The sheetwise cadastral map data needs to become a Serial Cadastral Map (SCM) database for the promotion of the reliability of cadastral surveying, for the efficient operation of the Parcel Based Land Information System, and for the convenient use of land information as well. A large amount of money and time are required for the editing process of producing SCM DB in accordance with the $\ulcorner$Guideline for the Production of Serial Cadastral Maps$\lrcorner$ by the Ministry of Construction & Transportation if any of field surveying techniques is accompanied by. In addition, a boundary line that extends to a neat line does not meet the counterpart of the neighboring map sheet at a point. Such cases frequently occur and are much dependent upon the decisions of individuals in charge of editing or inspecting. The core processes of the research, firstly overlay SCM produced by the edition of the sheetwise cadastral maps with Autodesk Map on orthophoto images, secondly adjust the parcel boundaries which are delineated over more than one map sheet, and lastly compare the original boundary coordinates and areas with the corresponding adjusted ones and calculate root mean square errors (RMSEs). The research aims at promoting the quality of SCM by minimizing the inconsistency of parcel boundaries by means of the comparative analysis of the calculated RMSEs.

UAVs (Unmanned Aerial Vehicle) are generally classified into fixed-wing and rotary-wing type, and both have very different flight characteristics each other during photographing. These can greatly effect on the quality of images and their productions. In this paper, the change of the camera rotation angle at the moment of photographing was compared and analyzed by calculating orientation angles of each image taken by both types of payload. Study materials were acquired at an altitude of 130m and 260m with fixed-wing, and at an altitude of 130m with rotary-wing UAV over an agricultural land. In addition, an accuracy comparison of boundary surveying methods between UAV photogrammetry and terrestrial cadastral surveying was conducted in two parcels of the study area. The study results are summarized as follows. The differences at rotation angles of images acquired with between two types of UAVs at the same flight height of 130m were significantly very large. On the other hand, the distance errors of parcel boundary surveying were not significant between them, but almost the same, about within ${\pm}0.075m$ in RMSE (Root Mean Square Error). The accuracy of boundary surveying with a fixed-wing UAV at 260m altitude was quite variable, $0.099{\sim}0.136m$ in RMSE. In addition, the error of area extracted from UAV-orthoimages was less than 0.2% compared with the results of the cadastral survey in the same two parcels used for the boundary surveying, In conclusion, UAV photogrammetry can be highly utilized in the field of cadastral surveying.
In order to calculate the position of parcel boundary points, the area of the Parcel, and the length of the parcel boundary lines using a digitalized cadastral map or maps, the distortion of the map has to be corrected. The correction methods, such as the method of 2D affine transformation using 4 comer points of the edge lines, the method of tessellation into 9 subregions, the method of using the original surveying sheets, and the method of straightening the 4 edge lines, have been developed. In this Paper, the four methods were programed and applied to some sample cadastral maps and the correction accuracies were obtained and analysed. No method could prefectly correct the distortions because the distortions were irregular throughout the maps. However, it is found that tile method of straightening the 4 edge lines is the one which can minimize the distortions when the method is applied after applying the 2D projective transformation on the maps using the 4 comer points of the edges.
At present cadastral surveying is being driven fort combination of digitalized cadastral map accord with real cadastral boundary between cadastral resurvey area and World Geodetic System transformation about all country. So this study is conducted to newly establish items being needed in making digitalization of parcel boundary points based on the World Geodetic System in registration conversion surveying. For this study firstly management of mountainous districts Act, related laws and registration conversion-related laws and regulations are reviewd. Secondly, economical, administrative validation by using data from 12-branch companies of LX is analyzed. Thirdly, surveying method and procedure were established through experimental surveying on the two cases such as digital and analog area. Finally, through investigating standard of estimate about cadastral surveying, it was calculated amendment of registration conversion surveying fee based on World Geodetic coordinate System.

This study has proposed a methodology to detect suspicious facilities that occupy national and public land by using the cadastral and digital maps. First, we constructed a spatial database of national & public land based on the cadastral maps by linking its management ledger. Using the PNU (Parcel Number) code as a key field, the data managed by different institutions are integrated into a single spatial information DB (database) and then, the use or nonuse state of each parcel is confirmed on the cadastral map. Next, we explored the suspicious facilities that existed in the unused parcel by utilizing the digital topographical map. Then, the proposed methodology was applied for various regions and tested its feasibility. Through this study, it will be possible to improve the utilization of digital maps and to manage the national and public land efficiently and economically.

The human history has progressed closely related to land. Mankind started land administration as a tool of governance to make land the object of imposing taxation as well as developing the land administration as a concept of securing property rights. People have drawn boundary lines on the ground to form a land parcel according to the usage and/or ownership. Furthermore, the land administration has been developed as a registering system of cadastral records fer the public announcement of fixed boundary instead of changeable ground boundary. Currently the citizens demand the provision of accurate and diverse information on the land which is assessed to has high property value encouraged by the rapid development in the post-industrial society today. However, even though the fact that the Korean cadastral registers produced during the Land Investigation Project are still practically in use causes land-related disputes and promotes public mistrust because of the changed boundaries by parcel mutation, the expansion and contraction of map sheets and the quality deterioration and damage of map paper, but the ultimate resolution is not yet made so far. The distance difference between boundary points are compared and analyzed using TS surveying method in the research as a methodology to resolve the boundary inconsistency, the current problem of cadastral records. Consequently, I'd say that the new surveying method of registering the coordinates of real ground boundary has been regarded as more efficient than considering the matter on the map regardless of urban or rural areas.
This paper suggests the MMAS(Map Matching using Additional Surveying) method to improve the cadastral discrepancy search algorithm that currently does not include corrections of mis-represented parcel data. The MMAS is a method to search for cadastral discrepancy after correcting mis-represented parcel data using nearby anchor points confirmed by surveys. The MMAS first transforms the coordinate system of the digital cadastral map by overlaying anchor points obtained in the field surveying process over the corresponding edges of buildings and facility points on the digital topographic map. Then, it searches for cadastral discrepancy by checking if the area differences exceed the tolerance limit. This method improves the current method for searching for cadastral discrepancy by performing the process after correcting extortion of the digital cadastral map. This helps to identify cadastral discrepancies that are not detectable within the distorted digital cadastral map. With our experiment, this method identified more discrepancies compared to the method without the correcting the distortion of the digital cadastral map. We believe this method will be able to help the national cadastral re-survey by identifying potential cadastral discrepancy more accurately.

The cadastral administration is centered around cadastral maps. It is increasing that demand of the public for effective administration and higher quality of service through the development of application program of cadastral maps maintenance. Geo-Spatial Information System which is based on the graphic database of Yuseong-ku, Daejon City and the attribute database about cadastral information has been developed for effective maintenance and use in the part of map editing, public land price management and multi-parcel based work. In this pi-lot study, pointing out difficulties of database implementation and many experiences in the development of application program will be used effectively for further expansion of the automation of the cadastral administration.

Because of most current cadastral systems maintain 2D geometric descriptions of parcels linked to administrative records, the system may not reflect current tendency to use space above and under the surface. The land has been used in multi-levels, e.g. constructions of multi-used complex buildings, subways and infrastructure above/under the ground. This cadastre situation of multilevel use of lands cannot be defined as cadastre objects (2D parcel-based) in the cadastre systems. This trend has requested a new system in which right to land is clearly and indisputably recorded because a right of ownership on a parcel relates to a space in 3D, not any more relates to 2D surface area. Therefore, this article proposes a 3D spatial data model to represent geometrical and topological data of 3D (property) situation on multilevel uses of lands in 3D cadastre systems, and a conceptual 3D cadastral model in Korea to design a conceptual schema for a 3D cadastre. Lastly, this paper presents the results of an experimental implementation of the 3D Cadastre to perform topological analyses based on 3D Network Data Model to identify spatial neighbors.

It is crucial that we should set proper standards capable of efficiently handling new corrections of maps, connections of edges on the maps, administrative districts, and inter-scale connections in order to make serial cadastral maps. This study drew a two dimensional Parameter using an indent point, as a Review Control Point, on forest screening line or boundary line of administrative district. The study also introduced a few different transformations such as Affine Transformation, N-Degree Polynomial Transformation, and Projective Transformation, the two dimensional transformation methods to apply them to the connection of cadastal·forestry maps and the connection of parcels between the administrative districts, on the forestry map designed by discretionary edges on the maps per district unit with parcel numbers and tried to apply the coordinates transformation method to connections of maps to make serial cadastral maps.
