Analysis on Ecosystem Service Hotspots Based on Regional Environmental Stakeholders' Perception - A case study of Ansan - (지역 환경분야 이해당사자 인식을 반영한 생태계서비스 우수지역 분석 - 안산시를 대상으로 -)

  • Identification and mangement of ecosystem service hotspots are necessary to set environmental policies that include concepts of ecosystem service. Assessment and mapping of ecosystem service hotspot referring areas with high amount of ecosystem services provide essential information to manage ecosystem services effectively. Assessment of hotspots based on regional environmental stakeholders' perception is an useful approach to identify priority areas where management practices are required. This study estimated weights on regulating ecosystem services from regional environmental stakeholders' surveys in Ansan, and then, identified regulating service hotspots with weights. The result indicated that regulating services are, in order of importance, water quality, air quality, erosion, and climate control. The north-eastern forest of Ansan was mainly revealed as an ecosystem service hotspot. Ecosystem service hotspots were spatially distributed similarly regardless of environmental stakeholders' weights. Identification of ecosystem service hotspot with environmental stakeholders' perception can be applied in decision-support tools for ecosystem service management.

Establishment of Overseas Expansion Support Policy for Green/Climate Technology SMEs: Integrated Viewpoints of Policy Makers and Beneficiaries (녹색/기후기술 중소기업의 해외진출 지원정책 수립 : 정책수혜자와 정책수립자 통합관점)

  • Green/climate technology has been emphasized as a growth engine that can boost the global economy via environmentally friendly products. Recently, SMEs in Korea have been recognized as a critical actor in the globalization of green/climate technologies. However, there has been no survey and few studies on the satisfaction level of the support for the overseas expansion of SMEs in the green/climate technology field. Therefore, this study aims to support a policy for the establishment of SMEs' green/climate technology by investigating and analyzing expert opinions on SMEs. Through a literature survey, support policies were classified into four types, and then according to the types, satisfaction factors and obstacle factors for overseas expansion were derived and analyzed. In the results, the SMEs overall showed low levels of awareness and satisfaction and were found to be struggling due to all obstructive factors. In addition, the most important success factor for overseas expansion was found to be the policy related to funding support. Thus, it is necessary to improve the accessibility, advertisement, and support strategies of support policies, and in particular, appropriate budget allocation should be made available by considering the characteristics of companies.

  • Korea is constructing the disaster management system to prevent various disasters and minimize damages. In spite of these efforts, however, Korea lately suffered from a number of diverse disasters. These disasters once again lead to the questions and criticisms concerning the effectiveness of the disaster management system. So research into how to quantify the disaster management system is very significant in securing the right of the people to lead a safe life, keeping human life and properties from being injured. The purpose of this study is to prioritize policies which can be considered for establishing and operating disaster management system. To do that, this study conducts a questionnaire survey, targeting for 282 fire man. The survey includes various factors according to four stages in disaster management process: prevention, preparedness, response and recovery. The method used is AHP(Analytic Hierarchy Process) technique using expertchoice 2000. Results of the analysis are as follows. At the first stage of analysis, prevention is found as the most significant factor. The other significant factors are response, preparedness, and recovery factor in order. At the second stage of analysis, share of role among disaster facilities is the most significant factor. Reorganization of disaster facilities and connection of law are significant in order.

A Study on Development of Safety Management Evaluation Index for Shipping Company (해운선사 안전관리 평가지표 개발에 관한 연구)

  • There is no safety evaluation index with marine accidents and information of ship's safety management result for good grasp of safety management level of shipping company and effective monitoring. In this paper, we proposed a SMEI(Safety Management Evaluation Index) for evaluation of shipping companies. The SMEI is consist of MAR(marine accidents ratio), SSMR(ship safety management ratio) and SAP(safety advantage point) through brainstorming of the expert group and AHP(analysis hierarchy process)in previous study. And weights of SMEI are calculated using experts's opinions through the Delphi method. We also verified the validity of proposed SMEI to 119 Korean shipping companies with 916 ocean-going ships of Korean flag, which grouped three part (small, mid and big) by number of ship and gross tonnage. And we found out 19 shipping companies, 8 companies in group1 & group2 respectively and 3 companies in group 3, with score below 1.0 by SMEI. In these companies, there are no marine accidents in recent 3 years and appeared low frequency remarkably in the detention and mojor non-conformity by data analysis.

  • In a performance-based evaluation of structures in use, the current performance is assessed by summing up the weighting of the evaluation indices for each performance. In this study, to suggest a performance-based evaluation technique for NATM tunnels in use, the performance evaluation indices were derived by examining the characteristics and similarities of each index developed from previous study. The weighting of the evaluation indices was derived by calculating the relative importance of each evaluation indices from the AHP analysis. In order to develop a quantitative evaluation model, grading criteria for each performance index was derived through literature review, and performance evaluation tables for road and railway tunnels were presented. In order to verify the significance of the proposed performance evaluation model, the correlation analysis was performed between each evaluation index and the final evaluation result. In the correlation analysis, the survey data measured through precision safety diagnosis in the tunnel in use was applied. It may be said that the proposed evaluation indices, weighting, criteria and evaluation models for tunnels in use can be applied to the performance-based maintenance system of tunnels.

An Analysis on Management Efficiency of The Regional Public Hospitals Using D.E.A (DEA를 이용한 지방의료원 경영효율성 분석)

  • This study analyzed the relative operational efficiency and impact factors of regional public hospitals to present benchmarking points for enhancing the efficiency of inefficient regional public hospitals. The survey targets collected and utilized the internal resources and management performance data from 34 regional public hospitals in Korea over the past five years, from 2014 to 2018. The final 33 regional public hospitals were surveyed, excluding Jinan Regional Public Hospital, which opened in 2015, the middle of the survey period. The general characteristics and input/output variables were analyzed by frequency analysis and technical statistics analysis, and Data Envelopment Analysis was performed to measure the operational efficiency index and relative comparison. According to the study, there were 11 efficient hospitals (33.3%) and 22 inefficient hospitals (66.7%). Of the 22 inefficient hospitals, 13 (IRS: Increasing Returns to Scale) required scale expansion, and nine (DRS: Decreasing Returns to Scale) required scale reduction or rebalancing. The significance of this study was that an analysis of the relative efficiency and influencing factors presented specific alternatives or directions that could help enhance the efficiency of the growth of regional public hospitals, sustainable management, and expansion of publicness.

A Strategic Framework for Attracting R&D Centers of Foreign Companies and Its Application in the IT Industry (외국기업 R&D 센터의 국내 유치를 위한 전략 모형 개발과 정보통신분야에 대한 적용)

  • As of April 2006, Korea had successfully invited twelve global IT R&D centers to help implement the u-IT839 strategy, but there have also been some worries about their research and collaboration performance in Korea. Although it is too early to judge the invitation outcome only after two years or less of their working, the Korean government is being advised to employ a more customized invitation strategy. In this paper, an analytic framework for the attraction of global R&D centers is developed based on the attractiveness-competitiveness matrix, and is applied empirically to the IT industry. Fourteen major IT technology categories and their sub-technological areas are classified into four strategic groups (priority group, wish group, consideration group, and hold group) along the framework via expert surveys and the Analytic Hierarchy Process (AHP) technique. This study is expected to help the government to implement the 'select and focus' strategy in inviting global R&D centers and creating synergy effects between them by providing basic data on global R&D partnership priorities. The implications and limitations of the research and future research directions are discussed at the final section.

A Strategy for Developing New Road Projects (경관도로 등 신개념의 도로사업 개발에 관한 연구)

  • Developed countries, especially in road construction and management fields, introduce new road porjects such as National Scenic Byways Program(NSBP program) in USA and the Eco-road project in Japan. This study develops a conceptual model for deploying new road projects in Korea. The four step approach is suggested to create new road projects, including foundation of an act based on the existing Road Act, creation of new road project ideas, development of evaluation process and guidelines, and enhancement of an administrative scheme. To create new road projects, three different ways are devised; (1) designation of national roads having uniqueness in overall spectrum, (2) designation of roads having intrinsic values in a different aspect, (3) designation of single structures of engineering outcomes such as bridges, tunnels, new design techniques, considerable Value Engineering output, and well analyzed Life Cycle Cost Analysis practices. For the evaluation process, NSBP program of USA and/or Sustainable City Award program of Korea would be recommended. An administrative scheme and integrated funding process for the new road projects are also suggested based on evaluation of tasks of each team or division of Korea Ministry of Construction and Transportation.

Traffic Vulnerability Analysis of Rural Area using Road Accessibility and Functionality in Cheongju City (도로 접근성과 기능성을 이용한 통합청주시 농촌지역의 교통 취약성 분석)

  • This study carried out evaluation of vulnerability in accessability and functionality using road network that was extracted from Intelligent Transportation System(ITS) and digital map. It was built in order to figure out accessability that locational data which include community center, public facilities, medical facilities and highway IC. The method for grasping functionality are Digital Elevation Model(DEM) and land slide hazard map provided by Korea Forest Service. The evaluation criteria for figure out accessability was set to related comparison of average time in urban area. Functionality value was calculated by the possibility of backing the vehicle possibility of snowfall and landslides. At last, this research computed weighting value through Analytic Hierarchy Process (AHP), calculated a vulnerable score. As the result, the accessability of rural village came out that would spend more time by 1.4 to 3.2 times in comparison with urban area. Even though, vulnerability of the road by a snowfall was estimated that more than 50% satisfies the first class, however, it show up that the road were still vulnerable due snowing because over the 14% of the road being evaluated the fifth class. The functionality has been satisfied most of the road, however, It was vulnerable around Lake Daechung and Piban-ryung, Yumti-jae, Suriti-jae where on the way Boeun. Also, the fifth class road are about 35 km away from the city hall on distance, take an hour to an hour and a half. The fourth class road are about 25 km away from the city hall on distance, take 25 min to an hour. The other class of the road take in 30 min from the city hall or aren't affected of weather and have been analyzed that a density of road is high. In A result that compare between distribution and a housing density came out different the southern and the eastern area, so this result could be suggested quantitative data for possibility of development.

A Study on Key Successful Factors of Cruise Port (크루즈 항만의 성공요인에 관한 연구)

  • Along with a general growth in living standards there has been a corresponding increase in the demand for tourism. Cruise based tourism, in particular, has become one of the most dynamic and dramatic growth sectors in the tourism industry over the last 20 years, including in the Northeast Asian region. In line with the growth of passenger numbers, the number of cruise ships and their berth capacities has increased significantly since the late 1970s. Korea, as a peninsular nation, has also experienced a rapid growth in cruise passenger numbers. The national economy has greatly benefited from this as the industry acts as an income generator, creating new jobs and potential investments and in developing local tourism. Ports play an important role in the development of any national cruise industry, providing not only ship berths but supply and bunkering facilities and a gateway to local tourism opportunities. The selection of the optimal cruise port location is an important and complex problem because the decision makers have to consider a large number of criteria which have a significant effect on the economy, environment, human life, and society. This paper investigates those criteria that are significant in developing a successful cruise port by employing a questionnaire survey of major cruise port users - shipping companies and tourism companies. The ports, surveyed in this study are Busan, Incheon, Yeosu and Jeju. All have been identified as important potential cruise ports in the Korean Government's 'The 3rd Port Basic Plan (2011-2020)'.
