원양어업 옵서버 프로그램 운영현황과 개선방안 (Study on the status and improvement of national observer programs for Korean distant water fisheries)

  • After the United Nations Convention on the Law of the Sea (UNCLOS) and the United Nations Fish Stocks Agreement (UNFSA) came into effect, international cooperation through Regional Fisheries Management Organizations (RFMOs) was required, and each RFMO established and adopted the Conservation and Management Measure (CMM) for the regional Observer Programs to collect data on fishing activities and biological information and to monitor compliance with its CMMs. The observer coverage required by RFMO is set differently for each organization, ranging from 5% to 100%. In addition, tuna-RFMOs recommend increasing observer coverage in longline fisheries by at least 20% for reliable quantitative analysis of not only target species but also bycatch species and ecologically related species such as sharks, seabirds, sea turtles, and marine mammals. Therefore, in this study, we discussed ways to improve the national observer programs of Korean distant water fisheries that should be addressed in the future to respond to the RFMO trends.

동부태평양 한국의 다랑어 연승어업에서 상어류 체중대비 지느러미 중량 비율 추정 (Estimation of the Ratio of Fin Weight to Body Weight of Sharks for the Korean Tuna Longline Fishery in the Eastern Pacific Ocean)

  • The National Fisheries Research and Development Institute (NFRDI) conducted a circle hook experiment to compare the catch rates of target and bycatch species between J hook and circle hooks in the tuna longline fishery of the Eastern Pacific Ocean, which is located between $9^{\circ}13'S-1^{\circ}36'N$ and $126^{\circ}00'-138^{\circ}21'W$. Sampling was conducted from September 20 to October 23, in 2006. In this survey, we collected shark data to obtain the ratio of fin weight to body weight of sharks. Overall, 413 sharks belonging to 9 species were caught on 62,464 hooks. The total weight of the sharks caught was 11,093 kg. The ratio of wet fin weight to body round weight of sharks by species ranged from 3.7% to 7.7%, while the mean was 5.4%. The total ratio of wet fin weight to the dry fin weight of sharks ranged 0.38 to 0.70 and the mean value was 0.53. The ratio of dry fin weight to the body round weight of the sharks was estimated to be 2.86%.

북서태평양 꽁치 자망의 망지 재료에 따른 어획성능 및 망목선택성 (Relative efficiency and mesh selectivity of monofilament and twisted multifilament nylon gill net for Pacific saury, Cololabis saira, in the Northwest Pacific Ocean)

  • To determine the relative efficiency and mesh selectivity of gill net for the Pacific saury, Cololabis saira, a series of fishing experiments was carried out in the Northwest Pacific Ocean from August 13 to October 13 in 2002, using gill nets of different mesh size(30, 33, 35, 37, 39 and 42mm) constructed from two kinds of twine material(monofilament, twisted multifilament nylon web). The relative efficiency of two material gears was expressed as the ratio obtained by dividing monofilament catch by multifilament catch in number. The master selection curve of each material gear was estimated by applying the extended Kitahara's method. The catch of experimental gears is mostly Pacific saury(98.6%), Cololabis saira. The kinds of bycatch are common squid(0.7%), Pacific mackerel(0.6%), etc. Catch comparisons in the two gears showed that monofilament nylon nets are 1.7 times more efficient. The optimum values in monofilament and multifilament gill net for Pacific saury are 8.28 and 8.23, respectively.

망목형 탈출장치의 선택성과 정치망에 적용 가능성 (A Study on the Selectivity of the Mesh type Escape Device and the Applicability in a Set Net)

  • This thesis is the fundamental study on the adaptation of escape device for reducing small fishes in set-net. The escape devices for experiments were made the mesh-type devices with three different mesh sizes (60.6, 75.8 and 120.0mm). The experiments of size selectivity on escape devices were conducted by using two kinds of species as black rockfish (Sebastes schlegeli) and sea perch (Lateolabrax maculatusi) in the experimental tank. The size selectivity curve was fitted by using a logistic function and the parameters of selectivity curve were estimated by a maximum likelihood method. In the results; 50% selection ranges for the mesh-type escape devices with three different mesh sizes were; a black rockfish was 18.99 in mesh size 60.6mm and 21.96 in mesh size 75.8mm (120mm could not estimate). A sea perch was 22.02 in mesh 60.6mm and 24.46 in mesh size 75.8mm (120mm could not estimate). The 50% selection range of a black rockfish was wilder than a sea perch about 1.1~.2 time. Therefore, the small fishes are able to reduce by using the mesh type escape device. However, the optimum mesh size should be decided to consider the size of target species and economics of catches.

정치망의 치어혼획저감을 위한 그리드형 탈출장치의 선택성에 관한 연구 (A study on the selectivity of grid type escape device for the reduction of small size of fish in set net)

The escape devices for experiments were made the grid-type devices with three different slit sizes (15, 20 and 25mm). The experiments of size selectivity on escape devices were conducted by using two kinds of species as black rockfish (Sebastes schlegeli) and sea perch (Lateolabrax maculatusi) in the experimental tank. The size selectivity curve was fitted by using a logistic function and the parameters of selectivity curve were estimated by a maximum likelihood method. In the results; 50% selection ranges for the grid-type escape devices with three different slit sizes were; a black rockfish was 13.30, 19.22 and 22.06cm and a sea perch was 17.64, 20.91 and 22.78cm, respectively. The 50% selection range of a black rockfish was wilder than a sea perch about 1.1~1.3 time. Therefore, the small size of fish are able to reduce by using the grid type escape device. However, the optimum slit size of grid should be decided to consider the size of target species and economics of catches.

중서부태평양해역 다랑어어업의 생태계기반 어업 위험도 평가 (Evaluation of Korean distant water tuna fisheries in the Western and Central Pacific Ocean using ecosystem-based fishery risk assessment)

  • Tuna fisheries were applied to an integrated ecosystem-based fishery risk assessment method using indexes of target species status, inhabited species in a target ecosystem, habitat quality and socio-economic benefit of affected fisheries. This study suggested more effective and efficient management measures to break away from traditional management methods, such as limitation of catch and fishing effort. The results presented that the objective risk index (ORIS) on sustainability of bigeye and yellowfin tunas by purse seine fishery was estimated high due to the high catch ratio of small fishes. The ORIs of biodiversity (ORIB) and habitat quality (ORIH) of purse seine fishery were also estimated at a high level from using fish-aggregating devices (FAD). However, due to skipjack tuna's high catches, the ORI of socio-economic benefit (ORIE) was estimated at a very low level. Due to the high bycatch rate, ORIB was high, and ORIS and ORIH were evaluated at a low level in longline fishery. Due to strengthern of fishing restrictions and increase of fishing costs, the ORIE was assessed to be very high. The ecosystem risk index (ERI) for two tuna fisheries was assessed low, but the overall FAD management by purse seine fishery is necessary at the ecosystem level.

한국 서행 상괭이 (Neophocaena asiaeorientalis)의 먹이습성과 섭식량 (Feeding Habits and Consumption by Finless Porpoises (Neophocaena asiaeorientalis) in the Yellow Sea)

  • We investigated the stomach contents of finless porpoises collected in the Yellow Sea. Prey organisms in the stomachs of 109 finless porpoises were identified as 11 species of fish, 8 species of shrimp and 4 species of cephalopod. Index of Relative Importance analysis revealed that the porpoises fed mainly on the Japanese sand shrimp (Crangon affinis). The energy density of the prey was estimated to be 5.46 kJ. The daily energy requirement was estimated to be 18,051 kJ/day for a porpoise with an average weight of 32.49 kg. The estimated annual consumption by finless porpoises in the Yellow Sea was 25,454 tons. The average commercial catch in the Yellow Sea by Korean fisheries was 135,913 tons from 2005 to 2009. Assuming that the abundance of finless porpoises is stable, porpoises ate approximately 18.7% of the commercial catch. The fishery catch may be influenced by the consumption by finless porpoises, while fishery bycatch is a cause of porpoise mortality in the Yellow Sea.

남동태평양의 전갱이트롤어업 현황 (Fishing status of jack mackerel fishery in the southeastern Pacific Ocean)

  • To investigate the catches of jack mackerel fishery, a series of fishing experiments was conducted in the high seas of the southeastern Pacific Ocean ($30^{\circ}S-38^{\circ}S,\;82^{\circ}W-95^{\circ}W$) during the period of 9 August to 18 December, 2003 by commercial fishing vessel and research vessel. The number of 205 tows fishing was carried out in the southeastern Pacific Ocean. The total catch was 1,988 ton and CPUE was 2.4 ton/hour. CPUE showed high values in the frontal zone during the survey. Main target species caught from the experimental fishing were the jack mackerel, Trachurus murphyi (98.1%) and chub mackerel, Scomber japonicus (1.9%) as bycatch. Body length of the jack mackerel was different between female and male. The high mean catch per unit effort of jack mackerel was showed when the fishing ground of jack mackerel fishery was over the $110^{\circ}W$ in the southeastern Pacific Ocean. But the fluctuation of the catch per unit effort in the western part of fishing ground was not matched with those year. Reliable physical and oceanographical information will be useful for the efficiency of fishing activity. According to the result of monthly movement of center of fishing ground, the fishing activity of jack mackerel fishery was performed northward in the southeastern Pacific Ocean as time passes.

전남지역 낭장망의 어구 및 어획물 비교 (Comparison of fishing gears and catches by areas in the Gape net with wings in Jeonnam, Korea)

  • This study was carried out to compare the regional fishing gears and catches of the gape net with wings used in Jeonnam, Korea. The total length of the gear used in Yeosu, Wando and Jindo was 107.0m, 64.0m, 52.8m, and the size of codend was 4.3mm. 7.8mm. 9.8mm, respectively. The total number of bycatch species from anchovy (Engraulis japonicus) catches in Yeosu, Wando, and Jindo during the survey period were 21, 13, and 13 species. A total of individuals of anchovy accounted for over 90% out of total catches in all survey areas. The proportion of anchovy individuals was constantly high up to October in Yeosu, but it showed a sharp reduction to 18% in October in Wando with the increase of the individuals of Kammal thryssa (Thryssa kammalensis) and Big eyed herring (Sardinella zunasi). In Jindo, individuals of anchovy occupied over 99.8% out of total catches up to August. Since August, the number of individuals of Big eyed herring (Sardinella zunasi), Kammal thryssa (Thryssa kammalensis), and Slimy (Leiognathus nuchalis) has increased while the number of anchovy individuals were decreased.

우리나라 서해남부해역의 새우류 어획물에 대한 자원생물학적 연구 -1. 어획물조성과 젓새우류의 산란시기- (fisheries Biology of Shrimps in the South Western Waters of Korea -1. Species Composition of Catches and Spawning Season of Acetes sp. for the Korean Shrimp Fishery-)

  • 우리나라 새우류 생산의 $45\%$ 이상을 차지하는 서해남부해역의 새우어업에 대한 어획물 조성뿐만 아니라 주요 어획대상종인 젓새우류 (Acetes japonicus, A. chinensis)의 자원생물학적 특성치로서 성비, 체장과 체중 및 포란수와의 상관관계와 그들의 산란시기를 조사하였다. 어장에서 이용되는 주머니얽애그물의 어획물을 2000년 3월부터 2001년 2월까지 매월 채집하였다. 총 59종이 출현하였으며 새우류 14종, 어류 34종, 기타 갑각류 8종 및 두족류 3종으로 나타났다. 조사기간동안 새우류에 대한 부수어획물의 비는 2000년 4월에 2.42로 가장 높게 나타났으며, 2000년 8월과 2001년 2월을 제외하고 전 기간동안 1 미만으로 나타났다. 이러한 결과는 다른 지역이나 다른 국가에서 행해지는 새우어업과 비교해 볼 때 본 어법은 새우류에 대한 어구선택성이 탁월하고 다른 어종에 미치는 영향이 작다는 것을 지적해 주고 있다. 본 연구지역에서 출현량이 가장 많은 분류군은 젓새우류 (A.ja-ponicus, A. chinensis)로 나타났다. 이들의 평균 성비는 젓새우의 경우 1.44 $\pm$ 0.42, 중국젓새우의 경우 1.44 $\pm$ 0.43으로 나타나 두 종 모두 암컷이 더 많이 출현하는 경향을 보여주었으며, 특히 8월에 암컷의 비율이 가장 높게 나타났다. 젓새우의 평균 포란수는 4,812 $\pm$ 1,511개로 나타났으며, 중국젓새우의 평균 포란수는 5,561 $\pm$ 1,900개로 나타났다. 두 종에 있어서 성숙한 암컷개체는 5월에서 8월까지 나타났다. 또한 생식소 숙도지수 (GSI)는 7월과 8월에 높게 나타났으며, 7월에 가장 높은 것으로 나타났다. 이러한 결과는 그들의 산란시기가 여름이라는 것을 지적해 주고 있다.
