Economic Valuation of the Municipal Water: Residential and Non-residential Uses (전국 생활용수의 경제적 가치 평가: 가정용수 대 비가정용수)

  • The municipal water is directly related to the people's quality of life. To examine and implement reasonable water policies including management of the water demand and economically sound investment decisions, it is essential to estimate the conceptually correct and empirically valid economic value of water. This study attempts to estimate the consumer surplus and economic value of municipal water which is supplied to 16 cities in Korea using demand curve approach. The results indicate that the consumer surplus and economic value of municipal water in 2009 are estimated as KRW 1,180.7 per $m^3$ and KRW 1,812.8 per $m^3$, respectively. The economic values of municipal water in 16 cities range from KRW 1,082.7 per $m^3$ to KRW 3,268.6 per $m^3$. Moreover, the economic value of non-residential water is higher than that of residential water in all cities, and the economic value of water is higher than the present price of water. This study is expected to provide policy-makers with useful information to assess a policy and to evaluate the price of water.

Spatial prioritization of climate change vulnerability using uncertainty analysis of multi-criteria decision making method (다기준 의사결정기법의 불확실성 분석기법을 이용한 기후변화 취약성에 대한 지역별 우선순위 결정)

  • In this study, robustness index and uncertainty analysis were proposed to quantify the risk inherent in the process of climate change vulnerability assessment. The water supply vulnerability for six metropolitan cities (Busan, Daegu, Incheon, Gwangju, Daejeon, and Ulsan), except for Seoul, were prioritized using TOPSIS, a kind of multi-criteria decision making method. The robustness index was used to analyze the possibility of rank reversal and the uncertainty analysis was introduced to derive the minimum changed weights of the criteria that determine the rank reversal between any paired cities. As a result, Incheon and Daegu were found to be very vulnerable and Daegu and Busan were derived to be very sensitive. Although Daegu was relatively vulnerable against the other cities, it can be largely improved by developing and performing various climate change adaptation measures because it is more sensitive. This study can be used as a preliminary assessment for establishing and planning climate change adaptation measure.

A Comparative Analysis of Styles of Street Fashion Between Korean and Chinese Women for Improving the Global Competitiveness of Korean Fashion Brands - Focus on 2009 S/S Seoul, Shanghai and Beijing - (한국 패션브랜드의 경쟁력 제고를 위한 한.중 여성 스트리트 패션 스타일 비교분석 - 2009 S/S 서울, 상하이, 베이징을 중심으로 -)

  • This study presents the basic resources for the enhancement of the competitiveness of the Korean fashion brands in the Chinese fashion market. They are composed of the differences and common points of clothing styles in Seoul, Beijing, and Shanghai, by analyzing the style comparatively. The research was performed by taking pictures of the Summer 2009 street fashions, from July $1^{st}$ to July $15^{th}$ 1999 (10 am to 5 pm). Among the data about the three cities, 200 photos were selected of women in their twenties and thirties, respectively. The disparity of regional preferences were noted in the fields of easy casual, romantic casual, sports casual, character casual, classic style, and feminine style. There were no specific differences in style among the three cities in the easy casual and classic style. The romantic casual after the easy casual were more prevalent in Seoul, as compared to the two cities in China. The neat style was more prevalent in Seoul. In Beijing the feminine style after the easy casual were preferred. The conservative style was more preferred in Seoul, while the body exposed style was preferred in Beijing and Shanghai. In Shanghai, the character casual was preferred and shows the similarity to the fashion style of Seoul, rather than Beijing. The high exposure of the body in romantic casual and feminine styles was more remarkable in Beijing and Shanghai. The frequency of the character casual that emphasized individuality with a unique style was relatively high in Shanghai. Seoul, Shanghai, and Beijing showed a similarity in the acceptance of fashion trends and preferences in clothing style. However, the fashion coordination in Shanghai and Beijing was different from Seoul.

A Study for the Computer Simulation on the Flood Prevention Function of the Extensive Green Roof in Connection with RCP 8.5 Scenarios (RCP 8.5 시나리오와 연동한 저관리형 옥상녹화시스템의 수해방재 성능에 대한 전산모의 연구)

  • Recently, major cities in Korea are suffering from frequent urban flooding caused by heavy rainfall. Such urban flooding mainly occurs due to the limited design capacity of the current drainage network, which increases the vulnerability of the cities to cope with intense precipitation events brought about by climate change. In other words, it can be interpreted that runoff exceeding the design capacity of the drainage network and increased impervious surfaces in the urban cities can overburden the current drainage system and cause floods. The study presents the green roof as a sustainable solution for this issue, and suggests the pre-design using the LID controls model in SWMM to establish more specific flood prevention system. In order to conduct the computer simulation in connection with Korean climate, the study used the measured precipitation data from Cheonan Station of Korea Meteorological Administration (KMA) and the forecasted precipitation data from RCP 8.5 scenario. As a result, Extensive Green Roof System reduced the peak runoff by 53.5% with the past storm events and by 54.9% with the future storm events. The runoff efficiency was decreased to 4% and 7%. This results can be understood that Extensive Green Roof System works effectively in reducing the peak runoff instead of reducing the total stormwater runoff.

Comparative Analysis on Climate Adaptation and Mitigation Plans of 8 Pilot Cities (국내 기후변화 시범도시의 완화와 적응계획 비교연구)

  • The purpose of this paper is to draw main characteristics of local climate change plans of 8 pilot cities through a serious of comparative analyses. The results of the analyses on the mitigation plans and the adaptation plans are the followings; Firstly, climate change plans have two types of distinctive frameworks. Secondly, vision, objectives, and main strategies are composed of main key words. The key words of mitigation plans are low carbon, GHG, green city, energy, and green growth. Adaptation, ecosystem, healthy, safe, disaster, water are the key words that frequently shown in adaptation plan. Thirdly, the mitigation plans tend to place emphasis on transportation and common area. The adaptation plans tend to weigh on water control and forestry. The main characteristics of both mitigation plans and adaptation plans of 8 pilot cities are summarized and policy implications are suggested.

A Causality between Cultural Satisfaction and Social Trust in Cities (도시인의 문화환경 만족과 사회적 신뢰의 인과성)

  • With regard to the culture in cities this study aims to essential understanding and systematic approach to the culture. The "2011 Seoul Survey"report has been used to find out causality among the related variables. In the first place 'satisfaction of cultural condition' was operationally selected as a dependent variable for regression. For the purpose of controlling confounding factors for ceteris paribus effect correlation analysis was done between the dependent variable and all other variables respectively, which resulted in two groups of variables: group (1) - 6 variables of very significant correlations(p-value<0.01) and (2) - the other 6 variables of significant correlations(p-value<0.05). Then hierarchical regression was adopted to these 2 groups to analyse $R^2$ increment, statistical significance of independent variables, and multicollinearity(VIF; variance inflation factor). At last a regression model specified by group (1) as independent variables(they are 'social trust', 'satisfaction of walking condition', 'happiness index', 'preparation against old age', 'satisfaction of traffic condition' and 'hours for internet') shows that only 'social trust' variable has statistically significant and substantially strong effect on 'satisfaction of cultural condition.' This finding should be accepted on the following understanding; (1) urban culture has a collective attribute formed between people and society, (2) culture is somewhat telling and hearing stories and the confidence between tellers and hearers is essential in the mutual response and (3) stimulus is received by relationship in company with sense, emotion, thinking and action. In spite of restrictive external validity this finding can be used as a direction for promoting culture and a basis for related policy choice in cities.

Comparisons of Classification System of Biotope Type in Major Korean Cities (국내 주요 도시의 비오톱유형 분류체계 비교)

  • The classification of biotope type in major Korean cities was made based on the land use concept rather than the ecological concept of the land as the habitat of biological communities. Therefore, biotope type need to be reclassified according to ecological concerns and regional characteristics. This study attempts to clearly define various critical concepts regarding the classification of biotope type, such as classification hierarchy, classification criteria, classification factor, classification indicator, classification key, and classification standard. Furthermore, it also attempts to suggest the ways to improve the classification system of biotope type by sampling the cases of major Korean cities. The classification system of biotope type is required to have a coherent system that provides basic guidelines, standards and hierarchy with regard to biotic, abiotic and anthropotic factors, as well as classification indicators and classification keys.

Estimation of the VKT(vehicle kilometers traveled) in Urban Areas using Regression Kriging (회귀크리깅 기법을 이용한 도시부 차량주행거리 산정)

  • Network performance measure has been more and more important in transportation sector because traffic congestion has been steadily increasing in urban area. VKT is defined a sum of traveled distances of whole vehicles on the road network and one of the most important measure of effectiveness (MOE) for network performance measure. This paper aims to propose a methodology for estimating VKT and to apply it to calculate VKT in 6 major cities in Korea. We calculate VKT in 6 major cities by estimating traffic volumes on the uncollected road sections using regression kriging. It is expected that the proposed methodology can be applied various cities.

A Study on Changes of the Spatio-Temporal Distribution of Temperature in Korea Peninsular During the Past 40 Years (지난 40년간 한반도 기온의 시·공간적 분포 변화에 관한 연구)

  • This study is to construe the spatio-temporal characteristics of temperature in cities and the changes of climatical regions by analyzing a climate change in Korea peninsular. We used daily mean air temperature data which were collected in South and North climate stations for the past 34 years from 1974 to 2007. We created temperature maps of 500m resolution with Inverse Distance Weight in application with adiabatic lapse rate per month in linear relation with height and temperature. In the urbanization area, the data analyzed population in comparison with temperature changes by the year. The south climate region in Korea by the Warmth index was expanded to the middle climate region by the latitude after 1990s. A rise of mean temperature was $0.5{\sim}1.2^{\circ}C$ in urban areas such as Seoul, metropolitan and cities which had a rapid urbanization and industrialization with the population increase between 1980s and 1990s. In case of North Korea, cities such as Pyeongyang, Anju, Gaecheon, and Hesan had the same pattern.

A Comparative Study on the Block Housing of Korea and Japan by Post Occupancy Evaluation (한국과 일본의 가구형 집합주택의 거주후평가 비교연구)

  • In modern Asia major cities had same problem with lack of affordable housing for families. So they had to concentrate to the mass supply of housing and made some physical counter effects like high density of cities, limitation of parking space. Also people who lived in those cities could suffer from broken traditional community culture. To rebuild traditional community and increase land usage, Block housing is suggested as a new kind of multi-family housing for old town redevelopment. Now some governments are trying to make urban code to give some initiative for new block housing development in old city blocks. They expect this new housing type can help to solve serious problems like lack of parking area, green space and context of block. Also they hope that block housing development can help to increase safety of town and reduce cost of development. The purpose of this study is to review the establishment and development process of Block Housing and to confirm the aspect which has been changed with urban organization together. Also this study tried to find out the intentional characteristics of similarities and differences with comparison of Korea and Japan. And as a result we could find critical physical viewpoint, and provide considerations for future study and plan. Several cases of block housing in Korea and Japan were reviewed for comparative study and Post Occupancy Evaluation (POE) survey was examined to find satisfaction factors and problems which were expected to improved.
