본 연구는 재난환경 변화에 대응한 인적재난 R&D 중장기 로드맵 수립 기획에 관한 것으로서, 인적재난 안전기술 분야의 기술개발 투자 확대 방안 및 관련분야 선진국 대비 기술수준 격차해소를 위한 전략 제시, 인적재난안전기술개발 사업의 차세대대응기술 예측을 통한 사업 고도화, 중장기 로드맵 및 중점추진전략 도출, 중점 추진전략에 따른 주요 추진사업 및 세부추진과제 RFP 도출 등의 방안을 제시하였다. 주요 성과로서, 인적재난안전기술개발 중장기 투자 확대, 미래 인적재난 발생 가능성 예측을 통한 향후 재난대응 환경 변화와 안전관리 정책관련 패러다임 예측 및 효율적 대응, 인적재난안전기술 개발 중장기 로드맵을 통해 인적재난기술의 가치향상과 미래도약 기반강화 등이 기대된다.

The number of natural disasters has risen dramatically such as earthquakes, typhoons and floods. However, the scope of disasters expand in today's society due to the rapidly changing environment. This study is to suggest improvements for disaster management system in defense field in order to reduce possible loss or damage from a huge disaster. Through two case studies from the United States and Japan, this research aims to support policy making of disaster management system in defense field.

지구 온난화로 생활 환경이 급격히 변화하고 있으며, 대형 재난이 증가하고 있다. 이러한 재난 발생시 복구에 많은 자원을 투입하고 있지만, 재난의 예방 만큼 효과적인 대책은 없을 것이다. 재난전조 정보란 하인리히 법칙에 따라 예고되는 재난에 대한 전조이며, 이에 대한 정보를 자동으로 추출하여 대비할 수 있게 하는 것이 본 논문의 초점이다. 웹에 산재된 정보로부터 전조 정보를 정확히 추출하기 위한 기반이 되는 단어(명사)를 구축하고 이를 기반으로 정확한 데이터를 추출할 수 있는 알고리즘을 연구하였다. 본 연구의 결과물로 도출된 단어는 분석적인 연구결과이기 때문에 장기적으로 실제 데이터를 적용하면서 지속적으로 보완되어야 할 것이다.

본 연구에서는 재난환경변화에 대응하여 인적재난 중장기 계획과 로드맵 수립을 기획하기 위하여 국내외 인적재난 안전기술 개발동향을 분석하여 중장기 로드맵을 제시하였다. 최근 국내에서는 재난환경에 연관된 사회환경, 생활환경, 국내외 정부부처 대응 등의 급변화 의하여 인적재난 연구개발 중장기 로드맵 수립의 필요성이 높아지고 있다. 미국은 국가재난 대응계획(NRF)과 국가사건사고관리시스템(NIMS)과 인적재난별 대응 시나리오 등에 의하여 기반을 구축하여 체계적인 연구를 진행하고 있으며, 일본은 년도별 방재백서의 연구개발 계획 등에 의거하여 재해대응 연구개발이 진행되고 있으며, 국내에서는 소방방재청과 국립재난안전연구원이 협력하여 인적재난 분야에 대한 연구과제를 진행하고 있다. 본 연구에서는 인적재난 연구개발 중장기 로드맵을 제시하여, '인명 및 재산피해를 최소화' 하고, 국가적 인적재난 분야 연구개발체계를 정립하고, 나아가 미래 인적재난환경 급변화에 대한 대책을 제시하였다.

Large scale flood disasters bring human losses and properties, which lead to the decrease of our productive value and change social environment. Human loss and economic damage are considered to be the same system but they are viewed as separated systems. The total amount of human loss can be represented as the total amount of economic damage estimated in the frame of social system while it will be possible to make mutual changing by clearing the relations between social and economic systems. In this regard, an attempt to estimate economic loss considering per capita Gross Domestic Production (GDP) caused by flood-related mortality was carried out to the typhoon Rusa of 2002 in Kangwon-do. The proposed method tried to capture quantitative factors which are affecting the loss of per capita GDP. The approach has great importance not only to set up governmental policy but also methodological progress in the research due to impact of disaster-related mortality on GDP loss.

하천제방 건전도 평가는 하천설계기준 해설(2009), 구조물기초 설계기준 해설(2009) 등 관련 기준을 토대로 한계동수경사법, 한계유속법 등에 의한 파이핑 안전성과 제내지 및 제외지의 활동안전성 평가에 의하여 수행된다. 이때 수위파형은 건전도 평가 시 가장 중요한 설계입력자료이나 관련 국가기준에서 그 결정방법을 제시하지 못함으로서 부정확한 설계가 이루어지고 있다. 본 논문에서는 낙동강 문산제를 대상으로 평수위 상승, 홍수위 지속, 수위하강, 홍수빈도 등 개별 수위파형을 변화시켜가면서 제방 안정성에 미치는 영향 정도와 합리적인 수위파형특성을 제안하였다. 평가결과, 문산제 조립토 제방의 설계수위파형은 최대 57시간 이상의 평수위상승시간 및 53시간 이상의 홍수위지속시간 등을 반영할 것을 제안하였다.

본 연구는 재난현장에서 실시간으로 발생하는 정보들을 신속하게 수집·분석하여 정확한 재난현장상황파악과 의사결정을 지원할 수 있는 현장지원시스템의 통합방안을 제안하고, 프로토타입 시뮬레이션을 통해 현장 적용성을 검토하는 것에 그 목적이 있다. 이를 위해 재난현장에서 활용 할 수 있는 정보수집·공유·융합 기술에 대해 검토하였으며, 재난관리 전단계에 필요한 정보자원과 정보의 효율적인 흐름을 만들어낼 수 있는 스마트 재난현장지원시스템의 통합방안에 대해 제시하였다. 이를 기반으로 제작된 프로토타입으로 시스템 운용 가능성을 검토하기 위해 풍수해 재난 시나리오를 토대로 시뮬레이션을 진행하였으며, 시스템 내의 다양한 기능들이 정상적으로 구현되어 GIS 상황판에 표출되는 것을 확인하였다. 본 연구를 통해 급변하는 재난환경 속에서 효율적이고 능동적인 재난대응이 가능해질 것이라 기대된다.

With rapid changes taking place in every field, the expansion and specialization of various social service activities are one of the characteristics of the modem society. However, the increase of crimes and inefficiency of public police service to cope with this situation have caused discontent and distrust on the service among the public, making people more inclined to solve safety-related problems by themselves. Private Security Service(PSS) and Private Investigation Service(PIS) were introduced to satisfy these needs. In the area of PIS, Public Investigation Service System(PISS) has been established for a quite long time in foreign countries. However in Korea, PIS is being provided by unregulated service providers such as errand service center due to the lack of legal system, causing many problems related with illegal practices by the service providers. This paper is the result of the research on how to adopt a relevant PISS in Korea and develop it in the future. This kind of research is much needed to curb the rising illegal practices of the errand service centers, complement the insufficient operation of public police service, and strengthen the competitiveness of our country by taking more efficient actions in the changing public security environment. Based on the research, this paper also examines positively the possibility of introduction of PIS in Korea. This paper also recommends a prompt enactment of PIS regulation and improvement on the legal environment for such introduction of the relevant and suitable PISS in Korea.

The educational environment of the era of age of uncertainty and human and disaster, where nothing is predictable, so it is bringing about many changes. The purpose of this study is to suggest the implications of Integrative arts therapy in the educational field of unpredictable times as a way to move the minds of people living in various educational changes. As for the research method, the characteristics of the integrative arts therapy shown in the previous studies were examined through the literature method, and then through the cases in the modern education environment practiced we propose three things. First, in the field of university education, students should have an integrative arts therapy approach in terms of teaching methods, and also, second, in order to recover from failure and frustration, continuous gratitude sharing training to discover and acknowledge positivity in the situation by changing perspectives should improve students' self-esteem and self-efficacy. Third, professors should play the role of facilitators and also coaches in knowledge transfer. Therefore the coaching process should be integrated into the process of sustainable education when the integrative arts therapy is approached from the pedagogical curriculum.
