The Education and Training of Archivists in China (중국의 아키비스트 양성제도 - 중국인민대학(中國人民大學) 당안학원(檔案學院)을 중심으로 -)

  • In this article I tried to take an overview of the training course of Chinese Archivists. The emphasis of this work lies on the development of the Archives College of Renmin. Univ. of China after the Cultural Revolution. It includes also the development in 1950's and early '60's. An overview of the Chinese development in 1950's and early '60's will be helpful for the development of Korean archival system, especially in training of archivists. What is necessary above all in our today's situation is to bring some experiences from the advanced countries in this field. It can be carried out in two ways : the empirical studies of archival development in foreign countries and the systematic translation of their publications. It also needs an establishment of professional institutes for the archival studies in Korea. In fact the professional archivists are now hardly found in Korea. Those scholars working in the archival areas now are not archival specialists in their academic origin. Because of the urgent needs some scholars of related fields, i.e. history and library science, take over the roles of researchers and instructors in archival studies. It is therefore very urgent to offer the environment where the archivists are able to devote themselves to research in archival science. In conclusion, we need to pursue the studies of archives to give order to the records we find in the long history of our archival tradition. By doing so, we can develop our own archival science in the end. This project, however, needs supports from the government for the formation of policies, securement of budget and collaboration between the related agencies to pave a way for the strong foundation of Korean archival studies. Without these supports it might take much more time then that Chinese have taken for the enhancement of their own archival studies.

Standardization of the Archival Description (기록물 기술의 표준화)

  • It is almost impossible to fulfill the users' information needs efficiently without any finding aids. The idiosyncrasy of archival materials had led the archivists to develop their own descriptive rules until the mid of 1980s. It was the arrival of computers and information networks that stimulated the archival community to standardize its variant descriptive practices. The primary purpose of the national and international archival description standards is to facilitate the cooperative archival data exchange. The Ad Hoc Commission on Descriptive Standards of the International Council on Archives adopted ISAD(G) and ISAAR(CPF) in 1993 and in 1995 respectively. ISAD(G) guides the formulation of information in each of 26 elements that may be combined to constitute the description of an archival entity. ISAAR(CPF) is to give general rules for the establishment of archival authority records in descriptions of archival documents. Histories, structures and fundamental principles of those two international archival standards have been studies in this article. Most of the present archival description standards are based on the principle of provenance and the authority model. The instability of modern organizations and the digitalization of record keeping systems have been making the archivists to review these basic archival principles. It is suggested that Korean archival community should attempt to draft a national archival descriptive standard suitable to the Korean archival practice and Korean language in the framework of the international standards.

A study on the education programs for the archival librarian in korea (한국기록보존사서 교육프로그램의 개발에 관한 연구)

  • The purpose of this study is to develop the education programs for the archival librarian in Korea. The importance of archival work requires that archivists should receive an archival education at university. But there is no professional education programs in Korea. The interdisciplinary character of archival studies programs make it possible to place them in a variety of setting, such as a department of library and information science, department of history. Currently, archival education must assume a much more prominent role within the library and information science. Library and information science educators, increasingly concerned with their own survival, seek rational ways to diversify their area. They are looking at mergers with allied fields. Archival education programs will find a welcome home in a number of existing department of library and information science. Archival education programs could be provided according to three categories undergraduate coursework, master of archival studies, and continuing education programs. The body of knowledge that a student should master as part of an archival education program is classified here as basic knowledge of archival studies, specified knowledge of archives and records, practical knowledge of archives and records management, and complementary and contextual knowledge of archival studies.

  • This study aims to present a theoretical for domestic archival management studies and analyze curriculum through the established archival management course of nine universities. For this, the concrete study consists of the following : (1) to regulate concept of archival management studies, (2) to make suggestions which can be helpful to establish practical curriculum through especially analysis of curriculum in order to establish educational system suitable to domestic conditions. Data collection and analysis method in order to execute this study was mainly depended upon the documentary research and the major study method was to desirable curriculum of organizations in order to grasp distinctive feature of curriculum that is provided in this country at present. At this time, the curriculum of the object of analysis was limited to the curriculum of nine graduate schools, the organized subjects were divided into two sides of 'educational content side' and 'educational method side'. Based on such analysis, by grasping the whole inclination and problem points of subjects organized by domestic educational organizations, the suggestions was presented, considering at the present stage for developing education of archival management studies. Especially, the suggestions was presented here from two sides of 'the systematic side related to establishment of curriculum' and 'the content side of organizing subject'. It is expected that the suggestions presented after close analysis of the domestic present status would offer important information under the present conditions when the establishment of curriculum in the beginning stages.

A Conjunction of Folklife and Archival Science : New Dimension for Folklife Archival Science (민속과 기록의 만남, '민속기록학'을 제창한다)

  • Folklife archival science(folklife: Folklore is generally used in Engish-speaking countries but it has a strong meaning as remnants of former times. That's why I am useing the term-folklife instead of folklore in this paper. I think folklife is more appropriate term for expressing studies on daily life culture and also my intention to unite the both word in this paper) is a new academic movement, I propose, which is intended on convergence of advantage of folklife and archival science. In other words, taking advantage of the two branches of study(folklife, archival science), it becomes a practical studies which systematically organize records, preservations and application on living culture in any community. It demonstrate deeply on archiving and archive and It conducts a probe into records, preservations and applications. It is a method of technical study in order to record communities like village, rural society and modern city. In the mean time, there is no well defined and established methodology for archival science and for folk-area or community archiving. And therefore, It needs a research methodology in a folklife. In the other hand, there is a lack of a theoretical basis, methodological strategy and clear vision over folklife and field survey or method of survey. Therefore, converging advatage of the two studies(folklife, archival science), we can combine professionalism of community archiving and methodological strategy together.

Conceptual Shift of Archival Management in Digital Environment (전자환경에서의 기록관리 개념에 관한 재검토)

  • Electronic environment affects archival community to a great extent. It redefines virtually every stage of archival management form creation to current and semi-current use, to appraisal, and to preservation of records. Faced with the problems caused by ever increasing electronic records, the community is forced to reconsider traditional concepts, approaches, methodologies, even the basic paradigm embedded in archival theory and practice. The present paper discusses the need to reexamine principles and techniques of archival management in the light of digital environment. It also urges archives and archival institutions, the archival profession, or the archival community at large, to participate in this critical enterprise. Success in this endeavor will, eventually, pave the road toward creating, organizing, providing access to, preserving reliably and authentically electronic records and designing proper system for the societal collective memory in recorded digital information.

A Study on the Aural Archival Description (음성기록물 기술규칙에 관한 연구)

  • Aural archival description has been rarely discussed, although it is one of the important process in managing and using aural archives. Aural archives not being cataloged are difficult to access; moreover they require tools and a lot of time to search appropriate records. This study concerning characteristics of archival description and aural archives analyzed rules for aural archival description in United Kingdom, Canada and United States of America Comparing and analyzing rules, a rules for aural archival description in Korea was proposed and arranged into eight areas modified from seven areas of ISAD(G). This study focused on developing rules for description covering all aspects of aural archives in Korea. The rules for aural archival description will offer a base of Korean Rules for Archival Description and building aural archival databases.

Analysing Archival Appraisal and Selection Decision : Theoretic Approach (기록 평가선별 결정 분석에 관한 연구)

  • Archival appraisal has been a significant field and demanding task in thoughts and practice about modern archive, in particular, because of insufficiency of resources for the preservation in comparison with the large scale of recorded information. Appraising records does naturally go with the selecting and acquiring them. In the field of appraisal, however, comprehensive accountability on appraisal is much more important than selection and acquisition. The purpose of this study is the proposition of the theoretic approach to the analysis of the factors concerning the archival appraisal. For this purpose, I would try not the actual practice of the archival appraisal but theoretical categories of archival appraisal decision. The archival Characteristic, Value, and Context will be proposed as theoretical categories for the analysis of archival appraisal decision. Firstly, Characteristic category makes it clear to identify the reliable and authentic records, and then, Value provides us with elucidation about the appraisers' recognition of values. Lastly, Context explains the priority of selection throughout creating, using, interrelationship, and social meaning of archives.

The Organization of the Archival Systems and Their Transformations in the first period of the Soviet UnionAn Essay for Reconstruction on the Classification System of Government-General of Chosun (소련 초기의 기록관리제도와 그 변화)

  • This paper aims to research the historical development of the archival systems in the Soviet Union from 1917 to the 1920's. The Russian revolution was the turning point not only for the political and social changes but for the archival administration in Russia, as it provided the new Soviet regime with the chances to reorganize the archival institutions under Bolshevik rule. However, we must not forget the fact that the Russian Archival Workers' Union had taken part in the organization of the archival systems together with the Bolshevik revolutionaries. The Soviet government intended to transform the decentralized and poorly organized archival systems in the prerevolutionary years into the centralized and bureaucratized ones. In this meaning, the decree signed be V. I. Lenin on 1 June 1918 was estimated as the real basis for the Soviet archival centralization. Lenin's archival decree of 1918 encompassed the entire national documentary legacy, which was gradually extended to all types and categories of manuscripts and archival records by successive legislation. The concept of state proprietorship of all documentary records was designated "Single State Archival Fond"(Edinyi Gosudarstvennyi arkhivnyi fond), which was renamed as "Archival Fond of the Russian Federation" after the collapse of the USSR. The independent state administrative agency, that is, "Main Administration of Archival Affairs"(Glavnoe upravlenie arkhivnym delom) was charged with the management of the entire "Single State Archival Fond". While the Soviet Union reorganized its archival systems in the twenties, the archival institutions became under the severe control of the government. For example, M. N. Pokrovskii, the well-known Marxist historian and the political leader, headed the organizational work of archives in the Soviet Union, which resulted in the exclusion of the prerevolutionary specialists from the archival field in the Soviet Union. However, the discussions over the concept of "the Archival Fond" by B. I. Anfilov helped to develop the archival theories in the USSR in the twenties. In conclusion, the Soviet Union, having emphasized the centralization of the archives, developed its archival systems from the early period, which were the basis of the systematic archival institutions in Russia.
