We carried out this study to provide basic data necessary to establish a management plan for concrete erosion control dams in the future by analyzing results of detailed inspections of aged dams conducted in accordance with 「Guidelines for the Maintenance of the Erosion Control Facility」. We analyzed the results of a detailed inspection of 54 concrete erosion control dams which had been built over 20 years previously, located in private forests of Gyeongsangbuk-do using statistical methods. Having conducted exterior defect investigations, we found 18 dams (33.4%) in need of repair or follow-up measures and 15 dams in which the overall grade was changed due to investigator's corrections; we therefore considered that standardization of related standards and indicators would be necessary. After conducting concrete compression strength tests, we found 19 dams (35.2%) to be below the standard value of 21 MPa, and in particular, we included, in grade A, eight dams which we judged to be in good condition as a result of the exterior defect inspection. There was little clear correlation between the total score and the compressive strength of concrete, but there was a statistically significant difference in the compressive strength by overall grade. After analyzing the changes in the characteristics of the erosion control dams according to the elapsed years after construction, we detected no particular trend in the changes of total score and compressive strength over time. However, the cumulative ratio of the dams that required repair and follow-up measures and the dams below the compression strength standard had a strong positive linear relationship over time, suggesting that it would be possible to identify the aging characteristics of concrete erosion control dams.
The forest vegetation of the Korean Peninsula is dominated by deciduous Fagaceae forests. The study aimed to comparethe correlation between species composition and environmental factors in Namsan, Odaesan, and Ulleungdo. A vegetation survey of 75 sites was conducted from May to August 2018. Seven vegetation types were classified. The inland representative vegetation was classified as a Quercus mongolica community, and the island representative vegetation was classified as a Fagus multinervis community. The Quercus mongolica community was subdivided into the Aria alnifolia group, representative of cities, and the Tilia amurensis group, representative of mountainous regions. Analysis of important values and indicator species to examine the succession trends according to regional types showed that urban and island forestswere maintained as Fagaceae communities, and that mountainous region foreststransitioned to broadleaf species, such as Tilia amurensis and Carpinus cordata. A CCA analysis of vegetation type and site environmental factors showed that altitude had the biggest effect on species composition at the same latitude. The study results should contribute to a better understanding of the Korean Peninsula forest ecosystem characteristics and provide basic data for establishing a systematic conservation and restoration plan.

In most countries, public libraries are knowledge information centers, complex cultural spaces, lifelong learning facilities, and third places for local residents. The social homage spoken on the premise of this identity and socio-cultural role is the knowledge and information agora, cultural infrastructure, living room in the city, and the university of the people. However, if there is a significant gap between public libraries regardless of country or region, it will inevitably lead to information gaps, regional gaps, and cultural inequality and cultural welfare gaps among local residents. This study is regarded as the essence of regional cultural facilities and premised that the regional gap in public libraries is a factor of regional cultural gaps. Based on this premise, the gap between the location quotient, input indicators, and output indicators of public libraries of regional governments in Korea and basic local governments in the Gyeongbuk region was analyzed. And this study derived core elements through correlation and regression analysis of input and output indicators of all public libraries nationwide, developed a management model for each indicator, and suggested a plan to resolve the relative gap for public libraries by city and county in Gyeongbuk.

In this paper, system dynamics considering dynamics and time was examined to study the changes in system structure according to reinforcement (policy intervention) of regulation and punishment for fishing boats, and the strategizing directions were analyzed. Until now, regulations and punishments on fishing boats have been conducted temporarily and short-term as a precautionary measure to prevent accidents and imposed penalties. However, due to various anomalous side effects, the expected results were not achieved, negligent accidents occurred constantly, and follow-up measures were repeated. Resultantly, the regulation and punishment of fishing boats is a reinforced safety standard, and there is a necessity to improve facilities, equipment, and industry, and develop technology (including time delay) to prevent accidents. However, as the negative (illegal) activities continue without immediate and significant resistance, the safety blind spot for accident prevention cannot be minimized. Thus, policy intervention based on linear thinking without sufficiently considering variables of the dynamic mechanism and time can distort the basic values pursued by the policy. For the regulation and punishment of fishing boats, a strategy to supplement the mechanism should be prepared prior to the preparation of reinforced safety standards. Improvement and development of related technologies, mandatory training hours for anglers, fishing industry, and related organizations, proposal of specific action plan for Fishing Management and Promotion Act for growing fishing-related industries.

Cable-supported bridges, as important large infrastructures, require a long-term and systematic maintenance strategy. In particular, various methods have been proposed to secure safety for the bridges, such as installing various types of sensor on members in the bridges, and setting management thresholds. It is evidently necessary to propose a strategic plan to efficiently manage increasing number of cable-supported bridges and data collected from a number of sensors. This study aims to develop an analysis tool that can automatically remove abnormal signals and calculate statistical results for the purpose of efficiently analyzing a wide range of data collected from a long span bridge measurement system. To develop the tool, basic information such as the types and quantity of sensors installed in long span bridges and signal characteristics of the collected data were analyzed. Thereafter, the Humpel filtering method was used to determine the presence or absence of an abnormality in the signal and then filtered. The statistical results with filtered data were shown. Finally, one cable-stayed bridge and one suspension bridge currently in use were chosen as the target bridges to verify the performance of the developed tool. Signal processing and statistical analysis with the tool were performed. The results are similar to the results reported in the existing work.

All people have human rights that should be protected, and today, the importance of protecting human rights is emphasized in all areas of society. The industry is also carrying out activities to protect the human rights of workers, such as implementing human rights education for human rights management and preparing a response system for human rights violations. However, due to the closed environment and special working conditions, seafarers on board are often placed in a blind spot in human rights protection. In particular, a number of cases of human rights violations concerning beginner seafarers, including cadets, have been identified, and relevant research is insufficient compared to other occupational groups. Jobs that restrict basic human rights cannot be envied by anyone. In this study, implications and problems were derived based on the results of a human rights survey of cadets, and cases of human rights violations, and improvement measures were proposed. The cadets had a very negative perception of human rights violations before boarding. However, it was found that their perception changed after boarding. It was confirmed that cadets have unnecessary fears and concerns before boarding. Improvement measures include the establishment of a legal system for the status of cadets, measures to alleviate non-physical human rights violations, improvement of human rights violations handling procedures and response systems, and enhancing the effectiveness of human rights education.

This study was conducted to investigate the awareness of spent nuclear fuel among residents in nuclear power plant areas and use it as basic data for establishing a disposal facility for high-level radioactive waste. 204 questionnaires collected online were analyzed using SPSS Window Ver 28.0. To verify differences between groups, t-test and one-way ANOVA were performed. And correlation analysis was conducted to confirm the relationship between variables. As a result, first, risk perception regarding nuclear-related accidents showed statistically significant differences depending on gender and educational level. The position on the construction of a permanent disposal facility for spent nuclear fuel showed a statistically significant difference depending on gender, education, and age, and the perception of the importance of each evaluation standard for establishing a spent nuclear fuel management plan showed a statistically significant difference depending on education and age. In terms of trust in information-providing institutions, trust in the National Assembly was found to be the lowest. Second, the results of the correlation analysis between variables showed that local residents are aware that an alternative to the current disposal of spent nuclear fuel is needed, and that financial support for the construction of a permanent disposal facility is needed. Therefore, in order to build a high-level radioactive waste disposal site, it is believed that it is necessary to increase trust in the government, collect opinions from local residents, and provide economic support.

Against the backdrop of IMO's stricter environmental regulations due to global warming, Europe's Fit for 55 plan, and other initiatives, the establishment of infrastructure for the supply of environmentally friendly marine fuels and policy analysis are more critical than ever. This study comprehensively analyzes existing research and policies on the supply of environmentally friendly marine fuels, as well as trends in regulations, industry responses, and the current status of infrastructure for the supply of environmentally friendly fuels, to draw insightful conclusions. The results show that the establishment of infrastructure for the supply of environmentally friendly fuels is as important as the introduction of environmentally friendly ships, due to the strengthening of environmental regulations. LNG is a viable option in the short term, but a transition to carbon-free fuels is necessary in the long run. In this regard, a strategic approach is needed to focus support on fuels that are advantageous to produce, considering domestic industrial conditions from a long-term perspective. Therefore, the government should actively promote infrastructure development through measures such as supporting the development and supply of environmentally friendly fuels, improving regulations and providing incentives, attracting private investment, and strengthening international cooperation. This study is expected to serve as a valuable resource for setting policy directions for the transition to an environmentally friendly maritime industry. Future research will include a comparative analysis of the economic viability of environmentally friendly fuels and basic research on the selection of fuels that are advantageous to Korea.
Estuarine provides unique environmental conditions in terms of salinity concentration and sediment change patterns as freshwater and seawater mix. These conditions allow it to possess biodiversity that cannot be found in other ecosystems. This study was conducted to investigate and analyze distribution characteristics and biota of vegetation in the Gonyangcheon Estuarine Wetland, a brackish area, to prepare basic data for the conservation and sustainable use of estuarine wetlands. The vegetation in the Gonyangcheon Estuarine Wetland was classified into 23 plant communities across a total of six physiognomic vegetation types, including lentic herbaceous vegetation, lotic herbaceous vegetation, salt marsh vegetation, segetal vegetation, and substitutional vegetation. In particular, the Zoysia sinica community was widely distributed in the lower reaches, showing typical characteristics of tidal wetland and increasing its conservation value. From a biodiversity perspective, a total of 1,067 species were identified (an increase of 53 species compared to 2012) and 15 species of endangered wildlife were identified. Gonyangcheon Estuarine Wetland is an open estuary with excellent ecological connectivity. Various topography and landscapes such as rice paddies, forests, and salt marshes were organically developed and distributed, playing a positive role in promoting biodiversity, including brackish water organisms. Therefore, systematic conservation of the Gonyangcheon Estuarine Wetland will contribute to protecting migration routes of organisms and promoting ecological stability by securing a wetland ecological axis connected to the coast.

Securing the radiological safety is a prerequisite for the safe management of the naturally occurring radioactive materials (NORM) which cannot be reused. This becomes a crucial focus of our R&D efforts upon the implementation of the Act on Protective Action Guidelines against Radiation in the Natural Environment. To secure the safety, the establishment of technical bases and procedures for securing radiological safety related to the disposal of NORM is required. Thus, it is necessary to analyze the characteristics, to collect the data, to have the radiological safety assessment methodologies and tools, to investigate disposal methods and facilities, and to study the effects of the input data on the safety for the NORM wastes. Here, we assess the environmental impact of the NORM waste disposal with respect to the major domestic and foreign NORM characteristics. The data associated with major industries are collected/analyzed and the status of disposal facilities and methodologies relevant to the NORM wastes is investigated. We also suggest the conceptual design concept of a landfill disposal facility and the management plan with respect to the major NORM wastes characteristics. The radionuclide pathways are identified for the atmospheric transport and leachate release and the environmental impact assessment methodology for the NORM waste disposal is established using a relevant code. The assessment and analysis on the exposure doses and excessive cancer risks for the NORM waste disposal are performed using the characteristics of the representative domestic NORM wastes including flying ash, phosphor gypsum, and redmud. The results show that the exposure dose and the excessive cancer risks are very low to consider any radiation effects. This study will contribute to development in the areas of the regulatory technology for securing radiological safety relevant to NORM waste disposal and to the implementation technology for the Act.
