Evaluation of Parameter Characteristics of the Storage Function Model Using the Kinematic Wave Model (운동파모형을 이용한 저류함수법 매개변수의 특성 평가)

  • The storage function model is one of the most commonly used models for flood forecasting and warning system in Korea. This paper studies the physical significance of the storage function model by comparing it with kinematic wave model. The results showed universal applicability of the storage function model to Korean basins. Through a comparison of the basic equations for the models, the storage function model parameters, K, P and $T_l$, are shown to be related with the kinematic wave model parameters, k and p. The analysis showed that P and p are identical and K and $T_l$ can be related to k, basin area, and coefficients of Hack's law. To apply the storage function model throughout the southern part of Korean peninsular, regional parameter relationships for K and $T_l$ were developed for watershed area using data from 17 watersheds and 101 flood events. These relationships combine the kinematic wave parameters with topographic information using Hack's Law.

  • Water management agencies under the Ministry of Environment produce and accumulate qualified basic data for major rivers. However, the integrated management of the river water has been weak since the artificial water circulation process, such as the intaking and drainage of agricultural water, has not been examined in the basin, which includes many agricultural land. In this study, a study was conducted on how the power usage method (operating time method) based on the running time can be applied and improved among indirect flow rate measurement methods used to investigate flow rates collected by the riverside for agricultural water purposes, and thus the resultant data of high reliability can be obtained at low cost. The operation time method is suitable for small-scale water pumping stations where it is difficult to secure real-time power supply data. The reliability of the data was verified through the correlation analysis with the actual flow rate, and it was found that the flow rate calculated by the operation time method reflecting the level of the stream to which the inlet of the pumping station is connected can be reasonably matched with the actual flow rate. In addition, it was confirmed that the investment cost at the time of initial installation of the facility was highly efficient by generating qualified flow data at low cost through comparison with direct flow rate measurement methods. If flow data is secured by applying the operation time method to large and small water farms located along the riverside, it is expected that more quantitative and integrated stream water management will be possible.

Comparison of Reservoir Sediment in Kum River Basin

  • This study was performed to survey the general feature of reservoir sediment in Daecheong, Sapkyo and Kumkang reservoir. For investigations, sediments were sampled at four sites in Dae-Cheong and two sites in SapKyo and Kumkang in June and October. The items for investigation are as follows; water content, loss on ignition(IG), porosity of sediment, contents of element such as hydrogen, nitrogen, carbon, phosphorus contents and nutrient release rates. Loss on ignition was measured to determine the contents of organic substance. And its ranges were determined 2.4~16.2% in Daecheong reservoir, 5.6~27.9% in Sapkyo and 4.8~18.7% in Kumkang reservoir. And, total phosphorus contents in sediments were measured $677{\sim}5,238{\mu}g/g$ in Daecheong, $780{\sim}1,417{\mu}g/g$ in Sapkyo and $604{\sim}1,452{\mu}g/g$ in Kumkang reservoir. And release rates of nutrients were calculated $0.05{\sim}8.63mgP/m^2day$ and $4.99{\sim}36.56mgN/m^2day$ in Daecheong, $1.83{\times}10^{-3}{\sim}3.23{\times}10^{-2}mgP/m^2day$ and $1.97{\sim}.22mgN/m^2day$ in Sapkyo, $8.31{\times}10^{-3}{\sim}6.51{\times}10^{-2}mgP/m^2day$ and $0.89{\sim}4.42mgN/m^2day$ in Kumkang reservoir, respectively. And this study attempted to determine the humus level of sediments. As a result of elemental analysis, C/N ratio was determined 3.0~13.1 in Daecheong reservoir, 6.5~13.0 in Sapkyo and 3.6~12.6 in Kumkang reservoir, respectively. From the elemental analysis, humus levels of reservoirs were changed from mesohumic to oligohumic state in all reservoirs.

A Methodology for Rain Gauge Network Evaluation Considering the Altitude of Rain Gauge (강우관측소의 설치고도를 고려한 강우관측망 평가방안)

  • The observed rainfall may be different along with the altitude of rain gauge, resulting in the fact that the characteristics of rainfall events occurred in urban or mountainous areas are different. Due to the mountainous effects, in higher altitude, the uncertainty involved in the rainfall observation gets higher so that the density of rain gauges should be more dense. Basically, a methodology for the rain gauge network evaluation, considering this altitude effect of rain gauges can account for the mountainous effects and becomes an important step for forecasting flash flood and calibrating of the radar rainfall. For this reason, in this study, we suggest a methodology for rain gauge network evaluation with consideration of the rain gauge's altitude. To explore the density of rain gauges at each level of altitude, the Equal-Altitude-Ratio of the density of rain gauges, which is based on the fixed amount of elevation and the Equal-Area-Ratio of the density of rain gauges, which is based on the fixed amount of basin area are designed. After these two methods are applied to a real watershed, it is found that the Equal-Area-Ratio generates better results for evaluation of a rain gauge network with consideration of rain gauge's altitude than the Equal-Altitude-Ratio does. In addition, for comparison between the soundness of rain gauge networks in other watersheds, the Coefficient of Variation (CV) of the rain gauge density by the Equal-Area-Ratio is served as the index for the evenness of the distribution of the rain gauge's altitude. The suggested method is applied to the five large watersheds in Korea and it is found that rain gauges installed in a watershed having less value of the CV shows more evenly distributed than the ones in a watershed having higher value of the CV.

Comparison of Runoff Models for Small River Basins (소하천 유역에서의 유출해석모형 비교)

  • It may be difficult to make exact estimates of peak discharge or runoff depth of a flood and to establish the proper measurement for the flood protection since water stages or discharges have been rarely measured at small river basins in Korea. Three small catchments in the Su-Young river basin in Pusan were selected for the study areas. Various runoff parameters for the study areas were determined, and runoff analyses were performed using three different runoff models available in literatures; the storage function method, the discrete, linear, input-output model, and the linear reservoir model. The hydrographs calculated by three different methods showed good agreement with the observed flood hydrographs, indicating that the models selected are all capable of sucessfully modeling the flood events for small watersheds. The storage function method gave the best results in spite of its weakness that it could not be applicable to small floods, while the linear reservoir model was found to provide relatively good results with less parameters. The capabilities of simulating flood hydrographs were also evaluated based on the effective rainfall from the storage function parameters, the $\Phi$-index method, and the constant percentage method. For the On-Cheon stream watershed, the storage function parameters provided better estimates of effective rainfall for regenerating flood hydrographs than any others considered in the study. The $\Phi$-index method, however, resulted in better estimates of effective rainfall for the other two study areas.

Development of seawater inflow equations considering density difference between seawater and freshwater at the Nakdong River estuary (해담수 밀도차를 고려한 낙동강하굿둑 해수유입량 산정식 개발)

  • The restoration of the Nakdong River estuary is one of the most important projects of the Ministry of Environment, Republic of Korea. A real-scale experiment of gate operation was executed from 2019 to 2020, and a pilot operation was performed in 2021. The gate of Nakdong River Estuary Barrier (NEB) is supposed to be continuously opened based on the experiment results. Many critical decisions should be made immediately during the experiment based on the real-time measured data and numerical analysis considering the seawater inflows. The decision-making sequence was made systematically with the accurate estimation of seawater inflow. The estimation of seawater inflow is the main research objective and the equations of seawater inflow were developed, reflecting the structural characteristics of NEB. The inflow equations were developed in two forms, overflow and underflow. ADCP (Acoustic Doppler Current Profiler) was used to measure seawater inflow, check the accuracy of the developed equations, and derive the flow coefficient. The comparison error of the developed equations was about 3% compared to the measured data.

Numerical Estimations of Nakdong River Flows Through Linking of Watershed and River Flow Models (유역 모형과 하천 모형의 연계를 통한 낙동강 본류 흐름 예측)

  • In this study, the watershed and water body models were linked for the simulation of the Nakding river flow. This is a pre-step study for the estimation of the effect of the flow and water quality on the climate change. For models of watershed and river flow, the SWAT and EFDC were used, respectively. The runoff discharge at each boundary points for the simulation of the river flow was provided from the drainage basin model. The calculated runoff discharge by the SWAT model was compared with the measured data of the Ministry of Environment at 13 locations along the Nakdong river and 30 locations along the tributary streams. The computed water discharge was shown to be similar with the measured data. For the model calibration and verification, % difference, NSE, and $R^2$ were computed. The computed % difference was within 15% except of a few points. The NSE and $R^2$ were also within a fair level. The Nakdong river flow of 2007 was simulated by using the EFDC model. The comparison with the measured data showed that the model reflected the actual values of low and high flow well. Also, it was confirmed that the acceleration and deceleration in the curved areas were appropriately simulated. The movement of dye injected at the upstream boundary was simulated. The result showed that the arrival time up to the estuary dam was computed to be about 65 days.

Quantifying Uncertainty for the Water Balance Analysis (물수지 분석을 위한 불확실성 정량화)

  • The water balance analysis for the long-term water resources plan is a simple calculation that compares water demands with possible water supplies. For a watershed being considered the reports on the performance of the water balance analysis, however, have shown inconsistent results and thus have not earned credibility due to the uncertainty of the data acquired and models used. In this research, uncertainties in the water scarcity estimate were assessed through probability representation based on the Monte Carlo simulation using Latin Hypercube Sampling (LHS). The natural flow, municipal demand, industrial demand, agricultural demand, and return flow rate were selected as representative input variables for the water balance analysis, and their distributions were set based on the linear regression and the entropy theory. The statistical properties of the output variable samples were analyzed in comparison with a deterministic estimate of the water scarcity of an existing study. Application of LHS to three sub-basins of the Geum river basin showed the deterministic estimate could be overestimated or underestimated. The sensitivity analysis as well as the uncertainty analysis found that the return flow rate of the agricultural water is the most uncertain but is rarely sensitive to the output of the water balance analysis.

Frequency Runoff Analysis by Storm Type using GIS and NRCS Method (GIS와 NRCS방법을 이용한 호우형태에 따른 빈도별 유출 분석)

  • Rainfall-runoff process is under the control of hydrologic parameters having temporal and spatial variety. Accordingly, it is difficult to efficiently deal them since many parameters and various information are required to perform hydrologic simulation. So the purposes of this study is to estimate the runoff volume by frequency using GIS techniques and NRCS method. The analysis of frequency rainfall is analyzed using FARD 2002 program and the result of goodness of fit test show that Log-pearson type III is suitable distribute type for the applied area. TOPAZ program used for the analysis of DEM data examining into geological characteristic. NRCS curve numbers estimated using landuse map and soil map for the estimation of effective rain fall in the basin. The storm Type II and Type III were used as the type for the application of NRCS. The result of application show that the runoff volumes above 80 years frequency in return period have similar patterns regardless of Type II and Type III. In addition, the results of comparison with runoff volumes by frequency in the report of river improvement master plan show that it have similar volumes as the relative errors for them of 80, 100 years frequency are each 7.65%, 5.33%.

Economic Management of River Water Quality by Utilization of Self Purification-An Environmental Resource (환경자원의 자정능력 선용을 통한 경제적 하천 수질관리)

  • The object of this study was to evaluate the management alternatives with respect to the attainable water quality and total cost(construction+O & M cost) in order to devise a reasonable water quality management system. Joong Ryang-cheon stream located Seoul, Korea was taken as the study area, and dissolved oxygen concentration as the water quality index. Water quality simulation model QUAL2E and linear programming optimization technique were used for scientific and rational analyses. It was assumed that the improvement of water quality could be obtained by the treatment of major point sources where imaginary treatment plants were constructed. And by this, the relationship between total cost of the treatment plants and the stepwise improvement of water quality was studied. The result showed that 3.5mg/l of DO(=dissolved oxygen) level at best could be attained in Joong Ryang-cheon stream during summer. When the DO standard was set 3.0mg/l in the severely polluted regions, more than 5.0mg/l of DO level can be achieved by the construction of 4 treatment plants. Also, the cost comparisons showed that the uniform treatment method is economically inefficient(\$24.8{\times}10^8$) in comparison with the least cost method(\$22.9{\times}10^8$), and there is little difference between the least cost method and the the zoned treatment method(\$23.0{\times}10^8$) that is regarded as more equitable, which shows the characteristics of this basin.
