  • This paper describes a system for LNG carrier's loading and discharging work education. This system consists of three modules(cargo work simulation, ballast work simulation and loading calculation module), and could be a useful to train mariners boarding on LNG carrier so as to take a suitable action while their ship maneuvering and cargo handling.

인천항 비상용 근로자의 재해분석 및 예방대책에 관한 연구 (A Study on Cargo Handling Accident Analysis and Prevention for irregular employee in Incheon Port)

  • The port, differently from general working place, is a closed area to execute security, customs, and quarantine procedures. The loading and unloading is being done differently by cargoes, ships, berths, and equipments. To load and unload a lot of equipments and different types of labor are required, in which work flow is very complicated. As above mentioned the port is very unique and deteriorated working place including danger. Now frequency of cargo handling accidents in port is highest for the second time among all industries. The purpose of this study is to propose ways to analyze and establish the preventive measure for cargo handling accidents in port. We have collected 45 accidents happened at Incheon Port during the period from 2007 to 2009. And the result of analysis, we proposed the new safety management system and safety education to reduce cargo handling accidents and to promote the quality of cargo handling in Incheon Port. Within the framework of effective safety management of cargo handling in port, this study will help to revise and establish system, education, and standard working manual with respect to the port loading and unloading system.

  • 특수선은 일반화물과 달리 적$\cdot$양하를 위한 준비가 순차적으로 이루어져야 하며 LNG 및 LPG 운반선은 화물이 극저온 혹은 고압이라는 특성 때문에 고도의 안전성이 요구된다. 또한 인명 안전 및 해상환경 보호를 위해 액화물 취급의 중요성을 인식하면서도 과학적인 장비를 이용한 교육 ·훈련의 관심 부족 및 제도적 지원책이 미비하여 현재까지 해양교육기관에 설치된 장비는 거의 없는 상태이며 그나마 보유하고 있는 장비도 노후되어 원활한 교육$\cdot$훈련이 어려운 실정이다. 따라서, 본 논문에서는 본 연구는 특수선 특히 LNG선박의 적양하 작업을 시뮬레이션 할 수 있는 교육시스템을 개발하는 것이다.

A Study on Risk Management for Export Control on Strategic Trade in Supply Chain Management

  • In this study, AHP analysis was conducted through a survey that was organized by 9 job categories. The results show that sustainable operation risks have the highest priority level among all criteria with management interest having the highest priority level within sustainable operation risks related attributes. The most important risk attributes among stakeholder risks appeared to be asset security and cargo and conveyance security, with education and training being the most important among regulatory risks. Effective management and response to the risks from export controls on strategic trade require an understanding of supply chain security and compliance programs, effective training programs, investments for development of security systems that meet international standards. In addition, the government needs to focus on developing professionals and providing support for companies with compliance programs, working closely with businesses.
