This paper aims to measure and evaluate the technical efficiency with two inputs and four outputs with the use of fuzzy DEA in Korean RCC/RSC. Especially, this paper included not only the marine accident data which occurred for the analysis in particular but also the possibility data of a potential marine accident by an Environmental Stress value and analyzed the technical efficiency. And in this paper, asymmetrical triangular fuzzy number is presented about inputs/ outputs data and a procedure is suggested for it's solution. The basic idea is to transform the fuzzy CCR model into a crisp linear programming problem by applying an alternative ${\alpha}$-cut approach. Also this paper propose a ranking method for fuzzy RCC/RSC using presented fuzzy DEA approach. The result, when ${\alpha}$-cut is 0.5, efficiency priority is found in the order of YS, BS, MP, TY, JJ, PH, US, IC, SC, DH, GS, TA, WD RCC/RSC. Finally, Inefficiency TA, WD RCC/RSC have to benchmarking with reference sets.

The final goal of the macro appraisal model of Canada is that the figure of society of the day is made by the record. The goal is that we evaluate the meaning documentary have in the social structure of the day to produce records. The organization to be affected much the society is recognized as the organism, 'Government' and the function analysis of the government is emphasized in order to be the documentation. Therefore, it is essential in the macro appraisal model that OPI, the department to carry out the very important function is identified. Also the research of governance about interaction of country and citizen is studied. Based on these studies, the macro appraisal theory is made and it can be macro appraisal methodology that these theory is verified through records. the government of Canada have operated macro appraisal model reflected the figure of the society since 1990's, on adapting the change of the record production of modern. This model of Canada is systemized concretely and the government of Australia introduced the model benchmarking the Canada's. The England and the Holland is bringing up the result of the project introduced the macro appraisal method. Therefore the macro appraisal is the method and the theory noticed globally in the field of appraisal of modern. Throughout the analysis of the macro appraisal system of Canada, how to select the record reflected the figure of the society is proposed, and concrete practice is also present, and concrete practice is also present. Also the improvement method of the appraisal system in Korea is considered.
The efficient management of the Length of Stay(LOS) is important in hospital. It is import to reduce medical cost for patients and increase profitability for hospitals. In order to efficiently manage LOS, it is necessary to develop an artificial intelligence-based prediction model that supports hospitals in benchmarking and reduction ways of LOS. In order to develop a predictive model of LOS for acute stroke patients, acute stroke patients were extracted from 2013 and 2014 discharge injury patient data. The data for analysis was classified as 60% for training and 40% for evaluation. In the model development, we used traditional regression technique such as multiple regression analysis method, artificial intelligence technique such as interactive decision tree, neural network technique, and ensemble technique which integrate all. Model evaluation used Root ASE (Absolute error) index. They were 23.7 by multiple regression, 23.7 by interactive decision tree, 22.7 by neural network and 22.7 by esemble technique. As a result of model evaluation, neural network technique which is artificial intelligence technique was found to be superior. Through this, the utility of artificial intelligence has been proved in the development of the prediction LOS model. In the future, it is necessary to continue research on how to utilize artificial intelligence techniques more effectively in the development of LOS prediction model.
The purpose of this paper is to analyze the trend on scale efficiency of the Port of Gwangyang from 1994 to 2004 using CCR, BCC, and Malmquist index approaches. The main results are as follows. first, scale efficiency shows a 50% similar [5(94/95, 95/96, 97/98, 2001/2002, 2003/2004) out of 10] pattern to technical efficiency change. Second, total factor productivity increased at 48.57% rate of growth on average in 6 out of 10 periods except 96/97, 97/98, 99/2000, and 2000/2001. 2003/2004 period is the one period experiencing rapid total factor productivity changes, mainly due to technical progress. Third, the ranking order of accumulative indices is scale efficiency change, TFP change, efficiency change, technical change, and pure efficiency change. The main policy implication of this paper is that according to the CCR, BCC, and Malmquist results, the Port of Gwangyang should develop the plan for enhancing the 5 Malmquist indices with following the management way of benchmarking ports.
Domestic hydraulic drifters till now have been developed by benchmarking products from overseas leading companies. However, they do not have excellent impact performance as they are not suitable for characteristics (large flow rate and low pressure) of Korean hydraulic drill power pack, and therefore, research on the optimum design has not made much headway. This study performs multi-objective function optimization for hydraulic drifters whose capacity has been redesigned to deal with the large flow rate, and also with the help of this function, it aims to improve impact power and reduce supply and surge pressure. A summary of the research study is as follows: First, we set goals for improving impact power, supply pressure, and surge pressure, and then perform multi-objective function optimization on them. After that, we secure the reliability of the optimized analytical model by comparing the test results of the prototype built by the optimized design with the analysis results of the analytical model. This study used SimulationX, that is the hydraulic system analysis software, and EasyDesign, which is a multi-objective function optimization program. Through this research, we have achieved the results that satisfy the goal of developing high power drifters suitable for Korean type hydraulic drills.

Korea has invested heavily in projects related to national rivers, but there is no evaluation technique and system to manage river projects that can evaluate the effectiveness of the river projects after they are completed. Their absence leads to the inability of information on river construction sections, analysis of project effects, and benchmarking between projects. This may cause over-budget, overlapping investment problems due to the implementation of similar projects in the same section, and incorrect business elements may be repeatedly utilized. In order to solve this shortcoming, this study developed river project evaluation techniques and a river project (construction) management system. The development of evaluation techniques enables comparison and analysis between projects and can be utilized in establishing maintenance plans. The system can also provide inquiry of construction information, visualization of construction, and management of performance items. In this study, the evaluation techniques developed through prior research were modified and supplemented, and the effectiveness was verified by applying them to national river projects in A river and B river. It is expected that the evaluation techniques and system utilization measures presented will increase the work efficiency of river projects and enhance the efficiency of river projects.

Recently, the platform industry is rapidly growing in the global market, and competition is intensifying at the same time. Therefore, in order for domestic platform companies to have global competitiveness in the platform market, it is necessary to study the platform business ecosystem and success factors. However, most of the recent platform-related studies have been theoretical studies on the characteristics of platform business status analysis, platform economy, and indirect network externalities of platforms. Therefore, this study comprehensively analyzed the success factors of Silicon Valley's business ecosystem proposed in previous studies, and at the same time analyzed the success factors extracted from stakeholders in the actual Silicon Valley platform business ecosystem. And based on these factors, an IPA analysis was conducted as a way to propose a success plan to stakeholders in the platform business ecosystem. As a result of the analysis, among the success factors collected through previous studies, manpower, capital, and challenge culture were identified as factors that are relatively well maintained in both importance and satisfaction in Silicon Valley. In the end, it can be seen that the creation of an environment and culture in which Silicon Valley can use it to challenge itself based on excellent human resources and abundant capital contributes the most to the success of Silicon Valley's platform business. On the other hand, although it is of high importance to Silicon Valley's platform corporate ecosystem, the factors that show relatively low satisfaction among stakeholders are 'learning and benchmarking among active companies' and 'strong ties and cooperation between members', and it is analyzed that interest and effort are needed to strengthen these factors in the future. Finally, the systems and policies necessary for market autonomous competition, 'business support service industry', 'name value', and 'spin-off start-up' were important factors in literature research, but the importance and satisfaction of these factors were lowered due to changes in the times and environment. This study has academic implications in that it comprehensively analyzes the success factors of Silicon Valley's business ecosystem proposed in previous studies, and at the same time analyzes the success factors extracted from stakeholders in the actual Silicon Valley platform business ecosystem. In addition, there is another academic implications that importance and satisfaction were simultaneously examined through IPA analysis based on these various extracted factors. As for academic implications, it is meaningful in that it contributed to the formation of the domestic platform ecosystem by providing the government and companies with concrete information on the success factors of the platform business ecosystem and the theoretical grounds for the growth of domestic platform businesses.
This research is a study on the welfare satisfaction of radiological technologists in university hospital, and was conducted in order to analysis of welfare factors and improvements. The survey was conducted on radiological technologist of a university hospital in Gyeongnam from July 14th 2014 to August 14th 2014, and we analyzed 121 of the questionnaire, which was retrieved by distributing. As a result, we looked at the welfare level of satisfaction by welfare hospital factors, each of the satisfaction scores were living welfare supports($2.83{\pm}0.43$), financial supports($4.25{\pm}0.65$), housing supports($2.28{\pm}0.46$), educational supports($2.58{\pm}0.50$), health medical supports($3.02{\pm}0.56$), culture and leisure supports($2.79{\pm}0.45$), other welfare supports($2.70{\pm}0.48$) points. The level of satisfaction with the hospital welfare support factors of average score level it was analyzed. It is important that is providing effective hospital welfare through survey for hospital welfare needs and benchmarking of welfare system of general corporate.
Objective: This paper introduces the regulatory oversight approaches and issues to consider in the course of safety culture oversight model development in the nuclear field. Common understanding on regulatory oversight and present practices of international communities are briefly reviewed. The nuclear safety culture oversight model of Korea is explained focusing on the development of safety culture definition and components, and their basic meanings. Oversight components are identified to represent the multiple human and organizational elements which can affect and reinforce elements of defense in depth system for nuclear safety. Result of validation study on safety culture components is briefly introduced too. Finally, the results of the application of the model are presented to show its effectiveness and feasibility. Background: The oversight of nuclear licensee's safety culture has been an important regulatory issue in the international community of nuclear safety regulation. Concurrent with the significant events that started to occur in the early 2000s and that had implications about safety culture of the operating organizations, it has been natural for regulators to pay attention to appropriate methods and even philosophy for intervening the licensee's safety culture. Although safety culture has been emphasized for last 30 years as a prerequisite to ensure high level of nuclear safety, it has not been of regulatory scope and has a unique dilemma between external oversight and the voluntary nature of culture. Safety culture oversight is a new regulatory challenge that needs to be approached taking into consideration of the uncontrollable aspects of cultural changes and the impacts on licensee's safety culture. Although researchers and industrial practitioners still struggle with measuring, evaluating, managing and changing safety culture, it was recognized that efforts to observe and influence licensees' safety culture should not be delayed. Method: Safety culture components which regulatory oversight will have to focus on are developed by benchmarking the concept of physical barriers and introducing the defense in depth philosophy into organizational system. Therefore, this paper begins with review of international regulatory oversight approaches and issues associated with the regulatory oversight of safety culture, followed by the development of oversight model. The validity of the model was verified by statistical analysis with the survey result obtained from survey administration to NPP employees in Korea. The developed safety culture oversight model and components were used in the "safety culture inspection" activities of the Korean regulatory body. Results: The developed safety culture model was confirmed to be valid in terms of content, construct and criterion validity. And the actual applicability in the nuclear operating organization was verified after series of pilot "safety culture inspection" activities. Conclusion: The application of the nuclear safety culture oversight model to operating organization of NPPs showed promising results for regulatory tools required for the organizations to improve their safety culture. Application: The developed oversight model and components might be used in the inspection activities and regulatory oversight of NPP operating organization's safety culture.
This research is to offer a structured yet practical ex-ante evaluation methodology for IT investment. Benchmarking the best practices of four Korean organizations, we try to integrate core processes, relevant measures, and evaluation dimensions into a consistent and wholesome body of evaluating methodology. The best practices we considered encompass a wide range of business enterprises, including for-profit, non-profit, service-oriented, and manufacturing entities. The proposed methodology consists of three stages; the first stage checks the validity of investments by looking into comprehensiveness of planning, willingness to accomplish, justifiable grounds for the investments, overlapping investments, and obstructing risks; the second do so by putting an IT investment into economic, strategic, and technological perspectives; and the last third would produce a unified quantity that summarizes outcome of the previous stages. Incorporating the proven knowledge, guidelines, and quantifying tools, the methodology could make a valuable reference model for IT evaluation practitioners who have been bedeviled by having to going through such ex-ante evaluations.
