Evaluating Innovation Policies in Australian Government: Backing Australia's Ability

  • In industrialised countries, innovation is a key source of economic growth. Research is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments' industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement, launched by the Australian Prime Minister in January 2001, commits an additional 53 billion over five years to encourage and support innovation. The Australian Government aims to build world competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government also undertakes analysis and comparisons of innovation policies, instruments and approaches to maintain a leading-edge National Innovation System. This includes analysis of the innovation activities of other nations, and evaluation of the impacts of innovation policies and programs on Australia's institutions and enterprises.   • Engineering process control (EPC) is one of the techniques very widely used in process. EPC is based on control theory which aims at keeping the process on target. Statistical process control (SPC), also known as statistical process monitoring. The main purpose of SPC is to look for assignable causes (variability) in the process data. The combined SPC/EPC scheme is gaining recognition in the process industries where the process frequently experiences a drifting mean. This paper aims to study the difference between SPC and EPC in simple terms and presents a case study that demonstrates successful integration of SPC and EPC for a product in drifting industry. Statistical process control (SPC) monitoring of the special causes of a process, along with engineering feedback control such as proportional-integral-derivative (PID) control, is a major tool for on-line quality improvement.

  • Based on the levels of inter-organizational information flow and the degrees of suppliers' power, this study aims to develop a framework useful for classifying four types of the buyer's e-commerce strategies in manufacturing firms: e-marketplace, e-partnership, e-procurement and supplier's e-marketplace (e-distribution). We adopted a multi-methodological approach by mixing both qualitative and quantitative methods. After developing a framework, through the cases of Cisco, JAL, Toyota Motor, KIST, AMP, and 3M, this paper aims to confirm the actual existence of the four forms of e-commerce. The results from the cases supported the four types of e-commerce strategies in manufacturing firms. With the empirical data, we also demonstrated the configuration of the framework and the four types of e-commerce strategies, and identified the characteristics (i.e., size, age, actual adoption rate of the each type of e-commerce, and supply-chain performance) of the organizations employing each strategy.

An Investigative Study for the Integration of SPC and EPC (SPC와 EPC 통합에 관한 조사 연구)

  • There are two approaches to process control. The one is engineering process control(EPC) which is one of the techniques very widely used in the process industry and based on control theory which aims at keeping the process on target using manipulating variable. The other is statistical process control(SPC) whose main purpose is to look for assignable causes(variability) in the process. To design an integrated or combined scheme of SPC and EPC is gaining recognition in the process experiences for hybrid industry. This paper aims to investigate recent study concerned on the integration of SPC and EPC. First, we consider the difference between SPC and EPC in simple terms and review various models of EPC for integration including evaluation of previous study. Finally, we suggest some prospective research area concerned on the integration of SPC and EPC.

  • This study aims to detect only voids and estimate the cross-sectional size and thickness of voids using radar. A new method based on radar image processing is carried out with various void sizes and depths. The regression relationship between void size which has different depth and the amplitude characteristics of the radar return is considered in a new method of this research. For the purpose of examining; this regression relationship, experiments with change of void depth, surface area and thickness were carried out. Finally, the threshold value for image processing which aims to represent only voids to be fitted size (width) can be obtained. As the results, a proposed method in this study has a possibility of detecting only voids and estimating void size and thickness with good accuracy.

  • This paper introduces a sequential clustering technique as a tool for an effective grouping of transmission systems. The interconnected network system retains information about the location of each line. With this information, this paper aims to carry out initial clustering through the transmission usage rate, compare the similarity measures of regional information with the similarity measures of location price, and introduce the techniques of the clustering method. This transmission usage rate uses power flow based on congestion costs and similarity measurements using the FCM(Fuzzy C-Mean) algorithm. This paper also aims to prove the propriety of the proposed clustering method by comparing it with existing clustering methods that use the similarity measurement system. The proposed algorithm is demonstrated through the IEEE 39-bus RTS and Korea power system.

  • As the national income has improved and people's concern with health has improved, it becomes essential to operate the health examination center in a general hospitals. Furthermore, medical consuming pattern has significantly changed, and requires diverse health check services. This study aims to represent the standards for architectural planning of the health examination center in a general hospital according to domestic situations. The present conditions and space programs of 5 general hospitals were investigated and analyzed for this purpose. This study also aims to suggest the unit area of each examination room and the method to decide the number of each examination room in the health examination Center.

  • This study aims to analyze the parking demand in general hospitals in Chunju. The survey is done to examine the capacity of parking, the time of parking, the frequency of parking, and the actual condition of parking space. As a results of analysis, the conclusion was derived that the parking space is not satisfactory compared to the desired level. Consequently, this study aims to represent the improved parking based on characteristics of parking systems and the practical uses of the parking space in general hospitals.

  • As our domestic Espresso Coffee Shops are in pursuit of professionalization and various coffee tastes, their sales will have been on increase. Now coffee market is getting more mature. Reflecting sensitivity of 20 to 30 generations, the domestic coffee shops provide them with best space for rest and conversation with stream of industralization and professionalization of the contemporary society. Based on such a situation, our research institute aims at studying how the interior designs put influence on marketing. Among the domestic franchise coffee shops, we will have researched Rosebud, Starbugs, Davinci which have more 50 chain stores throughout the country, This study aims to suggest a direction for interior design of brand coffee shop by analyzing brand coffee shops and style that customers prefer.

  • This study aims to draw out the planning data for the community facilities from architectural planning point of view. To achieve those aims, I attempted, in this paper, to analyze and evaluate the present level and characteristics of distribution and utilization, the degree of satisfaction in facilities, and desirable level of facility by users based on the classification of rural area. The result of this study will be expected to be a reference to the desirable facility planning for rural areas.
