A Study on the Effects of the School Library Revitalization Project: A Case Study of Daegu Metropolitan City (학교도서관 활성화사업의 성과 분석 - 대구광역시의 경우 -)

  • This paper investigates the impact of the School Library Revitalization Project of the Daegu Metropolitan City. The Project started in 2003, and by 2009 it revitalized 374 school libraries or 86% of all school libraries in Daegu. Utilizing statistical analysis and questionnaires, this research is divided into two parts. Part 1 analyzes the progress of annual budgets, facilities, collection, personnel, and the circulation data of the libraries. The other part surveys the following: the effects and the satisfaction level of the Project; the teacher's perception of the library's functions; the qualification of the libraries' personnel; the initiatives for developing the library, policy and future plans of the Daegu Metropolitan Office of Education for the libraries. Three groups participated in the survey: principals, class teachers, and teacher librarians.

A Study on the Changes of Librarians Perception in the Importance of Library Policy Before and After Pandemic: Focused on N City Public Libraries (팬데믹을 경험한 사서들의 도서관 운영정책 중요도에 대한 인식변화 연구: N시 공공도서관을 중심으로)

  • Social changes characterized by new normal also demand changes in libraries and libraries are making preemptive efforts. This study compared and analyzed the difference in librarian perceptions between the start of COVID-19 in 2020 and after experiencing the pandemic in 2022 in terms of the relative importance of library policies considered by pairwise comparative analysis. In the 1st survey, the importance of factors related to 'Library Management' and 'Library Services' was high and in the 2nd survey, the importance of factors related to 'Human Resources' and 'Information Resources' increased. This study insists that the public libraries invest in human resources and information resources and establish a user-customized policy in order to quickly adapt to the new paradigm and to provide sustainable library services.

  • Policy information is very valuable around the nation in its aspects of uniqueness, perofessionalism and specificity, so it has great significances to individual citizens. Therefore, it is necessary to prepare systematic instruments for anyone to have easy access to policy information owned by government and administrative institutions. And particularly, it is so impending to develop efficient policy information service(PIS) system. Indeed, however, Korea doesn't have yet established any policy or system to make policy information available on bloc to citizens. Thus, the purpose of this study is to conduct a survey to analyze actual profile of Korean policy information circulating institutions, and is also to analyze needs for domestic circulation of policy information, so that it can seek possible ways to consolidate domestic scattered policy information into a nationwide information system to improve national policy information infrastructure of Korea.

A Study on Librarians' Perception about Government 3.0 (정부 3.0에 대한 도서관 사서의 인식조사 연구)

  • Recently in accordance with Government 3.0 policy, public data is being released in large quantities and entrepreneurs are succeeding in utilizing this policy to develop products and apps that increase the convenience of the people to use the information. As libraries belong to the public domain, libraries must open a variety of data to the public in accordance with the Government 3.0 policy, and make the various applications utilizing the data. Therefore, this study investigated the government 3.0 Policy, classified the success cases of the applications according to specific criteria, identified data having high availability from the library data, and tried to discover data that can increase the utilization value through the library from other subject areas. An awareness survey was conducted of librarians of the University and Special Library and the results are as follows: First, librarians' awareness about the Government 3.0 was more than the average of 3.6, whereas for the initiatives presented in 3.0. Second, those responding that the government 3.0 policy would have a positive effect on libraries were six times higher than those responding negatively. Third, the respondents listed the ways that the policy can be effectively utilized in the library, in order, as providing to the user public open data classified by topic, providing user education about utilizing method of public open data, and privacy-related user education regarding open data utilization. Fourth, there was overall agreement by the respondents that public open data would be helpful in improving the library's changing role and image, with 60% responding in a positive way.

An Analysis of the Policy Making Process of Contracting-out of Public Library Appeared in Municipal Ordinance on the Establishment and Operation of Cultural Foundation: Based on the Advocacy Coalition Framework (A시 B구 문화재단 설립 및 운영 조례에 대한 정책결정과정 분석 - 정책옹호연합모형(ACF)을 중심으로 -)

  • The purpose of this study is to figure out the movements of policy actors in the policy process of the establishment of a local cultural foundation in B-gu(district), A-si (city), then to explore the way to contract out of the management of public libraries to the cultural foundation in the policy process. Data for the study were collected from various sources from newspapers and assembly minutes to blogs and SNS messages of the policy actors, then analysed based on Advocacy Coalition Framework (ACF). The results showed that 'agreement of contract-out' coalition only accepted public interest of the public libraries between the public interest and specialty of librarianship which were insisted by 'disagreement of contract-out' coalition's policy beliefs. The comparison between this case and a similar policy case showed that the specialty of librarianship as a core belief is effective in changing the beliefs of other coalition. Eventually, it is required to differentiate and to specialize library services among public services in a local area in order to keep the direct management of public libraries by the local government, and this means that everyday library services influence the decision making of library policies in the local area.

A Trend Study on Collection Development Policy for Science and Technology Information Resources (과학기술정보 장서개발정책에 관한 동향연구)

  • World leading national science technology information institutes provide scientists with R&D information for increasing national competitiveness. Collection development policy is the guidelines for the science technology information institutes that identify information resources and connect them together to build an information network for supporting R&D. In order to draw main elements of the collection development policy for national level science and technology information institutes, this paper analyzed the policies of National Library of Medicine (NLM), British Library (BL), Canada Institute for Scientific and Technological Information (CISTI), and Korea Institute of Science and Technology Information(KISTI). The results of this study can be used as the guidelines for the science and technology information institutes for establishing collection development policy.

  • The objective of this study is to establish and propose a construction plan for a new main library in a metropolitan city. The case to be discussed in this paper is the new library of Busan. Library Law revised in 2007 requires each metropolitan cities and provinces to designate a public library as the representative regional main library or to build a new one. The city of Busan has been enthusiastic to build a new main library that can serve as a representative public library for the citizen. This new public library will serve as a community center, an intellectual archive, and the policy hub for the regional information services. In this paper, the strategy for the new Busan central metropolitan library will be discussed. It will strive to illustrate elements to be considered for the planning of a regional central library as other citied and provinces may refer to for their own regional central libraries.

  • The present survey aimed at analyzing factors influencing the development of the university library collection, with the special reference to the case of the Education Collection of the Pusan National University Library. For this, the present researchers have identified two areas of influencing factors, i.e.., library factors and user factors. Library factors included collection development policy, manpower, materials received as gift and budget. User factors included faculty and students. For analyzing the factors, the present researchers have relied on qualitative research techniques, using heavily documents produced within the case library, interviews librarians, faculty and students, and observation.

  • Today, we have often heard that information is a national resources, perhaps our most important national resources, and that government should recognize this and develop a national policy for the effective management and use of information. But traditionally the library has played a rather passive role in selecting, acquiring, preserving and transfering information. Now we have faced greater and much more diverse and more urgent demand from users and we have to cope effectively with a massive increase in volume and in cost in selecting, acquiring, storing and retrieving information. Individual libraries can no longer keep pace with the published outputs of the world. The solution of these problems lies in "national planning and in cooperation through inter-library cooperation and in the application of data processing to library operations." Also at the national level lies the responsibility for total bibliographic control of the national information output and for the interfacing of this with other national and international systems; for the development, adoption and maintenance of, standards in all areas affecting library work; for the provision of services based on centrally created and maintained bibliographic data files, and for planning and policy development of the national information system.

A Study on the Unified Policy of the Public Library Administrative System in Korea (공공도서관 행정체계 일원화에 대한 고찰)

  • The 21st century is the era of knowledge and information, and also the age of education and culture. The importance of a public library, which stands in the center of the stream of the times, cannot be overemphasized. A public library is a reservoir of learning and culture as a base camp for achieving a creative economy and the flourishing of our culture. Many problems are caused with the promotion of unification of a public library administrative system coming to the fore as a large issue of library communities in poor surroundings where the public libraries don't observe the library laws and rules bottom of such a reservoir is splintered by drought, and its embankment is not solid. Accordingly, this study is aimed at suggesting the improvement plan by analyzing all arguments and problems in relation to the promotion of the administrative system unification of a public library. For this purpose, first, the study considered the developmental process of the discussion about public library unification; secondly, the points at issue and problems in public library unification are reviewed; finally, this study arranged and suggested the improvement plan related to public library unification.
