러시아의 크림반도 합병의 해양안보적 고찰 (A Maritime Security Review of Russia's Annexation of Crimea)

  • 본 연구는 러시아의 크림반도 합병의 해양안보적 고찰을 목표로 하였다. 본 연구는 러시아의 국가안보 인식에 대한 포괄적인 분석을 바탕으로 러시아의 해양안보전략과 흑해·아조프해의 안보적 중요성에 대해서 검토하였으며, 이후 크림반도 합병을 해양 안보적으로 고찰하였다. 이를 통해 본 연구는 러시아의 크림반도 합병이 군사적으로는 흑해함대의 활동을 보장하며 대서양으로의 진출 통로를 확보하여 NATO의 동진에 대항하고 경제적으로는 천연자원의 생산 및 수송, 해운의 안정적인 보장, 흑해경제권 내에서의 영향력 확보를 위한 전략적 고려를 바탕으로 이뤄졌음을 드러냈다.

국공유지관리 효율화를 위한 합병측량 도입의 실증 연구 (An Empirical Study on Introduction of Annexation Survey for Efficiency of Public Land Management)

  • 국가통계포털(2019)에 따르면, 우리나라 국공유지의 수량은 10,734,439필지와 33,395㎢로 국토면적의 33.2%를 점유하고 있다. 그동안 중앙정부 및 지방자치단체에서는 합병을 통하여 국공유지관리의 효율화를 도모하여 왔으나, 지적공부의 축척이 다르거나 서로 다른 유형의 지적공도에 국공유지가 등록되어 있는 경우에는 합병이 불가능하여 국공유지관리 효율화의 큰 장애요인으로 작용하고 있다. 이러한 문제점을 해소하기 위한 방안으로 측량을 수반하는 합병방법을 제시하여 실증하고 그 효과를 분석한 결과, 기존 방법의 54.9% 비용만을 지출함에도 불구하고 관리 대상 필지 수는 91.7%가 감소되었으며, 실태조사비용의 99.6%가 경감되는 것으로 확인되었다. 연접하여 군집화를 이루고 있는 국공유지에 대하여 합병측량을 실시하여 국공유지의 표시를 새로이 정하는 방식으로 합병정리하면 궁극적으로는 국공유지관리의 효율화에 기여할 수 있는 것으로 나타났다. 향후에도 지적측량을 기반으로 한 국공유지관리 관련 후속 연구가 다양하고 심층적으로 진행되기를 기대한다.

베트남의 캄보디아 병합(1835-1847) - 여왕 메이(Mei)의 처리문제를 중심으로 (Vietnamese Annexation of Cambodia(1835-1847) with the Handling of the Queen Mei)

  • In 1835, quickly after the Cambodian king Ang Chan died, Vietnamese emperor Minh Mang started to proceed his ambition to grab the territory of Cambodia. As the first step, he stationed big forces led by Truong Minh Giang in Phnom Phen, and appointed the Ang Chan's second daughter, Mei, as the successor of her father but with the humble title of Chan Lap Quan Chu, or the Prefecture sovereign of Cambodia. This article discusses the ways how the Vietnamese leaders manipulated the status of the Cambodian queen with each step of protection, assimilation, and finally a rupture. The author seeks for Vietnamese own theory of annexation in the process. In doing so, the author claims that Vietnamese tough policy of annexation was closely interwoven with the unequal relationship between the Vietnamese emperors and the Cambodian queen, i. e. men and woman. The first chapter discusses how and why the second daughter was chosen, and what in reality the status of the queen was under the protection of Vietnamese general Truong Minh Giang. Second chapter shows how much Mei was bullied by the Vietnamese. She was kidnapped to Vietnam, and was even regarded by the Cambodian people that she became the 'lover' or the 'concubine' of the general Truong Minh Giang. Third chapter deals with Vietnam's retreat forced by the Cambodian resistance together with the Thai intervention, and discusses how much Vietnam tried to maintain its authority over Cambodia through the queen Mei. Cambodia, in the 19th century, was a experimental place for the 'mission of civilization' from the side of Vietnam. Mei was a main character in this period from the beginning to the end. The conclusion of this article stresses that the desire of Vietnam ('civilized') to assimilate Cambodia ('barbarious') was strengthened by the psychology of the male master (Vietnam) to domesticate the female subject (Cambodia). The relationship between Vietnam and Cambodia was not only political but also gender oriented. In this epic, the existence of the queen Mei should be regarded as an important key to understanding of the Vietnamese theory for the annexation of Cambodia.

  • This study intends to make a counterproposal for re-building existing high-rise/high-dense buildings and for planlessly re-constructing multi-dwellings. Also, it proposes the plan instruction fur reconstruction by small collective housings through annexing parcels in the residence Inner area. This study can be summarized as below: (1) Remained site generated by site boundaries can be utilized by annexing two or more parcels. (2) Vacant lots between buildings can be utilized as building space or common space by small-sized annexation. (3) Bad effect of residential environment caused by simultaneous development of total blocks can be minimized. (4) Formation of site size and plane, which are advantageous to reconstruction, is available. (5) Accessibility to neighboring roads can increase. (6) Residents' participation in development can increase in economical and planning aspect. In order to utilize these planning instruction, residents' participation and improved public ownership system for parcel annexation are required.

훈련예제 병합을 이용한 자동차 차량번호판 문자인식 성능 향상 방안 (Vehicle License Plate Recognition Using the Training Data's Annexation)

  • 자동차 수의 급증으로 야기되는 교통혼잡, 교통사고, 주차난 등의 많은 문제에 효율적으로 대응하기 위해서는 제한된 인력과 비용을 사용하는 자동차 관리가 필수적인데 이를 위한 많은 연구들이 국내외적으로 현재 진행되고 있다. 현재 진행되고 있는 여러 연구 분야 중에서 특히 자동차의 차량번호판인식 기술은 법규위반 차량 식별, 통행료 징수, 자동차세 징수, 도난 도주 차량 확인 및 주차 관리 등의 많은 분야에 응용되고 있다. 자동차의 차량번호판 문자 인식 문제와 같이 훈련예제 수집 비용이 많이 드는 경우에 제한된 수의 훈련예제를 최대한 활용하여 분류성능을 향상시키기 위한 방안의 하나로, 수집된 훈련예제들로부터 가상의 예제를 생성하고, 생성된 가상예제를 훈련예제로 추가하여 학습하는 여러 연구가 수행된 바 있다. 본 논문에서는 차량번호판 문자 인식의 성능 향상을 위해 수집된 예제들을 적절히 병합하여 가상의 예제를 생성하는 방안에 관해 기술하고, 문자인식 분야에서 일반적으로 많이 사용되는 여러 알고리즘에 대하여 다양한 가상예제 생성방안 및 다양한 생성비율에 따른 실험을 통해 그 효용성을 확인한다.

조선전기 남동부 연해읍성의 축조유형 구분과 이건배경 (The construction classification of coastal castles in the early Joseon period and the background on their relocation)

  • Coastal eupseongs, which are mainly built in the period of late Goryeo and early Joseon period, are essential materials in studying the history of Joseon period eupseongs. The purpose of this study is to connect the annexation of local districts with the relocation of local government office, so as to categorize the types of coastal-eupseongs and examine the background of their constructions and relocations. Coastal eupseongs are mainly divided into 'maintenance type' and 'Mergence type' according to the annexation of local districts, and maintenance type is broken down into fortress type and non-fortress type in accordance with the existence of old eupseongs(fortresses). Coastal eupseongs can also be categorized into 'application type' and 'relocation type' depending on whether ex-local government offices were reutilized or relocated. Maintenance type is 'fortress-application type'(Gimhae Gosung Old Ulsan-eupseong), 'non-fortress-application type'(New Ulsan-eupseong), 'fortress-relocation type'(Dongrae Kijang Geojegohyunseong Ulsan(Jwabyeongyoung)-eupseong), 'non-fortress-relocation type'(Sacheon Hadong Jinhae-eupseong Geojesadeongseong) are differentiated by type. Mergence type is divided into 'Merger of Villages after Castle Relocation Type(Changwon Namhae Gonyang-eupseong)', 'Merger of Villages before Castle Relacation Type(Ungcheon-eupseong)'. Coastal-eupseongs are moved to other places in need of more affluent water supply(Gimhae Gijang-eupseong) and wider usable area(Namhae Gohyunseong-eupseong). Eupseongs were enlarged owing to the population growth, caused by annexations of local districts.(Ungcheon-eupseong) 'Seonso'(navy yard) is a unique feature which cannot be seen in inland eupseongs.

미국의 광역경제권과 생활권 -한국의 광역경제권 및 농촌지역 생활권 구축에 대한 함의- (Implications of the US Metropolitan Economic Zone on the Association of Rural Living Area and Metropolitan Economic Zone in Korea)

  • The purpose of the present study is to provide policy implications for successful development of the metropolitan economic zone in Korea followed by in-depth case studies on the US Metropolitan Economic Region. This study looked into diverse experiences of the US mega regions investigating their key strategies, requirements and standards, etc. Urban areas in the US are designated based on CBSA, a standard for statistical area since 1950. The US has a clear standard to define rural and suburban area and is trying to reflect urban structural changes including suburbanization. The US annexation system is relatively simple to operate. Furthermore, the system helps the growth of rural areas by gradually incorporating rural areas into urban areas. We found that action plans of the US mega regions facilitate strategic growth and development for balanced territorial development, incorporating multi-dimensional and comprehensive approaches. We also found that the US mega regions are designated with regard to the local natures. Couple of policy implications were extracted from the US experiences. First, since the construction of mega regions in Korea concerns less on the inter-regional connections with other regions, we need to incorporate diverse standards to divide the regions with respect to the spatial and local characteristics. Second, local governments should collaborate with each other for successful economic development of the metropolitan economic zones. Administrative districts renovation can be a immediate and effective solution to facilitate the collaboration. We recommended to consider consolidating administrative areas to construct successful metropolitan economic zones.

서해안 민어, Miichthys miiuy의 산란 특성과 부화에 미치는 염분의 영향 (Effect of Salinity on Hatching and Spawning Characteristics of Miichthys miiuy in the Western of Korea)

  • 본 연구는 민어의 자원조성을 위한 양식생물학적 기초자료를 얻고자 산란 특성과 부화에 미치는 염분의 영향을 조사하였다. 실험에 사용된 어미는 5년동안 자연산 암컷 39마리, 수컷 24마리로서, 암컷의 크기는 평균 전장 $72.3\sim89.6\;cm$, 평균 체중의 경우 $3,736\sim8,818\;g$이었으며, 수컷의 크기는 평균 전장 $47.1\sim81.2\;cm$, 평균 체중은 $716.6\sim6,853\;g$이었다. 안정적인 채란을 위한 민어친어의 적정크기는 전장 $97.9\sim110.2\;cm$, 체중 $9,657\sim13,200\;g$였다. 유구는 $1\sim5$ 개가 존재하며, 유구수가 1개일때 가장 높은 부화율(96.7%)을 나타내었다. 염분농도별 부화율은 30.0 ppt일때 87.0%로 가장 높았으며, 부화시간의 경우 28.0 ppt일때 17시간 24분으로 가장 짧았다.

공간체험을 통한 긴장.이완의 현상 (Tense and relax Pheomenon of spatial Experience)

  • Latest modernism shows general idea of phenomenal space through nature of place motility and experience sinceded from standard form and it has general idea of space. therefore this study presents the tension and the relaxation as a method looking for spatal change and value that in spatial experience. For the analysis of work the Conference Pavillon of Tadoa Ando in the furniture company in Vitra Fire Station of Zaha Hidid is analyzed in spatial experence. As the result the result the systematic straight mixture that has a superrimotion with long retangle which the space acts independently and is shown in the drawing of absolutism is formed and collapses theregularity of construction form by decomposition annexation mixing collision and ambivalence. The spatial experiance in this unstable form changes the grade of rank of space by opposite phenomenon by the change of spatial flowing the disorted and vague space that is occurred by superrimotion which has no direction and change of lirht and place and consolidates dynamic strain makes possible to construct against the gravity. And it also creates experienced space thatis reaxed with maintenance of organization of unity harmony, and stsbility.

A Study on the Usage Change of National Land in Keijo(京城) Focus on Surrounding Area Near #193, 2nd-Hwanggeum-Jeong(黃金町)

  • This study investigates the course of transformation of the capital city of the Korean Empire into a colonial city during the Japanese rule by focusing on state-owned lands at and near #193, 2nd jeongmok(丁目), Hwanggeum-jeong(黃金町) in Keijo(京城). The study reveals that although the colonial rulers had made it apparent that they acted in the benefit of the Korean Empire, in reality, they had taken dexterous and gradual steps to change the purpose of the lands in order to utilize them as desired. Briefly, the usage of the lands was changed several times from Daedong-gurakbu(大同俱樂部) to Gyeongseong Exposition(京城博覽會) and to Nongsanggongbu Office(農 商工部) up until the Japan-Korea Annexation Treaty. Following this, the lands were bestowed upon the pro-Japanese, including Guijokhoigwan(貴族會館), as a means of Japan's assimilation policy. The changes in the usage of the buildings on the lands and the land use show how the rulers' intentions were reflected in the space of the ruled.
