  • The main aim of this paper is to show that Gadamer's notion of historical constraint of interpretation is an unsuccessful theoretical postulation. Gadamer tries to present the limits of knowledge and interpretation in terms of his notion of understanding as an event. According to Gadamer, interpretation is bound to be incomplete by nature, and this leads to the thesis of "the uncertainty of interpretation". Although Gadamer seems to make his case successfully against the objective and ahistorical frame of interpretation, his thesis of the uncertainty of interpretation inevitably brings up the fear of nihilistic relativism. To meet this problem, Gadamer offers a constraint of hermeneutic situation, which is derived from the historicity underlying all forms of our existence. Nevertheless, the notion of historicity as the essence of human life does not seem to explain successfully how the actual content of an interpretation is constrained. Drawing on the experientialist notion of 'the embodied understanding", I suggest that the working constraint of interpretations can be appropriately found in the commonality of human experience which is conspicuous at the bodily and physical level of experience. In sum, interpretations, as part of mental and abstract level of experience, arise out of the bodily and physical level of experience, and at the same time strongly constrained by it.

  • In recent years the popularity of multi-hop wireless networks has been growing. Its flexible topology and abundant routing path enables many types of applications. However, the lack of a centralized controller often makes it difficult to design a reliable service in multi-hop wireless networks. While packet routing has been the center of attention for decades, recent research focuses on data discovery such as file sharing in multi-hop wireless networks. Although there are many peer-to-peer lookup (P2P-lookup) schemes for wired networks, they have inherent limitations for multi-hop wireless networks. First, a wired P2P-lookup builds a search structure on the overlay network and disregards the underlying topology. Second, the performance guarantee often relies on specific topology models such as random graphs, which do not apply to multi-hop wireless networks. Past studies on wireless P2P-lookup either combined existing solutions with known routing algorithms or proposed tree-based routing, which is prone to traffic congestion. In this paper, we present two wireless P2P-lookup schemes that strictly build a topology-dependent structure. We first propose the Ring Interval Graph Search (RIGS) that constructs a DHT only through direct connections between the nodes. We then propose the ValleyWalk, a loosely-structured scheme that requires simple local hints for query routing. Packet-level simulations showed that RIGS can find the target with near-shortest search length and ValleyWalk can find the target with near-shortest search length when there is at least 5% object replication. We also provide an analytic bound on the search length of ValleyWalk.

  • Alkali-treated red algae, Gracilaria sp. was irradiated with various doses of cobalt-60 gamma-rays and the yeild and properties of agar extracted from the seaweed were examined and compared with the quality of commercial agar powder after irradiation. Extraction yield of agar from irradiated seaweed was proportionally increased as the radiation dose was raised up to 2 Mrad whereas it tended to decrease slightly thereafter. Gelation ability, gelation point, gel hardness and specific viscosity of the agar were increased up to 1 Mrad and decreased at higher dose levels while its melting point, total nitrogen, crude ash and total sulfur decreased up to 1 Mrad level and remained unchanged thereafter. Irradiation of commercial agar powder caused remarkable decreases in the gelation ability, specific viscosity and gel hardness and slight decreases in the gelation point and melting point. The pattern of alterations in the properties of agar samples differed whether the polysaccharide was irradiated in free state or bound state in seaweed.

  • TCR subunits are members of membrane-bound receptors which allow the fast and efficient elimination of the specific fish pathogens have regulated function in adaptive immunity. Sequence structure of TCR subunits have been reported for various teleosts, but the information of each TCR subunit functional characterization through expression analysis in fish was unknown. In this study, we examined the gene expression of TCR subunits in the early developmental stages and observed transcript levels in various tissues from healthy adult olive flounder by RT-PCR. The mRNA expression of alpha subunit was already detected in the previous hatching step. But the transcripts of another TCR subunit were not observed during embryo development and increased after hatching and maintained until metamorphosis at the same level. It was found that all TCR subunits mRNAs are commonly expressed in the immune-related organ such as spleen, kidney and gill, also weak expressed in fin and eye. TCR alpha and beta subunit were expressed in brain, whereas gamma and delta were not expressed same tissue. The sequence alignment analysis shows that there are more than 80% sequence homology between TCR subunits. Because it has a high similarity of amino acid sequence to expect similar in function, but expression analysis show that will have may functional diversity due to different time and place of expression.

  • In this paper, we propose an image enhancement algorithm to improve license plate extraction rate in various environments (Day Street, Night Street, Underground parking lot, etc.). The proposed algorithm is composed of image enhancement algorithm and license plate extraction algorithm. The image enhancement method can improve an image quality of the degraded image, which utilizes a histogram information and overall gray level distribution of an image. The proposed algorithm employs an interpolated probability distribution value (PDV) in order to control a sudden change in image brightness. Probability distribution value can be calculated using cumulative distribution function (CDF) and probability density function (PDF) of the captured image, whose values are achieved by brightness distribution of the captured image. Also, by adjusting the image enhancement factor of each part region based on image pixel information, it provides a function that can adjust the gradation of the image in more details. This processed gray image is converted into a binary image, which fuses narrow breaks and long thin gulfs, eliminates small holes, and fills gaps in the contour by using morphology operations. Then license plate region is detected based on aspect ratio and license plate size of the bound box drawn on connected license plate areas. The images have been captured by using a video camera or a personal image recorder installed in front of the cars. The captured images have included several license plates on multilane roads. Simulation has been executed using OpenCV and MATLAB. The results show that the extraction success rate is more improved than the conventional algorithms.

  • The purpose of this study was to investigate the residents' opinions about community mental health in the Taegu-Kyungpuk area for the future development of a community mental health program and model appropriate for Korea, The subjects were 152 residents in the Taegu - Kyungpuk area. In July 1999, the data was collected using a convenience sample technique. Mental health status was significantly different for the level of occupational advantage(x$^2$=15.684, p<.05) and physical health(x$^2$=39.262, p<.000). Factor structure for mental health problems with the percentage of variance was as follows. optimistic view(27.518), dark view(10.758), mastery(6.200), discomfiture(6.101) and life style(5.641). Most of the respondents(92.1%) took the mental health problems seriously. The serious aspects of the mental health problem were found to be epilepsy, mental retardation, neurosis and schizophrenia respectively. Concerning about the view of community mental health, most of the respondents answered that the a C.M.H.C. was ‘useful and urgent’ concerning the need for C.M.H,(77.6%). They answered positively on the utilization of C.M.H.C(75.7% ) and preferred the separately new community mental heath center. A psychiatrist was preferred as the key person in charge(44.1%). If community mental health centers were established in a community health center, they answered that the expected major problem would be quality control of care(44.7%). They preferred the psychiatrist's office as the recommended agency for the insane(44.7%). Opinions of the asylum system were found very negative in respect to psychiatric therapy and humanitarianism. The results of this study will help establish a relevant model for this community as the primary site for a community-based mental health model.

  • Factor for inversion stimulation (FIS), the Escherichia coli protein, is a positive regulator of the transcription of genes that encode stable RNA species, such as rRNA and tRNA. Transcription of the rnpB gene encoding M1 RNA, the catalytic subunit of E. coli RNase P, rapidly declines under stringent conditions, as does that of other stable RNAs. There are multiple putative FIS binding sites upstream of the rnpB promoter. We tested whether FIS binds to these sites, and if so, how it affects rnpB transcription. In vitro binding assays revealed specific binding of FIS to multiple sites in the rnpB promoter region. Interestingly, FIS bound not only to the upstream region of the promoter, but also to the region from +4 to +18. FIS activated rnpB transcription in vitro, but the level of activation was much lower than that of the rrnB promoter for rRNA. We also examined the effects of FIS on rnpB transcription in vivo using isogenic $fis^+$ and $fis^-$ strains. rnpB transcription was higher in the $fis^-$ than the $fis^+$ cells during the transitions from lag to exponential phase, and from exponential to stationary phase.

  • $[Lys^7$]dermorphin, abbreviated K7DA, which has structural features similar to a metabolically stable $\mu$-opioid peptide agonist $[D-Arg^2, Lys^4$]dermorphin analogue (DALDA), but is intrinsically more potent with respect to binding to the $\mu$-opioid peptide receptor. The present studies report on attempts to enhance brain uptake of systemically administered K7DA by conjugation to a complex of streptavidin (SA) and the OX26 murine monoclonal antibody to the rat transferrin receptor, which undergoes receptor-mediated transcytosis through the blood-brain barrier (BBB). SA-OX26 conjugate mediates BBB transport of biotinylated therapeutics. The K7DA is monobiotinylated at the $\varepsilon$-amino group of the $[Lys^7$] residue with cleavable linker using NHS-SS-biotin. The brain uptake of $^{125}I$ labeled biotinylated K7DA ($^{125}I$-bio-SSa-K7DA) was very small and rapidly metabolized after intravenous injection. The brain uptake, expressed as percent of injected dose delivered per gram of brain, of the $^{125}I$-bio-55-K7DA bound to the SA-OX26 conjugate $^{125}I$-bio-SS-K7DA/SA-OX26) was 0.14$\pm$0.01, a level that is 2-fold greater than the brain uptake of morphine. The cleavability of the disulfide linker in vivo in rat plasma and brain was assessed with gel filtration HPLC and intravenous injection of labeled opioid chimeric peptides. The disulfide linker is stable in plasma in vivo but is cleaved in rat brain in vivo. In conclusion, these studies show that delivery of these potential opioid peptides to the brain may be improved by coupling them to vector-mediated BBB drug delivery system.

  • Streptococcus pneumoniae is the major pathogen that frequently causes serious infections in children, the elderly and immunocompromised patients. S. pneumoniae is known to produce reactive oxygen species (ROS) and S. pneumoniae-produced ROS is considered to play a role in pneumococci pathogenesis. SIGN-R1 is the principal receptor of capsular polysaccharides (CPSs) of S. pneumoniae. However, there is a considerable lack of knowledge about the protective role of SIGN-R1 against S. pneumoniae-produced ROS in SIGN-$R1^+$ macrophages. While investigating the protective role of SIGN-R1 against ROS, we found that SIGN-R1 intimately bound to peroxiredoxin-1 (Prx-1), one of small antioxidant proteins in vitro and in vivo. This interaction was increased with ROS generation which was produced by stimulating SIGN-R1 with dextran, a polysaccharide ligand of SIGN-R1. Also, SIGN-R1 crosslinking with 22D1 anti-SIGN-R1 antibody increased Prx-1 in vitro or in vivo. These results suggested that SIGN-R1 stimulation with CPSs of S. pneumoniae increase the expression level of Prx-1 through ROS and its subsequent interaction to SIGN-R1, providing an important antioxidant role for the host protection against S. pneumoniae.

  • Under future internet environment, wireless sensor networks will be used in a wide range of applications. A major problem for designing sensor protocol is developing the most energy efficient technique to monitor an area of interest for a long time since sensors have some constraints such as small and a limited energy level. In addition, data latency is often a critical issue since sensory data is transmitted via multi hop fashion and need to be delivered timely for taking an appropriate action. Our motivation for designing a data forwarding protocol is to minimize energy consumption while keeping data latency bound in wireless sensor networks. In this paper, we propose a data forwarding protocol that consists of wakeup scheduling and MAC protocols, the latter of which is designed to achieve load balancing. Simulation results show that the proposed framework provides more energy-efficient delivery than other protocol.
