A Study on Determination of Range of Hazardous Area Caused by the Secondary Grade of Release of Vapor Substances Considering Material Characteristic and Operating Condition (물질특성 및 운전조건을 고려한 증기상 물질의 2차 누출에 따른 폭발위험장소 범위 선정에 관한 연구)

  • Currently, local regulations, such as KS Code, do not clearly specify how to calculate the range of hazardous area, so the dispersion modeling program should be used to select dispersion. The purpose of this study is to present a methodology of determining the range of hazardous area which is simpler and more reasonable than modelling by using representative materials and process conditions. Based on domestic and overseas regulations that are currently in effect, variables affecting distance to LFL(Lower Flammable Limit) were selected. A total of 16 flammable substances were modelled for substance variables, process conditions variables, and weather conditions variables, and the statistical analysis selected the variables that affect them. Using the selected variables, a three-step classification method was prepared to select the range of locations subject to explosion hazard.

A Study on the Recommendation of the Candidate Substances and Methods for an Additional Designation of Special Management Materials in Occupational Safety and Health Act(OSHA) (산업안전보건법 특별관리물질의 추가 지정방법 및 후보물질 권고에 관한 연구)

  • Objectives: This study was performed in order to devise a procedure for supplementing the Special Management Materials in the Occupational Safety and Health Act and recommend candidate materials. The results are expected to be used as fundamental data for classification and criteria necessary to manage Special Management Materials in workplaces. Also, they are expected to be used as a basis for selecting target materials to nominate as additional Special Management Material. Methods: We investigated the selection standards for candidates and review ranges of data sources to nominate Special Management Materials. The substances classified as GHS(Globally Harmonized System of classification and labeling of chemicals) category 1A(known to have carcinogenic potential and reproductive toxicity for humans) or 1B(presumed to have carcinogenic potential and reproductive toxicity for humans) carcinogens and reproductive toxicants among the Controlled Hazardous Substances of the Regulation on Occupational Safety and Health Standards and substances with OELs(Occupational Exposure Limits) were inspected as the candidates for Special Management Materials. Conclusions: A seven-step procedure for selecting candidates to designate as Special Management Materials was suggested, including the setting of target chemicals for evaluation, classification of CMR(Carcinogens, Mutagens or Reproductive toxicants) by GHS classification and criteria, suggestion and selection of the candidates, and more. This study recommends 58 chemicals as qualified candidates to supplement the Special Management Materials.

  • Recombinant bioluminescent bacteria and cultured human cells were applied for toxicogenomic analysis of environmentally hazardous chemicals. Recombinant bioluminescent biosensing cells were used to detect and classify the toxicity caused by various chemicals. Classification of toxicity was realized based upon the chemicals' mode of action using DNA-, oxidative-, protein, and membrane-damage sensitive strains. As well, a simple double-layered cell culture system using Caco-2 cells and Hep G2 cells, which mimic the metabolic processes occurring in humans, such as adsorption through the small intestine and biotransformationin both the small intestine and the liver, was developed to investigate the toxicity of hazardous materials to humans. For a more in-depth analysis, a DNA microarray was used to study the transcriptional responses of Caco-2 and Hep G2 cells to benzo〔a〕pyrene.

A Study on the Improvement of Classification of Explosion Hazardous Area using Hypothetic Volume through Release Characteristic (누출특성을 통한 폭발위험장소 선정방법의 개선에 대한 연구)

  • Classify of explosion hazardous areas must be made at the site where flammable materials are used. This reason is that it is necessary to manage ignition sources in of explosion hazardous areas in order to reduce the risk of explosion. If such an explosion hazard area is widened, it becomes difficult to increase the number of ignition sources to be managed. The method using the virtual volume currently used is much wider than the result using CFD(Computational Fluid Dynamics). Therefore, we tried to improve the current method to compare with the new method using leakage characteristics. The result is a realistic explosion hazard if the light gas is calibrated to the mass and the heavy gas is calibrated to the lower explosion limit. However, it is considered that the safety factors should be taken into account in the calculated correction formula because such a problem should be considered as a buffer for safety.

Issue Analysis on 'Trade Secret Claim' in 「Chemicals Control Act」 and 「Amendment on Occupational Safety and Health Act(1917-227)」 (「화학물질관리법」과 「산업안전보건법」의 영업비밀 사전 허가 제도 도입과 관련한 쟁점 분석)

  • Objectives: The major objectives of this study are to review the issues surrounding trade secret claims in the Chemicals Control Act and Amendment on Occupational Safety and Health Act(1917-227) and to propose a way of improving the reliability of chemical information in MSDSs, labels and National Chemical Survey results. Materials: To review the issues on trade secret claims, we made an analysis frame which was divided into three steps: Value and Problem Recognition; New Regulation Design; and Enforcement and Amendment. We then compared Korean issues with issues from the United States' Hazard Communication Standard and Emergency Planning & Community Right-to-Know Act, Canada's Workplace Hazardous Materials Information System and Hazardous Materials Information Review Act and the European Union's Regulation on Classification, Labelling and Packaging of substances and Mixtures. Results: The stage of right-to-know development in Korea has passed the Value and Problem Recognition phase, so efforts are needed to elaborately design new regulation. Conclusions: We recommend two ways to improve right-to-know in Korea. First, strict examination of the quality of documents for trade secret claims is very important. Second, trade secrets should be limited to less-hazardous substances.

Types of Hazardous Factors and Time-trend of Exposure Levels from the Working Environment at a Shock Absorber Manufacturing Facility (자동차 쇼크업소바 제조사업장의 작업자 노출 유해인자의 종류 및 노출수준의 경시적 변화)

  • Objective: This study examines the types of hazardous factors in the working environment and the time-trend for their exposure levels over 10 years (2007 to 2016). Study Design and Method: The types of hazardous factors and exposure levels were drawn from the 19 measurement reports on the working environment over 10 years at a shock absorber manufacturing facility. Risk assessment of the types of factors and time-trend of exposure levels were evaluated using the factors and exposure levels. Results: A total of 34 hazardous factors were evaluated. The types were noise, 15 organic compounds, seven kinds of acid sand alkalis, eight kinds of heavy metals, and three other compounds. Special management materials used were nickel, hexavalent chrome, and sulfuric acid. Human carcinogens (1A) used were trichloroethylene, nickel, and sulfuric acid. There were six types of substances belonging to the IARC's 2B (body carcinogens) classification or higher, including, methyl isobutyl ketone, ethyl benzene, and trichloroethylene. No detection was found for 627 out of the 2065 total measurements in 19 exposure survey reports, representing 30.4%. Organic solvents, acid and alkali products, and heavy metals showed continuous low exposure concentrations. Noise, welding fumes, and the evaluation of mixed solvents show a gradual decrease in geometric mean and maximum over the time-trend of 10 years. Conclusions: In the case of a shock absorber manufacturing facility, the hazardous factors of noise and the evaluation of mixed solvents still indicate high concentrations exceeding the exposure limits and necessitate reduction studies. These two factors and welding fumes showed a continuous decrease in their ten-year tendency. Organic compounds, acids/alkalis, and heavy metals were managed smoothly in a work environment of continuous low concentrations.

Design and Implementation of a Rule-based Risk Classification Algorithm for Risk-based Inspection (RBI) of Imported Goods (수입 화물의 위험 기반 검사(RBI)를 위한 규칙 기반 위험 분류 알고리즘의 설계 및 구현)

  • In this paper, we describe a rule-based risk classification algorithm to perform Risk-based Inspection (RBI) on imported goods at customs. The RBI system is a method to automatically select which cargos have to be inspected and manage potential risks in boarder. In this study, we designed a rule-based risk classification algorithm for RBI solutions and implemented them using the Svelte web application framework. The risk classification algorithm proposed in this paper uses different indicative risk factors such as HS code, country of origin, importer's reliability, trade relationships, and logistics routes to classify cargos into Green, Yellow, and Red channels. To achieve this, we assigned risk categories to each risk factor and randomly generated risk scores within a specific range for each risk category. This system is expected to contribute to the increased efficiency of customs operations and protect public safety by minimizing the risk of imported hazardous materials.

Development and Application of Detection Method for Aphanizomenon flos-aquae not Usable as a Food Materials in Korea (식품 중 사용금지 원료인 Aphanizomenon flos-aquae 검출법 개발 및 응용)

  • Anatoxin-a, saxitoxin and neosaxitoxin are produced by Aphanizomenon flos-aquae that is a sort of the cyanobacteria phylum. Therefore, it is not permitted for food materials in Korea. Traditionally, the classification of cyanobacteria has been based on morphological characters such as trichome width, cell size, division planes, shape, and the presence of character such as gas vacuole. But, some diagnostic features, such as gas vacuole or akinetes, can show variation with different environmental or growth conditions and even be lost during cultivation. Therefore, we developed detection method for functional foods containing Aph. flos-aquae by PCR. To design the primer, 16S rRNA region of Aph. flos-aquae, Spirulina laxissima, and Spirulina spp. registered in the GeneBank (www.ncbi.nlm.nih.gov) have been used and for comparative analysis, BioEdit ver. 7.0.9.0. was used. As a result, we was design AFA-F1/AFA-R1 (363 bp) primer for the differentiation Aph. flos-aquae from chlorella, spirulina, green tea, and spinach. Also, it could be distinguished chlorella and spirulina products those are made to contain 1% Aph. flos-aquae.

Proposal for Ignition Source and Flammable Material Safety Management through 3D Modeling of Hazardous Area: Focus on Indoor Mixing Processes (폭발위험장소 구분도의 3D Modeling을 통한 점화원 및 가연물 안전관리 방안 제안: 실내 혼합공정을 중심으로)

  • Purpose: This study aims to propose measures for the prevention of fire and explosion accidents within manufacturing facilities by improving the existing classification criteria for hazardous locations based on the leakage patterns of flammable liquids. The objective is to suggest ways to safely manage ignition sources and combustible materials. Method: The hazardous locations were calculated using "KS C IEC 60079-10-1," and the calculated explosion hazard distances were visualized in 3D. Additionally, the formula for the atmospheric dispersion of flammable vapors, as outlined in "P-91-2023," was utilized to calculate the dispersion rates within the hazardous locations represented in 3D. Result: Visualization of hazardous locations in 3D enabled the identification of blind spots in the floor plan, facilitating immediate recognition of ignition sources within these areas. Furthermore, when calculating the time taken for the Lower Explosive Limit (LEL) to reach within the volumetric space of the hazardous locations represented in 3D, it was found that the risk level did not correspond identically with the explosion hazard distances. Conclusion: Considering the atmospheric dispersion of flammable liquids, it was concluded that safety management should be conducted. Therefore, a method for calculating the concentration values requiring detection and alert based on realistically achievable ventilation rates within the facility is proposed.

  • Hazardous chemicals emitted from building materials and furniture have led to social problems such as sick house syndrome. Test methods for the evaluation of pollutant emissions from furniture-like products have been applied using various national and international standards and classifications, but they are not currently unified. This research has been done to organize the various standards and certification methods and to make new classification systems. Proper test methods have been proposed, tested, and analyzed through this research.
