The Impacts of Particulate Matter on Urban Activities in Jongno-Gu, Seoul (미세먼지가 도시민의 활동에 미치는 영향 - 서울시 종로구를 대상으로 -)

  • Particulate matter(PM) is one of the leading causes of lung cancer. Recognizing its considerable risk to human health, people change their behaviors when a concentration level of PM is high. The impact of particulate matter on urban activities may vary depending on the lasting days of PM and PM matter alerts. In addition, the level of averting behavior may vary depending on the types and physical characteristics of urban activities and the degree of vulnerability to PM among people. Although the way people respond to PM may vary depending on these various factors, previous research evidence on this is very insufficient. Therefore, this study multilaterally analyzed the impact of PM on the urban activities in Jongno-gu, one of the CBD areas of Seoul. For this, we linked SKT's mobile phone signal data to land use data to extract the daily number of active people by urban activity types and ages. According to multiple regression analysis, the averting behavior varies depending on the type of urban activity, the physical characteristics of the place of activity(inside and outdoor), the lasting days of PM, PM alerts and the age of people. The results of this study can be used as basic data to policy makers who establish policies for adapting to air pollution policies by providing various effects of PM on the urban activities.

Measuring Willingness to Pay for PM10 Risk Reductions: Evidence from Averting Expenditures for Anti-PM10 Masks and Air Purifiers (미세먼지 건강위험 감소에 대한 지불의사 측정: 마스크 착용과 공기청정기 사용에 따른 회피비용을 중심으로)

  • This study is to investigate whether averting costs for wearing $anti-PM_{10}$ masks and using air purifiers at home to reduce exposure from $PM_{10}$ are influenced by subjective risk perceptions and/or objective $PM_{10}$ concentration levels, whose estimates will be used to measure the willingness to pay for $PM_{10}$ risk reduction. An empirical analysis was conducted on a sample of 1,224 respondents who participated in the web-based survey in the late October of 2017. As we reflect the potential endogeniety bias in the estimation of averting cost functions of using air purifiers, the coefficients of risk perception were differed by 6~7 times. Respondents. subjective risk perceptions were influenced by individuals' knowledge, attitudes and demographic variables, as well as the levels of $PM_{10}$ concentrations in their residential region. The marginal willingness to pay for risk reductions at the mean levels of their risk perceptions were measured at 1,000 won per month from wearing $anti-PM_{10}$ masks and 6,000 won for using air purifiers respectively.

Estimating the Value of Statistical Life by Analysing Disease Protective Behavior: Focusing on Medical Examination of Cancer (질병예방행위 분석을 통한 확률적 인간생명가치 추정: 암 검진 행위 분석을 중심으로)

  • This study estimates the VSL(value of a statistical life) as well as the WTP(willingness to pay) for mortality risk reduction using sample selection model with data on liver cancer examination which is associated with little possibility of multi-purpose(i.e. joint production) in averting behavior. The marginal benefits of mortality risk reduction are estimated by applying for household production function model with medical expense and the time required for medical examination of liver cancer. Individuals are more likely to take liver cancer test if they are male, older, higher educated, those with spouse, smoker, more income of household, and more anxious about their health. The costs of liver cancer examination are statistically significantly affected with expected signs by size of mortality risk reduction, sex, period of eduction, those with spouse, and household income. The marginal effect of mortality risk reduction owing to taking liver cancer examination is estimated at 321,097 won. The costs of liver cancer examination are increased by 905 won with more one year of education period and by 1,743 won with more one million won in household income. On liver cancer examination, male spends more 12,310 won than female and those with spouse pay more 7,969 won than those without spouse. Therefore the VSL from mortality risk reduction due to liver cancer examination is 321.10 million won at mean size of mortality risk reduction and mean cost of liver cancer examination. The results of sensitivity tests on costs and effects of liver cancer test shows that the VSLs are estimated in a range from 160.55 million won to 642.19 million won.

  • 상수원이 오염되고 사람들이 수돗물 수질을 불신함에 따라 이에 대한 회피 행동(averting behavior)으로서 생수소비가 급증하고 있다. 본 논문은 모수적(parametric) 모형과 반모수적(semi-parametric) 모형을 운용하여 생수소비 행태를 설명하는 이변량모형(bivariate model)을 분석하고자 한다. 주된 분석목적은 모수적 모형과 관련된 암묵적인 제약이 반모수적 모형을 통해 완화될 수 있음을 보이는 것이다. 모수적 모형에서 가정되는 이변량 정규성(normality)의 가정에 대한 검정결과, 이 가정은 통계적으로 유의하게 기각되었으며 모수적 모형 대반모수적 모형에 대한 정형검정 결과도 모수적 모형을 유의하게 기각하였다. 또한 반모수적 모형이 모수적 모형보다 생수소비행태에 대한 설명력이 더 높았다. 따라서, 반모수적 모형이 모수적 모형에서 요구되는 제약적인 가정을 하지 않으면서도 자료와 보다 잘 부합하는 결과를 가져올 수 있는 것으로 분석되었다.

Cost-benefit Analysis in Certification of Devices and Equipments Used in Farm Work (농작업 편이장비 안전인증의 비용-편익 분석)

  • This study focuses on the benefit-cost analysis of certification of more than eight hundred devices and equipments used primarily in farm work. Specifically, EPA-suggested averting behavior approach was used for the analysis. Cost-benefit analysis indicates that there will be a net cost of 30 billion won for the first year since the introduction of the certification system. It is expected, however, that net benefit of 568 billion won after 11 years and the accumulated net benefit will reach to 3,867 billion won. These results validate the introduction of safety certification systems for devices and equipments used in farm work sites.

  • A real-case incident occurred where a 9-meter-high segment of a pre-fabricated concrete separation wall unexpectedly collapsed. This collapse was triggered by improperly depositing excavated soil against the wall's back, a condition for which the wall segments were not designed to withstand lateral earth pressure, leading to a flexural failure. The event's analysis, integrating technical data and observational insights, revealed that internal forces at the time of failure significantly exceeded the wall's capacity per standard design. The Lattice Discrete Particle Model (LDPM) further replicates the collapse mechanism. Our approach involved defining various parameter sets to replicate the concrete's mechanical response, consistent with the tested compressive strength. Subsequent stages included calibrating these parameters across different scales and conducting full-scale simulations. These simulations carried out with various parameter sets, were thoroughly analyzed to identify the most representative failure mechanism. We developed an equation from this analysis that quickly correlates the parameters to the wall's load-carry capacity, aligned with the simulation. Additionally, our study examined the wall's post-peak behavior, extending up to the point of collapse. This aspect of the analysis was essential for preventing failure, providing crucial time for intervention, and potentially averting a disaster. However, the reinforced concrete residual state is far from being fully understood. While it's impractical for engineers to depend on the residual state of structural elements during the design phase, comprehending this state is essential for effective response and mitigation strategies after initial failure occurs.

Estimating Damage Cost of Dust-Sand Storm in Korea (황사로 인한 피해비용 추정)

  • The purpose of this paper is to estimate the total damage cost (i.e., individual welfare loss) due to dust-sand storm (DSS) in Korea, using contingent valuation method. CV market scenario is designed to elicit individual WTP for reducing the currently 14 days of average DSS per year by 50 percent. Question about the shares of various types of damage costs are directly asked after the respondent answered about his or her WTP in CV questionnaire. The yearly damage cost due to DSS is 29,510 won(95% C.I. 24,565~35,452won) in the case of an individual, therefore amounts to 444.1 billion won(95% C.I. 407.3~481.0 billion won) for the whole nation. The cost of amenity reduction counted as 33.8% is 150.1 billion won(95% C.I. 137.7~162.6 billion won); the cost of increase in morbidity counted as 36.6% amounts to 162.5 billion won(95% C.I. 149.1~176.0 billion won); the cost of averting behaviors counted as 14.5% is 64.4 billion won(95% C.I. 59.1~69.7 billion won); and the cost of car wash, activity restriction and so on, which was counted as 15.1%, amounts to 67.1 billion won(95% C.I. 61.5~72.6 billion won).

Consumers' Subjective Risk Perceptions of Tab Water and Stated Preferences for Safe Drinking Water (소비자들의 수돗물에 대한 주관적 위험인지와 안전한 음용수에 대한 진술선호 분석)

  • This paper attempts to incorporate three important factors-perceptions, behavior and valuation-in analysing consumers' responses to health risks from environmental pollutants. Using a survey sample of 500 consumers in the Chonbuk province area, this paper empirically investigated determinants of risk perceptions from using tap water as drinking water. Most consumers were considerably concerned about health risks from drinking tap water. Moreover, those subjective concerns were not random, but were systematically related to individuals' demographic variables such as age, gender, and family size. Those subjective beliefs also influenced respondents' purchase intentions on safer water bottles, in response to a contingent behavior question of presenting two types of water bottles. The technical risk information provided in the survey had significant effects on purchase intentions only when it was interacted with respondents' actual averting practice. In addition, the sample selection effects were present by eliminating respondents who decided not to purchase either of two types of water bottles. The potential selection bias had impacts on the coefficients of the price difference variable, and subsequently the estimates of the price increments for health risk reductions.
