항공분야 예방안전지표 표준분류체계 수립에 관한 연구 (A Study on the Establishment of Aviation Safety Leading Indicators)

  • 항공안전관리를 위해서는 서비스제공자들의 안전성과를 측정하고 관리하기 위한 안전성과지표의 수립이 반드시 선행되어야 한다. 특히, 예방안전지표는 사고 및 준사고의 발생원인을 사전에 식별하고 이를 관리할 수 있게 하는 중요한 역할을 한다는 점에서 그 의미가 크다고 할 수 있다. 하지만 현재 국내 항공산업의 안전성과지표는 이미 발생한 사건에 기반한 후행지표에 초점을 맞추고 있다는 한계를 가지고 있다. 따라서 본 연구는 예측적 항공안전관리를 위한 예방안전지표를 구성하는 것을 목적으로 하였다. 또한, 전문가의 검토와 AHP 분석을 통해 지표의 타당성과 중요성을 검증하였다. 본 연구는 상대적으로 연구가 부족했던 예방안전지표의 개발을 통해 국내 항공산업의 선제적인 안전관리를 지원할 수 있다는 점에서 의의가 있다.

항공서비스전공 대학생의 항공안전 인식이 전공인식, 전공몰입, 취업효능감에 미치는 영향에 관한 연구 (A Study on the Effects of Aviation Safety Perception among College Students Majoring in Aviation Service on Major Recognition, Major Commitment, and Employment Efficacy )

  • In recent years, the competition for employment among college students has become more intense. It is also the time when strong personal beliefs and will to develop careers are required for successful employment through stable major study. Therefore, in this study, we tried to find out the effect on major attitude and employment efficacy according to the level of aviation safety perception, which is an important issue in the aviation industry. For analysis, survey is conducted targeting college students majoring in aviation service who are enrolled in universities in the metropolitan area and Chungcheong area. To verify the hypotheses of the study, demographic characteristics are identified based on questionnaires, reliability and validity of measurement items are verified, and structural equation model analysis is performed to verify the hypotheses. The analysis results are as follows. First, it is found that safety knowledge and safety consciousness, which are sub-factors of aviation safety perception of college students majoring in aviation service, have a positive (+) effect on subject recognition, learning process recognition, and career recognition of major recognition. Second, subject recognition, learning process recognition, and career recognition, which are sub-factors of major recognition, are found to have a positive effect on major commitment. Third, it is found that major commitment have a positive (+) effect on employment efficacy. Based on the research results, practical support plans and strategies for effective major study and successful employment are presented.

  • 국제민간항공기구(ICAO)에서는 글로벌항공보안계획(GASeP)을 수립하여 체약국들에게 첨단 보안체계로의 전환을 요구하고 있다. 본 논문에서는 국내외 첨단 항공보안 정책 및 첨단 기술을 식별·조사하고 우리나라에 첨단 보안체계를 구축함에 있어 발생되는 문제점 원인을 분석하였다. 이를 통해, 국내 공항 등급별 효과적인 첨단 보안장비 구축방안을 제시하였으며, 첨단 항공보안체계 도입을 위한 신규 기술기준의 수립 범위를 식별하고 첨단 보안장비를 원활히 운영 할 수 있도록 기술유지 관리를 위한 운영검증 평가 항목을 도출하였다.

인적오류의 세부적 분류와 실증분석에 관한 연구 (A Study on the Detailed Classification and Empirical Analysis of Human Error)

  • In aviation, it is important to analyse and classify human error in detail. Because human error has been implicated in 70 or 80% of aviation accidents in literature review. But, there is little detailed classification and research of human error. In this study, Objectives are to establish human error model by classifying types of human error in detail and also to analyse human factors by using the established model. Analysis of the data uses Korea Aviation Incidents Reporting System(GYRO). The resulting from actual analysis, there is a some difference between flight steps for human error occurrence and types of human error are different according to the aviation personnel(pilot, ATC controller).

  • The organization's safety culture is strongly tied to the success of its safety learning programme. All personnel must understand the concept and necessity of Safety Management System. In order to settle the culture which they are willing to share the responsibility of safety, it is essential for service provider as the airline company to develop the technique and knowledge which intenses the organization's safety and to perform safety learning programme to be applied. This study has looked into the preceding studies about the learning culture and surveyed how the airmen have acquired the safety lessons learned thru their safety promotion within aviation maintenance organization. Accordingly, it intends to contribute safety promotion by suggestion of the effective and positive learning culture thru the establishment of strategy and the safety learning programme suitable to the organization.

  • The checklist currently used for aviation safety inspection performed by ASIs(Aviation Safety Inspectors) consists of inspection groups and multiple items, it does not have safety attribute and structured hierarchy system which required to efficiently process aviation safety analysis. On this study, categorized the domestic and foreign ASI checklist by safety attribute from ICAO recommended and presented composition of checklist for safety assurance by comparative analysis composition of domestic and foreign ASI checklist.

국적항공사 조종사들의 항공안전문화 인식도 변화에 대한 연구 (A Study on Degree of Perception Changes of Korean National Carriers' Pilots in Safety Culture)

  • Among other various aspects of safety culture, this research has considered safety culture from the view of aviation. A tool to examine aviation safety culture has been developed on the basis of Global Aviation Safety Network's safety culture survey. Using this tool, the degree of perception of Korean national carriers' pilots in safety culture has been examined three times for the period from 2002 to 2015. Compared to an initial result of the survey in 2002, results in 2008 and 2015 demonstrate that safety culture among pilots has rapidly changed from negative and bureaucratic to positive. Hence, it is expected that positive index of safety culture will increase 28% (total approximate 90%) in 2020.

  • This paper describes a development of aircraft carrier aviation support system architecture using DoDAF. The aircraft carrier, a warship performing a role of mobile sea air base in offensive and defense mission, is super system that is comprised of carrier itself and carrier-based airwing. Performing critical role in step with aviation operations in carrier-airwing interactions, the aviation support system of aircraft carrier is also system of systems. It requires a complex and integrated approach based on systems engineering in establishing concept of this complex systems. In this view, this study establishes an operational scenario and derives operational requirements by identifying aviation operations environment on deck of aircraft carrier. The study presents the operational architecture of the carrier aviation support system by using DoDAF and CASE tool CORE.

  • 본 연구에서는 한국항공운송시장에서 소비자들이 항공사를 선택할 때 통상적으로 과거에는 크게 고려하지 않았던 "항공안전(Aviation Safety)"이라는 변수가 최근 빈번하게 발생한 항공사고로 인해 항공사를 선택하는 변수로서 큰 영향을 미칠 것이라는 가정하에 실증 분석하였다. 본 연구는 항공안전의 중요성은 물론 국적항공사들의 항공안전 의식강화와 정부의 항공안전 강화대책 수립에 큰 도움을 줄 것으로 기대한다.

조종사비행(근무)시간기준에 대한 항공규정개선방안 연구 (FRMS를 중심으로) (A Study of Plans to Improve the Aviation Regulations about Pilot Flight (Duty) Time Limitations (Based on FRMS))

  • Approximately 70% of aviation accidents in the world are caused by human factors of pilots and 15-20% of these accidents are known to be caused by pilot fatigue. Recently ICAO established new standards of FRMS for aircrew. The US and the EU have introduced FRMS and established and operated new aviation regulation systems for pilot flight(duty) time limitations. On the other hand, Korea has not yet introduced FRMS. This study reviewed ICAO's standards of FRMS and analyzed the aviation regulations of the US and the EU. As a result of this study, it showed that Korea also needed to introduce FRMS. This study reasoned out plans to improve Korean aviation regulations about pilot flight time limitations based on international standards.
