The certification scheme for best company has been implementing in order to stimulate the investment of private consulting company to reduce GHG emission. This study was conducted to set up the certification scheme, to suggest process, criterion, institute, committee which are necessary for the evaluation of certificate. Evaluation process for the introduction of the certification scheme is divided into 7 successive phases, (1) Certificate application(Applicant ${\rightarrow}$ Certification Institute), (2) Evaluation request(Certification Institute ${\rightarrow}$ Evaluation Institute), (3) Accept and document review(Evaluation Institute), (4) Site and document evaluation(Evaluation Institute ${\rightarrow}$ Evaluation committee), (5) Sending evaluation result(Evaluation Institute ${\rightarrow}$ Certification Institute), (6) Certification confirmation (Certification Institute), (7) Issue of certificate(Certification Institute ${\rightarrow}$ Applicant).

Researches and developments of tidal energy converters are close to commercialization stage. But, commercialization of tidal energy converters is not ready in korea. In Europe, many experts of company, laboratory and public institution involved in marine energy are active for commercialization of marine energy converters in European Marine Energy Centre. Furthermore, in IEC/TC114, standardization of technical standards for assessment and certification of tidal energy converters of each country is under discussion. Therefore, We have to prepare for commercialization, standardization and entry into the overseas market. In this study, trends of commercialization and standardization of international markets of marine energy converters are investigated and certification schemes of overseas are analyzed. We expect that this study will make contribution to establish the foundation of commercialization of tidal energy converters.

Tonnage taxation has contributed to developing the Korean maritime industry through tax relief for shipping companies. The current tonnage taxation relies on the net tonnage as an earning-capacity indicator in a merchant ship. Although the tonnage tax accords with horizontal equity, it does not match vertical equity because of the different taxable capacities of an individual company. Nowadays, maritime transport uses a dedicated vessel, and each shipping freight embeds a different value of time. It means the tonnage taxation regime should consider the added value of each shipping freight. Meanwhile, as the environmental regulations led by the International Maritime Organization are being strengthened, the Korean merchant fleet must be eco-friendly soon after. This study explores the alternative to renewing tonnage taxation by utilizing the Greenship certification and considering the ability-to-pay principle. Because the Greenship certification scheme encourages shipping decarbonization, maritime transport by a certified ocean-going vessel comes to be treated as an activity for the green economy. Special taxation for the green economy may contribute to shipping sustainability and market competitiveness.

Since 2002, information security management system has been implemented (ISMS) certification scheme whilst providing telecommunications services to enhance the level of enterprise information security was ongoing and Prevent accidents and avoid spread of infringement, such as rapid response and there is a lot of it came true. However, this system is the protection of the country or the investment company, as part of the actual information on how management affects the performance came from or how measures are still lacking for. In this study, the companies have their own privacy ISMS certification measures the level of activity continued to improve information security performance measures and methodology are presented. The government is also based on the validity of the certification system to ensure the overall implementation of the ISMS itself is this a step increase effective information security system is to be certified in advance to prevent security incidents and to improve business performance to help.

Nowadays most companies are required to acquire the quality assurance system from domestic or foreign Certification Institute. However, There are many problems in interpreting the requirements and procedures. This study presents an effective operation scheme by addressing the inherent limits of the system, potential problems in operation, relationship with internal standardization of the company, and the functions of Quality Management that lack or are not considered enough in the ISO 9000 series.

Since Industrial Revolution, the sudden industrialization and population explosion have brought about a serious environmental pollution on the air of the earth, the quality of water and the soil, and the greenhouse effect by the destruction of the ozone layer and the greenhouse gas, the organism diversity decline, the desertification by the ruining of woods and the overall global environmental pollution such as the contamination of the ocean and rivers have been come to the front. So the new recognition on the environment is being spreaded in construction business and the efforts for certification acquisition of ISO 14000 being followed by ISO 9000 are progressing, Accordingly, with an example of H Company where integration system is built so that it can minimize the efforts and cost at the construction of the management system, operation and management after the fact, this paper shall suggest the practical scheme of 3 steps through a study to integrate both existing quality management system and new environmental management system. As the integration system of the quality and environment which is constructed by this method is executed, the number of the established and managed document is cut by about a third and so the disorder to encounter between these documents is prevented and unnecessary efforts is reduced in constructing a system, consequently the efficiency of the system is accomplished. Also as the dualization of quality management system and environmental management system additionally needs more men and money after certification acquisition, the non-construction of the integration system may give rise to a cause to aggravate the burden of the company and hereafter when a new system is imported, it may be very difficult to integrate the system. This system integration enables a efficient and effective system to be constructed , operated , and managed after the fact.

For the development of software industry, offers an expanded software authentication scheme caused by the unauthorized copying of software is to reduce the damage to software developers, retail sales and to promote the development of the software industry was studied. Serial Number of the current software registration is conducted in such a simple verification procedure if the Serial Number only illegal and can be installed on multiple computers, such as program code to allow third parties to enter the Serial Number, or the extract can be used without is a reality. The proposed extension to the software authentication system when you install the software, my phone authentication and MAC Address Authentication Service introduced to distinguish normal user, the user of the MAC Address of the server and software development company that was sent to the registered MAC Address of the computer to be run only by the use of genuine software and to make unauthorized copies of software generated by the software developer can reduce the damage of the proposed plan.
