  • This paper gives an assessment criteria and reliability improvement for high frequency power supply of high efficacy electrodeless fluorescent lamp. The electrodeless fluorescent lamp system consist of electrodeless fluorescent lamp, high frequency power supply and lighting fixtures. The high frequency power supply has a shortest life at the system. Therefore It is need to assess the Failure Rate or Mean Time To Failure(MTTF) for the high frequency power supply of electrodeless fluorescent lamp system and improve the reliability at design. We suggest the assessment criteria and improve methods of the reliability on the design basis for the electodeless fluorescent system.

확률론적 평가를 이용한 원자력발전소 소내전력공급계통 신뢰도 감시 방법 (A Method to Monitor the Reliability of In-house Power Supply Systems in Nuclear Power Plants Based on Probabilistic Assessment)

  • This paper introduces a method to establish performance criteria of the in-house power supply system in nuclear power plants. The performance criteria of the system is presented in terms of the number of function failures and amount of the out-of-service time that can be allowed commensurate with the probabilistic safety assessment results of the nuclear power plants. To obtain the performance criteria such as reliability and availability, the functions of the system were analyzed and probabilistic assessment results were utilized. This method provides quantitative guidelines in selecting and monitoring system functions to determine an adequate level of maintenance quality in order to ensure the probabilistic goals for the safety of the nuclear power plants.

  • It is desirable that implementation assessment (IA) should be carried out efficiently in order to make successful progress of Total Maximum Daily Load (TMDL) in watershed management. There are many difficulties in the process of the implementation assessment because of the early stage in the application of TMDL in Korea. This study reviewed the present status of IA and proposed the methodology of its improvement such as flexible application of TMDL ledger, and standardization of assessment index and criteria. The deficient time for assessment period could be corrected by the consideration of the post-procedure after the submission of IA report.

미술영재 교육과정 평가준거 개발 (Development of Evaluation Criteria for the Gifted Curriculum in Visual Arts)

  • 본 연구는 미술영재교육과정을 평가하기 위한 평가준거를 개발하고 그 타당성을 검증하는 것을 목적으로 하였다. 이를 위해 문헌고찰과 교육학 전문가, 영재교육 전문가, 미술(영재)교육 전문가들의 검토를 통해 평가준거 안을 개발하였다. 그리고 개발된 평가준거 안에 대한 타당성 검증을 위해 교육평가 전문가, 영재교육 전문가, 미술(영재)교육 전문가, 영재교육 행정가로 구성된 30명의 델파이 패널을 선정하여 총 2차에 걸친 델파이 조사를 실시하였다. 델파이 조사 결과는 척도 평균, 내용타당도(Contents Validity Ratio: CVR)와 합의도를 활용하여 분석하였다. 연구 결과는 다음과 같다. 첫째, 문헌고찰과 전문가 검토를 통해 12개의 상황평가준거, 25개의 투입평가준거, 12개의 과정평가준거와 9개의 성과평가준거로 구성된 총 58개의 미술영재교육과정 평가준거를 개발하였다. 둘째, 1차와 2차 델파이 조사를 통해 타당성 기준을 충족시키지 못했던 2개의 평가준거가 삭제되었다. 최종 확정된 미술영재교육과정 평가준거는 12개의 상황평가준거, 25개의 투입평가준거, 10개의 과정평가준거와 9개의 성과평가준거로 구성되었다. 본 연구에서 개발된 미술영재교육과정 평가준거는 추후 국가 수준의 기관평가 체제를 구축하거나 기관 및 프로그램을 평가하는 데 활용할 수 있는 구체적인 평가 틀이 될 수 있을 것이다.

남강댐하류의 물리적 하천교란 평가 (Assessment of Physical River Disturbances in the Namgang-dam Downstream)

  • To assessment the disturbances of the Namgang caused by dam construction, upstream area was selected for the reference reach and downstream area was selected for the comparison reach. And these reaches were surveyed and analyzed according to the assessment criteria of the river disturbances.The artificial factors of river disturbances were classified as river improvement works, dam construction and aggregate dredging. The indexes were physical factors as like epifaunal (bottom), embeddedness, velocity/depth regime, sediment deposition, channel flow status, channel alteration, frequency of riffles, bank stability, vegetative protection, riparian zone etc.The assessment results showed 46% of the assessment criteria which was serious status in dam downstream area and 89.5% of it which was excellent status in dam upstream.Finally, the results showed that physical river environment in downstream area was disturbed by the discharge control and the interception of sediment discharge by dam, consequently this disturbance give rise to impact of ecosystem in river.

대규모 공공투자사업의 경제적 타당성 평가와 환경영향평가 통압 방안 - 새만금 간척사업을 사례로 - (Integration of the Feasibility Assessment Procedure and EIA of the Big Public Investment Project : In the Case of the Saemangeum Reclamation Project)

  • The choice of big public investment project needs an appropriate feasibility analysis before it is implemented, bemuse a rot wisely chosen one would bring about big and longrun societal costs. But the feasibility analysis for the big public investment project in Korea has been done without linking the economic benefits and environmental damages. Consequently social conflicts arose frequently during and after project implementation, owing to such concerns asincreasing costs and serious ecological damages. The recent social conflict over the Saemangeum Project is a typical case. This reclamation project began in 1991 and finished 60% of the whole process in 1999, when its feasibility was again assessed under the public pressure by the joint assessment team consisting of both citizen's and government's professionals. Even the assessment report by this joint team could not show the convincing results owing to the improper assessment procedure and failure to set proper feasibility criteria. This paper pointed out the limitations of our current procedure of feasibility assessment and identified the concrete problems that atosee during the recent reassessment process of the Saemangeum reclamation project by the joint team. In order to improve the current problem-ridden practices, it is concluded by the policy recommendation for establishing a right feasibility assessment procedure for the public investment projects.

경량 휠체어 탑승자의 차량 전방충돌시 안전성 평가 (A Safety Assessment on Light Weight Wheelchair Occupant in Frontal Crash)

  • 본 연구에서는 경량휠체어 탑승자의 차량 전방충돌시 안전성 평가를 위하여 동적 슬래드 충격실험을 하였다. 실험은 총 6회 시행하였으며 충격속도는 20g/48 $\pm$2km/h 였고, Hybrid III 50%ile 성인남자 인체모형을 사용하여 두부손상기준(Head Injury Criteria), 목의 굴전모멘트, 축 인장력, 전단력, 흉부 가속도. 두부, 휠체어, 무릎의 전방 쏠림량을 측정하였으며 미국자동차학회 규격인 SAE J2249에서 제안한 동작기준 (Motion Criteria)과 미국 제너럴모터스사의 자체기준(GM-IARV)인 복합상해기준(Combined Injury Criteria)을 이용하여 안전성평가를 하였다. 실험결과는 경량 휠체어 탑승자의 전방 충돌 시 최대 상해치를 100%로 봤을 때 휠체어와 탑승자 거동의 위험도지수 MC는 52%, 탑승자의 상체 위험도지수 CIC는 60.1% 였다.

  • ICT가 사회 주요 기반 구조로 자리매김 함에 따라 사이버 역량 강화 필요성이 대두되고 있다. 그러나 국내에 효과적인 사이버 역량 평가 방법론이 존재하지 않아 우리나라의 사이버 역량을 평가하고, 이에 기반한 역량 강화 방안 마련이 어려운 실정이다. 사이버 역량 평가는 우리의 사이버 역량 실태를 점검하여 정책 방향 수립에 활용하고 효과적인 예산 편성을 위한 근간을 제공할 수 있다. 그러나 현실적으로 사이버 역량 평가 항목이 다양하고, 각 항목의 판단 척도가 상이하여 의사 결정자가 판단하는데 어려움이 존재한다. 이에 본 논문에서는 AHP와 TOPSIS를 융합한 사이버 역량 평가 방법론을 제안하였다. AHP는 다양한 평가 항목간의 중요도 판별에 활용하고, TOPSIS는 평가 대상국 간의 순위 판별에 활용하였고, 가상 실험 데이터를 이용하여 주요 4개국에 대한 평가를 수행하였다. 실험 결과 제안한 사이버 평가 방법론은 AHP를 이용한 사이버 평가에 비해 평가 항목과 평가 대상국의 확장이 가능하고, 보다 정교한 수학적 기반을 통해 객관적인 평가가 가능한 것으로 나타났다.

$^{18}F$-FDG PET을 이용한 림프종 치료 반응 평가: $^{18}F$-FDG PET의 진단 성능 특성과 구간 우도비 (Assessment of Tumor Response to Therapy in Lymphoma Using $^{18}F$-FDG PET: Diagnostic Performance of $^{18}F$-FDG PET and Interval Likelihood Ratio PET and Interval Likelihood Ratio)

  • In this paper, the authors intended to summarize briefly the features of lymphoma with regard to $^{18}F$-FDG PET for assessment of tumor response to therapy, to describe why assessment of treatment response should be performed, to review what method so far has been used in monitoring treatment response, to discuss what limitations of morphologic imaging criteria for assessing tumor response are, in compared with $^{18}F$-FDG PET, and to introduce recently proposed criteria for assessing tumor response in malignant lymphoma. And also the authors emphasize the need to understand the characteristics of diagnostic performance of $^{18}F$-FDG PET in several clinical settings in order to interpret $^{18}F$-FDG PET results appropriately, and to encourage the use of interval likelihood ratio to enhance clinical implications of test results which, in turns, allows referring physicians to understand the meaning of interpretation with easy. Until recently, treatment response has been assessed according to the morphologic criteria. Metabolic imaging with $^{18}F$-FDG PET was adopted to have important role for treatment assessment in IWC+PET criteria proposed recently by IHP. To accomplish this role, we should perform and interpret $^{18}F$-FDG PET according to IWC+PET criteria. It is important for referring physicians to understand the various limitations of $^{18}F$-FDG PET and pitfalls in PET interpretation, and to understand that clinical information are needed by nuclear medicine physicians to optimize the interpretation of $^{18}F$-FDG PET.

국내 학교시설의 친환경건축물 인증 평가항목 및 사례 분석 (The Analysis on the Assessment Categories of Korea Green Building Certification Criteria by the Case Studies of Educational Facilities)

  • Concerns about green building construction were quite increasing around the world. Therefore, Korea Government has executed the Green Building Certification Criteria(GBCC) in 2002. The GBCC of educational facilities was executed in 2005 and was revised in 2010. The aim of this paper is to check the reliability of weighting factors in all assessment categories of GBCC and to suggest the future revision direction of GBCC. For the study, the old and current version of GBCC were examined and the 5 cases certificated by the old version were analyzed and reassessed by current version to compare with the differences of the two in obtaining the green building certification. According to the results of the study, the GBCC requires additional amendments about the assessment categories of the energy consumption monitoring and building commissioning as required subjects in order to secure the stable performances of building. In addition, the categories of building management need to be assessed more intensively and the certification criteria for existing building should be enacted as soon as possible.
