Optimum Selection of BWMS type by AHP for BWMS Development (선박평형수 처리장치 개발시 AHP 기법을 이용한 최적 처리방식 선정에 관한 연구)

  • Ballast water in ship operation is essential for a safe voyage. However ballast water can contain unwanted organisms that are the cause of disturbing the ecosystem by the transfer of potential invasive species. To prevent the destruction of the environment, the International Convention for the Control and Management of Ship's Ballast Water and Sediments(BWM Convention) was adopted in 2004. BWMS (Ballast Water Management System) has been developed to prevent the transportation of organisms to another region in order to fulfill the requirements IMO (International Maritime Organization) regulations. Nowadays there are about 50 approved Ballast Water Management Systems of various types globally. The most common BWMS types are UV (Ultra Violet), Electrolysis and Ozone. Among these types there are many difficulties in determining the optimum type of BWMS which can be suitable for the user and designer's requirements. The main objective of this research is to select the best BWMS type by using AHP. To apply AHP, the most important criteria for the BWMS development are derived by users and designers. From our results, we can give a guide BWMS type to the developers of BWMS.

Consideration on the Ballast Water Treatment System Technology and its Development Strategies (IMO 선박평형수 처리장치 기술과 발전 방향에 대한 고찰)

  • For smooth implementation of the IMO Ballast Water Management Convention that is to come into effect in the near future, IMO and Member States are working on the development of various technologies and establishment of legislative action. Ballast water treatment systems are essential, yet difficult technologies, as they need not only to treat living organisms, but also define whether they are viable or not, count the number of viable organisms, and present quantitative results of the concentration of active substances. Despite the fact that the Convention is looming in the near future, the issues mentioned above obstruct the setup of consensual technologies for performance reliability of the treatment system and analysis method of efficacy test results. This paper considers the unsolved issues of the ballast water treatment technologies, and presents guidelines to solve these issues.

An Application of AHP for the Selection of Optimum Product of BWTS for over 10,000 TEU Container Ship (AHP 기법을 이용한 10,000 TEU 이상 컨테이너선에 적용되는 선박평형수 처리장치 최적제품 선정에 관한 연구)

  • The Ballast Water Treatment System was developed to prevent the unintended transport of unwanted organisms from one region to another as demanded by the IMO (International Maritime Organization). Although various types of BWTS in the world have been developed until now and applied to various ships, there has been no systematic basis for its selection and installation. Currently, the system selection and installation are as per ship owner’s suggestion or by easy installation point of view by the shipyard. In order to organize, systemize and solve problems related to the selection and installation of BWTS, a definitive study has been performed to come up with the best alternative to derive value and criteria which were to be met for vessels which are to be equipped with BWTS. Multiple criteria were compared alongside each other during the course of this study. Accordingly an AHP (Analytic Hierarchy Process) analysis method for A, B and C companies were done for container ships with size 10,000 TEU and above. Equipment type for “A” company is “Filter, UV & TiO2” combined type. For “B” company it is “Filter & UV” combined type. Finally for “C” company it is “Electrolysis” type. Henceforth, the results of this study aims to come up with the optimum way to select the best and the most suitable BWTS for a certain vessel.

Domestic Status for Acceptance of Various International Conventions relating to Marine Environment Management (해양환경관리 관련 각종 국제협약의 국내 수용 현황)

  • Domestic laws such as Korea Marine Pollution Prevention Law which has been made and amended according to the conclusions and amendments of various international conventions, especially by MARPOL 73/78, were reviewed and compared with major contents of international conventions, and several alternative measures for legislating new laws or amending existing laws such as Korea Marine Pollution Prevention Law in accordance with new contents and recent amendments of existing and new international conventions were proposed. Annex VI of MARPOL 73/78 has been recently accepted in Korea Marine Pollution Prevention Law which should be applied to ships which are the moving point sources of air pollution at Sea rather than in Korea Air Environment Conservation Law which should be applied to automobiles and industrial installations which are the line and/or point sources of air pollution in land. International Convention for Ship's Ballast Water/Sediment Management should be accepted in Korea Marine Pollution Prevention Law or by a new law in order to prevent domes marine ecosystem and costal environment from the invasion of harmful exotic species through the discharge of ship's ballast water. International Convention for the Control of Harmful Anti-Fouling Systems on the Ships should be accepted in Korea Marine Pollution Prevention Law which should be applied to ships which are navigating in open sea and coastal waters rather than in Korea Noxious Chemicals Management Law. Basel Convention which shall regulate and prohibit inter-nations movements of noxious chemical substances should be accepted in Korea Marine Pollution Prevention Law in order to prevent the movement and transfer of scrap-purpose tanker ships containing bilge water of oil/water mixtures and chemicals remained on board from advanced countries to developing and/or underdeveloped countries and to conserve global marine environment after all.

Fabrication of Gel-type Electrolyte for the Development of Reference Electrode for Sea Water and Application to Measuring Equipment for Total Residual Oxidants (해수용 기준전극 개발을 위한 겔 타입 내부전해질 제조 및 잔류염소 측정장치에의 적용)

  • Gel type internal electrolytes were synthesized by varying hydroxyethyl-cellulose (HEC) amounts and their durability and conductivity were measured. The ionic conductivity decreased as the content of HEC increased thus the internal electrolyte containing more than 12% of HEC could not be used as a reference electrode. Based on durability test results, as the HEC amount decreased carrier density resulting in increasing of the amount of KCl coming out of the porous membrane. Therefore in order to use long time at ballast water treatment systems, we selected 10% HEC for gel type internal electrolyte. The resolution test for total residual oxidants (TRO) was carried out using the TRO sensor and the gel type reference electrode made of 10% HEC. A 50 mV potential was applied to the TRO sensor for 30 sec and changes in the current were measured. It was confirmed that the TRO concentrations ranging from 0 to 15 mg/L could be separated at salinity conditions of 0.2~30 PSU. The results indicated that the TRO concentration at sea water and at fresh water was successfully measured by the TRO sensor constructed with the reference electrode using gel-type internal electrolyte of HEC.

The Present State of Domestic Acceptance of Various International Conventions for the Prevention of Marine Pollution (해양오염방지를 위한 각종 국제협약의 국내 수용 현황)

  • Domestic laws such as Korea Marine Pollution Prevention Law (KMPPL) which has been mae and amended according to the conclusions and amendments of various international conventions for the prevention a marine pollution such as MARPOL 73/78 were reviewed and compared with the major contents of the relevant international conventions. Alternative measures for legislating new laws or amending existing laws such as KMPPL for the acceptance of major contents of existing international conventions were proposed. Annex VI of MARPOL 73/78 into which the regulations for the prevention of air pollution from ship have been adopted has been recently accepted in KMPPL which should be applied to ships which are the moving sources of air pollution at sea rather tlnn in Korea Air Environment Conservation Law which should be applied to automobiles and industrial installations in land. The major contents of LC 72/95 have been accepted in KMPPL However, a few of substances requiring special care in Annex II of 72LC, a few of items in characteristics and composition for the matter in relation to criteria governing the issue of permits for the dumping of matter at sea in Annex III of 72LC, and a few of items in wastes or other matter that may be considered for dumping in Annex I of 96 Protocol have not been accepted in KMPPL yet. The major contents of OPRC 90 have been accepted in KMPPL. However, oil pollution emergency plans for sea ports and oil handling facilities, and national contingency plan for preparedness and response have not been accepted in KMPPL yet. The waste oil related articles if Basel Convention, which shall regulate and prohibit transboundary movement of hazardous waste, should be accepted in KMPPL in order to prevent the transfer if scrap-purpose tanker ships containing oil/water mixtures and chemicals remained on beard from advanced countries to developing and/or underdeveloped countries. International Convention for the Control if Harmful Anti-Fouling Systems on the Ships should be accepted in KMPPL rather tlnn in Korea Noxious Chemicals Management Law. International Convention for Ship's Ballast Water/Sediment Management should be accepted in KMPPL or by a new law in order to prevent domestic marine ecosystem and costal environment from the invasion of harmful exotic species through the discharge of ship's ballast water.

The Electrochemical Chlorination for Marine Plankton Community Disinfection (해양 플랑크톤 군집의 전기분해 염소소독 효과)

  • To confirm whether or not the Electrochemical Disinfection System (EDS) meet with the D-2 regulation established by IMO (International Maritime Organization), the biological treatment efficacy of the EDS was assessed using three groups of natural marine plankton (bacteria, $10-50\;{\mu}m$ and $>50\;{\mu}m$ sized organisms). Influent water was passed through the EDS under the flow velocity ($23.8\;m^3/hr$) and test design was consisted of control (no treatment) and experimental (10 ppm and 30 ppm) condition for total residual chlorine (TRC). And the biological condition of the influent water followed the standards established by the guidelines for the approval of ballast water management systems. The disinfection efficacy of the $10-50\;{\mu}m$ sized organisms (phytoplankton) was assessed by three kinds of measurements using photomicroscope, epifluorescence microscope and fluorometer (fumer Designs 10-AU). After being passed through the EDS, all motile phytoplankton lost their motility under photomicroscope, the colour of chlorophyll fluorescence fumed from red into green under epifluorescence, and the high chlorophyll fluorescence (Expt. 1: 6.95, Expt. 2: 7.11) detected by fluorometer decreased into value not detected. These results indicated phytoplankton community was totally killed after electrochemical disinfection treatment. Survivorship of the larger organisms than $50\;{\mu}m$ was determined based on the appendage's movement under a stereomicroscope. Natural assemblage collected from ambient seawater was killed shortly after being passed through the EDS, whereas some Artemia remained alive. However, no live Artemia was found after 24 hour further exposure to each TRC concentration (10 and 30 ppm) under darkness. After electrochemical treatment, the target bacteria such as aerobes, coliform and Escherichia coli were completely killed on the basis of CFU (colony forming unit) on Petrifilm plate ($3\;M^{TM}$) after 48 hr incubation. Moreover, no regrowth was found in the three groups of plankton during five days under additional exposure to the treated water. These results indicated that the disinfection efficiency of the EDS on the three groups of plankton satisfy D-2 regulation.
