Port operation is largely divided into gate operation, yard operation and berth operation. Operation strategy and optimal resource allocation for three parts are important in the productivity of the port operation.. Especially the resource allocation planning in berth operation needs optimization, because it is directly connected with the processing time in shipping. Berth planning is not independent on recourse allocation but interrelated with yard stacking area allocation. Therefore, we design the optimized module of berth planning and give priority to interrelationship with yard space allocation, while existing studies design independent resource allocation in berth planning. We suggest constraints by mathematical method, and they are related to yard stacking area allocation with existing constraints. Then we look for solutions, use tabu search to optimize them, and design optimized the berth planning module. In the performance test of optimized module design of berth planning, we find that the berth planning with yard stacking area allocation takes less processing time than without yard stacking area allocation.
As the suitability of berth allocation will ultimately have a significant influence on the performance of a berth, a great deal of attention should be given to berth allocation. Generally, a berth allocation problem has conflicting factors between servers and users. In addition, there is uncertainty in great extent caused by various factors such as departure delay, inclement weather on route, poor handling equipment, a lack of storage space, and other factors contribute to the uncertainty of arrival and berthing time. Thus, it is necessary to establish berth allocation planning which reflects the positions of interested parties and the ambiguity of parameters. For this, a berth allocation problem is formulated by fuzzy 0-1 integer programming introducing the concept of maximum Position Shift(MPS). But, the above approach has limitations in terms of computational time and computer memory when the size of problem is increased. It also has limitations with respect to the integration of other sub-systems such as ship planning system and yard planning system. For solving such problem, this paper focuses particularly on developing an efficient heuristic algorithm as a new technique of getting an effective solution. And also the suggested algorithm is verified through the illustrative examples and empirical appalicaton to BCTOC.
His paper looks more closely at the Republic of Korea's (ROK) Navy submarine berth-allocation strategies, with the study's results ultimately resulting in the proposition of an integer programming model. Current submarine berth-allocation planning problems include the need for more minimal berth-shifting and general support service failures, as a lack of efficient submarine berth-allocation often leads to submarines unable to receive the support service they need due to the inadequacy of their assigned berths. Currently, the ROK Navy allocates berths by only taking available reserve resources and the full-capacity limits of support services into account. This paper expands upon this strategy, and proposes a model which would allow for submarine berth allocation planning to also take submarine support service scheduling into account, allowing for more efficient and timely submarine servicing. This proposed model in turn minimizes berth shifting, support service failures, and allows for full coordination with the submarine support service request schedule. The construction of this model was carried out through data gathered on the ROK Navy's fleets and forces, allowing for a more nuanced analysis of existing issues with submarine berth-allocation planning.
This paper presents an estimation method of container handling capacity and selection of resource allocation strategies of container terminals using the computer simulation models. Simulation models are developed to model container terminal consisting of 4 berths considering the berth allocation strategies, crane allocation strategies and the total number of container cranes using Arena simulation package. The proposed models do not consider the yard operations and gate operations. All the input parameters for the models are estimated on the basis of the existing container terminal operation data and the planning data for the automated container terminal planned by Korean government. Four berth allocation strategies and three crane allocation strategies are considered. The total number of container cranes considered ranges from 12 to 15. Non-terminating simulation techniques are utilized for the performance comparison among alternatives. The performance measures such as average ship turnaround time, average ship waiting time, average ship service time, the number of containers handled per year, and the number of ships processed per year are used. The result shows that the berth allocation strategy minimizing the sum of the number of ships waiting, the number of busy container cranes and number of ships handled performs better than any other berth allocation strategies. In addition, the crane allocation strategy allocating up to 5 container cranes per berth performs better than any other crane allocation strategies. Finally there are no significant performance differences among the alternatives consisting of different total number of container cranes allocated.

This paper deals with the development of simulation model for the container terminal consisting of 3 berths, 8 container cranes, 16 yard blocks with each yard cranes and 90 yard trucks in order to evaluate the various operational rules. The proposed operational rules are 3 ship dispatching rules, 3 berth allocation rules, 2 crane allocation rules, 2 yard allocation rules and 2 yard truck allocation rules and 4 performance measures like ship time in the terminal, ship time in the port, the number of ships processed and the number of containers handled are considered. The simulation result are as follows. 1) no difference among 3 ship dispatching rules, 2) berth allocation rules depends on performance measures 3) dynamic crane allocation is better than fixed policy 4) pooling yard allocation is better than short distance yard allocation rules and 5) fixed yard truck allocation by berth is a little better than pooling policy.

Navy surface vessels require pier services such as emergency repair, oil supply, arm loading/unloading, craning, standby readiness, normal repair, gun arrangement, ammunition loading, and food loading during the period in port. The purpose of this study is to establish efficient berth allocation plan for navy surface vessels in home port under the limited resources of piers and equipments. This study suggests Mixed Integer Programming model for berth allocation problem, considering precedence relationships among services and the uncertainty of the arrival and departure for each vessel. For an effective analysis, the model is implemented by ILOG OPL(Optimization Programming Language) Studio 6.0 and ILOG CPLEX 11.1., which shows a reasonable result.

In these days the berth operation problems have been many studied. The berth operation rules differ from port to port and the problem is highly dependent on natural geographical and operational environment of port. In Inchon Port the ship’s entrance into port and departure from port is extremely affected status of dock. In this paper we analyzed some effects of dock a specific character of Inchon Port with a real data of ship’s in Inchon Port. And reconstruct a previous expert’s knowledge of berth allocating problem in Inchon Port. Also the mechanism for the efficient berth operation has been studied by repeatedly dispatching in order to obtain a best effect of berth allocation, with real-time updated information for delay at service time of a specific berth and changing of a working-berth. The system is developed with graphic user interface(GUI) concept using user interactive approach. And this system will be provide decision support maker with an efficient and fast way to berth allocating and reduce wastes of time space and manpower in Inchon Port operation.

The purpose of this paper is to develop a knowledge-based real-time decision support system to support decision makers for efficient berth operation of Inchon Port. In these days, the efficient berth operation has been many studied. The berth operation rules differ from port to port and the problem is highly dependent on natural, geographical and operational environment of port. In Inchon Port, the ship's entrance into port and departure from port is extremely affected by the status of dock and berth because of capacity restriction. First, we analyzed the specific characteristics of Inchon Port such as dock based on the data of 1997. And then, we construct the database of experts knowledge for berth utilization. Finally, we build the real-time decision support system for the efficient berth operation of Inchon Port to make the better berth allocation in case of not only regular scheduling but also dynamic scheduling such as delay in berth operation and exchange of ship between berths. The DSS is developed with graphic user interface(GUI) concept to help the user determining user interactive updating of the port status. Then this DSS will be provide decision maker with an efficient and fast way to berth allocation, and reduce wastes of time, space, and manpower in Inchon Port operation.
