A Study on the Development of a Health Risk Assessment Method for the Management of the Health Environment of Residents Living Around Areas Affected by Chemical Accidents (화학사고 주변 지역 거주자의 보건환경 관리를 위한 건강위해성 평가 방법 개발에 관한 연구)

  • Objectives: This research is part of a study to be conducted over five years starting from 2017 by the Ministry of Environment on the development of technologies to evaluate the impact of chemical accidents on the human body. Methods: For this research, a five-stage specific study method was developed. Results: In brief, the developed health risk assessment method can be summarized as follows. First, a health risk assessment system was built based on the guidelines set forth by the USA NRC/NAS. Second, based on the disease manifestation theory, the health risk assessment method was divided into 1) a carcinogenic health risk assessment method focused on all carcinogens except non-genotoxic carcinogens and 2) a non-carcinogenic health risk assessment method focused on noncarcinogens including non-genotoxic carcinogens. Third, the detailed contents of the health risk assessment method were developed in four stages(hazard identification, dose-response assessment, exposure assessment, and risk determination) through theoretical consideration of the assessment of the level of health risk related to chemical exposure. Finally, a health risk assessment methodology, classified into stages to address acute, subacute/subchronic, and chronic conditions was developed after considering the physicochemical behavior of hazardous chemicals upon implementation of countermeasures after a chemical accident. Conclusions: A method to evaluate the health risks related to toxic chemicals generated by chemical accidents was developed. This study was performed with the purpose of developing a mathematical health risk assessment method to evaluate the health effects of exposure to hazardous chemicals upon implementation of emergency countermeasures after chemical accidents.

  • This paper presents a novel random sampling method for generation adequacy assessment including wind-power. Although a time sequential sampling has advantages than a random sampling in its assessment results, it takes long assessment time. Therefore, an effective random sampling method for generation adequacy assessment is highly recommended to get specific reliability indices quickly. The proposed method is based on the Monte-Carlo simulation with state sampling and it can be applied to generation adequacy assessment with other intermittent power sources.

  • The integrity of nuclear piping systems has to be maintained sufficiently all the times during operation. In order to maintain the integrity, reliable assessment procedures including fracture mechanics analysis, etc, are required. Up to now, the integrity assessment has been performed using conventional deterministic approach even though there are lots of uncertainties to hinder a rational evaluation. In this respect, probabilistic approach is considered as an appropriate method for piping system evaluation. The objectives of this paper are to develop a probabilistic assessment program using reliability index and simulation technique and to estimate the damage probability of wall-thinned pipes in secondary systems. The probabilistic assessment program consists of three evaluation modules which are first order reliability method, second order reliability method and Monte Carlo simulation method. The developed program has been applied to evaluate damage probabilities of wall-thinned pipes subjected to internal pressure, global bending moment and combined loading. The sensitivity analysis results as well as prototypal evaluation results showed a promising applicability of the probabilistic integrity assessment program.

Comparative Study of Probabilistic Ecological Risk Assessment (PERA) used in Developed Countries and Proposed PERA approach for Korean Water Environment (확률생태위해성평가(PERA) 선진국 사례분석 및 국내수계에 적합한 PERA 기법 제안)

  • Probabilistic Ecological risk assessment (PERA) is extensive approach to qualify and quantify risk on the multi species based on species sensitivity distribution (SSD). As a while, deterministic ecological risk assessment (DERA) considers the comparison of predicted no-effect concentration (PNEC) and predicted exposure concentration (PEC). DERA is used to determine if there is potential risk or no risk, and it doesn't consider the nature variability and the species sensitivity. But PERA can be more realistic and reasonable approach to estimate likelihood or risk. In this study, we compared PERA used in developed countries, and proposed PERA applicable for the Korean water environment. Taxonomic groups were classified as "class" level including Actinopterygill, Branchiopoda, Chlorophyceae, Maxillapoda, Insects, Bivalvia, Gastropoda, Secernentea, Polychaeta, Monocotyldoneae, and Chanophyceae in this study. Statistical extrapolation method (SEM), statistical extrapolation method $_{acutechronicratio}$ ($SEM_{ACR}$) and assessment factor method (AFM) were used to calculate the ecological protective concentration based on qualitative and quantitative levels of taxonomic toxicity data. This study would be useful to establish the PERA for the protection of aquatic ecosystem in Korea.

An Assessment of Electric Shock Hazard by Safety Criteria Using Graphical Method (그래프법을 이용한 안전기준에 의한 감전위험성 평가)

  • This paper presents a graphical method for hazard assessment of electric shock by safety criteria. For the human body to be safety actual body current should not exceed safety criteria, i.e. allowable body current. The assessment method presented in this paper is based m the safety criteria of the IEEE Standard 80 as well as the IEC 479-1. The hazard can be assessed in terms of alterable touch voltages instead of alterable body current. Thus, the hazard assessment of given electric shock condition is referred to a procedure by which the actual touch voltages are compared with the allowable (safe) touch voltages. Since the IEC 479-1 safety criteria are nonlinear, the graphical method is presented for the hazard assessment. Body current and body voltage are calculated with the allowable touch voltage. A comparison of the safety criteria of two widely accepted standards, i.e. the IEEE Std 80 End the IEC 479-1 is proposed. Also Thevenin equivalent resistance is obtained from electric shock model expressed by two-port earth-grid-foot system. On the basis of calculated results, the allowable touch voltage, the body current and the body voltage we can conduct the hazard or safety assessment and estimate the severity of electric shock.

A two-step interval risk assessment method for water inrush during seaside tunnel excavation

  • Water inrush may occur during seaside urban tunnel excavation. Various factors affect the water inrush, and the water inrush mechanism is complex. In this study, nine evaluation indices having potential effects on water inrush were analysed. Specifically, the geographic and geomorphic conditions, unfavourable geology, distance from the tunnel to sea, strength of the surrounding rock, groundwater level, tidal action, cyclical footage, grouting pressure, and grouting reinforced region were analysed. Furthermore, a two-step interval risk assessment method for water inrush management during seaside urban tunnel excavation was developed by a multi-index system and interval risk assessment comprised of an interval analytic hierarchy process, fuzzy comprehensive evaluation, and relative superiority analysis. The novel assessment method was applied to the Haicang Tunnel successfully. A preliminary interval risk assessment method for water inrush was performed based on engineering geological conditions. As a result, the risk level fell into a risk level IV, which represents a section with high risk. Subsequently, a secondary interval risk assessment method was performed based on engineering geological conditions and construction conditions. The risk level of water inrush is reduced to a risk level II. The results agreed with the current tunnel situation, which verified the reliability of this approach.

Elementary School Teachers' and Preservice Elementary School Teachers' Actual and Preferred Types of Science Assessment (초등교사와 예비초등교사의 과학평가 실태와 지향)

  • In this study, we investigated elementary and preservice elementary school teachers' actual and preferred types of science assessment focusing on the purpose and the method of assessment. Participants were 75 elementary school teachers and 93 preservice elementary school teachers. The questionnaire adopted from previous relevant studies was administerd in order to examine the types of assessment which the teachers have actually implemented and the preferred types of assessment for hypothetical situations known as the prototypical examples of constructivist assessment. The results revealed that most teachers and preservice teachers tend to possess the summative-oriented purpose of assessment. An affective assessment purpose focused on evaluating students' interest, attitude, and curiosity toward science was newly identified in this study. In analyzing teachers' responses from the viewpoint of the method of science assessment, responses of an informal mode such as observation and portfolio were noticeable. However, most of them were found to correspond to the traditional summative-oriented purpose of assessment. For prototypical constuctivist assessment situations, teachers and preservice teachers were found to prefer the performance and the informal modes than the measurement mode of the assessment methods, whereas their purposes of the assessment were not found to be constructivist.

Development of a Quantitative Assessment Method of Finger Force Control Capabilities forMotor Intentional Disorders (손가락 힘 통제 특성에 기반한 운동의지장애의 정량적 평가 방법 개발)

  • Motor intentional disorders have been studied by visual examination methods such as cross-response task and Luria loop. To provide more analytical, quantitative information for motor intentional disorders, the present study developed a method which evaluates force control capabilities by the index finger. The assessment method analyzes the finger force control capabilities at four stages(initiation, development, maintenance, and termination) with NK Pinch-GripTM(force resolution= 0.098 N; temporal resolution=50Hz). By applying the assessment method, a patient(age=66) with callosal legion was compared with 6 healthy males(mean age=65.5, SD=2.8), showing significant but different decreases in force control capabilities depending on hand and response location. The assessment method would be of use to better understand various aspects of motor intentional disorders such as the effects of the disorders to the neurological network of the brain and severity assessment of the disorders.

A Study on the Practice of Performance Assessment in the Elementary School Mathematics - Focussing on Self-assessment and Peer-observation - (초등학교 수학과 수행평가 실천에 관한 연구 - 자기평가.동료평가.관찰평가를 중심으로 -)

  • This study is to recognize a problem in the practice of performance assessment in elementary school, and to find out some suggestive points for improvement of teaching·learning method in elementary mathematics through assessment by reducing time restriction according to assessment through the practice of self-assessment, peer-assessment and observation, and then by reflecting the results of assessment on teaching learning plan. For that, the questions of study set up are as follows ; 1. How should self-assessment and peer-assessment be applied to in elementary mathematics assessment? 2. How should the time for 'let's play an interesting game' be managed for assessment of elementary mathematics? 3. How should the results of assessment be reflected on the Process of teaching and learning of mathematics? To solve these problems, a researcher of this thesis performed self-assessment, peer-assessment on 40 students of second grade under her charge as a class teacher, and applied observation in the time management process for 'let's play an interesting game' for a semester. self-assessment was made by mathematics journal, self-assessment chart, peer-assessment was by the analysis of conversation record among students in the situations of assessment, and observation was by observation of activity when playing with the results data of play analyzed. the concrete methods of application as follows ; First, mathematics journal was applied $1{\sim}2$ times by each unit with reconstruction into the level of second grade on the basis of the preceding-study models. Second, peer-assessment was applied to the unit-assessment time and the play-activities time by the method of recording·analyzing the contents of conversation among students in the process of assessment. Third, mathematical attitude & dispositions of students making use of the self- assessment table were examined referring to the teaching learning plan. Fourth, the time management for 'let's play an interesting game' was made through the prior recognition of play method and the joyful play-activities by use of the play-plate. Assessment depended on analysis of play-activities results of students making use of an observation form. Fifth, the results of self-assessment, peer-assessment, and observation were analyzed, and then they were made use of as self-observation data, of teacher her/his self, or teaching·learning improvement data. Students' self-assessment datum (mathematics diary, self-assessment sheets, conversation contents in the process of assessment) and observation materials (check lists, Play-activity result materials, conversation contents in the process of play) obtained in the process of application was analyzed as follows ; 1. From the practice of self-assessment in form of mathematics journal, I could obtain not only datum showing how much students was understanding the learning aims by unit time and to any degree they reached but also information about their response to learning datum and favorable type of learning. 2. Assessment by self-assessment chart was useful in planning the mathematics teaching learning process because it helps ascertain mathematical attitude & dispositions of students. 3. Through the application of peer-assessment, students had the opportunity of communicating with other students looking back on his/her explaining process, and teachers could obtain basic materials for assessment of students. 4, In case of time management for 'let's play an interesting game', there was natural extension of play made through time-security by prior looking into the method of play-activity, and then, for a remained time, by making children play a new game. 5, I could easily record the activities of students by use of the observation. form, and make use of it as basic data for descriptive assessment. 6, Each kinds of data obtained from the results of assessment was helpful for securing self-observation materials in the process of teaching learning and for their betterment in mathematics subject. However, because they were in the second grade of elementary school and there was an individual difference, some students could not make use of mathematics diary or self-assessment form properly. In case of these students, assessment data would be obtained through interview or observation. And for effective operation of play, its purpose & method and matters that demand special attention when play-acting should be clearly guided. Also, when applying an effective play in addition to play activities in textbook, to lessons, interesting mathematics lessons could be guided.

  • The techniques to make assessment of the structural integrity of underground structures include Infrared thermagraphy, GPR using the reflection of the electromagnetic wave, ultrasonic test, seismic methods using the propagation of elastic wave, and etc These methods have pros and cons in the assessment of the structural integrity in the complex environment of the underground structure, so that a single method alone is not enough to evaluate parameters required for the assessment. In this study, a new seismic method was proposed to improve the existing methods and to provide an additional information like stiffness of concrete. The proposed method combines the advantages of the modified impact-echo test and the SASW method. To verify the validity of the proposed method, a large scale model of a tunnel concrete liner was built and the proposed method was applied to the center of the model and also to the corner of the model which has several distinct reflection boundaries.
