This study aimed to estimate the impervious area rate by rural water districts in 2009 and 2021 and analyze the changes. From the EGIS(Environmental Geographic Information Service) land cover maps, the impervious areas were defined as residential, commercial, industrial, culture·sports·recreational, traffic, public facilities, and greenhouses of land cover classes. For 496 rural water districts excluding the border area with North Korea, the nationwide impervious area rate increased from 5.96% in 2009 to 7.50% in 2021. The average of the top 50 rural water districts increased from 23.4% in 2009 to 27.1% in 2021. E ven for the bottom 50 rural water districts, the average impervious area rate rose from 1.12% in 2009 to 1.40% in 2021. Rural water districts with a high impervious area rate are mainly distributed in metro cities and industrial areas. The contraries are primarily found in Gangwon, Gyeongsang, and Jeolla regions covered with forests and farmlands. Notably, the impervious area rate changed more in the neighboring rural water districts than in large cities, and the rate kept increasing slightly even in rural areas with a low impervious area rate. The findings of this study will help prepare a reasonable alternative for managing the impermeable surface of rural areas for safe and sound rural water cycle.

The Korean government has promoted rural development projects aimed at bridging the gap between cities and rural areas. However, prior research in assessing available rural projects was mainly focused on only part of the agricultural area, evaluation of project types and improvement measures, analysis of operating management policies, and measuring levels of importance by sub-project categories, and yet the study found a little study on residents' satisfaction of the project who is the direct and fundamental beneficiary. In particular, comparative studies on rural and fishing village residents were insufficient. Thus, the present study chose village residents from Chodo-ri where the Ministry of Oceans and Fisheries held the Customized Capacity Empowerment Project from the Gangwon Fishing Village Specialized Support Center and Songgye-ri where was the project area for rural revitalization project to navigate changes on both perception and satisfaction of the village residents before and after the education.

Rural and agricultural landscapes are important forms of land use in maintaining biodiversity. In addition humans are provided with various public functions from ecosystems and agricultural ecosystems. But the creation of a facility horticultural complex can be a space that can undermine the public interest function of the agricultural ecosystem. Therefore, this study aims to quantify the function of ecosystem services that land use changes affect biodiversity in Korea's rice paddy fields. The area subject to the study was selected as the largest agricultural complex in Korea due to rice paddy fields and land use changes, and field agriculture was also carried out simultaneously. The survey was conducted only in the fields of vegetation, insects, amphibians, and birds, four areas of biodiversity that are believed to have a high impact on changes in land use in agricultural landscapes. The valuation of ecosystem services in four areas of biodiversity derived from this study was evaluated as non-market value. As a result of quantitative evaluation, about 25 species of vegetation were reduced due to changes in land use. The diversity of about 40 species of aquatic insects that inhabit rice paddies among insects has disappeared due to the creation of a horticultural complex. Birds and amphibian reptiles were also found to have decreased diversity and populations. This research is expected to be used in various ways to develop policies to enhance ecosystem service functions.
The purpose of this study is to analyze the impact of land-use and population change in rural area by new expressway. Chungbu expressway constructed in 1987, going through the south area of Kyunggi province from Seoul, was selected as a case expressway, and also 2 cities and 18 subdivisions of county in its surrounding area, as a case study area. To analyze the change characteristics before and after the construction, land-use maps of 1986 and 1996 were collected, including the census data for the years in cities and counties yearbooks. Remote sensing technology was applied to classify the land-use maps with six types of land use. Geographic information system was also used for spatial analysis, such as the land-use and accessibility changes. A 5 km buffer zone from interchange of the expressway showed about two times increase of urbanized built-up area than a 5 km buffer zone from the expressway. Accessibility from Seoul and cities was improved in most areas, which is accessing to Seoul through existing Youngdong expressway. Ten rural areas showed increased population with accessibility of average 52 minutes to Seoul and 19 minutes to cities, while eight areas showed decreased population with average 73 minutes to Seoul and 35 minutes to cities. This shows that the threshold value, which is time distance to Seoul and cities for population increase or decrease, one and half hours, respectively. Urbanized area was increased in most areas, even in population decrease areas, so this indicates that there are thinning rural areas, increasing urbanized area while decreasing population.

This study is basic research which aims to compare and analyze changes in rural areas in modern times. The main purpose of this study is to comprehend the characteristics of changes in the Korean rural landscape and to suggest the implications for preservation and maintenance of the rural landscape. To help in understanding the rural landscape systematically, it should be divided into six types: housing landscape, cultivation landscape, green landscape, waterside landscape, streetscape and symbolic and religious landscape. According to this step, the contents and the procedures of changes were analyzed generally. Based on the literature review and field survey, the styles of changes were deduced to be formation, alternation, relocation, damage and restoration on landscape elements. Lastly, it was concluded that complex changes of landscape in rural areas from the government's development policy have been continued from macroscopic changes like overall structure and system of landscape to microscopic changes like shape, material, size and color of each landscape element. Rural villages which have not had the government's development policy applied to them may not be appropriate for this study. However, this study has significance in that it can suggest the direction for desirable rural planning. Future studies need to consider landscape change through not only the development policy but also economic, social and cultural factors.

Rural communities have been isolated from social and economic changes underway in the broader society. Trends towed an urbanized society have depopulated many rural areas (Flora, et al, 1992). The South Korean government has targeted efforts toward an urban centered economic development policy, which has neglected the rural areas. The South Korean government also has indoctrinated rural community development with a quick-fix approach. Self-directed economic organizations based in rural South Korea began to emerge in the late 1980s. Since the 1980s, South Korean agricultural sectors have been overshadowed by globalism. McMichael (1996) stated that rural communities have two options. A immunity should either End its niche (i.e. the commodities or products that can have advantages in the international trade market) or protest against globalism to survive if rural communities fail to find a niche under globalism. South Korean neat communities did not have enough natural resources nor enough money to invest for their rural community economic development programs. These limitations made it difficult for South Korean coral communities to compete in a global economic environment. Israel, Coleman, and Ilvento (1993) stated that local leadership is a critical component in the ability of communities to respond to lang-standing problems and emerging needs. Swinth and Alexander (1990) asserted that rural leaders are critical actors in rural community development. Whether rural communities succeed in finding their niche or not, the role of rural community leaders is important for rural communities to find ways to cope in the international agriculture market.
The rural problems which we are facing start from the extremely small sized population and the skewed population structure by age and sex. Thus we analyzed the change of the rural population. And we analyzed the recent return migration to the rural areas by comparing the recent in-migrants with out-migrants to rural areas. And by analyzing the rural village survey data which was to show the current characteristics of rural population, we found out the effects of the in-migrants to the rural areas and predicted the futures of rural villages by characteristics. The changes of rural population composition by age was very clear. As the out-migrants towards cities carried on, the population composition of young children aged 0~4 years was low and the aged became thick. The proportion of the population aged 0~4 years was 45.1% of the total population in 1970 and dropped down to 20.4% in 1995, which is predicted to become under 20% from now on. In the same period(1970~1995), the population aged 65 years and over rose from 4.2% to 11.9%. In 1960, before industrialization, the proportion of the population aged 0~4 years in rural areas was higher than that of cities. As the rural young population continuously moves to cities it became lower than that in urban areas from 1975 and the gap grew till 1990. But the proportion of rural population aged 0~4 years in 1995 became 6.2% and the gap reduced. We can say this is the change of the characteristics of in-migrants and out-migrants in the rural areas. Also considering the composition of the population by age group moving from urban to rural area in the late 1980s, 51.8% of the total migrants concentrates upon age group of 20~34 years and these people's educational level was higher than that of out-migrants to urban areas. This fact predicted the changes of the rural population, and the results will turn out as a change in the rural society. However, after comparing the population structure between the pure rural village of Boeun-gun and suburban village of Paju-gun which was agriculture centered village but recently changed rapidly, the recent change of the rural population structure which the in-migrants to rural areas becomes younger is just a phenomenon in the suburban rural areas, not the change of the total rural areas in general. From the characteristics of the population structure of rural village from the field survey on these villages, we can see that in the pure rural villages without any effects from cities the regidents are highly aged, while industrialization and urbanization are making a progress in suburban villages. Therefore, the recent partial change of the rural population structure and the change of characteristics of the in-migrants toward rural areas is effecting and being effected by the population change of areas like suburban rural villages. Although there are return migrants to rural areas to change their jobs into agriculture, this is too minor to appear as a statistic effect.

This study is exploratory research on a relationship between changes in cultivated area of major crops and farm income by regions. We investigated level of income, volatility of income, and migration of suitable region by climate changes as factors influencing changes in cultivated area. Research processes are as follows. First, we classify the regions where cultivated areas are expanded or reduced through the trends of cultivated area by region and crop during recent 10 years. Second, we compare the changes in income related factors between groups during the same periods. Finally, the results from portfolio analysis show changes in stable income-based optimal crops. From these procedures, we found that the changes in cultivated area are not simply explained by income-related factors. In cases of vegetables, however, we also found that high volatility of income could contribute to reduce cultivated area of the crops. The results from portfolio analysis are not always consistent in all of cases. This means that crop selection can be decided by other factors than stable income.
A lot of rural development projects have been planned and implemented for revitalizing rural areas in South Korea. However, it is not easy to properly evaluate and quantitatively analyze project outcomes. For this reason only selected regions have been evaluated for rural projects by government agencies. In this study, we analyzed the purpose and the contents of the Rural Village Development Project (RVDP) and Green Tourism Village Project (GTVP) to find indicators for evaluating results of rural projects using logistic regression analysis. Outputs of this study show that RVDPs increase regional population and GTVPs positively affect the sales of agricultural products. We also estimated the spatial distribution of project effects through spatial autocorrelation analysis and local-spatial autocorrelation analysis. Results show that the Moran's I values for the proportion of farmers with avocational jobs, product sales changes, and population growth in Jeol-La province are positive and the biggest one is population growth. Especially, key areas of agricultural product sales are widely distributed.
The purpose of the present study is to construct a rural development strategy from the nexus between spatial changes in specialized crops and suitable cultivation area of the crops. This paper pays particular attention to identify product life cycle of specialized crops in rural areas and estimate the impact of climate change on alterations in spatial distribution of the crops. In order to do so, first of all, this study applies multi-level model (Random coefficient model) to estimate the regional coefficient of five orchard crops. It utilizes the data 1995 to 2010 Korea Agricultural Census. Futhermore, it also adopts overlay analysis by ArcGIS to identify the development path of the crops and the relationship with climate change. Based on the results, it suggests a mechanism activating regional agriculture. The findings propose re-searching and relocating specialized regions of the crops. Especially, it proves each rural area can drive the new agricultural strategy to strengthen regional agriculture by estimating the relationship between development of specialized crops and suitable cultivation areas. For instance, shifting specialized crops in particular regions and enriching genetic or species varieties can be primary measures and it will contribute to improve the reliable base for income sources in the rural communities. This paper also offers specific policy implications regarding rural development plans in response to crops' life cycle and climate changes.
