수도권 지역 학교급식소의 위생관리 현황 및 HACCP 시스템 적용 장애요인 연구 (A Study on the Sanitation Management Status and Barriers to HACCP System Implementation of School Foodservice Institutions in Seoul Metropolitan Area)

  • The purpose of the study was to investigate the sanitation management status and implementation barriers of the HACCP system. A survey was conducted based on 760 schools through e-mail after having gone through phone interviews to dieticians in Seoul, Gyeonggi and Incheon areas from December 2006 to March 2007. The following statistics were drawn out from the 459 surveys out of the 760, thus giving a response rate of 60.4% (N = 459). The statistical data analysis was completed using the SPSS program. 92.6% of the respondents operated sanitary education once a month and 67.1 % used internet as their sanitary educational source. 50.5% of the pre-preparation rooms were not divided and 78.0% of kitchen floors were always kept wet. Only 15.7% of the respondents used heat and cold insulators and 73.2% of drinking water was natural or purified water. 60.3% of food trays were electronically sterilized and 70.2% of spoons and chopsticks were sterilized by boiling water. The main cause of food-borne diseases was the lack of facilities and equipment (33.1%). Also, the deficiency of facilities and equipment (4.07 points) acted as an implementation barrier of the HACCP system. Compared to Gyeonggi or Incheon area results, Seoul's facilities and equipment (p < 0.001) and implementing barriers of the HACCP system (p < 0.001) results came out relatively high. After the analysis of the implementation barriers of the HACCP system, 91.7% of school principals said it was difficult to apply the HACCP system due to lack of financial support. In consideration to the school foodservice support, solutions for the facilities of school foodservice and a systematic sanitary education of the HACCP system must be made for the employees and everyone else who are related.

영양사의 직무만족도와 HACCP 시스템 적용 장애요인 인식정도가 위생.안전관리 수행에 미치는 영향 - 경북지역 학교급식소를 대상으로 - (Influences of School Food Service Dietitians' Job Satisfaction and Perception of Barriers to HACCP Implementation on Food Sanitation/Safety Management Performance in Gyeongbuk Province)

  • The purpose of the study was to investigate the relationships between dietitian’s job satisfaction and perception of barriers to HACCP implementation and food safety/sanitation management performance in school food service. An e-mail survey was conducted to 144 dietitians in Gyeongbuk Province. A response rate was 57.6%(N=83) and data were analyzed using SPSS Windows(ver. 10.0). Dietitians were more satisfied with ‘supervision’ and 'co-workers' than 'pay' and 'promotion.' Dietitians perceived 'lack of teachers' support on student education' and ‘limited availability of facilities/equipment' as the biggest challenges in implementing a HACCP system. A total score of sanitation/safety management performance evaluated by school districts was 92 out of 100. By category, 'safety management' and 'personal hygiene' were rated the highest whereas 'facilities/equipment' and 'HACCP system' categories were rated the lowest. The food sanitation/safety management performance scores were not correlated to dietitian’s job satisfaction, but significantly correlated to dietitian’s perceptions of barriers to HACCP implementation. As dietitians perceived facilities/equipment-related barriers greater, the scores of 'facilities/equipment(p<.01),' 'production process(p<.05),' and 'total score(p<.01)' were significantly lower. The findings suggest that more investment on facilities/equipment are needed for food safety improvement and successful HACCP implementation in school food service. Proper facilities and equipment will make employees monitor CCPs and take corrective actions more easily.

경북지역 학교 급식소의 위생관리에 대한 자체평가와 외부평가의 분석 (Analysis for Internal Audit and External Audit of the Sanitation/Safety Management Performance for the School Foodservice in Gyeongbuk Area)

  • The purpose of the study was to investigate the effects of the characteristics of dietitians, the characteristics of school food services, equipment ratio of HACCP facility/equipment and perception of barriers to HACCP implementation on external and internal audit of food safety/sanitation management performance in school food service. An e-mail survey was conducted with 144 dietitians in Gyeongbuk Province. A response rate was 57.6% (N = 83) and data was analyzed using SPSS windows (ver. 12.0). Dietitian perceived facilities/equipment-related and stakeholder-related as the big barriers in implementing a HACCP system. Total scores of sanitation/safety management performance for external and internal audit were similar at 92 and 91 out of 100, respectively. 'Facilities/equipment' and 'HACCP system' categories in both external and internal audit were rated the lowest. As dietitian perceived facilities/equipment-related (p < 0.001) and stakeholder-related (p < 0.05) barriers to HACCP implementation were greater, the scores of the external and internal audits were significantly lower. As dietitian perceived barriers for all categories were greater, the scores of internal audits were significantly lower (p <0.05). As a result of multiple regression analyses, the scores of the external audit was positively associated with career as a school food service dietitian, but was negatively associated with barriers related to facility/equipment, while the scores of the internal audit was negatively associated with barriers related to facility/equipment and employees. This study suggests that supporting programs on securing the facilities/equipment and employee training are needed for successful HACCP implementation in school food service.

대전지역 학교급식 영양사의 HACCP 직무관련 수행도 평가 (Perceived Performance of HACCP for School Foodservice Managers in Daejeon)

  • The purpose of this study was to improve the sanitary management of school foodservice. A survey questionnaire was administered to 153 dietitians from elementary, middle and high schools in the Daejeon area. The questions were categorized into four fields: 'General characteristics', 'Facility and equipment set up at the schools studied', 'Performance of CCP(criticai control point)s' and 'Reasons of barriers to HACCP(hazard analysis of critical control points) implementation'. The results were as follows. Most of the subjects were the dietitians of elementary school(56.9%), were university graduates(51.0%) and were in their thirties(58.2%). The average length of their career had been 5.8 years. The average ratio of students per dietitian was 1,163. The average ratio of students per full-time employee was 124. The ratio of self-operated management was 90.2 %. The CCP7(assembling and serving) received the highest performance score, while the performance score of CCP2(management of potentially hazardous foods) was the lowest. Eighty-four percent of the surveyed school foodservices did not have pre-preparation rooms. The school foodservice operations were not well equipped with hot/cold holding equipments. Self-operated management scored higher on almost all sections(CCP1-CCP7). Contracted management scored highest on CCP8. The higher the age and career of the subject were, the higher were all the CCP performance scores. The reasons of barriers to HACCP implementation were lack of understanding of standards CCP1 and CCP2, workers' lack of cooking knowledge, and lack of information about school foodservice.

경남지역 학교급식 HACCP 시스템 적용 장애요인에 대한 영양(교)사의 인지도 분석 (Nutrition Teachers (Dietitians)' Perceptions of Barriers to Implementation of HACCP System in School Foodservices in the Gyeongnam Area)

  • 본 연구는 경남지역의 초 중 고등학교 영양(교)사를 대상으로 HACCP 시스템 적용 시 HACCP 영역별 장애 요인과 CCP 단계별 장애 요인에 대한 인지도를 분석하고자 수행되었다. 2009년 11월부터 12월까지 경상남도교육청 소속 초 중 고등학교 영양(교)사 350명을 대상으로 설문지를 배부하고 214부를 회수하여 최종 분석에 사용하였다. 본 연구의 결과는 다음과 같다. 첫째, HACCP 영역별 장애 요인의 분석 결과 '시설 설비 현황(3.38)'> '모니터링(3.35)'> '업무만족도(3.11)'> '조리종사자(3.00)'> 'HACCP팀 협력(2.95)'> '급식종사자 외 관계인 협조(2.80)'> 'HACCP 시스템 이해(2.39)'의 순으로 인지도가 높은 것으로 나타났다. '시설 설비현황' 영역에서는 '학교설립형태(p<0.05)', '급식형태(p<0.05)', '조리장 신개축 여부(p<0.01)', '조리장 작업구역 구분 여부(p<0.01)', '전처리실 유무(p<0.01)', '식기세척실 유무(p<0.01)'에 따라 유의한 차이를 보여 시설이 잘 갖추어진 학교에서는 시설 설비 현황 영역에 대한 장애요인 인지도가 낮은 것으로 조사되었다. 둘째, HACCP 단계별 장애 요인에 대한 인지도 분석 결과 'CCP 1(식단의 구성)'> 'CCP 3(검수)'> 'CCP 2(잠재적으로 위험한 식단의 공정 관리)', 'CCP 6(식품취급 및 조리과정)'> 'CCP 4(냉장 냉동의 온도 관리'> 'CCP 8(식품 접촉 표면 세척 및 소독)'> 'CCP 7(운반 및 배식 과정)'> 'CCP 5(채소 과일의 세척 및 소독)'의 순으로 높게 나타났다. 이상의 결과를 종합하여 보면, 경남지역 영양(교)사들은 학교급식 HACCP 시스템 적용 시 HACCP 영역별에서는 '시설 설비 현황' 영역을, 단계별에서는 'CCP 1(식단의 구성)' 단계를 가장 큰 장애 요인으로 인식함을 알 수 있었다. 경남지역 영양(교)사들은 HACCP 시스템에 대한 이해도는 높으나 실질적으로 식단 작성에 있어서는 높은 수준의 장애 요인을 인지하고 있는 것을 알 수 있었다. 본 연구 결과를 근거로 하여 다음과 같은 제언을 하고자 한다. 첫째, HACCP 시스템 적용에 따른 가장 큰 장애요인인 '시설 설비 현황' 다음으로 많은 장애를 느끼는 것은 '영양(교)사의 업무 과중으로 인한 많은 시간의 소모', '실질적인 모니터링의 부족', 'CCP의 관리 및 기록을 위한 시간과 노력의 투입'이 조사되었으므로 영양(교)사의 업무 분석 및 적정 인력 배치에 대한 대책을 수립하여야 할 것이다. 둘째, 향후 영양(교)사를 위한 위생적이고 안전한 식단 구성을 위한 구체적인 가이드라인 및 교육 훈련 프로그램이 마련되어야 할 것이다. 셋째, 학교급식에서 HACCP 시스템의 성공적인 적용을 위해서 무엇보다 관련 당사자들 즉 급식 현장에 있는 영양(교)사, 조리종사자 뿐만 아니라 학교장, 예산관련 부서, 교사, 학생, 학부모, 지역 사회의 적극적인 협조가 우선적으로 필요하다. 관련 당사자들의 적극적인 협조를 이끌어 내기 위해 교육청 및 지방자치단체 차원에서의 적극적인 교육 및 홍보를 실시하여 많은 지원과 관심을 이끌어 내야 할 것이며, 위생의 중요성에 대한 인식 수준을 높여야 할 것이다.

서울지역 학교급식 시설 현황 및 HACCP 시스템 운영에 따른 장애요인 인지도 조사 (The School Foodservice Securement Facilities and Perceptions of Barriers to Implementation of HACCP System in School Foodservice in Seoul Area)

  • The subject study was targeted towards nutrition teacher (dietitian) of elementary, middle, and high schools in Seoul areal. In addition, this study was to investigate the current status of school foodservice securement facilities & equipments and to analyze the obstructive factors for executing the HACCP system. The aim of this study was to provide base-line data so that a more efficient & effective sanitary management system for school foodservise can be settled in. All surveys were distributed and collected via email. A total of 305 survey papers were collected and out of these, 300 school results were analyzed and the results are as follows. The order of the securement facilities & equipment furnished were pre-handing equipments>washing>cooking>inspection>facilities>storage>space area>distribution equipments. The awareness of obstructive factors in executing the HACCP system was a total of 3.17 points and the order was as follows. The general obstructive factors>obstructive factors in the cooking staff executing the HACCP system>collaboration between the school/team leaders and the budget supporting department>obstructive factors in the nutrition teacher (dietitian) executing the HACCP system. School foodservice securement facilities & equipments in Seoul area must be renovated and modernized so as to improve its current situation. Furthermore, leadership programs are necessary to enhance nutritionists' understanding of the HACCP system and the cooking staff's competencies in instructing and supervising.
