영유아보육법의 간호학적 고찰 (Nursing Consideration of the Infant Care Act and Suggestion on Its Enforcement Decree and Regulations)

  • Purpose: This descriptive study was conducted to illuminate, from the nursing point of view, the infant care act, which was revised recently and to suggest a desirable direction of its enforcement decree and regulations. Method: This study was carried out through literature review and a collection of child care experts' opinions. Result: The most remarkable changes in infant care act and the suggestions for a desirable direction of its enforcement decree and regulations are as follows: It can be said that the law on 'health', 'nutrition' and 'safety' for a child care center was improved to the level of act from the level of enforcement regulation. In the enforcement regulation on the distribution of nurses in child care centers, it is desirable that nurse's aids are excluded. It is recommended that every child care center should have a nurse or a health care manager and/or an emergency caretaker. In the curriculum for child care, the subjects on child health care should be an essential subject, not elective. Conclusion: Child care act should be reformed under the discipline of first priority to child health. Every nurse and nursing professor should have interest and earnestness in child care and conduct related studies.

보육 (Child Care in Korea : A Look to the Future)

  • Child care in Korea has been officially institutionalized due to the legislation of the Child Care Act in 1991. Since then, the predominant social phenomena such as growing female workforce, more intensified female education, and the low birth rates have led the stronger demand for child care at the national level. Accordingly, the supply of child care services and the demand of families using the services have increased dramatically, producing enhancement of the quality of child care via improved and extended laws and regulations. Such movements have arisen academic interests and policy issues to specific sectors with details including child care policies, curriculum and professionals working with young children at child care centers, needs of children and their families attending child care centers, and program evaluations.

일본 장애아 보육시설의 시설설치기준에 관한 연구 (A Study on the Legal Regulations and Design Guidelines on the Child Care Centers for the Children with Disability in Japan)

  • A study on child care centers has been developed with a focus on normal children. Also the child care centers which take care of children with disability are rare. In Seoul, Korea, only 2% of children with disability are taken care of in child care centers. And even the disabled children at the child care centers are mostly mentally or emotionally disabled because the building, programs and services of the centers are restrictive to the children with severe physical disabilities. In Korea, it is not yet an obligation for child care centers to adopt Disability Accessibility Guidelines to make facilities accessible by the disabled. Also, Korea does not have specific design guidelines or legal standards. This study aims to review the legal standards and design guidelines which are applicable to child care centers for children with disability through a reference review. Japanese legal standards and references were collected and analyzed. As a result, we categorized the guidelines according to contents such as locations, areas, space organizations, nursing spaces, sanitary spaces, and doors and corridors. The goal of this study is to provide the basic information to develop domestic design guidelines to ensure that the child care centers are welcoming and usable for everyone possible.

  • 최근 보육시설의 확충과 보육환경의 개선, 보육서비스 질 향상에 대한 사회적 욕구는 급속히 증가하고 있으며, 특히 화재 등으로부터 안전환경 확보가 범국가적 이슈로 대두되고 있다. 보육시설은 영유아 등 재실자의 대부분이 피난능력이 떨어지는 재해약자로 구성되어 건물 내 설치층수, 피난시설의 설치 적정성 등이 피난안전을 좌우하는 중요한 요소이다. 본 연구에서는 보육시설 설치현황, 국내외 관련 기준의 비교분석, 피난 관련 시설의 실태조사 등을 통하여 보육시설 피난안전성 측면에서의 문제점과 개선요소를 파악하였다. 그 결과 화재안전 관련 법규정의 체계화, 비상재해대비시설의 설치기준 및 관리에 대한 소방기관과의 연계, 스프링클러 등 보다 강화된 소방설비 설치규정의 개선, 화재위험시설과 동일 건물 내 설치금지 등이 필요한 것으로 분석되었다.

어린이집 건강과 영양, 안전관리 현황과 과제 (A Review of Laws and Evaluation Criteria on Health, Nutrition, and Safety in Child Care Centers)

  • 본 연구는 어린이집 건강과 영양, 안전관련 제도적 법규나 평가인증의 기준과 내용에 대해 알아보고 관련 연구동향을 살펴봄으로써 앞으로의 연구과제나 발전방향을 모색하는 것을 목적으로 하였다. 이를 위하여 영유아보육법, 영유아보육법 시행규칙 및 어린이집 평가인증지표의 건강과 영양 그리고 안전관련 영역에 대해 살펴보았다. 또한 1991년 이후에 연구된 학위논문 및 학술지연구논문을 중심으로 건강과 영양, 안전관리에 대한 현황을 고찰하여 발전과제를 도출하였다. 그 결과 첫째, 건강과 영양 그리고 안전관리와 관련하여 세부적인 지침이 마련되어 있었으나, 이러한 규정이 실제로 잘 지켜질 수 있도록 관련 법규를 강화한다거나 법규에 상응하는 대책을 마련할 필요가 있다. 둘째, 건강과 영양 그리고 안전관련 평가인증지표 고찰을 통해 살펴본 바에 따르면 실제 구체적인 지침과 기준이 마련되고 있으나 의무화가 아니므로 건강과 영양, 안전에 대해 그 질을 보장받지 못하고 있는 실정이다. 그러므로 평가인증지표의 내용보완뿐만 아니라 제도적인 방법과 절차에 대하여 제고하여 효율적인 방안을 마련해야 할 것이다. 셋째, 건강, 영양, 안전관련 연구물중 안전에 대한 연구가 가장 많이 이루어졌으며 건강과 영양에 대한 연구는 부족한 실정이다. 따라서 건강과 영양에 대한 다양한 연구가 지속적으로 시도되어져야 할 것이다.

미국 조기헤드스타트의 문헌고찰을 통한 한국의 영아보육에 관한 연구 (Implications of American Early Head Start for the Korean Infant/toddler Care System)

  • Early Head Start (EHS) can provide services to a child and family from pre-birth until the child is three years old. Services are comprehensive, intensive, individualized and flexible according to child and family needs, and integrated with community service delivery systems. The local program designs and operations were developed and carried out within the framework of the Head Start Revised Performance Standards, which included specific provisions for services to pregnant women, infants and toddlers and emphasized prevention, early intervention, safety, and health education. As with preschool Head Start, EHS programs are required to make available 10 percent of their enrollment for infants and toddlers with disabilities as defined by Part C regulations of the state in which the program operated. Quality child care has become a priority for EHS. A majority of EHS children need child care, and the quality is important to their development. An evaluation of EHS in 17 programs selected from the first program cohorts showed that the program had significant and positive impacts on a wide range of parent and child dimensions, some with implications for children's later school success. Among the issues for policy attention identified by American EHS for the Korean system are: - The need to create a comprehensive infant/toddler care system - The need to address access of teachers for young children - The need to improve quality.

유아의 일상적 스트레스에 영향을 미치는 미시체계 변인 탐색 (An Analysis of Microsystem Variables Affecting Children's Daily Hassles)

  • The daily hassles of 5-year-old children were explored and analyzed as microsystems in order to discover the relative importance of ecological factors in children's daily hassles. The subjects were 322 children, their mothers and 34 teachers recruited from 5 kindergartens and 15 child-care centers in Seoul and Kyonggido province. Children were interviewed individually with pictures showing certain stressful situations. Questionnaires were administered to mothers and teachers. The findings indicated that the microsystem variables of Kindergartens and child-care centers were the most significant factors explaining children's daily hassles. Therefore, it was suggested that the policies and regulations on child-care facilities be carefully developed and strictly regulated.

영아보육의 실태 및 질적 특성 평가에 기초한 보육의 질 제고 (A Study on the Qualities of Infant Day-Care Centers and Caregiver′s Interactions with Infants)

  • The purposes of this study were to investigate the qualities of infant day-care centers and the caregivers' interactions with infants. Forty-six day-care centers from Seoul, Daejeon, and Daegu were enrolled in this study. Two kinds of methods were used for data collection; one was the Assessment Scale for Infant/Toddler Care Center developed by Choi and the other was the Qualitative Rating Scale for Caregiver used in the NICHD Early Child Care Project. Frequency, percentile, Crollbach's, one-way ANOVA, and Pearson's correlation were calculated for data analysis. Qualities on 5 factors of infant day-care centers were ranged from 3.44∼4.35, the highest with health managing and the lowest with support system in the Likert 5-point scales. Sensitivity, developmental stimulation and positive regard to child, which are the caregiver's positive interactions with infants were rated minimally or usually characteristic. In addition, intrusiveness, detachment, negative regard to child and flatness, which are negative interactions with infants were rated never or minimally characteristic. Finally, some suggestions for good quality and facilitation of infant care were made.

초등학교 학교준비도에 대한 유아기자녀 부모, 학령기자녀 부모와 유아교사, 초등교사의 인식차이 (The Difference in Awareness among Parents of Preschoolers, Parents with School-Aged Children, Child Care Teachers and Elementary School Teachers Regarding the Readiness of Children to Attend Elementary School)

  • The purpose of this study was to examine the difference in perception among parents of preschoolers, parents of school aged children, teachers of child care centers and elementary school teachers regarding testing on the level of preparation for attending elementary school. Firstly, the results of the study revealed that elementary school teachers had notions regarding the level of preparation for entering school that were more specific than day care teachers and parents. Second, it was shown that effort and a sense of responsibility were most important for the improvement of the level of preparation for elementary school level studies. Third, the results of this study revealed that many respondents thought that there needs to be some form of testing of the level of preparation for school and the respondents further stated that this testing needed to be conducted by child care center teachers or experts in the field. Finally, it was shown that such a test of the level of preparation for school attendance should be developed by including questions on different areas of the intelligence, adaptability, function, tendencies and regulations in relation to the needs of preschoolers.
