Purpose: The purpose of this study is to present the preemptive prevention and improvement measures for aviation safety management by examining the current status of the aviation industry and the operation system of the aviation safety management system and identifying the shortcomings of the currently operating aviation safety management system. Method: A plan to improve aviation safety management was proposed through an analysis of recent incidents and accidents, current status of domestic laws, and analysis of overseas operating institutions and safety management systems. Result: Through the recent aircraft safety-related incidents, deficiencies of currently operating aviation safety management, and response cases of advanced countries in overseas aviation, improvement points in terms of management systems and laws and preventive aviation safety management plans were derived. Conclusion: The method for improving aviation safety management was presented based on the technique using data, and it should be materialized through additional related research.
Objective: The objective of this research is to inquire about safety information from the standpoint of its usefulness to suggest the significance of the Reactive Safety Action Program, which serves to promote aviation safety culture. Background: Safety information plays an important role in operating safety programs. Each organization learns lessons from safety information collected from aviation accidents and incidents. When an accident occurs, it is only through safety investigation and a close inquiry on the cause that we can come up with an appropriate countermeasure which would contribute to preventing the recurrence of the same or similar accident. However, the usefulness of safety information produced from unsatisfactory safety investigation is insufficient. Method: This research analyzed the characteristics of aviation accidents, the differences between safety investigations and legal accident investigations in systematic and operative perspectives, and safety culture as a measure to activate reporting systems (compulsory/voluntary). Results: This research defined the investigation scope and processes of safety investigations and legal accident investigations. It also suggested factors such as just culture based on trust, non-punitiveness, confidentiality, the participation of the entire staff through the use of inclusive reporting base, ensuring the independence of the operating organization as a way to promote safety through reporting systems. Conclusion: The organization's effort is the important aspect in obtaining exact and accurate safety information from accidents/incidents. The separate running of SIB (Safety Investigation Board) and AIB (Accident Investigation Board), the systematization of safety information reporting system, and prescribing (legislating) the composition of related organizations are some representative programs. Application: This research inquired experiences that contributed in promoting aviation safety culture in a reactive perspective, and will serve a role in spreading safety culture by enabling the use of application experiences of the aviation field in other domains.
The international community has done a lot of effort to improve the aviation safety. The new high technologies, systems and development of navigation equipments considerably improved the level of aviation safety. However, the aviation accident rate has been showing unchanged status without the decline since 1980. It means it is difficult to secure enough safety by the existing efforts to improve the aviation safety, eventually needs new methods for the accident prevention. With this in mind, the nations interest new methods that can consider a countermeasure by realizing potential risk factors before fatal accidents. In other words, that is to analyze and share the safety information collected from accidents by establishing aviation safety information system. To establish international aviation safety information system, each country's aviation accident incident reporting systems are need to be established. Also aviation safety data taxonomy is need to be standardized. Then, aviation users will communicate the information efficiently. This study investigates and considers each country's aviation accident incident database taxonomy for the analysis of the aviation data and the necessary prevention activity. This will contribute to a better international aviation safety and strengthen the country's aviation diplomacy.
To promote the aviation safety reporting system that is operated to enhance aviation safety and to utilize related information, it should first be preceded by standards for non-punishment and data protection. It is because the purpose of collection and analysis of aviation safety related data through the aviation safety reporting system is to prevent recurrence of accidents by investigating their causes through collection and analysis of diverse types of information related to aviation safety. Both mandatory and voluntary reporting systems are in operation for aviation safety under the current Aviation Safety Act. It is said that they were introduced to survey causes for accidents and to prevent recurrences. In fact, however, it is hard to expect active implementation of the reporting system for aviation safety unless the reporters are firstly exempted from punishment. Therefore, the system should be improved so that it can satisfy its purpose and the purposes of data collection concerning aviation safety through examination of the purposes of the reporting system. One of the matters that needs to be considered to promote the reporting system should be the scope of aviation safety hindrances presupposed under the current institution. The voluntary aviation safety reporting system differs from the systems of ICAO or the key advanced countries, including the USA and the UK as it limits the target accidents subject to reporting to minor aviation safety hindrances only. That being said, improvements should be made by requiring mandatory reporting of aviation safety hindrances based on their severity while recognizing a greater variety of aviation safety concerns like international standards. Safety actions and sharing of information based on collection and analysis of diverse data related to aviation safety will greatly contribute to enhance aviation safety as the purposes of the reporting system are to explore causes for accidents and to prevent their recurrences. What is most important in this regard is strict data protection and non-punishment principles; compliance with them should be secured. We can hardly expect the successful operation of the system unless the reporter is exempted from punishment and the relevant data is protected as promotion of voluntary reporting is an essential factor for enhancing the safety culture. Otherwise, the current system may induce hiding of relevant facts or data to evade punishment. It is true that the regulation for enhancing safety tends to have limitations or blind spots; nevertheless, it should still be enforced strictly and completely. Technological progresses and mistakes of operators appear in different forms based on individual cases. The consequential damages may amount to a truly severe level. Therefore, we have studied and suggested to the methods of activiation and amendments on the aviation safety reporting system, which is referred for one of the proactive safety management systems. The proposed improvement of the reporting system and introduction of non-punishment for collection of aviation safety data for deploying a preemptive prevention system would serve as the backbone for enhancing aviation safety in Korea.

The checklist currently used for Aviation safety inspection performed by ASIs consists of inspection groups and multiple items, it does not have structured hierarchy system which required to efficiently process aviation safety analysis. On this study, through mapping taxonomy of HFACS onto current checklist to secure structured hierarchy system and present a specification on systematic frequency and severity to perform safety risk assessment of detected hazard.
Objective: The purpose of this paper is to review, with the main focus on aviation safety technology and management program, how human factors are currently taken into consideration within transportation sectors, especially aviation, and to further share related information. Background: Human factors account for the majority of aviation accidents/incidents. Thus, the aviation sector has been comparatively quick in developing and applying technologies and management programs that deal with human factors. This paper reviews the latest safety technologies and management programs regarding human factors and aims to identify the trend. Method: This paper, based on literature research and practical experience, examines the latest international standards on technologies and management programs, those that deal with human factors and are adopted by international and domestic aviation organization. The main focus of discussion is how human factors are reflected during the system design and operation process. Results: The current most important issue in designing is the consideration of human factors in Cockpit, Automation, and Safety system technology design. From an operational point of view, the issues at hand are screening and training aviation workers to promote aviation safety, providing education on human factors and CRM/TEM, and running a safety management program to implement SMS. They were discussed based on the operational experience within the aviation sector. Conclusion: Major examples of a human factors approach to promote aviation safety are safety programs and various safety and monitoring technologies applied to aviation personnel for error management. These programs must be managed in an integrated manner that takes both the system designing and operational point of view into account. Application: It is thought that the human factors approach for promoting aviation safety reviewed in this paper can be extended and applied to safety management programs in other transportation sectors such as the railroad, maritime, road traffic etc.
Aviation safety is increasingly important to secure the safety of the Republic of Korea Air Force (ROKAF). A critical activity for enhancing aviation safety is to analyze an accident throughly and to identify causes that can explain it reasonably. The results of such a systematic accident investigation can be effectively used for improving information displays, task procedures, and training systems as well as for reorganizing team structure and communication control system. However, the current practice of analyzing aviation accidents in ROKAF is too superficial and simple to diagnose them systematically. Additionally, the current practice does not give a full consideration to human factors that have been identified as main causes of most of the aviation accidents. With this issue in mind, this study aims to suggest a new approach to analyzing aviation accidents related to human factors.The proposed method is developed on the basis of several models and frameworks about system safety, human error, and human-system interaction. Its application to forty-two human factors-related accidents, which have occurred in ROKAF during the last ten years, showed that the proposed method could be a useful tool for analyzing aviation accidents caused by human factors.

The importance of a systematic approach to collect, process, analyze, and share safety data in aviation safety management is continuously increasing. Accordingly, the domestic aviation industry has been making efforts to build a Big-data platform that can utilize multi-field safety data generated and managed by various stakeholders and to develop safety management technology based on them. Big data platforms not only must meet appropriate technical requirements, but also need to establish a management system for effective operation. The purpose of this study is to suggest the requirements of the aviation safety big data platform operation procedure and plan by reviewing the advanced overseas cases (FAA ASIAS). This study can provide overall framework and managerial direction for the operation of the aviation safety big data platform.

In the aspect of the nature of aircraft maintenance work on divisible tasks carried out by a wide range of operation and expertise, any information transmission problems will not only cause a threat to flight safety but also reduce productivity by keeping the team from fulfilling its mission of delivering aircraft with airworthiness. In this regard, this study firstly identify the current status of information of aircraft maintenance and factors disturbing information transmission. Then, this article also find out the level of information culture of the AMT(Aircraft Maintenance Technicians) and problems in using information. Finally, suggestions on the model of the positive information culture in a field of aircraft maintenance through efficient use of the information including safety will be followed.

This paper has tried to research the perception of pilots in a commercial airliners or full service carriers focusing on the airliner's safety management system (SMS). ICAO requires the airliners to set up the basic standards of SMS since the SMS is believed to be the core of the aviation risk management. According to the previous study, it was proved safety climate of an airline affects the safety behavior of cockpit crews. Safety climate is different from safety culture and the safety climate has an advantage to be measured more quantitatively than the culture. That is, the safety climate could be represented as SMS. As the results of the empirical study based on Chen & Chen(2014)'s SMS practice sacle, it had been assumed at the beginning the major factors such as Clarification of SMS, Safety Training for Crews and Sharing of SMS Information have positive effects on the motivation for safety behaviors. The motivation is directly correlated to crews' safety behaviors. However, the result showed the clarification of SMS has not a significant effect on their safety behaviors. The main reason is cockpit crews, through the survey, perceived airline seemed to have no definite standards of SMS and the senior management to have less interest in aviation safety.
