. Instead, the effects of decadal climate variation and ENSO may be coupled to each other and also to the East Asian summer monsoon system, while their individual impacts are difficult to separate.
