The air transportation industry in Korea has grown very fast in aspect of the transportation scale as much as entering within the tenth in the world. However, as compared with the air transportation industry, the civil aviation pilots training has been performed at very low level in quantity and quality because of the high cost of pilots training, nation security, limited airspace use and falling behind of the science technology in relation to the aviation industry. In result, the number of airline pilots became lower than actual demands of both airlines, KAL and ASIANA. This produced many foreign captains employed, airline pilots overloaded and finally affected flight safety. In this paper, it was studied the actual reality and problems of civil aviation pilots training and presented the encouraging policies for civil aviation pilots training in Korea.

In this study, it is to contribute to Korean aviation safe system as well as the improvement of the domestic(Korean) aviation mechanic qualification examination system by comparing and contrasting with the advanced aviation mechanic qualification examination system of ICAO, FAA and EASA. In addition, by reforming and improving Korean aviation mechanic qualification examination system, it can be achieved to keep the international competitiveness and can be authenticated even in international standardized countries in aviation mechanic qualification examination system.

The strengthened aviation security measurements caused by increased terror threat all around the world have air passengers annoyed by uneasy treatment and some delayed process. The service level of air travel and competitiveness of airlines industry has been weakened also. The aviation security process is mainly conducted at an airport. The threat level of airport is not usually same airport to airport, and the quality of aviation security activity is neither same. However, ICAO requires every international airport to conduct similar process to ensure aviation security without considering situational difference of each airport. The paper has objectives to develop reasonable security measurements based on risk management concept. It studied the ways of achieving target level of security of an airport, considering the threat situation of the airport and its ability to conduct security procedures.

Multi-crew Pilot License (MPL) is an international pilot certification adopted by the International Civil Aviation Organization (ICAO) in 2006 under the recognition of the need for efficient and systematic pilot training including the education of pilots with advanced aviation technology and ability to respond to flight environment, resolution of the human factor problems of pilots, and provision of stable training tools for transport aircraft pilots for potential risk of pilot shortage in the future. South Korea also has prepared a legal basis for operating an MPL system in the Aviation Act in 2009, but there has been no domestic MPL qualifier. The biggest reason for this seems to be the insufficient domestic MPL training system. Therefore, it is necessary to benchmark the international standards of the ICAO, and to promote the development of the Korean MPL training system through revision and supplementation of laws and regulations in consideration of Korean circumstances.

In order to identify and analyze potential aviation safety hazards, analysis of aviation safety report data must be preceded. Therefore, in consideration of the provisions of the Aviation Safety Act and the recommendations of ICAO Doc 9859 SMM Edition 4th, personal information in the reporting data and sensitive information of the reporter, etc. It identifies the scope of de-identification targets and suggests a method for applying de-identification processing technology to personal and sensitive information including unstructured text data.

항공안전에 대한 항공선진국의 항공안전정책을 통해 얻을 수 있는 시사점을 위해 미국, 영국, 호주, 일본의 항공안전정책을 살펴보았으며 외국의 저비용항공사의 현황 및 한국의 저비용항공사의 안전정책 및 항공기 사고에 따른 항공안전 현황을 살펴보았다. 기존의 저비용항공사와 이제 신규 저비용항공사가 지역을 기반으로 지역항공사의 개념으로 탄생함으로써 새로운 저비용항공사의 시장이 형성되고 있는 상황이며 인근 동남아 지역에는 말레이시아의 와 같은 안전의 신뢰성을 갖고 정부가 지원하는 저비용항공사가 있는 반면 항공기 사고로 인하여 경영이 악화되었거나 안전성에 대한 신인도가 추락된 저비용항공사가 산재되어 있어서 외국의 저비용항공사에 대한 안전성 검증과 함께 국내 항공사의 국제선 진출에 대비한 신뢰성 향상 및 국제적 안전성 확보를 위한 안전관리 대책이 필요하다. 또한 현재 항공자유화와 항공수요의 다양화로 저비용항공사 증가 추세에 있으며 최근 제주항공, 에어부산, 진에어, 이스타항공이 국내선 운항과 동시에 국제선운항을 시작하였거나 준비하고 있는 상태이다. 본 논문은 최초 저비용항공사 출범 직후의 안전성에 대한 문제를 중심으로 연구를 진행하였으며 이후 이들 항공사 사고가 발생할 개연성에 대한 부분도 고려하였다. 따라서 국내외 항공시장의 환경변화에 능동적으로 대처하고 항공산업의 경쟁력 제고를 위해 신규 저비용항공사의 안전관리의 강화가 그 언제보다 필요한 시기라고 생각된다. 따라서 해외의 항공안전정책 가운데 미연방항공청의 Flight Plan 하위의 Business Plan처럼 구체적인 항공안전계획이 필요하다고 생각되며 본 논문이 저비용항공사의 항공안전 제고 노력에 미력이나마 도움이 되기를 바란다.

항공안전 증진을 위하여 운영되고 있는 항공안전 보고제도의 경우에는 그 활성화와 관련 정보의 활용을 위해서는 비처벌 및 데이터 보호의 기준이 먼저 선행되어야 한다. 항공안전 보고제도를 통한 항공안전 데이터의 수집 및 분석의 목적은 이러한 항공안전에 관한 다양한 정보의 수집 및 분석을 통하여 사고의 원인 파악과 이를 바탕으로 한 사고 재발 방지에 있기 때문이다. 현행 "항공안전법" 하에서도 항공안전을 위한 의무보고제도와 자율보고제도가 운영되고 있으며, 그 제도의 수립 취지가 사고 원인 파악 및 재발방지에 있다고 한다. 하지만, 그 보고자에 대한 비처벌이 전제되지 않는 한 현실적으로 항공안전에 관하여 보고제도의 활성화를 기대하는 것은 어려운 것이 사실이다. 이에 항공안전에 관한 정보 수집의 목적과 보고제도의 취지를 검토하여 그에 부합될 수 있도록 제도가 개선되어야 할 것이다. 이러한 보고제도의 활성화를 위해 고려되어야 할 사항 중 하나가 현행 제도상 정하고 있는 항공안전장애의 범위라 할 수 있다. 항공안전 자율보고 제도의 경우 그 보고 대상을 항공안전장애 이외의 경미한 항공안전장애로 한정하고 있다는 점에서 이는 ICAO나 미국 및 영국 등 주요 선진 국가의 제도와 차이를 나타내고 있다. 이에 항공안전장애의 범위를 국제기준과 같이 보다 넓게 인정하되, 항공안전장애의 경우 그 심각성으로 반드시 의무보고를 해야 하는 경우를 정하여 보고제도의 실효성을 담보할 수 있는 개선이 마련되어야 할 것이다. 보고제도의 목적이 사고의 원인 파악 및 재발방지에 있기 때문에 다양한 항공 안전에 관한 데이터 수집 및 분석을 바탕으로 한 안전 조치 및 정보의 공유는 항공안전 증진에 크게 기여하게 될 것이라고 본다. 이 때 가장 중요한 것은 엄격한 데이터 보호와 비처벌 원칙이며, 이에 대한 준수가 확보되어야 한다. 자율보고의 활성화는 안전문화 증진에 기본적인 요소 중 하나로 보고자에 대한 면책과 관련 정보의 보호가 담보되지 않는다면 동 제도의 성공적인 운영은 기대하기 어려우며, 오히려 관련 사실이나 데이터를 은폐하여 처벌을 회피하게 하는 기준으로 작용할 수 있기 때문이다. 안전 증진을 위한 규제는 그 엄격성과 완벽성에도 불구하고, 한계나 사각지대가 발생할 수밖에 없는 것이 현실이다. 기술의 진보와 담당자의 실수 등은 사안마다 다른 형태로 나타나게 되며, 그 결과의 피해나 손해는 실로 심각한 지경에 이를 수 있다. 따라서 본 고에서는 항공안전관리 시스템 중 사전적 예방 수단으로 논의되고 있는 의무보고제도 및 자율보고제도의 활성화 방안과 안전 데이터의 체계적 관리를 위한 개선안에 관하여 다루기로 한다. 사전적 예방제도 구축을 위한 보고제도 개선과 항공안전 데이터 수집을 위한 비처벌에 관한 제도 등의 도입은 우리 항공산업의 안전 증진을 위한 근간으로 작용할 수 있으리라고 본다.
