To ensure the safety for vessels anchored in stormy weather, duty officer and VTS operator have to frequently check whether their anchors are dragging. To judge dragging of the anchored vessel, it is important for VTS operator to recognize the turning circle and its center of the anchored vessel. The judgement for the anchored vessel dragging can be made by using Radar and AIS. If it is available, CCTV or eye-sighting can be used to know the center of turing circle. However, the VTS system collects individual ship's dynamic information from AIS and ARPA radar and monitors of the anchored vessels, it is difficult for VTS operator not only to get the detailed status information of the vessels, but also to know the center of turning circle. In this study, we propose an efficient algorithm to estimate the center of turning circle of anchored vessel by using the ship's heading and position data, which were from AIS. To verify the effectiveness of the proposed algorithm, the experimental study was made for the anchored vessel under real environments.

The purpose of this study is to obtain a safe area for a passing vessel between anchored vessels by developing a model to predict the collision risk, frequent collisions occur between the anchored vessel and the passing vessel through the anchorage. For this, this study selected the southern anchorage of Busan port, which is the largest harbor in Korea, as the target area and extracted and analyzed VTS (Vessel Traffic Service) data during the period in which anchored vessels were the most waited. The ratio of D/L for each bearing was obtained to determine the safe distance (D) passes based on the length (L) of the passing vessel between anchored vessels. Based on the average domain of the D/L ratio distribution, the percentage of anchored vessels within the scope of the pre-studied ship's domain was analyzed to obtain a domain reflecting the degree of risk of VTSOs. Further research will evaluate and analyze the collision risk of a passing vessel using Domain-watch, the minimum safe distance between anchored vessels, and the safe domain of a passing vessel through anchorage, to develop a model for VTS to manage anchorages more efficiently and safely.

Based on the case of Busan Port November anchorage, which is a group anchorage, related regulations to promote group anchorage safety management, the turning radius of anchored ship, and more accurate weather information collection and safety through improvement of the supporting system for VTS operations to apply the anchorage location in accordance with reality that it is a suggestion for management improvement methods.
KSTAR cryostat is a 8.8 m diameter vacuum vessel that provides the necessary thermal barrier between the ambient temperature test cell and the supercritical helium cooled superconducting magnet providing the base pressure of 1 ${\times}$$10^{-3}Pa$. The cryostat is a single walled vessel consisting of central cylindrical section and two end closures, a flat base structure with external reinforcements and a dome-shaped lid structure. The base structure has 8 equally spaced support legs anchored on the concrete base. The cryostat vessel design was executed to satisfy the performance and operation requirements. The major loads considered in the structural analysis were vacuum pressure, dead weight, electromagnetic load driven by plasma disruption, and seismic load. Based on the fabrication and inspection procedures for the vessel, cryostat vessel was fabricated and inspected. It was confirmed that the inspection results were acceptable.
The purpose of this study is to estimate a proper Domain Watch between anchored vessels in order to propose a method for the efficient management of VTS(Vessel Traffic Service) of the N-anchorage in Busan harbor, which is the largest port in Korea. For this purpose, we proposed the calculation method of Domain Watch and investigated the ship length(L), the distance between anchored vessels ($D_{ij}$), the domain radius(R), and the domain radius vs L(R/L) during the peak time of the vessels in the latest usage of anchorage. As a result of technical analysis for the surveyed data, the minimum R/L for securing the safety distance between anchored vessels was selected based on 2.85 corresponding to the 70th percentile of the total data. This result was applied to the N-anchorage of Busan and compared with the 'Guidelines of Port and Harbor Design(2014)', and we have confirmed that it is reasonable to set the Domain radius with the minimum 2.85L or more in VTS. This study considers the safety management of anchorage for VTS. This study could contribute to the safety of vessels using anchorage and the safety management plan of VTS when it is applied to other ports in operation such as it was in Busan.

Internal Waters refer to the waters located at the landward side of a baseline and is completely under the sovereignty of a coastal state. However, the right of innocent passage of foreign-flag vessels is recognized in internal waters that are newly incorporated by establishing a straight baseline. Korea has a massive Internal Waters on its south-western coast where the straight baseline is adopted and has a wide Internal Waters that allows innocent passage. A foreign-flag vessel navigating the internal waters must be properly managed according to the interest of the coastal states such as the fishing·safety·security·environment around the Korean coast. Additionally, Territorial Sea comes under the sovereignty of a coastal state and it is a very important sea area for managing the interests of the coastal states. However, several collision accidents involving illegally anchored or drifted foreign-flag vessels have been occurring recently in the Korean Internal Waters and Territorial Sea, and such accidents are a threat to its interests. Thus, this paper analyzes the cases of collision of foreign-flag vessels that anchored or drifted without authorization, and examines domestic·international laws on the passage of foreign-flag vessel through Internal Waters and Territorial Waters. Finally, this paper suggests that unauthorized anchoring of foreign-flag vessels in Korean Internal Waters and Territorial Water violates the requirements for innocent passage and this violation is punishable according to related Acts; a desirable improvement plan for the legal system of passage through Internal Waters and Territorial Waters.
The objective of the present work is to develop a precise instrument for measuring the thermal property of insulating material over a temperature range from 30 K to near room temperature by utilizing a cryocooler. The instrument consists of two thermal links, a test sample, heat sink, heat source and vacuum vessel. The cold head of the cryocooler as a heat sink is thermally anchored to the thermal link and used to bring the apparatus to a desired temperature in a vacuum chamber. An electric heater as a heat source is placed in the middle of test sample for generating uniform heat flux. The entire apparatus is covered by thermal shields and wrapped in multi-layer insulation to minimize thermal radiation in a vacuum chamber. For a supplied heat flux the temperature distribution in the insulating material is measured in steady and transient state. The thermal conductivity of insulating material is measured from temperature difference for a given heat flux. In addition, the specific heat of insulating material is obtained by solving one-dimensional heat diffusion equation.

The accuracy of the position fixing with telemetry techniques depends in general on the accuracy of the location of the receiving point(hydrophone). To increase the accuracy of the coordinates of four hydrophones suspended down at both sides of the vessel anchored, each hydrophone motion is compensated using a depth pinger mounted on the seabed of 30m depth. The pinger location is calculated with a hyperbolic method. Using this technique so called hydrophone coordinates calibration, the movement of the Remotely Operated Vehicle(ROV), which has the same type of pinger mentioned above could be tracked down more accurately. To provide more rational design solutions at conceptual design level, axiomatic design method has been applied to solve critical part of a new engineering problem called Mobile Harbor. In the implementation, the Mobile Harbor, a functional harbor system that consists of a vessel with container crane approaches to a container ship anchored in the open sea and establishes a secure mooring between the two vessels to carry out loading and unloading of containers. For this moving harbor system to be able to operate successfully, a reliable and safe strategy to moor and maintain constant distance between the two vessels in winds and waves is required. The design process of automatic ship-to-ship mooring system to satisfy the requirements of establishing and maintaining secure mooring has been managed using axiomatic design principles. Properly defining and disseminating Functional Requirements, clarifying interface requirements between its subsystems, and identifying potential conflict, i.e. functional coupling, at the earliest stage of design as much as possible are all part of what need to be managed in a system design project. In this paper, we discuss the automatic docking system design project under the umbrella of KAIST mobile harbor project to illustrate how the Axiomatic Design process can facilitate design projects for a large and complex engineering system. The solidified design is presented as a result.

Even though it is well known that the tidal current in the East China Sea rotates clockwise, few report can be found about the precise pattern of it. To furnish some information available for the stow net fishermen, the author carried out the observation over 235 semidiurnal tidal cycle to investigate the pattern of the set and the rate of tidal current in the Korean fishing section 250 and 494, by reading the current meter and by tracing the corner reflectors with radar onboard the anchored obsen'ation vessel, from May 12, 1984 through February 27, 1986. The results obtained are as follows: 1. The mean semidiurnal tidal cycle was 12 h 20 m during spring tide, and 12 h 30 m during neap tide. 2. The mean interval from the calculated time of high water until the current began to set north was 2 h 30 m and 2 h 15 m in the fishing section 250 and 494 respectively, and the mean interval from the time of low water current began to set south was about 2 h 0 m in both sections. 3. In comparison of the occupied times to vary the set from one of 8 principal bearing points to the neighboring one, the shortest was while the set varied from N to NE and S to SW in the section 250 and 494 respectively. Contrary the longest was while the set varied from SE to S and from W to NW in the section 250 and 494 respectively. 4. In comparison of the rate while the set varied from one of 8 principal bearing points to the neighboring one, the fastest was while the set varied from SE to Sand NW to N in the section 250, and E to SE and W to NW in the section 494. Contrary the slowest was while the current set to NE and S W in the section 250, and N, NE and S W in the section 494.
