후발국의 기술혁신과 기술정치에 과한 탐색적 연구 -이동전화와 PCS 기술개발 사례를 중심으로- (A Exploratory Study on the Politics of Technological Innovation of Catching-up Countries: Case Study)

  • This study aims at developing some hypotheses on the politics of innovation in catching-up countries. Although innovation studies of catching-up countries have studied the process of acquisition of technological capabilities, the politics of innovation was not seriously considered in those studies. This study suggests a conceptual frame-works of the innovation politics and analyses the innovation process of mobile telecommunication system in Korea. Some hypotheses on the patterns and effects of innovation politics in catching-up countries are put forward.

  • 본 연구는 TDX 및 CDMA 등 과거 기술추격기(Catching-up)에 이루어졌던 국가연구개발사업 성공사례와 탈추격기(Post Catching-up)에 이루어진 FTTH 기술개발 사례를 비교 분석한다. 이를 통해, 추격기에서의 국가연구개발사업 성공모델이 탈추격기 상황에서 왜 효과적으로 작동하지 않은가를 규명하고 탈추격기에서 국가연구개발사업의 성공을 위한 정책적 개선방안을 제시한다. 탈추격기의 FTTH 기술개발 사례를 추격기의 TDX 및 CDMA 사례들과 비교하면, 탈추격기에는 1) 기술적 불확실성이 높고 기술표준을 설정하기 어려우며, 2) 정부 주도의 연구개발과 시장창출이 용이하지 않고, 3) 연구개발 컨소시엄 참여자들의 비전 공유가 어렵고, 그리고 4) 마케팅 능력이 취약한 중소 벤처기업들에 의해 상용화가 이루어진 점 등에서 차이가 있다. 이러한 탈추격기 국가연구개발사업의 성공을 위한 정부의 역할과 국가 차원의 기술개발 전략을 논의한다.

피조개 항망의 써레에 의한 어획 선택성에 관하여 (On the tooth selectivity of ark shell dedge)

  • To find the tooth selectivity of the dredge for catching the ark shell Scapharca broughtonii, the probabilities of the ark shells which are not sifting through the gaps between teeth were calculated for the various shell lengths. Considering that these probabilities are in proportion to the relative catching efficiencies, selectivity curves for the ark shell dredge were estimated for the various gaps between teeth. The ratio of the shell length of ark shell to the distance between teeth indicating the relative catching efficiencies of 0%, 50%, 100% respectively, were calculated by using these selectivity curves, and the values were 1.00, 1.32, 1.54 in the distance of 4.0cm between teeth and then, the ratios showed a slight tendency to decrease as the distance between teeth increased in the relative catching efficiency of 100%, In addition, the range of shell length for catching, that is, the range of selective shell length by the distance between teeth was 0.54 in the distance of 4.0cm between teeth.

생분해성 꽃게 통발의 어획 성능 (Catching efficiency of biodegradable trap for swimming crab (Portunus trituberculatus) in the western sea of Korea)

  • To investigate the catching efficiency of a biodegradable round trap for a swimming crab (Portunus trituberculatus), four types of material (two types of biodegradable net, one type of biodegradable plus polyethylene net and one type of polyethylene net) for traps were used in the field test, and the field tests were carried out 11 times in the Boryeong fishing ground of Korea, 2012~2013. The catching efficiency of four type traps was analyzed by catch per trap, weight per trap and mean weight per individual of small and large size swimming crab. Statistical Kruskal-Wallis test was carried out to verify the significant difference for the efficiency between types of material. The catch in number of swimming crab was 9,015 and formed about 94.3% of total catch. In the results of catching efficiency of traps, there was a little difference in catch per trap, weight per trap and mean weight per individual of swimming crab in-situ data. But there was no significant difference in catching efficiency between the biodegradable traps and the PE trap (P>0.05), so it's needed to use widely a biodegradable trap for the conservation and sustainable management of swimming crab resources.

피조개 항망의 어획선택성에 관한 연구 (A Study on the Catching Selectivity of the Ark Shell(Scapharca Broughtonii)Dredge)

  • In order to examine the catching selectivity of the ark shell(Scapharca broughtonii) dredge, the various factors affecting the selective action of the dredge are analyzed, and the probabilities of the ark shell not shifting through the gaps between the teeth, and the mesh of the netting bag, are calculated for the various shell lengths, using the relation between the posture and the length when the shell passes through these parts.Considering that the probability of making catch is the product of the both probabilities described above, and that this probability is proportional to the relative catching efficiency, the selectivity curves for the ark shell dredge were estimated for various gaps between the teeth and for the various mesh sizes of the netting bag. The obtained results are summarized as follows :1. The ratios of the shell length of ark shell to the distance between teeth indicating the relative catching efficiency of 0%, 50, 100% respectively were 1.0, 1.26~1.28, 1.47~1.44, and that the selection ranges of selective shell length by the distance between teeth were 0.47~0.44, where the distances between teeth were 3.2cm, 3.6cm, 4.0cm, 4.4cm and 4.8cm. 2. The ratios of the shell length of ark shell to the mesh size indicating the relative catching efficiency of 0%, 50%, 100% respectively were 0.67, 0.84, 0.97 and that the selection range of shell length for catching, that in the range of selective shell length by the mesh size was 0.31, where the distance of 4.0cm between teeth, mesh size of 6.0 cm and the smaller mesh angle of $60^{\circ}$3. Where the distance between teeth is 4.0 cm and the smaller mesh angle is $60^{\circ}$, the selection range of shell length for catching of the ark shell dredge is decreased according to the mesh size, and it is minimized by 0.20 in the mesh size of 9.0~10.0 cm, but increased in the mesh size of over 11.0 cm. 4. Where the distance between teeth is 4.0 cm, the selective action by the mesh size of netting bag is begun with the mesh size of over 10.0 cm.

생분해성 청어 (Clupea pallasii) 자망의 어획성능 (Catching efficiency of the biodegradable gill net for Pacific herring (Clupea pallasii))

  • Physical characteristics of PA (Polyamide) gill net and biodegradable gill net made by PBS (Polybutylene succinate) (mesh size 63mm, mesh thickness number 2, 2.5, 3) were analyzed to investigate catching efficiency of the biodegradable gill net for Pacific herring. Total 11 numbers of catching efficiency tests were carried out using commercial fishing vessel at Imwon port in Kangwon province from May to June 2013. The amount of catches were 1,535.7kg (18 species) through the catching efficiency tests and it is expected that the practicalization of biodegradable gillnet is possible because there is no difference for catches between PA gillnet and PBS gillnet. Catches of herring according to the thickness of net twine was the highest at No.2 and the thicker net twine tends to decrease the catches.

  • 본 연구는 기술추격론 및 산업혁신체제론에 의거해서 국내 IT SoC산업의 기술추격을 검토했다. 국내 IT SoC산업은 많은 중소벤처 팹리스업체들의 출현에 의한 다양성 창조 및 일부 팹리스업체의 급성장에 따른 선택의 과정을 거쳐 급속한 기술추격 과정을 밟아왔다. 이 과정에서 국내 팹리스업체들은 틈새시장을 중심으로 한 경로개척형 기술추격을 수행해 왔다. 현재 국내 IT SoC산업은 많은 문제점을 가지고 있지만, 산업혁신체제의 공진화를 달성하려면 무엇보다도 기업간 협력네트워크 구축이 선결과제이다 기업간 협력네트워크는 시장의 힘에 의해 자동적으로 해결되기 어려운 시스템실패의 한 형태이기 때문에 이를 해결하기 위한 정부정책이 요망된다.

  • This study presents a developmental pattern of technological capability of catching-up players in terms of production, investment, innovation and networking capability. In order to do this, the study develops an analytical framework and examines the experience of the Korean semiconductor industry. Although the presented pattern in the study is not a general pattern for all catching-up players, this pattern implies one of the useful dynamic strategies for catching-up players in developing countries. In addition, this study discusses its contributions and further research areas in the last part of the paper.

경험있는 기술추격국의 기술역량 축적과정: 한국의 이동통신산업

  • According to Gerschenkron (1962), the industrialization of relative backward countries was characterized in a systematically varying fashion by sudden spurts. With respect to the technological loaming, its globalization, and the subsequent development of technological capability, Korea, a catching-up nation had some experiences of identifiable discontinuities in her technological development in various industries. This study examines a developmental path of technological catching-up in Korean mobile telecommunication, especially CDMA industry and argues that investment and networking capability play an infrastructural role in accumulating her technological capability. Note that the technological experiences in high-tech industries have made Korea take a different technological path with respect to the previous industrialization. For this purpose, it proposes an analytical framework for examining a developmental path of Korean catching-up players. In addition, it analyzes the case of the Korean mobile telecommunication industry on the basis of the framework, and identifies a developmental path from the case analysis.

기계화된 명태연승의 조획성능 (Catching Performance for the Mechanized Pollock Longline)

  • Catching performance of a mechanized pollock longline system compared with traditional one were examined in order to evaluate the practicality during two cruises in the Sokcho area. Mechanized longline system consists of random baiter, bait cutting machine, storage rails, and line hauler. Baiting efficiency of random baiter was 90-95% with 4-5kt shooting speed. Catching performance of the first experiment, salted sand lance only used as a bait. shows no significant difference between mechanized operation with use fresh sand lance as a bait caught significantly more pollock than traditional one with use salted sand lance (P<0.016). Improved catch rates were about 2 times. As soak time goes on, relative catching efficiency shows a steady increase up to 6~7 hours and thereafter gradually decrease.
