항공안전관리 향상을 위한 항공여객의 행동 변화 연구 (A study on the Effect of Aviation Safety over the Air Passenger's Behaviour for Enhancement of Aviation Safety Management)

  • The research purpose of A Study on the Effect of Aviation Safety over the Air Passenger's Behavior for enhancement of aviation safety management lies at the judgement that passenger's airlines choice criteria has much changed after several serious aviation accidents as before when we used to overlook "aviation safety" variable through surveying to Korean aviation passengers and foreigners visit or travel Korea on various purposes. This study will be regarded significant in terms that empirical analysis was used to prove "Aviation Safety", a variable which had not been regarded as a airline choice factor within Korea air transport market so far, and has an effect on the air passengers' airline preference change and choice after recent frequent aviation accidents. I wish, it can be another opportunity for Korean two national flag airlines to reappraise and reinforce the significance of "aviation safety" and set forth immediate vigorous efforts to support the government's aviation safety improvement countermeasures.

  • The International Civil Aviation Organization(ICAO) recently established the Global Aviation Safety Plan(GASP) for national aviation safety management, along with the enactment of Annex 19, Safety Management System(SMS). ICAO require the establishment of the 'States Safety Programs(SSP)' for countries with excellent safety evaluation, including Korea, and the establishment of aviation safety supervision systems for all Contracting States by 2017 under the enactment of ICAO Annex 19. Required. The Ministry of Land, Infrastructure, and Transport has continuously invested in R&D to secure such aviation safety systematically, and is making efforts to develop and disseminate related technologies by establishing long-term R&D roadmaps. A study on aviation safety supervision among the system-based aviation safety supervision support technology development R&D project, which is underway as part of the aviation safety technology development project of the Ministry of Land, Infrastructure and Transport. We conducted a study to see if this methodology logically guarantees reasonableness.

  • In order to enhance the safety of the international aviation industry, the International Civil Aviation Organization has recommended establishing an operational foundation for systematic and integrated collection, storage, analysis and sharing of aviation safety data. Accordingly, the Korea aviation industry also needs to comprehensively manage the safety data which generated and collected by various stakeholders related to aviation safety, and through this, it is necessary to previously identify and remove hazards that may cause accident. For more effective data management and utilization, a standard structure should be established to enable integrated management and sharing of safety data. Therefore, this study aims to propose the framework about how to manage and integrate the aviation safety data for big data-based aviation safety management and shared platform.

  • Various aviation safety performance and safety oversight programmes including CRM, SMS and USOAP are operated in various sizes, depending on the capacity of each State. Despite such activities, greate and small, aviation incidents and accidents are continuously occurred. In relation to this point, this paper suggests a result of comprehensive literature review for the purpose of building an aviation safety performance theory. This paper will define the concept of aviation safety and following created common perception on aviation safety will, as basic materials, contribute to pursue consistence and systematic aviation safety activities.

Text Mining 기법을 활용한 항공안전관리 이슈 분석 (Analysis of Aviation Safety Management Issues using Text Mining)

  • In this study, a total of 2,584 domestic research papers with the keywords "Aviation Safety" and "Aviation Accidents" were subjected to Text Mining analysis. Various text mining techniques, including keyword frequency analysis, word correlation analysis, network analysis, and topic modeling, were applied to examine the research trends in the field of aviation safety. The results revealed a significant increase in research using the keyword "Aviation Safety" since 2015, with over 300 papers published annually. Through keyword frequency analysis, it was observed that "Aircraft" was the most frequently mentioned term, followed by "Drones" and "Unmanned Aircraft." Phi coefficients were calculated for words closely related to "Aircraft," "Aviation," "Drones," and "Safety." Furthermore, topic modeling was employed to identify 12 distinct topics in the field of aviation safety and aviation accidents, allowing for an in-depth exploration of research trends.

  • Purpose of this paper is to enhance aviation safety in korea through comparison with aviation safety policies implemented by other countries. it can be another opportunity for Korean two national flag airlines to reappraise and reinforce the significance of "aviation safety", as well as set forth immediate vigorous efforts to support the government's aviation safety enhancement countermeasures. I hope this study would contribute and provide a variable idea and direction to enhance aviation safety management of two Korean flag carriers.

A Study of the Institutional Changes in the Aviation Safety Management System

  • The purpose of this study is to review the changes in the aviation safety management system, how that system has evolved and what forces caused these changes to take place. Also included is an examination of the development process of the aviation safety management system in view of the new institutionalism, identifying the patterns of change. Based on the results of this study, I propose policy methods to design a desirable civil aviation safety system with a view toward raising the safety standards in the Korean civil aviation community. The major analysis variables are as follows: first, aviation accidents caused by external factors and international standards as independent variables; second, environmental changes and political processes affecting aviation safety management system as major mediating variables; and third, the aviation safety management legal system, the aviation safety management organizations and an expert participation system as dependent variables. The institutional changes and continuance of the aviation safety management system show that when specific circumstances arise, the continuance lasts depending on the path dependency, and in a certain circumstance, when immanent changing factors reach a critical point, the system suddenly changes by a punctuated equilibrium, which are all included in this study.

항공사 조직구성원의 항공안전과 항공보안에 대한 상충적 태도가 조직효과성에 미치는 영향 연구 (A Study on the Effect of Airline Staff's Contradictory Attitude between Aviation Safety and Aviation Security to Organizational Effectiveness)

  • This paper has studied the effect of airline staff's perception on both aviation safety and aviation security to their organizational effectiveness. Airline staff's perception on aviation safety is different from that on aviation security due to organizational difference in an airline. Through an empirical analysis, it was analyzed the effect of such perceptional difference on airline's organizational effectiveness. According to the analysis, it was found the perception of aviation safety has a significant positive effect on organizational effectiveness. Airline staff believed the safety is a core value of an airline and emphasizing the safety never impeded the airline's operation including service quality. Secondly, it was proven the perception on abiding by aviation security rules had a significant negative effect on organizational effectiveness. However, emphasizing aviation security had a very significant positive contribution on airline's philosophy of aviation safety. Following the research results, it was suggested an airline look for improving the process and regulations to deal with aviation security in the organization.

  • Not only in aviation industry but also in other industries, safety data plays a key role to improve the level of safety performance. By analyzing safety data such as aviation safety report (text data), hazard can be identified and removed before it leads to a tragic accident. However, pre-processing of raw data (or natural language data) collected from each site should be carried out first to utilize proactive or predictive safety management system. As air traffic volume increases, the amount of data accumulated is also on the rise. Accordingly, there are clear limitation in analyzing data directly by manpower. In this paper, a topic prediction model for aviation safety mandatory report is proposed. In addition, the prediction accuracy of the proposed model was also verified using actual aviation safety mandatory report data. This research model is meaningful in that it not only effectively supports the current aviation safety mandatory report analysis work, but also can be applied to various data produced in the aviation safety field in the future.

A Study on the Improvement of Safety Management System for ATO - Base on the Aviation Safety Voluntary Reporting System -

  • As all flight training institutions in Korea were approved by the Ministry of Land, Infrastructure and Transport (MOLIT) as aviation training organizations (ATO), safety management based on the Aviation Safety Management System (SMS) became mandatory. However, even though safety management using SMS has become mandatory, the performance of aviation safety voluntary report, which is the core of the system, remains low compared to other countries. The current address of SMS, a ATO, is like a watermill without water. The present study is to find out why voluntary aviation safety reports, which is equivalent to water from waterwheel, is underperforming and to suggest ways to revitalize it.
