Concept of Control of the Reliability of Customs Information

  • In this paper deals with the problem of modeling customs information and the criterion for controlling its reliability in the process of managing customs clearance of goods is considered. As the main object of the study, the information of the cargo customs declaration, which is submitted to the customs authorities in electronic form for customs clearance of goods, is considered. The main criteria for determining the reliability of customs information, based on the classical methods used by other fields of science, are given.

  • This paper will look into the Main Substance and Some Problems of 24 hours Advance Cargo Manifest Declaration Rule, focuses on the Policy implication of Korea's and counter measures of our parties concerned about 24-hour advance vessel manifest rule. The 24-hour rule requires cargo owners to submit cargo manifest information to U.S. Customs 24 hours before vessel sailing from the final foreign port to a U.S. port. Cargo manifest information must be complete, accurate, and timely. As of February 2, 2003 manifest information can be submitted by paper or electronically. Cargo descriptions must be at a level of detail consistent with Harmonized Tariff Schedule (HTS) codes used by U.S. Customs. HTS codes are 10 digits. Electronic submissions are made via the Automated Manifest System (AMS) run by U.S. Customs.

  • This thesis describes the key elements for efficient customs clearance system which can facilitate flow of maritime container cargo in the pier area of Busan port, on the basis of considering great changes on international trade environment, development of customs clearance system, variation of commercial container traffic, and diverse views originated from field experience in the distribution industry. To facilitate the flow of maritime containers, reform plan of bonded-transportation and import declaration is proposed to relieve the customs restriction during the days from discharging cargos to taking them into bonded warehouse. Also, various plans to strengthen maritime security, such as customs exam of high-risk export cargos in loading port, pre-declaration of transit container replacement, container tracing system, are proposed to improve Busan port's competitiveness in safety.

  • Since 1996, the document exchange method by EDI has been introduced in port and logistics industries to enhance the declaration activities to the Pusan Port Authority and Customs. In spite of these efforts, users such as shipping companies, shipping agents, and freight forwarders have complained the inconvenience of using EDI systems. The major reasons can be summarized as too much transfer time, inconvenient EDI software, and problems on message receiving confirmation. To solve these problems, although we have developed an Internet based EDI system for Port-MIS users, we have failed its implementation practically for the short of Governments readiness, the complexity of systems and separation with in-house systems. So, the writers have changed the direction of research to applying the concept of SCM to logistics system by XML/EDI. In this Paper, the prototype systems to integrate processes of shipping company, Port Authority, Customs and stevedoring company will be suggested. The new method of EDI gives us advantages, which are the accuracy of cargo data and integration of processes among firms and keeping the service of cargo trace.

A Study on the Improvement of Import Clearance System for Express Consignments by Increase of Electronic Commerce (전자상거래 확대에 따른 특송물품 수입통관시스템의 개선방안에 관한 연구)

  • Recently, Electronic commerce market is growing sharply for the expansion of internet and development of means of air transportation. Import Clearance System for express consignments, introduced in Korea, confers some benefit upon express consignments, ie. prompt clearance, simplification of the clearance procedure, exemption of necessary documents. But it has some problems such as lack of social security and trade compliance. So it requires some improvements as follows. Firstly, it has no legal background to clear all articles valued at US$100 or less carried by an express consignment operator. So customs brokers, not express consignment operators, should clear that articles. Secondly, it should be presented necessary documents including commercial invoice to prevent a wrong price declaration in entering express consignments valued at US$100 or less. Thirdly, X-ray inspectors must enhance their inspection ability. Customs must provide education programs for X-ray inspectors to improve their inspection ability. Lastly, Cargo selectivity system for express consignments have to be improved to operate effectively.

  • Since 1996, the document exchange method by EDI has been introduced in port and logistics industries in Korea to enhance the declaration activities to the Pusan Port Authority and Customs. In spite of these efforts, users such as shipping companies, shipping agents, and freight forwarders have complained the inconvenience of using EDI systems. The major reasons can be summarized as follows: repetitional EDI transfer, too much transfer time, inconvenient EDI software, and problems on message receiving confirmation. Furthermore, EDI has been used only for transmitting messages. To solve these problems, this study has adopted the integration system by applying the concept of SCM to logistics system by XML/EDl. In the view of SCM, the existing EDI has some problems because its role is only to transmit the messages. This paper is to suggest how current EDI systems in Port and logistics sector has to be chanced by Introducing SCM. The integration system gives us such advantages as accuracy of cargo data, integration of processes among firms, and keeping the trace of cargo.

  • Recently Drone technology is emerging as an alternative new way of distribution systems services. Amazon, Google which are global network chain distribution companies are developing an idea of Drone based delivery service and applied for patent for Drone distribution systems in USA. In this paper, we investigate a way to adopt Drone system to Air Cargo logistics, in particular, drone system based on combination of Light ID and RFID technology in the management procedure in stock warehouse. Also we explain the expected impact of Drone systems to customs declaration process. In this paper, we address the investigated limitations of Drone by the Korean Aviation Act as well as suggest the directions of future research for application of Drone to Air logistics industry with investigated limitations.

Transaction Pattern Discrimination of Malicious Supply Chain using Tariff-Structured Big Data (관세 정형 빅데이터를 활용한 우범공급망 거래패턴 선별)

  • In this study, we try to minimize the tariff risk by constructing a hazardous cargo screening model by applying Association Rule Mining, one of the data mining techniques. For this, the risk level between supply chains is calculated using the Apriori Algorithm, which is an association analysis algorithm, using the big data of the import declaration form of the Korea Customs Service(KCS). We perform data preprocessing and association rule mining to generate a model to be used in screening the supply chain. In the preprocessing process, we extract the attributes required for rule generation from the import declaration data after the error removing process. Then, we generate the rules by using the extracted attributes as inputs to the Apriori algorithm. The generated association rule model is loaded in the KCS screening system. When the import declaration which should be checked is received, the screening system refers to the model and returns the confidence value based on the supply chain information on the import declaration data. The result will be used to determine whether to check the import case. The 5-fold cross-validation of 16.6% precision and 33.8% recall showed that import declaration data for 2 years and 6 months were divided into learning data and test data. This is a result that is about 3.4 times higher in precision and 1.5 times higher in recall than frequency-based methods. This confirms that the proposed method is an effective way to reduce tariff risks.

  • With the steady growth of our nation's economy, the purchase power of our domestic citizens has continuously enhanced. In recent years, online overseas shopping has rapidly warmed up, increasing number of Chinese people have started to purchase overseas products via internet. According to China's current legislation, the imported goods are divided into goods and items based on "profitability standard", and regulated by different rules of clearance supervision and import duties. Goods can't pass through custom and pay duties in the form of items, and the import duties burden of goods is generally much heavier than that of items. Goods of entrusted overseas shopping pass through custom and pay duties in the form of items, but goods of profitable purchasing are goods, not items. Therefore, the profitable-purchasing behavior is smuggling. Although goods of unprofitable purchasing are items, unprofitable-purchasing behavior may also constitute smuggling. The author concludes that causes of smuggling crime are: huge market demand for overseas goods, lack of customs supervision, law blank of petty foreign trade, and public's misconception of entrusted overseas purchasing are the major factors. The author proposes the corresponding preventive measures against the crime, such as to establish an one-stop service system in online Shopping Mall, to modify the Passengers' Baggage Declaration Form, to establish a relatively simplified clearance system of small cargo, to establish a relatively reasonable import duties of petty trade.

Analysis on Barriers and Resolution Priority of Sea-Rail Multimodal Logistics among Korea and Eurasia Nations (한국-유라시아간 해륙복합운송 문제점 및 해결 우선순위 분석)

  • The Panmunjom Declaration adopted by the leaders of South and North Korea on April 27, 2018, has created an environment conducive for peace and cooperation in the Korean Peninsula. In the June of last year, South Korea has joined the Organization for Cooperation between Railways (OSJD). The membership of OSJD has established a solid foundation for restoring a multimodal logistics system that connects the Korean peninsula to Eurasia countries, including China and Russia. In this paper, a questionnaire survey targeting working-level experts was conducted to find the barriers in constructing multimodal logistics that efficiently connect the port-continental railways of the Korean peninsula and the Eurasian nations. Survey items were divided into five categories-border crossing procedures, technology, facilities, operation, and government support. As a result, among the most important problems of international multimodal logistics in Eurasia that need to be solved on priority include improving transshipment facilities, eliminating inspection carried out at every country for transit, simplifying documents for customs clearance, and minimizing the changes in freight rates. In conclusion, for vitalizing the connection between the Korean peninsula and the continental railways, it is necessary to develop a transshipment system to facilitate the changes in tracks at the borders by making a joint effort with the international community. Second, railway and operational systems in South Korea, North Korea, China, and Russia should be standardized. Third, international cooperation among South Korea, North Korea, China, and Russia is essential for simplifying customs clearance at borders, priority departure of domestic cargo, sharing information about the changes in freight rates, and so on. Finally, the government should come up with measures to secure the quantity of cargo required to form block trains, while developing new business models.
