Optimal protocol for teleconsultation with a cellular phone for dentoalveolar trauma: an in-vitro study

  • Purpose : Dental trauma is frequently unpredictable. The initial assessment and urgent treatment are essential for dentists to save the patient's teeth. Mobile-phone-assisted teleconsultation and telediagnosis for dental trauma could be an aid when a dentist is not available. In the present in-vitro study, we evaluated the success rate and time to transfer images under various conditions. Materials and Methods : We analyzed the image quality of cameras built into mobile phones based on their resolution, autofocus, white-balance, and anti-movement functions. Results : The image quality of most built-in cameras was acceptable to perform the initial assessment, with the autofocus function being essential to obtain high-quality images. The transmission failure rate increased markedly when the image size exceeded 500 kB and the additional text messaging did not improve the success rate or the transmission time. Conclusion : Our optimal protocol could be useful for emergency programs running on the mobile phones.

Analysis-oriented model for seismic assessment of RC jacket retrofitted columns

  • One of the most common strategies for retrofitting as-built reinforced concrete (RC) columns is to enlarge the existing section through the application of a new concrete layer reinforced by both steel transverse and longitudinal reinforcements. The present study was dedicated to developing a comprehensive model to predict the seismic behavior of as-built RC jacketed columns. For this purpose, a new sectional model was developed to perform moment-curvature analysis coupled by the plastic hinge method. In this analysis-oriented model, new methodologies were suggested to address the impacts of axial, flexural and shear mechanisms, variable confining pressure, eccentric loading, longitudinal bar buckling, and varying axial load. To consider the effective interaction between core and jacket, the monolithic factor approach was adopted to extent the response of the monolithic columns to that of a respective RC jacket strengthened column. Next, parametric studies were implemented to examine the effectiveness of the main parameters of the RC jacket strategy in retrofitting as-built RC columns. Ultimately, the reliability of the developed analytical model was validated against a series of experimental results of as-built and retrofitted RC columns.

A Review of Quality Management and Improvement of Trauma Fee Schedule in Regional Trauma Center (권역외상센터의 질 관리와 수가 개선 현황)

  • The emergency medical service system in Korea was built upon the Emergency Medical Service Act, 1995 to respond adequately to be much in demand for emergency medical services. In addition, the government recognized the importance of the trauma care system and set out to plan for the designation and establishment of the regional trauma center by 2012. This study aimed to investigate features of quality management and trauma fee schedule on better understanding of trauma care system. First, quality management of the regional trauma center has been implemented by several quality programs involved in quality assessment, committee on trauma quality management, and mortality and morbidity conference. Second, the trauma fee schedule has reflected a specific quality of severe traumatic conditions and added the result to it, which are graded A, B, and C according to quality assessment. Although the government has contributed to instituting a trauma quality assessment program and trauma fee schedule for the regional trauma center, it could not lead to such a fixed standard for quality management of them. Therefore, it will promote discussion on the sustainability of the regional trauma center that requires reducing preventable trauma death rate and the way to apply comprehensive quality management.

  • Current web accessibility checks and automatic assessments have been pointed out that the assessment items and scores are evaluated from the developer's point of view rather than from the user's one. In addition, although most of the grades of an automatic assessment on the public web sites are excellent because they are built in accordance with the web accessibility development guidelines, not a few web sites shows relatively low grades in evaluating their usability test made by those users. Taking into account the inadequacy of these web accessibility assessments, this study has identified the differences between the grades of usability evaluations and automatic evaluations for people with low vision and analyzed the major factors affecting web accessibility usability evaluations using Repertory Grid Techniques. Also, the Hard Laddering method of the Means-End Chain theory was adopted to visualize the relationship between Attributes-Conferences-Value and a hierarchical value system analysis based on FGI(Focused Group Interview) to people with the low vision. This study proposed the measures to improve the current web accessibility automatic assessment allocation, expert evaluation criteria, and user task assessment. In particular, it is a web accessibility user evaluation model that can consider the web accessibility quality certification criteria and user review assessment by directly analyzing the user cognitive structure and value system. This study is expected to be useful as a research to enhance the quality of web accessibility assessment.

Aesthetic Value of Korean National Parks' Landscape: Its Appreciation and Protection Strategies (국립공원 경관 가치의 증진방안)

  • Natural resources managers have considered the landscape without detailed consideration of aesthetic values of the landscape and geomorphological significance of unique landforms. Since EIA system was introduced in 1981, values associated with landscape protection have been neglected at best compared with those values traditionally attributed to environmental protection, including clean air, water quality and species protection. Black top highways are being built without consideration of harmful effects to the sea cliffs. Sea walls and tetrapod are being installed to protect the coastal towns and fish markets for tourist. However, beach itself are experiencing accelerated erosion due to the shortage of proper coastal engineering expertise. Hotels and condominiums are under construction on a massive scale around the national parks, which substitute the scenic ridges with concrete profiles. To protect the scenic beauty of national parks, their design and construction material should be more harmonious with the surroundings. Therefore, visual impact assessment should be applied both within the national park boundary and beyond to enhance the aesthetic values of national parks.

The Characteristics of Air Temperature Distribution by Land-use Type -A case study of around Automatic Weather Station in Seoul- (토지이용 유형에 따른 기온 특성 -서울시 자동기상관측지점 주변을 사례로-)

  • The influence of land-use type on surrounding temperature was studied the relationships between land-use types and the air condition analyzing AWS (Automatic Weather Station) data of Seoul from KMA (Korea Meteorological Administration). The distribution of air temperature by land-use type has been influenced by the different heating and cooling rates. The difference of heating rates depending on the land-use type was largest at 2~3hours after sunrise and the difference of cooling rates was largest from 2hours before sunset to 2hours after sunset with its maximum at sunset. The difference of cooling rates is greatest in a clear and calm weather situation and the large difference in cooling rates between the green areas and built-up area is up to $1.5^{\circ}C/h$. By season, the difference of cooling rates is largest in fall and in turn spring, winter and summer. In a cloudy or rainy day, the difference in heating and cooling rates on land-use type is not distinct but the tendency is similar to a clear day. In all seasons, the rate of difference occurrence of the daily range of temperature between the green areas and built-up area was large, especially fall. In a fall with a clear and calm day, the magnitude of the daily range of temperature between the green areas and built-up area was largest.

A Cross-Validation of SeismicVulnerability Assessment Model: Application to Earthquake of 9.12 Gyeongju and 2017 Pohang (지진 취약성 평가 모델 교차검증: 경주(2016)와 포항(2017) 지진을 대상으로)

  • This study purposes to cross-validate its performance by applying the optimal seismic vulnerability assessment model based on previous studies conducted in Gyeongju to other regions. The test area was Pohang City, the occurrence site for the 2017 Pohang Earthquake, and the dataset was built the same influencing factors and earthquake-damaged buildings as in the previous studies. The validation dataset was built via random sampling, and the prediction accuracy was derived by applying it to a model based on a random forest (RF) of Gyeongju. The accuracy of the model success and prediction in Gyeongju was 100% and 94.9%, respectively, and as a result of confirming the prediction accuracy by applying the Pohang validation dataset, it appeared as 70.4%.

  • Environmental Impact Assessment (EIA) and Environmental Management Systems (EMS) are perceived by many to be separate environmental tools. EIA serves as a systematic and predictive tool for assessing the potentially significant impacts of developments on the environment. An EMS, on the other hand, is used to consider the key impacts of operational businesses on the environment. The main difference to note is that during the EIA process impacts on developments are predicted. A proposed development has yet to be built and therefore an element of uncertainty is associated with these assessments. With an EMS, the business or organization's processes are already in operation. Even though there is also an element of prediction involved, it is a comparatively easier task to investigate what the environmental impacts of these processes are. However, in contrast with the orientation of EIA to further development actions, EMS involves the review, assessment and incremental improvement of an existing organization's environmental effects. EMS can thus be regarded as a continuation of EIA principles into the operational stage of a policy, plan, program and project. EIA may be carried out without fully supporting necessary informations to EMS.

A Study on the Wind Characteristics of Skyscraper Prevailing Wind Direction (초고층건물 탁월풍 방향의 바람 특성에 관한 연구)

  • Since 1990s many skyscrapers have been built in Seoul. However, gusty winds occur among tall buildings by descending turbulences due to the upper air blocking. This study aims to investigate the wind characteristics of skyscraper prevailing wind direction. In order to evaluate the building wind in this area, The wind speed and the wind direction were measured using propeller type RM-Young wind monitor in this study. The maximum wind speed was recorded by 15.1 m/sec and the main wind direction is WNW and NW. The ultimate purpose of this study is to figure out the phenomena of building wind impact and also to provide essential basic data for establishing proper guidelines in building wind impact assessment for skyscrapers in Korea.

  • This paper diagnose subjects and measures the learning ability of students based on the goal of developing an assessment tool for education productivity based on multi-aspect evaluation conducted by ICEE at Honam University. Furthermore, develop an assessment tool for education productivity that provides a motive to bring detailed improvements in teaching methods through the diagnosis. In addition, a method for compensating the issues and improving the quality of subject is suggested to develop learning ability of students through applying the assessment tool. An integrated operated system of CQI is desired to be built along with quality improvement of education through measuring academic quality by studying the methods for enhancing academic and learning ability achievement from analysis of the curriculum provided in the "ABEEK program". Through this study the current state of education productivity is presented through analyzing the difference between students who participated in the "ABEEK program" and who did not participate, and operating a comparison between the student's comprehension on their majors and liberal arts by the multi-aspect evaluation that has been conducted for 2 years.
