The Regional Characteristics of Overseas Koreans (해외 한인의 지역별 특성)

  • There are about 5,300,000 overseas Koreans in the world. This is about 11.8 percent of the total population of the Korean peninsular. They reside in more than one hundred nations. This exodus occurred due to forced emigration, escape from oppressive regimes, and economic opportunity. Most of them are living in the four regions, that is, China, Japan, America, and Central Asia. The purpose of this paper is to examine the pattern of Korean migration to overseas and to compare the life style of overseas Koreans. The data are taken from a sample survey, which was conducted in China, Japan, America, and Central Asia. A total of 300 respondents were interviewed in each country. The result shows that there are some differences in the lives of overseas Koreans. For example, the Koreans in Central Asia may have suffered the greatest hardship, the similar case was found in the Koreans in China. By contrast, the issue of ethnic conflict becomes the most serious problem in the Koreans in Japan. This study also shows many aspects of common Korean heritage, that is, hard work, diligence, and high level of education. In addition, the study indicates that overseas Koreans are trying to retain Korean traditional values and relationships in their families.

Spirometry Reference Equations for Asian Migrant Workers in Korea: A Proposal (아시아 외국인 근로자의 폐활량검사 결과해석을 위한 예측식 제안)

  • This study proposes a spirometry reference equation suitable for Asian migrant workers undergoing special health examinations. The study participants were divided according to their region: Central Asia, Northeast Asia, and South Asia Pacific. We confirmed results of the spirometry analysis of migrant workers and the interpretation consistency between the prediction equations. Based on this data, we propose a reference equation suitable for domestic migrant workers and suggest a scaling factor applicable to the spirometer wherein the reference equation is not easily applicable. The kappa-values obtained for men and women, respectively, between the global lung function initiative 2012 (GLI2012)-Southeast Asian and the Southeast Asian equations were 0.819 and 0.770, between the GLI2012-Southeast Asian and the South Asian equations were 0.881 and 0.866, and between the GLI2012-Northeast Asian and the Central Asian equations were 0.831 and 0.833. We propose applying the GLI2012-Northeast Asian equation for Northeast Asian and Central Asian countries, whereas the GLI2012-Southeast Asian equation was found to be more suitable for predicting Southeast Asian and South Asian populations. For spirometry, we recommend applying a scaling factor of 0.87 to the Dr. Choi equation, wherein the GLI2012-Southeast Asian equation is not applicable.

Mutilateralism vs. Bilateralism in Chinese Resource Diplomacy : Comparative Analysis on Chinese Foreign Policy toward Central Asia and Africa (중국 자원외교의 다자주의와 양자주의: 중앙아시아 및 아프리카에 대한 중국 자원외교 비교)

  • International relations in the 21st century is featured by boundless competition among nations to secure sufficient energy resources for achieving economic development. Resource diplomacy, therefore, is competitive in its nature, which is derived from the fact that resources of the globe are limited. Chinese recent economic growth has been possible mainly due to its success in resource diplomacy. The Chinese resource diplomacy has shown two different patterns according to target regions. On the one hand, China has pursued multilateral approach to Central Asia region, by which China aimed to secure energy with joint exploration method in the region. Chinese resource diplomacy toward Africa, on the other hand, has been based on bilateral approach combined with unit-centered economic aid to African nations. This difference in Chinese foreign policy pattern seems to be derived from three factors: namely, Chinese strategic considerations on geopolitical condition, regional security sensitivity, and legacies of Chinese long-time non-alignment diplomacy since the 1950s. Whether China is able to maintain the current pattern of resource diplomacy will be depended on how wisely China pursue its relations with two other global powers: Russia in the Central Asia and the U.S. in Africa. In this regard, the Chinese resource diplomacy is expected to work as determining factor of shaping a pattern of tri-lateral strategic relations among the U.S., Russia, and China. Chinese resource diplomacy thus will determine the future direction of the global politics in terms of strategic arrangement.

Adaptation to Motherhood in Central Asian-Korean Immigrants to Korea: A Grounded Theory Study (한국으로 이주한 고려인 여성의 모성 적응과정: 근거이론연구)

  • Purpose: This qualitative study aimed to develop a substantive theory of the process of adaptation to motherhood in Central Asian-Korean immigrants to Korea. Methods: Individual, in-depth interviews were conducted from July to September 2017, with 18 women who emigrated of Korean ethnicity from Central Asia to Korea, and took care of their baby for at least a year after their first delivery in Korea. The interviews were audio-recorded and transcribed verbatim. Data from the transcriptions were analyzed through Strauss and Corbin's grounded theory method, and data analysis was conducted simultaneously with data collection. Results: As a result of categorizing the interview data through the process of open coding, 10 categories, with 31 subcategories and 102 concepts were drawn, and "growth as a Central Asian-Korean mother in an unfamiliar, historical hometown" was found to be the core category of the process of adaptation to motherhood in Central Asian-Korean immigrants to Korea. Conclusion: A characteristic of the process of adaptation to motherhood in Central Asian-Korean immigrants to Korea, drawn from this study, is that it differs according to the level of initiative to carry out interaction strategies, and the use of various supportive social resources. The findings indicate the need for Medicare eligibility adjustment for antenatal care, the extension of the visa renewal period during childbirth, the development of web- or mobile application-based educational programs in Russian language, and the establishment of integrated visiting healthcare services, community service resources, and policy support to enable these women to utilize various supportive social resources.

  • This article examines the nature of geopolitics and its impact on the international political economy of Eurasia/Silk Road. The research questions are exploratory and aim at revealing the differing geopolitical perceptions of the Russian Federation, the People's Republic of China (PRC) and the former Soviet Central Asian countries-Uzbekistan, Turkmenistan, Tajikistan Kyrgyzstan and Kazakhstan-within the context of an emerging "New Silk Road". Consequently, the main goal of this article is to contribute to a better understanding of what factors constrain and shape Silk Road initiatives in Eurasia. To this end, the article focuses on geopolitics and regional integration theories through a consideration of the Silk Road initiatives of a number of Eurasian countries.

Analysis on the Causes and Countermeasures of Sino-US Trade Friction

  • The study attempts to investigate the causes of Sino-U.S. trade friction in recent years and provides countermeasures accordingly. The import and export volume of two countries, the product structure of China's export, the 337th Act lawsuits related to China, the industries involved in trade friction, and the G-L Index of Sino-U.S. Products are analyzed in detail. The causes of Sino-US trade frictions are discussed from the aspect of mercantilism and trade protectionism, interest groups and governments' trade policies, Chinese product structure, intellectual property protection in China, and performance of Chinese enterprises in litigation. Based on these, countermeasures are put forward. China needs to implement industrial upgrading, increasing the added value of products, and improving intellectual property protection. A trade friction warning system also needs to be constructed. The Chinese government needs to carry out strategic dialogue and international negotiation.

Indicator Elimination for Locally Adaptive Scheme Using Data Hiding Technique

  • Image compression is a popular research issue that focuses on the problems of reducing the size of multimedia files. Vector Quantization (VQ) is a well-known lossy compression method which can significantly reduce the size of a digital image while maintaining acceptable visual quality. A locally adaptive scheme (LAS) was proposed to improve the compression rate of VQ in 1997. However, a LAS needs extra indicators to indicate the sources, consequently the compression rate of LAS will be affected. In this paper, we propose a novel method to eliminate the LAS indicators and so improve the compression rate. The proposed method uses the concept of data hiding to conceal the indicators, thus further improving the compression rate of LAS. From experimental results, it is clearly demonstrated that the proposed method can actually eliminate the extra indicators while successfully improving the compression rate of the LAS.

Origins of central Asian silk ikats

  • This paper is concerned with the development of the silk trade and in particular with silk-ikat production. Early origins are explained and issues relating to the development of long-distance trade are discussed. The principal trading participants are identified and the focus is turned to silk-ikat production in Central Asia. It is recognised that the vast bulk of trade, along what became known as the 'Silk Route' (or 'Silk Road'), did not involve straight-forward or direct exchange between powers to the far east of the route and powers to the far west, but rather was done in stages between adjacent or not too distant locations. Diffusion of ideas was not therefore immediate and operational at one eastern or western extreme of a trading network but, rather, was a gradual process influencing adjacent participants, at stages between the geographic extremes over a long period of time.

  • Occurrence of the oak wilt disease (Raffaelea sp.) was confirmed in 2004 for the first time in Korea. By using pictorial keys, morphological characteristics of Platypus koryoensis (Murayama), a vector for this disease in Korea, was compared to Platypus quercivorus (Murayama), a vector of oak wilt in Japan. Additionally, suggestions were made for the future research of the vector of oak wilt disease in the northeastern Asia.

  • In spite of the interest related to the entrepreneurship, the problems related to the creation of companies by the public civils servant still remain unanswered and not unanimously identified. In fact, a central question arises in this respect: "which are the factors which encourage the public civils servant to launch out in the creation of their own company?" or "how can one explain the entrepreneurial intention of the public civils servant?". For this end, and after having reviewed the principal subjacent factors of the entrepreneurial intention as well as the central assumptions of our research task, we will devote the second part to the empirical validation of the explanatory factors of the entrepreneurial intention in the specific case of the Indian public civils servant while proposing some recommendations on the matter.
